As the federal government races to adopt AI, many agencies are looking to buy and build the same exact solutions. Recognizing this, the General Services Administration earlier this year launched USAi, a platform that offers agencies access to leading commercial AI models that they can deploy in a streamlined manner, eliminating redundancy across government and leading to greater efficiencies at scale. Zach Whitman, chief data scientist and chief AI officer for the GSA, recently joined me for a discussion at the Agentic AI Government Summit and Jamfest in Washington, D.C., to highlight the USAi effort, how it's progressing, the challenges GSA faces and what's next. The Department of Health and Human Services has tapped DOGE affiliate Zachary Terrell to be its chief technology officer, sources told FedScoop. Terrell's CTO title was confirmed by three officials, who were granted anonymity to be more candid. Taking on the role of CTO comes after his involvement in Department of Government Efficiency work at both HHS and the National Science Foundation, including the cancellation of grants at the science agency. One of those sources told FedScoop that Terrell has been in the technology chief role since the beginning of this month and is still at the NSF as well. While his leadership role is new, Terrell has previously been involved in work at HHS, including as a member of the department's DOGE team, according to a recent legal filing by the government. Per that document, Terrell was listed as one of the 10 team members given access to at least one sensitive system as part of the DOGE work. Specifically, Terrell was one of five team members who weren't directly employed by the U.S. DOGE Service — the White House home for the group. Congress is poised to make yet another run at legislation to reform agency software purchasing practices, with the reintroduction in the House last week of the Strengthening Agency Management and Oversight of Software Assets Act. The SAMOSA Act, which passed the House last December, would require federal agencies to comprehensively assess their software licensing practices, a move aimed at curbing duplicative tech, streamlining future purchases and reducing IT costs. Rep. Nancy Mace, R-S.C., chair of the House Oversight Subcommittee on Cybersecurity, Information Technology, and Government Innovation, said in a press release: “The GAO has found the federal government spends more than $100 billion annually on information technology and cybersecurity, including software licenses. Far too often, taxpayer dollars are wasted on these systems and licenses agencies fail to use.” The SAMOSA Act, Mace goes on to say, “requires agencies to account for existing software assets and consolidate purchases: reducing redundancy, increasing accountability, and saving potentially billions for American taxpayers.” Also in this episode: Salesforce Global Digital Transformation Executive Nadia Hansen joins SNG host Wyatt Kash in a sponsored podcast discussion on how Agentic AI is reshaping the way government teams work and why agencies need top-level sponsorship, transparent governance and workforce training to realize its potential. Good afternoon, I'm _____ with today's episode of EZ News. Tai-Ex opening The Tai-Ex opened down 128-points this morning from yesterday's close, at 26,067 on turnover of 10-billion N-T. The market's recent record breaking winning streak stuttered on Wednesday and it closed slightly lower, as investors took cues from a decline on Wall Street overnight amid concerns about overvalued equity prices. Lai talks democracy UNGA side event President Lai Ching-te has warned that the expansion of authoritarian regimes is undermining the international order and urged democracies to strengthen cooperation in response. In a prerecorded address to the 2025 Concordia Annual Summit, Lai said the "international order is being undermined" as "geopolitical tensions rise and authoritarian regimes converge (聚集) and expand." According to Lai, "democratic societies are now more heavily targeted by disinformation and other forms of external interference, posing a serious challenge to global peace." It is the second time Lai has addressed the Concordia Annual Summit with a prerecorded message. Free flu vaccines from next week The government will be rolling out phase (階段) one of it's annual free flu vaccine program next Wednesday. Those eligible include minors from 6 months old through senior high school; seniors aged 65 and over; medical workers; high-risk individuals; pregnant women and parents of babies under 6 months old. The second phase of the free flu vaccine program will begin on November 1 - when people aged between 50 and 64 will also be eligible for a shot. Rollout of phase one of the program comes as the Centers for Disease Control is warning that this year's flu season has now entered an epidemic phase. Ukraine President Warns World of Arms Race Ukrainian President Volodymyr Zelenskyy is telling world leaders that the world is in “the most destructive (破壞性的) arms race in human history." He called on the international community to act against Russia now, asserting that Vladimir Putin wants to expand his war in Europe. Zelenskyy's comments came a day after he met with President Donald Trump, who expressed support for Ukraine's efforts and criticized Russia. Trump said Tuesday that he believed Ukraine could win back all territory lost to Russia, a dramatic shift from the