A look at Clark County Jail's opioid treatment program

Clark County Jail in Vancouver recently became the first jail in Washington state licensed to provide methadone on-site through a treatment program for opioid use disorder. A team of specialists at the jail also administer naltrexone, another medication approved by the FDA to manage withdrawal symptoms and the cravings associated with drugs like fentanyl.  More than half of the jail population in Washington has an opioid use disorder, according to researchers at the University of Washington. Last year, Clark County Jail installed a vending machine in its lobby that dispenses free fentanyl test strips and naloxone to reverse potentially fatal overdoses. Joining us to talk about these harm reduction efforts and the opioid treatment program at Clark County Jail are Anna Lookingbill, the jail transition manager, and Matt West, the addiction medicine medical director at the jail’s Comprehensive Treatment Center, which is operated by Acadia Healthcare.

A New York Times investigation found that the for-profit company is accused of failing to provide counseling, falsifying records and enrolling patients who aren’t addicted to opioids. The company already faces federal investigations over practices at its psychiatric hospitals. Jessica Silver-Greenberg is a business investigations reporter for The New York Times. She reported on Acadia Healthcare with Katie Thomas, an investigative health care reporter for the news outlet. Silver-Greenberg joins us with more on the reporting.

Acadia Healthcare is under scrutiny after New York Times reporters discovered a pattern of holding patients against their will – even when it was not medically necessary for them to be there. The company agreed to pay nearly $20 million in a settlement in September. And it's now facing a new federal investigation, according to the Times. Acadia does not currently run any hospitals in Minnesota, but it is partnering with Fairview Health Services on a new mental health hospital that is currently under construction in St. Paul. Given these plans, MPR News host Cathy Wurzer talked to New York Times reporter Jessica Silver-Greenberg about their record elsewhere.

In this special episode, we dive into the sudden closure of SUWS of the Carolinas by Acadia Healthcare and the impact it had on families, employees, and the field as a whole. Our guest, Kevin Green, shares his experience with the program, as his son was attending SUWS when they received the shocking news of its closure. Kevin explains how his son was making progress in the program after participating in SUWS for eleven days and how his family had to quickly find an alternative placement after receiving a phone call that the program was closing on a Friday afternoon. He goes on to reveal the process he and his wife went through and the emotional toll the abrupt closure had on them and their son. Kevin also discusses the support he received from the SUWS of the Carolinas staff while expressing his frustration in dealing with Acadia Healthcare. This multi-billion dollar behavioral health company owned and operated the SUWs but did little to assist Kevin during the closure process. This special episode sheds light on the impact of sudden program closures on families and how behavioral healthcare can do a better job in this challenging process.

This week Laura is celebrating the 150th episode of Speaking to Influence.  Dr Nasser Khan shares what he and his company are doing to help addicts rebuild and recover.  Dr. Khan discusses the importance of storytelling when it comes to overcoming the fears of the neighborhood when a new facility is going to be built in the community.  When others share their fears when a facility opened in their community and that their fears were allayed, that helps with the message that help is needed in every community.  Once every five minutes there is an opioid death in the United States. Here are a few things that you will learn in this episode: How only 10 percent of those with an opioid addiction are in treatment today. As a manager knowing that the importance of teams and playing to individual strengths helps to create balance. Understanding that addiction impacts more than 10 million across the USA and is chronic. Our host, Michael Walsh, spoke with old friend Brian Scannell about his time in Boston and achieving recovery. Brian Scannell brings 35+ years of personal experience in the recovery community as well as a successful background in IT sales and entertainment. Brian's top priority is to help as many people as possible find the appropriate help they need to achieve their best life possible. He often uses the expression “don't think about what's possible, think about what's impossible and go for that." Brian is the success story of a 19 year old alcoholic/addict who, through residential treatment, attending a Half Way House and armed with a RECOVERY PLAN has lived a full life. Brian is also known for his work in Gone Baby Gone (2007), The Master (2012) and Pineapple Express (2008). Brian holds a Bachelors Degree in International Business with a Minor in International Relations from UMass Boston. Born and raised in West Roxbury, MA, Brian began his journey in recovery at Spofford Hall in NH followed by 6 months at The Answer House in South Boston. Brian's ‘get well' job was lumping fish off the boats on the docks in South Boston. As a result of Brian's strong work ethic, a friend's father secured him an apprenticeship at the IBEW Local 103 in Dorchester, MA where he worked as an Electrician's Apprentice obtaining his Journeyman's license in 4 years. Always wanting to regain the College Education that addiction stole from him, Brian worked his way through UMass Boston graduating in 1997. Brian's true life's work is helping others. Seeing this in him, the CEO at Elements Behavioral Health gave him an opportunity to work in the SUD treatment field. After 3 years at EBH, now Promises Behavioral Health, he went to work for Acadia Healthcare. In January 2021 Brian left Acadia Healthcare and started his own Behavioral Health consulting business, The Scannell Group. Today, The Scannell Group is successful and Brian is a recurring on Starz series Heels. Brian can also be seen in the feature film Last Seen Alive starring Gerard Butler.

About Today's GuestMichael Genovese is the chief medical officer of Acadia Healthcare, the largest stand-alone provider of behavioral healthcare in the United States. Acadia operates a network of 238 behavioral health facilities in 40 States and Puerto Rico. Dr. Genovese is serves on the CMO Corporate Council of the Joint Commission and is Assistant Clinical Professor of Medicine at the University of Arizona. He is a Diplomate of the American Board of Psychiatry and Neurology, a member of the American Medical Association, the American Psychiatric Association, the American Academy of Addiction Psychiatry and the American Society of Addiction Medicine. Dr. Genovese co-founded the multidisciplinary medical practice Long Island Mind and Body in New York while practicing as an attending physician at NYU/Winthrop University Hospital.
