519. Why Some Public Debt Is Good for the Economy with Barry Eichengreen

As conversation swirls around how the U.S. is going to pay back its $30 trillion debt, old concerns about public debt have been raised once again.Barry Eichengreen is a professor of economics at UC Berkeley and one of the leading experts on international currency markets and their history. His books include Globalizing Capital: A History of the International Monetary System, The Populist Temptation: Economic Grievance and Political Reaction in the Modern Era, and most recently, In Defense of Public Debt. Barry and Greg delve into the pros and cons of public debt, the mechanisms ensuring sovereign debt repayment, and the potential risks of inflation, and put modern debt levels into perspective by looking back at other major financial events in history. They also discuss the impact of political polarization on long-term financial decisions.**This episode was recorded in 2021.** *unSILOed Podcast is produced by University FM.*Show Links:Recommended Resources:Napoleonic WarsCorporation of Foreign BondholdersForeign Bondholders Protective CouncilMario DraghiRicardian Equivalence Anne Osborn KruegerArgentine Debt CrisisGuest Profile:Faculty Profile at UC BerkeleyProfessional Profile on XHis Work:In Defense of Public DebtThe Populist Temptation: Economic Grievance and Political Reaction in the Modern EraGlobalizing Capital: A History of the International Monetary SystemHall of Mirrors: The Great Depression, the Great Recession, and the Uses-and Misuses-of History Exorbitant Privilege: The Rise and Fall of the Dollar and the Future of the International Monetary SystemGolden Fetters: The Gold Standard and the Great Depression, 1919-1939Episode Quotes:The political capacity to issue public debt goes hand in hand with financial development31:25: If you go back and look at the history, you see the value to financial markets of sovereign debt—that as sovereigns' and states' debts begin to be recognized as safe and liquid with political checks and balances, they become safe. With the development of markets in them, they become more liquid. They're then used as collateral for other borrowing and lending, and you accelerate the development of private financial markets. So, I think the political capacity to issue public debt goes hand in hand with financial development, and financial development, historically, is an important component of economic development.Public debt as a lifeline in times of crisis02:58: Public debt has been critically important in history. To enable states to meet emergencies—so, if you look at the history, it has been issued typically in wartime to defend the realm. Admittedly, states and rulers have issued it to fight offensive as well as defensive wars, but also to meet threats, pandemics, natural disasters, and other national emergencies. Why public debt levels depend on politics and time34:50: I don't think economic science is advanced to the point where we can identify an optimal or uniquely sustainable level of public debt. I think politics impinges on this as well. So, if you ask a German politician and an American politician what an appropriate or optimal level of public debt is, they'll give you very different answers. Economic circumstances change over time as well. So, public U.S. public debt in the hands of the public has basically tripled since the turn of the century. Debt service—interest paid on that debt as a share of GDP—hasn't budged. Interest rates have come down, and they've been trending downward for the better part of 30 or 40 years. That has made it easier to sustain a heavier level of public debt.

ABOUT THE EPISODE:The behavioral symptoms of young people caught up in substance misuse can be disheartening: open hostility, lying, cheating, stealing from family, and others. These symptoms can be hard to view as a result of the substances, and parents may instead blame their child for being “bad.” My guest today, Dr. Jennifer Fernandez, is a proponent of a compassionate model that sounds more complex than it is - the "biopsychosocial model." This model aims to contextualize all factors contributing to someone's reliance on substances - not just genetics. She says this type of analysis can help those who love someone struggling with substances understand behavior that would otherwise seem irrational. On this edition of Parallax Views, Colby College's Prof. Nicholas F. Jacobs, co-author with Daniel M. Shea of The Rural Voter: The Politics of Place and the Disuniting of America, joins the show to discuss his piece in The Daily Yonder entitled "New Book on Rural America Started with a False Conclusion, Then Looked for Evidence". Jacobs offers a damning critique of the hot new book White Rural Rage: The Threat to American Democracy by Paul Waldman and Tom Schaller. Waldman and Schaller's book, which has garnered a lot of media coverage in outlets like MSNBC and The Washington Post, posits that the biggest threat facing democracy is the rage of white rural voters who they are more bigoted, xenophobic, prone to anti-government violence, believing in conspiracy theories like QAnon, and more than other portions of the population. Jacobs isn't in the business of giving a defense of rural America. That's not his interest as an academic. He is, however, perturbed by claims made in Waldman and Schaller's book because, he argues they misuse data and survey research in a way that is harmful to discourse about the current American political landscape, voter attitudes, and the urban-rural divide. Moreover, he argues that Waldman and Schaller's books fan the flames of right-wing talking points about Democrats and resentment against rural populations. But most of all he focuses on the issues with the data itself that's presented in the book. Get ready for a blow-by-blow breakdown of White Rural Rage on this edition of the program.

