On April 25, 2004, Broadmoor Hospital inmate Peter Bryan attacked a killed fellow inmate Richard Loudwell, a man awaiting sentencing for the murder of an eighty-two-year-old woman. The fact that the murder occurred in England's most famous and supposedly secure psychiatric hospital was shocking, but more shocking was that this was Bryan's third murder, and the second in as many months. Indeed, just two months earlier, while he was under the care of doctors and social workers in an open in-patient mental health hospital, Bryan left the facility in February and a few hours later he'd killed, dismembered, and partially cannibalized forty-three-year-old Brian Cherry.Peter Bryan's murders were highly sensationalized by the press, particularly the tabloids, who fueled the ongoing moral panic over the abysmal state of England's mental health system. While the reporting did little more than exacerbate the public's growing anger with the government, they nonetheless highlighted a very important question everyone wanted answered: How was a man with Bryan's mental health and criminal history able to get released institutional care, and moreover, why was he not under surveillance when he murdered a third time—this time in heavily guarded psychiatric hospital?ReferencesBennetto, Jason. 2005. Ce mercredi 23 Novembre, événement dans Tout Foutre On Air, Keziah Jones et Philippe Cohen Solal (fondateur de Gotan Project) étaient présents dans le studio de Radio Campus Paris pour nous présenter en avant-première leur EP "Class of 89", paru chez Ya Basta! Records, leur première collaboration depuis leur rencontre en 1989. Au menu : playlist cousue main, interview et présentation du disques, carte blanche et une session live spécialement créée pour l'émission. Avec de belles surprises, beaucoup de générosité... et notre joie d'accueillir ces deux grands dans TFOA ! Class of 89 : comme une évidence, des Halles à Lagos Cet EP grande classe qui voyage entre Paris et Lagos, discussion avec ces deux grands artistes. Quatre titres pour mélanger les rythmes électroniques de Philippe Cohen Solal, l'afro beat, la guitare percussive unique et la voix brillante de Keziah Jones. La complicité entre ces deux artistes s'entend au long du disque, et pour cause : ils se rencontrent en 1989 à Paris. Un épisode que Philippe Cohen Solal raconte à merveille : « À la même époque je suis au chômage, une période d'entre-deux. Je viens d'être remercié par Polydor, où j'officiais comme directeur artistique, et je me plonge dans la musique électronique. C'est en prenant un café au « Père tranquille », dans les Halles à Paris, que je vois Keziah pour la première fois. Un jeune mec, noir, grand et très beau s'était mis à chanter devant les tables en jouant de la guitare. Il avait collé une carte postale de Ray Charles sur la caisse, et son jeu était particulier : sexy et percussif. Je me suis levé à la fin d'une chanson pour aller lui parler. Il n'avait aucun enregistrement de ce qu''il faisait, alors je me suis débrouillé pour l'amener en studio et produire une k7 démo avec trois chansons. Ensuite je suis allé faire le tour des labels qui m'ont tous dit la même chose : il chante en anglais, c'est trop compliqué. Et Keziah est rentré à Londres. » La suite est connue, avec les succès mondiaux des albums blufunk de Keziah Jones et le parcours musical riche de Philippe Cohen Solal au sein de Gotan Project et des projets d'une rare qualité musicale comme les Moonshine Sessions (2007) ou le plus récent, sublime et onirique album Outsider avec Mike Lindsay (2021). Reconstruire sa vie dans une autre culture, une autre langue, des millions d'enfants dans le monde y sont obligés. Près de la moitié des réfugiés reconnus par l'ONU sont des enfants et tout enfant doit pouvoir aller à l'école. Mais, malgré l'aide des institutions internationales, l'accès à l'éducation est insuffisant dans les pays d'accueil, «il est même menacé», estime le Haut-commissaire aux réfugiés. En Grèce, la pandémie de Covid n'a pas arrangé la situation, mais les ONG dénoncent un manque de volonté politique du gouvernement. Sur les 26 000 enfants réfugiés ou demandeurs d'asile que compte le pays, 20 000 n'ont pas fait leur rentrée scolaire, cette année (2021). La grande majorité d'entre eux vivent dans des camps financés par l'Union