U.S. leader's repeated calls for Kyiv to make concessions to end the war. Zelenskyy said international institutions like the U.N. are weak and today “Weapons decide who survives.” Texas immigration facility shooting leaves two victims dead Three people have died - including the attacker- after a shooting by a suspected sniper at an immigration facility in Texas. The gunman is dead from a self-inflicted (自己造成的) gunshot wound after the incident. Charlotte North reports from Washington Ecuador to Offer More Land for Oil Exploration Ecuador's plans to offer dozens of blocks of land for oil exploration for more than $47 billion has prompted opposition from seven Indigenous peoples in the Amazon. Those groups say 18 of the proposed blocks overlap their ancestral territories and that they were not consulted. Government officials say their plan is key to modernizing (現代化) an oil sector that supplies Ecuador's top export. The dispute comes amid a state of emergency and a national strike over fuel prices, extractive (提取的) projects and the government's failure to honor a referendum limiting drilling in Yasuni National Park. Esri Ireland, the market leader in Geographic Information Systems (GIS), has announced that broadband provider Fibrus has won a Special Achievement in GIS Award (SAG) at Esri's annual User Conference in San Diego. Using this technology, Fibrus has created streamlined and collaborative processes that have resulted in cost savings of up to €5.8 million on the rollout of fibre networks. It was selected from over 700,000 eligible customers globally. The company needed to establish more efficient and integrated digital processes for collecting, viewing, and sharing information. Esri's digital mapping technology is enabling it to control costs, scale up rapidly, achieve ambitious project milestones, and streamline processes throughout the entire lifecycle of planning, building, and maintaining the fibre networks. Real-time access to data via dedicated dashboards, wherever employees are working, is improving data accuracy and productivity for the business. To date, Fibrus has laid more than 25,000 kilometres of fibre, reaching over 440,000 homes across Northern Ireland and Cumbria, with plans for further expansion. The Esri solution is saving 500 hours per week across Fibrus, its contractors and subcontractors, due to the automation of previously manual processes. The ArcGIS-based processes initially developed for Project Stratum have subsequently been deployed across all of Fibrus' other public sector and commercial projects. Andy and Brendan return to unpack Brian Rolapp's presser at East Lake ahead of the 2025 Tour Championship. Brendan is in especially high spirits following a strong start from Jacob Bridgeman who has found himself in contention to win the FedEx Cup after one round in Atlanta. The bulk of this episode is spent recapping Rolapp's press conference and discussing his first orders of business as CEO of the PGA Tour. It sounds like major changes are coming and Andy, Brendan, and PJ wonder where Rolapp and his newly formed committee will begin. Whether it's taking a piece of revenue from majors, various media rights deals, or shrinking the Tour even more, Rolapp seems eager to shake things up. The back half of this show previews the LIV Team Championship in Plymouth, Michigan. The event will be LIV's 50th tournament, leaving Andy and Brendan to wonder whether the league will make it to 100 events. Brendan runs through some all-time LIV stats, as this golf entity actually has accurate bookkeeping - a rarity these days! Jon Rahm has come down from Mt. Everest and made an interesting draft choice when choosing his first-round opponent, drawing comparisons to his beloved Arizona Diamondbacks. News and Updates: Disney will fully integrate Hulu into Disney+ in 2026, creating a single streaming app while still offering standalone subscriptions. Internationally, Hulu will replace the Star brand in fall 2025. Disney expects the merger to cut costs, lower churn, and boost ad sales. Hulu + Live TV will merge with Fubo under a JV but remain separate until its own Disney+ integration in 2026. The move follows Disney's $9B buyout of Comcast's Hulu stake. ESPN and Fox will launch standalone live sports streaming services on Aug. 21, with a joint $39.99/month bundle available Oct. 2, saving subscribers about $10. ESPN's $29.99 plan includes its live channels and WWE coverage, while Fox One's $19.99 plan offers Fox News, Fox Sports, FS1, FS2, and more. Warner Bros. Discovery is also developing a direct-to-consumer TNT Sports streaming product. HHS Secretary Robert F. Kennedy Jr. wants every American wearing a health tracker within four years under his “Make America Healthy Again” plan. Critics argue it's a tech industry giveaway with minimal real health impact, costly for consumers, and a distraction from weakening public health infrastructure. CGMs and wearables can help specific patients but offer little benefit to most healthy users. OpenAI launched GPT-5, calling it its “best AI yet” with better reasoning, fewer hallucinations, and stronger coding skills. It's free for all ChatGPT tiers with tier-based usage limits. However, backlash erupted as GPT-4o and other models were removed, with users complaining GPT-5 gives shorter, less personal answers and makes basic mistakes. CEO Sam Altman promised fixes, restored GPT-4o for Plus users, and plans tweaks to model-switching and “thinking mode.”