ABOUT THE EPISODE:If you could stand outside your own life, watching your family relationships play out like a movie, what patterns of behavior might you notice about yourself?  If you could see those patterns now, wouldn't it be much easier to improve them each day?  In this episode, we try to understand ourselves and our family dynamics more deeply through the lens of attachment theory. If you're like me, you'd never heard attachment theory mentioned in recovery spaces or literature.  But my guest today believes it has an important role to play in the families of children using substances.Jack Hinman has provided therapeutic support for young adults for two decades across a wide variety of settings – hospitals, wilderness therapy, residential centers, and community mental health settings.  Serving these different roles has provided him a holistic overview of the therapeutic experience, and has only solidified his belief that attachment theory can be a key component to improving stressful family dynamics.Today we discuss the four attachment styles, their superpowers, how they affect our relationships with our kids and partners, and how we can change them for the better.Knowing yourself is the beginning of all wisdom.  -  AristotleEPISODE RESOURCES:Engage Life Transitions website The Attachment Project (online attachment style quiz)This podcast is part of a nonprofit called Hopestream CommunityLearn about The Stream, our private online community for momsFind us on Instagram: @hopestreamcommunityDownload a free e-book, Worried Sick: A Compassionate Guide For Parents When Your Teen or Young Adult Child Misuses Drugs and AlcoholHopestream Community is a registered 501(c)3 nonprofit organization and an Amazon Associate. This is: I designed an AI safety course (for a philosophy department), published by Eleni Angelou on September 24, 2023 on LessWrong. Background In the fall of 2023, I'm teaching a course called "Philosophy and The Challenge of the Future"[1] which is focused on AI risk and safety. I designed the syllabus keeping in mind that my students: will have no prior exposure to what AI is or how it works will not necessarily have a strong philosophy background (the course is offered by the Philosophy department, but is open to everyone) will not necessarily be familiar with Effective Altruism at all Goals My approach combines three perspectives: 1) philosophy, 2) AI safety, and 3) Science, Technology, Society (STS); this combination reflects my training in these fields and attempts to create an alternative introduction to AI safety (that doesn't just copy the AISF curriculum). That said, I plan to recommend the AISF course towards the end of the semester; since my students are majoring in all sorts of different things, from CS to psychology, it'd be great if some of them considered AI safety research as their career path. EA - GiveWell Misuses Discount Rates by Oscar Delaney