européenne, dans l'est de la mer Égée, où s'est rendu notre correspondant. Reportage sur l'île de Samos, Joël Bronner. Qu'ils fuient la pauvreté qui les force à travailler, le terrorisme des shebabs ou des talibans, ou encore la guerre, la plupart des mineurs qui arrivent en Europe le disent, ils prennent le chemin de l'exil avec l'espoir d'aller à l'école. En France, le contrat Jeune majeur de l'aide sociale à l'enfance les aide à étudier jusqu'à 21 ans. Et en Italie, un nouveau programme baptisé «Un bulletin de notes en poche» permet à certains jeunes d'entrer sur le territoire légalement et sans risquer leur vie afin d'y poursuivre leur scolarité. L'ONG Intersos a mis en place ce couloir humanitaire avec le Haut Commissariat aux réfugiés. Tous les détails avec Cécile Debarge. C'est une petite fille qui n'a de petite que le nom. Amal est une réfugiée syrienne de 3,5 mètres de haut… La marionnette géante parcourt l'Europe, depuis cet été 2021, pour alerter sur le sort des migrants, et plus particulièrement, des enfants. Partie de Turquie, elle est passée par la Grèce, l'Italie, la France. Son voyage la conduira en Angleterre, en passant par Calais - Calais où un adolescent soudanais de 16 ans est mort, il y a quelques jours, en essayant de monter sur un camion... Amal s'est aussi arrêtée à Genève devant les portes de l'ONU. Une étape hautement symbolique de son voyage de 8 000 kilomètres. Reportage en Suisse, de notre correspondant Jérémie Lanche. Pour un peu de douceur… Accents d'Europe vous emmène en Islande à la découverte du duvet d'eider, véritable trésor de l'île nord-atlantique. L'Islande détient les trois-quarts de la production mondiale de ce produit de luxe - petite production de quatre tonnes seulement. “In the Realms of the Unreal” is Henry Darger's masterpiece. A 15 000 pages novel, which he later transposed to hundreds of paintings. In this imaginary world, seven sisters who go by the name of the Vivian Girls lead the rebellion of enslaved children against adult men. Darger often draws the Vivian Girls naked and sometimes with male genitalia. His obsessive and subversive representation of little girls was often met with backlash, some critics even calling him a paedophile. At the age of 12, Henry Darger was sent to a mental institution. The diagnosis was “self abuse”. He was one of many children to be sent away, mainly for being poor and uncared for, and possibly for being a homosexual. The abuse he witnessed and presumably suffered at the Asylum left him scarred for life. When Henry Darger moved into a nursing home a few months before he passed away in 1973, his landlords, Kiyoko and Nathan Lerner, found over 30 000 pages of writing and 300 paintings in his apartment. Not only did this discovery save Henry Darger's life's work from destruction, it also changed the Lerners' life forever. This accidental discovery of the "American Vincent Van Gough" Henry Darger had a vision for the love and protection of children, that has remained almost unknown, but through his art and poetry will be seen as an inspiration for centuries. The tribute album is music created to the poems of Darger, and visuals from his paintings. Darger's work is as deep, and powerfull as a Homerian Epic poem, just as long, and full of as much beauty, philosophy, and stories. Mike Lindsay of the pioneering folktronica band Tunng is joined by Falle Nioke, Hannah Peel, and JFDR to discuss the power of a concept album, disappearing music, and how it feels getting new gear for your studio. Plus Falle gives us all a lesson in percussion. Falle Nioke is a singer and percussionist from Guinea, West Africa. He was part of the DawoLos crew as a teenager, sings in eight languages, and is a master of the gongoma, a traditional instrument combining percussion and melody that you play with your thumbs. JFDR is an Icelandic songwriter and multi-instrumentalist. She studied classical clarinet before releasing music as part of different groups including Pascal Pinon, Gangly and Samaris, catching the attention of Bjork along the way. Hannah Peel is a composer, producer and broadcaster from Northern Ireland. She’s inspired by connections between science and music, and has scored music across television, film and theatre, including the Game of Thrones soundtrack, which earned her an Emmy nomination.
