85-year-old Annie Korzen is a TikTok starlet! Are you interested in both smartness and the city in the smart city concept? Summary of the article titled Ontological review of smart city research from 2017 by Arkalgud Ramaprasad, Aurora Sánchez-Ortiz and Thant Syn, presented at the Twenty-third Americas Conference on Information Systems. Since we are investigating the future of cities, I thought it would be interesting to see how academic research investigated smart cities in 2016. This article investigates how smartness is very much interesting for the research community, but the city seems largely unexplored in the smart city term. As the most important things, I would like to highlight 3 aspects: The introduced ontological framework approaches smart cities from smartness with structure, functions, focus and semiotics and city with stakeholders and outcomes which can be used to investigate any smart city initiative or research. In the investigated research, the authors found more focus on the structure aspect with systems and IT than on stakeholders and outcomes. Researchers should consider the interdisciplinary nature of the smart city research and must integrate technological, social, and urban aspect of the smart city with the aim to achieve the desired outcomes in a more unified approach. The concept of Smartness in Cities appeared initially because of the advancements in information technology; now cities are working diligently towards being considered “Smart”. However, the term Smart City is still conceptually vague and sometimes biased towards the use of information technology, and not on the city. This article a) presents an ontological framework of Smart City which is logically constructed but grounded in the literature of Smart Cities, and b) maps 373 journal articles—published in 2016 on the topic “smart city”—onto the framework. The mapping reveals that Smart City research in 2016 mainly focuses on the Smart part of the framework, specifically the structural elements, while the City part remains largely unexplored. Are you interested in how smart city can be more than just top-down or bottom-up? Our summary today works with the article titled Interstitiality in the smart city: more than top-down and bottom-up smartness from 2023 by Ryan Burns and Preston Welker, published in the Urban Studies journal. Since we are investigating the future of cities, I thought it would be interesting to see how smart city can be more. This article investigates the interstitial actors that influence the ways in which the smart city manifests, through the case of Calgary, Alberta. As the most important things, I would like to highlight 3 aspects: Smart city concepts have traditionally focused on the top and the bottom of the landscape, however, they have been influenced by the middle, the interstitial actors. These interstitial actors are neither passive recipients nor mere conduits for smart city policies, rather, they actively shape smart city programmes even if they are physically absent from the arenas of formal planning. This understanding opens new avenues for activists, policymakers and interstitial actors to intervene in smart city politics, towards more just cities. You can find the article through this link. Abstract: The critical research agenda on smart cities has tended to assume a largely top-down orientation in which powerful actors like the state and corporations enact programmes to embed Information & Communication Technologies (ICT) in the urban landscape. Because of the way research has framed this relation of power, the dominant response has been to seek social justice by either contesting these top-down exercises of (digital) power or by reconceptualising the smart city ‘from below'. In this paper, we join a growing chorus of voices recognising the importance of interstitial actors that influence the ways in which the smart city manifests. We draw on a five-year ongoing study in Calgary, Alberta, to examine two actor groups that are, properly, neither top-down nor bottom-up, but play an important role in envisioning, implementing and contesting how ‘smartness' is framed. The first set of actors, situated between the top and bottom of the smart city hierarchy, are most prominently community associations, non-profit organisations and ad-hoc task groups. The second group is comprised of groups with different digital practices, whose spectre of marginalisation influences how digital systems are articulated and pursued. These actors strategically move between different interstices in order to enact particular kinds of political influence, and often influence smart cities by virtue of their absence, profoundly impacting urban political geographies of smartness. Smartness has permeated our lives in the form of smartphones, smart cars, smart homes, and smart cities. It has become a mandate, a pervasive force that governs politics, economics, and the environment. As our world faces increasingly complex challenges, the drive for ubiquitous computing raises important questions. What exactly is this 'smartness mandate'? How did it emerge, and what does it reveal about our evolving understanding and management of reality? How did we come to view the planet and its inhabitants primarily as instruments for data collection? In the book 'The Smartness Mandate,' co-authored by Professor Orit Halpern, the notion of 'smartness' is presented as more than just a technology, it is presented as an epistemology — a way of knowing. In this episode of Bridging the Gaps, I speak with Professor Orit Halpern, where we delve into the concept of smartness. We explore its historical roots and its cultural implications, particularly its emphasis on data-driven technologies and decision-making processes across domains such as urban planning, healthcare, and education. Orit Halpern is Lighthouse Professor and Chair of Digital Cultures and Societal Change at Technische Universität Dresden. She completed her Ph.D. at Harvard. She has held numerous visiting scholar positions including at the Max Planck Institute for the History of Science in Berlin, IKKM Weimar, and at Duke University. At present she is working on two projects. The first project is about the history of automation, intelligence, and freedom; and the second project examines extreme infrastructures and the history of experimentation at planetary scales in design, science, and engineering. Our conversation begins by discussing the idea of “smartness” as presented in the book. To understand it better, we look at a few examples. The book suggests that the smartness paradigm relies a lot on collecting data, analysing it, as well as monitoring people through surveillance. We talk about the possible risks and consequences of this data-focused approach for personal privacy and individual rights. Next, we talk about how the smartness idea connects with the concept of resilience. We also touch on the fact, as presented in the book, that the smartness paradigm often reinforces existing power structures and inequalities. We explore the biases and ethical concerns that may arise with the use of these technologies. Furthermore, we explore the possibility of using the smartness approach to promote fairness and equality. We talk about how it could be applied to create a more just society. We discuss the significance of multidisciplinarity, and the role of higher education institutions and educators to create an enabling environment for an informed discourse to address these questions. Professor Orit Halpren emphasises the importance of exploring these questions and addressing relevant concerns to make sure we create the kind of world we truly want for ourselves. (An der Stelle möchten wir kurz darauf hinweisen, dass wir diese Folge AWFNR bereits aufgezeichnet haben, bevor bekannt wurde, dass Linda Zervakis die Tagesschau verlässt). Guten Abend meine Damen und Herren und Malakas. Nach ein bisschen Smalltalk und ein paar Übersprungs-Antworten von Joko, darf er mit schallendem Gelächter die wunderbare Moderatorin, Tagesschausprecherin und Autorin Linda Zervakis bei AWFNR begrüßen. Joko und Linda haben ja quasi den gleichen Beruf, aber auch nur fast. Same same but different. Der Versuch, ein bisschen Seriösität und Smartness in unseren Podcast zu bringen. Na ja, zumindest ein Versuch. Feucht-fröhliche Abende in Berlin, Linda beim „Duell um die Geld“ und TV-Fails vom Feinsten lassen allerdings etwas anderes erahnen. Vorallem nämlich jede Menge Coolness. Spannende Einblicke in das Leben einer Deutsch-Griechin, die sich in Deutschland als Griechin fühlt und in Griechenland als Deutsche. Außerdem stellt sich raus, dass in Joko eigentlich ein Grieche schlummert, der durch das Gespräch mit Linda geweckt wird. In Jokos Fußballmannschaft hat man früher nämlich Griechisch gesprochen und er war die einzige deutsche Kartoffel, aber mit einer nahezu perfekten griechischen Aussprache. Die beiden teilen außerdem die Leidenschaft für griechische Köstlichkeiten und haben unfassbar ansteckende Lachen. Wenn es nach Joko geht, sollte Linda Werbetexterin werden oder bei Joko in der Agentur anfangen. Ach so. Moment, da war ja was. Eine Agentur könnten Joko und Linda aber trotzdem aufmachen.
