This episode features audio from an in-person roundtable discussion at the 2024 Association for Public Policy Analysis and Management Fall Research Conference. The roundtable focused on the five-year anniversary of The Foundations for Evidence-Based Policymaking Act and a recent report from the Government Accountability Office (GAO) on federal agencies' ability to assess their capacity to collect and use evidence. The panelists also discussed what needs to happen next to further strengthen the use of evidence in the federal government. The roundtable featured remarks from Erika Rissi, Nick Hart, Melinda Buntin, Rachel Snyderman, and Paul Decker. Rissi is the chief evaluation officer of the National Science Foundation, where she is also the Head of its Evaluation and Assessment Capability Section. Roy Abdo has led a truly remarkable life. Roy got his start with TFAS in 2006 when he left Lebanon to attend the TFAS program in Greece. On his way, war broke out in Lebanon, leaving him as a 21-year-old stranded in a foreign country and unable to go back home to Beirut. With the help of TFAS friends, staff, and alumni, Roy traveled to the United States to embark on a new journey. Earlier this month, four unidentified flying objects were spotted moving across U.S. airspace. The first object was eventually identified as a surveillance balloon deployed by the Chinese government, and was shot down once it had floated over the Atlantic coast. The other three objects are believed to have been launched by private companies conducting research or recreational activities. In a press conference yesterday, President Biden clarified why we are seeing more aerial phenomena and how he plans to address the matter. If you thought spy balloons were new and unusual, think again. These high-altitude tools have been in use since the 1950's and are now in use by governments and private companies for surveillance and a multitude of other reasons. Will the new radar tracking of U.S. airspace lead to findings of more aerial objects and phenomena? Joining Ashley is John Herrman, a staff writer for New York Magazine, and the author of a recent piece for the mag called “Spy Balloons Are a Growth Industry.” John Herrman joins us today on Zoom from Brooklyn, New York. First detected last month in South Africa, the new Omicron strain of the coronavirus has been designated a “variant of concern” by both the World Health Organization and the Centers for Disease Control. Dozens of countries have detected Omicron infections, and in the United States, at least 16 states have reported cases. While scientists are still in the early stages of researching the new variant, early reports suggest that while Omicron may have greater transmissibility than other variants due to its unique set of mutations, it causes less severe symptoms than other forms of the virus. Dr. Marty Makary joins Marc and Dany to discuss the Omicron variant, the failure of the CDC, and the underappreciated strength of natural immunity. In an effort to address customer questions and concerns as thoroughly and quickly as possible, service centers such as call centers and back-office support organizations often employ frontline workers to handle some of the more common issues. These workers may end up addressing customer questions themselves, or transferring them to another employee with more expertise in that area. Since these workers provide a gateway to an expert, they are sometimes referred to as ‘gatekeepers.' An important part of the gatekeeping process is knowing when to stop working on the customer problem and transfer. But, this presents the gatekeeper with some difficult tradeoffs. On the one hand, transferring too early can lead to expert employees in other departments tied up addressing customer issues that could have been handled without a transfer. On the other hand, transferring too late can frustrate customers who feel stuck with an employee who is unable to address their concerns as well as extend the waiting times of customers in the frontline queue. For managers, an important part of their role is to design incentives that help these frontline employees manage this process to the benefit of the organization. These incentives can take the form of bonus compensation, shift assignments, and promotions. However, balancing these incentives can be challenging and if not managed correctly, can actually negatively influence the employees' decision-making process. This is the topic of a recent study selected for publication in the INFORMS journal Operations Research from a team of researchers at the Carey Business School at Johns Hopkins University. It provides valuable insights on how to effectively incentivize frontline workers such as call center agents and customer service employees. Brian Boles, a Baltimore native, serves as a Senior Development Officer at the Johns Hopkins Carey Business School working to raise money for the school and helping to integrate the school into the Baltimore community through social impact work. Prior to joining the Carey Business School, he served as the Director of Major and Corporate Gifts at Catholic Charities of Baltimore. Brian also served as the Director of Development and Community Relations at St. Frances Academy in East Baltimore, in which role he helped to raise millions of dollars for the Academy. A graduate and fervent supporter of the Academy, Brian also previously served as a classroom teacher and head baseball coach for eight years. He has helped numerous students move on from St. Frances Academy to become student-athletes in college. In 2015, Brian was inducted into the Academy's inaugural class of the Athletic Hall of Fame. Brian previously served as Executive Director of the Books and Baseball Summer Camp Program, a baseball and scholastic program for kids ages 6 through 12 in Baltimore City, which he founded. The unique program was designed to build skills and develop the potential of young campers, both on the diamond and inside the four walls of the classroom during the summer months. He believes that life lessons taught through the game of baseball are a tremendous tool in character development. Brian was a professional baseball scout for eight years, ending his career with the Milwaukee Brewers. He began his scouting career with the Detroit Tigers and was with the organization in 2012 when the team captured the American League pennant. In 2016 Brian was recognized by the Baltimore Orioles as of one the first Birdland Community Hero for his work with Books and Baseball and at St. Frances Academy. In this episode we are joined by Dr. Alden Lai, a management scholar who researches organizational cognition in health care and public health. He investigates the ways health care professionals and managers handle complex, ambiguous, or novel information at work, and how these processes contribute to the safety and quality performance of healthcare organizations. He also examines how people generate meaning and meaningfulness of work to understand issues on burnout, resilience, and workplace wellness. Some of his current research involves: futuristic thinking and the aversion of patient safety events; the psychological antecedents of meaning-making among primary care providers; and employee-employer value fit and job satisfaction of allied health professionals in team-based care models. Dr. Lai has an affiliated appointment in the Department of Management and Organizations at NYU Stern. Prior to joining the NYU faculty, Dr. Lai was involved in teaching executive education as well as graduate and undergraduate courses on health care leadership and management, patient safety, and quality improvement at the Johns Hopkins Bloomberg School of Public Health and Carey Business School. He currently teaches Public Health Management and Leadership. Dr. Lai has worked with universities, federal and state governments, health systems, and research foundations internationally. His professional experiences include being a management consultant, social enterprise strategist, and education research consultant. He was also the Novartis Visiting Fellow at Ho Chi Minh City Medicine & Pharmacy University (Vietnam), Visiting Fellow at Fukushima Medical University (Japan), Chair of the European Health Psychology Society’s early career researcher division, and executive board member in the Academy of Management's Division of Health Care Management. What if we entered negotiations with the goal of benefitting both sides, not just ours? For many, the word negotiation conjures up images of a heated exchange, of master manipulators, expert wordsmiths, and of winners and losers. Victors earn the spoils by outsmarting opponents and preying on their weaknesses. It’s a daunting picture. But Brian Gunia, author of the book, The Bartering Mindset: A Mostly Forgotten Framework for Mastering Your Next Negotiation, shows that this mindset is not only short-sighted, but can also be ineffective. He argues that we’d be much more successful – and enjoy the negotiation process more – if we spent as much time thinking of the other person’s needs as our own. He encourages us to “…think about negotiations not as opportunities to fight with the other side about one fixed outcome, like money, but as the opportunity to find issues to trade things with the other side that benefit both of us at the same time.” Brian is an Associate Professor at Johns Hopkins University’s Carey Business School.
