It is no surprise that for decades the US has reigned supreme when it comes to early stage tech dealmaking. Its risk appetite, coast to coast funding options, integrated market and policy support has created a perfect environment for would-be entrepreneurs to find funding and grow their companies into global tech titans. But, there is no shortage of investable tech firms in the EU. From 2019-2024 the continent generated more high tech startups than the US every year, yet the US had four times more deal value in 2024, $209bn to Europe's $62bn. Europe can create its own tech giants but to do so it needs to rebalance its venture funding environment to support the next generation of startups. This quarter's CEOBarometer spotlights subdued trading conditions, faltering investment flows, and the selective rise of AI. Organic growth has slowed across the board—Software companies posted 13% growth, while ICT Services lagged at 7%. The deceleration is sharpest in consulting services, where low recurring revenue and discretionary budget cuts have driven many businesses into stagnation. In contrast, recurring revenue models continue to provide resilience in Software, where growth has largely stabilised at pre-COVID levels. Despite these challenges, standout performers in areas like cybersecurity and defence—such as Bridewell, DIGI2AL, and FSP—are still delivering strong double-digit growth, proving that execution and sector positioning remain critical. The investment landscape also reflects mounting caution. UK-listed tech valuations have dipped below 10x EV/EBITDA, IPO activity remains stalled, and private equity deal volumes have halved year-on-year. Meanwhile rising debt levels and cash interest payments continue to cause stress for some. While top-tier software firms continue to command strong multiples, ICT Services valuations—particularly in consulting—have seen a significant reset. Venture funding tells a two-speed story: capital remains available for late-stage, AI-native businesses such as Quantexa and Luminance, but pre-Series A funding has collapsed, narrowing the pipeline for future investment. As the sector recalibrates, this episode offers critical insights into where growth is holding up, where confidence is fading, and what tech leaders need to consider as they navigate another year of cautious optimism and selective momentum. Throughout his career, Hanna Kassis has overseen $1.5 billion in capital deployment. Hanna began his entrepreneurial journey in Youngstown, where he managed Tim Ryan's congressional campaign from 2008 to 2011. This early taste of independence would prove formative for his future ventures. Though he initially pursued law school in Chicago with intentions of becoming a tax attorney, Hanna's entrepreneurial spirit led him to found OAREX Capital Markets while still a student. The company secured seed funding from Dan Gilbert's Bizdom and later raised substantial institutional capital—$50M from a global asset management firm and a $50M line of credit from East West Bank—to build an innovative online ad revenue exchange.After successfully scaling OAREX, Hanna exited in 2022 by selling his majority stake to his investor group. I've known Aaron McCambridge for perhaps 15 years, as he's been an occasional visitor to my Rotary Club, where his father is a longtime member. I've known about Citadel Advisory Group for even longer, as they were a client of the bank I worked at the last stop in my career, going back to 2007. When I left the bank in 2013, Aaron had only recently entered the industry in what was effectively an intern/analyst role, and now shares leadership with fellow Managing Partner, Matt Thomas. Citadel works in what is effectively a seller-side representative role for lower middle market privately held companies, helping them find an exit or a growth capital partner, depending on circumstances and the owner's desires for the company. These might include strategic acquisitions, minority capital injections, or 100% private equity or family office buyouts. Citadel gets paid on the back end of each transaction - and only if it is completed. For me, this conversation is a fun look behind the curtain of an industry I've only brushed against in my career, and listeners will learn a lot while I satisfy my curiosity about the kinds of deals that Aaron and his partners have seen in the marketplace. Aaron's journey is an inspiring one, in that he marched through several years of challenge before starting from scratch in a new career. He'd had a very successful career in mortgage, and then wholesale mortgage before the financial crisis evaporated those opportunities, and then founded and floundered in his own commercial capital venture before checking in with Citadel about an entry-level job. There's substantial cybersecurity risk in critical infrastructure and addressing it is a complex problem that involves regulatory and private sector efforts.