The Nonlinear Library

Play Episode Listen Later Oct 27, 2022 6:39

Welcome to The Nonlinear Library, where we use Text-to-Speech software to convert the best writing from the Rationalist and EA communities into audio. This is: GiveWell Misuses Discount Rates, published by Oscar Delaney on October 27, 2022 on The Effective Altruism Forum. Summary GiveWell currently uses a time discount rate of 4% for all their cost-effectiveness analyses (CEAs). I argue that it is a mathematical mistake to pick any single best guess value to use for the CEAs. Instead, GiveWell should use a probability distribution over possible discount rates. This is not just an aesthetic judgement for mathematical puritans; it materially changes the CEAs, notably by making all the deworming interventions more attractive relative to other interventions. This is because deworming interventions rely on multi-decadal effects, and so a lower discount rate would make them much more valuable. Epistemic Status On the object level, I cannot think of any reasons to justify GiveWell's current modelling choice over my proposal. However, I still doubt my conclusion because on the meta level it seems like an obvious thing that would be surprising if no one at GiveWell had ever thought of doing, which is evidence I am missing something important. Main GiveWell's CEAs are an impressive attempt to model many different factors in assessing the near-term impacts of various interventions.[1] I will ignore all of this complexity. For my purposes, it is sufficient to note that the CEA for most interventions is well characterised by decomposing impact into several constituents, and multiplying these numbers together. Consider Helen Keller International's Vitamin A Supplementation program: V=M×R×1C [2] where: V is cost-effectiveness [deaths/dollar], M is baseline mortality [deaths/year/child], R is mortality reduction [%], and C is treatment cost [dollars/child/year] Obviously, all of these terms are uncertain. Treatment costs we can estimate quite accurately, but there may be fluctuations in the price of labour or materials needed in the distribution. Mortality data is generally good, but some deaths may not be reported, and mortality rates will change over time. The mortality reduction is based on a solid-seeming meta-analysis of RCTs, but things change over time, and circumstances differ between the trial and intervention locations. GiveWell's model makes a subtle mathematical assumption, namely that the expectation of the product of these three random variables is equal to the product of their expectations: E[V]=E[M×R×1C]=E[M]×E[R]×E[1C] This is not, in general, true.[3] However, if the three random variables are independent, it is true. I cannot think of any plausible ways in which these three random variables correlate. Surely learning that the price of vitamin A tablets just doubled (C) does not affect how effective they are (R) or change the baseline of how many kids die (M). Thus, while GiveWell's method is mathematically unsound, it gives the correct answer in this case. It could well be that GiveWell has considered this, and decided not to explain this in their CEAs because it doesn't change the answer. I think this would be a mistake in communication, but otherwise benign. The one place where I believe this mathematical mistake translates into an incorrect answer is in the use of discount rates. From GiveWell's explanatory document: “The discount rate's primary effect in the cost-effectiveness analyses of our top charities is to represent how much we discount increases in consumption resulting from the long run effects of improved child health for our malaria, deworming and vitamin A charities (which we call "developmental effects"). It also affects the longer-run benefits from cash transfers. We don't discount mortality benefits in our cost-effectiveness analyses.” This figure shows the cost-effectiveness of all the charities in the CEA spreadsheet, when varying the discount rate.[4] Deworming interventions, shown in dashed lines, v...

This series was previously paywalled, but by popular demand has been released on the free feed. This is a special 5-part series discussing the evolution of Critical Race Theory from its conception by Derrick Bell to its current, arguably diluted forms as seen by Kimberle Crenshaw and her work on intersectionality or the anti-racist publishing industry spearheaded by thinkers such as Ibram X Kendi.  Trevor talks to our guest Dr. Patrick D. Anderson about the three-part article series he wrote for the website Black Agenda Report about Critical Race Theory, and how it gets weaponized and misrepresented by people on all sides of the political spectrum, including those left of center, and why. We discuss what CRT is, what it isn't, why the CRT as originally conceived by Derrick Bell is still too dangerous decades later to be promoted in earnest, and why neoliberal dilutions of CRT like Intersectionality as conceived by Kimberle Crenshaw are promoted by the powers-that-be instead.   Patrick D. Anderson is an Assistant Professor of Philosophy at Central State University. His research focuses on the Anticolonial Tradition of Black Radical Thought and theconnections between technology, ethics, and imperialism. He is editor-in-chief at theWikiLeaks Bibliography, and the author of the 2022 book Cypherpunk Ethics: RadicalEthics for the Digital Age (Routledge Focus on Digital Media and Culture). Since Joel Osteen removed my first video giving a full analysis of his sermon, I am uploading this highly edited one focused on his use of Scripture specifically. Why are you doing this, Mike? Because you can't think biblically if your teachers are misusing the Bible all the time. And pointing out when and how this happens is one of the best ways to help people learn not to do it themselves. I don't have anything personal against Joel Osteen. I do, however, feel a calling to help people learn to think biblically about everything and I recognize that the pop-level teaching of popular internet/TV preachers has done a lot of harm to our ability to read the Bible and our awareness of how serious Jesus' call to discipleship really is. This is one of the worst handlings of the Bible we've ever seen.  This Tiktoker claims the Bible proves that YHWH is actually Satan through two verses that seem to contradict each other.  2 Samuel says God enticed David while 1 Chronicles says Satan enticed David. This does seem to be contradictory, however, if we look closer it actually doesn't.  This is even more reason why we need to know how to read our Bible.  To learn how to better read your Bible better, click here!
