Baidu launched in 2000 as a search engine platform. Two decades later, it's become one of the few companies in the world that offers a full AI stack. Its core businesses span mobile, cloud, intelligent driving and other growth initiatives, and its products and services have attracted hundreds of millions of users and hundreds of thousands of enterprise customers. Leading all of that is co-founder, CEO, and chairman Robin Li. He explains how Baidu has built generative AI into its business – including their AI chatbot, ERNIE Bot. Highlighting the increasingly prominent role of cybersecurity and informatization work in the new era, President Xi Jinping has stressed the need to coordinate development and security, with solid efforts to advance high-quality growth in this regard.Xi, who is also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, made the remarks in a recent instruction on the work of cybersecurity and informatization. The instruction was conveyed at a national meeting on cybersecurity and informatization that was held on Friday and Saturday in Beijing.Xi emphasized the importance of strengthening the country's capability to ensure the cybersecurity and promote building a community with a shared future in cyberspace.He also stressed adherence to several principles, including the Party exercising leadership over cyberspace affairs, developing of cyberspace affairs for the people, and taking a path of internet governance with Chinese characteristics.Calling for vigorous efforts to advance the high-quality development of cybersecurity and informatization, Xi said that new achievements should also be made in boosting China's strength in cyberspace, thus making new contributions to building a modern socialist country in all respects and advancing national rejuvenation on all fronts.The country's system and capacity for cybersecurity have constantly been improving, and its efforts to boost self-reliance and strength in science and technology have also been accelerated, while law-based governance of cyberspace has been intensified, Xi said.Wang Sixin, deputy head of Communication University of China's Institute for a Community with Shared Future, said, "The new requirements raised by Xi in this regard are essential and urgent."Summing up the work experience and clarifying current problems are crucial to future development in this field, as well as to benefiting the people and promoting the high-quality growth of our country."With the Party's leadership, China has seen many achievements in cyberspace governance since the 18th CPC National Congress in 2012. Its technological research, such as that on supercomputers and quantum communication, has been at the global forefront, while its artificial intelligence has been widely applied in many areas.Xi recalled the significant progress achieved in cybersecurity and informatization since the 18th CPC National Congress, noting that China has put in place a system for integrated cyberspace management, with the Party's leadership in such work having been strengthened across the board.As internet technologies, including 5G, big data, cloud computing and blockchain, have rapidly grown, the nation's legal toolkit on cybersecurity and informatization has become more complete through the formulation of a series of laws, such as the Cybersecurity Law, Data Security Law and Personal Information Protection Law.To offer a safer online environment for people, the Cyberspace Administration of China has also issued guidelines and taken measures to prevent online misconduct, such as cyberbullying and rumors, in order to guarantee the healthy development of the internet.All the moves have helped advance cybersecurity and informatization work, Wang said, adding that those measures contributed to enriching the country's theoretical building of cyberspace and improving the capacity of its cyberspace governance.Just like boosting the nation's self-reliance in science and technology, the theoretical construction in the field is vital to enhancing China's international voice, he said.Zhu Wei, deputy director of the Communication Law Research Center at China University of Political Science and Law, said that holding such a meeting to give new instructions on cybersecurity and informatization, following the 20th CPC National Congress in October, was inevitable and filled with profound meaning."When we're benefiting from the internet and solving problems on data, cybersecurity and informatization through laws, we must also acknowledge that we're still facing some challenges brought by emerging technologies," he said."We need to draw on some good practices from past work, as well as conduct new research to find solutions that can both develop the new technologies and meet the challenges."Expressing excitement about the acceleration of law-based governance in cyberspace in recent years, Zhu suggested that legislators and internet regulators continue upholding the principle of coordinating development and security in following lawmaking."The driving force of high-quality development is scientific and technological innovation, so in the coming period of time, the main task of formulating our policies and laws is to seek a balance between security and development," he said, adding that this is also a must to cope with the international situation.As development is a key to solving problems caused by technologies, a number of newly released regulations and laws have clarified that the country encourages technological research, requiring internet platforms to fight online misconduct through technical means.Since the beginning of this year, China has seen internet technologies prosper and also has accelerated steps in cyberspace governance.As ChatGPT takes the tech world by storm and triggers a new wave of artificial intelligence, a host of Chinese tech giants have begun rolling out ChatGPT-style products. Among them, Alibaba has invited enterprise users to test a self-developed large model called Tongyi Qianwen, and Baidu has unveiled its large language model and Chinese-language ChatGPT alternative, Ernie Bot, which could be implemented in a variety of functions including searches, autonomous driving and smart devices.To promote the healthy development of the technology, interim measures for managing generative AI services were jointly disclosed by seven authorities last week. The measures encourage the innovative development of generative AI and supervision of AI using methods compatible with innovation and development.Earlier, the country's top judicial authorities and top internet regulator also solicited public opinion on combating cyberbullying, in order to purify the online environment and protect people's legitimate rights in cyberspace.Zhou Hongyi, founder of 360 Security Group, said he was encouraged by Xi's instruction and felt more responsibility as head of a digital security enterprise."In the era of digital civilization, measures for guaranteeing traditional security are no longer able to meet new challenges, which requires us to strengthen scientific and technological creativity, so as to build a strong digital security barrier for the healthy growth of the digital economy," he said.As an enterprise that has been fighting on the front line of cyberattacks for years, 360 would like to continue being the guardian of national security, and also to be a builder of digital China, helping companies, governments and cities to address security weaknesses and become smarter, Zhou said.Reporter: Cao YinCui Jia contributed to this story.

It can mimic human conversation, and do a whole range of things from drafting email to writing essays, taking tests and writing and debugging computer programs.   On February 7th Chinese company Baidu announced it would be creating a Chinese language ChatGPT, Ernie Bot. A week later, Taiwan's Science and Technology Minister, Wu Tseng-tsong announced that Taiwan will be developing its own Chinese language chatbot due to fears of bias that could be created by China's chatbot.   And on March 16th the Ernie Bot was publicly unveiled.   T.H. Schee is a digital veteran with twenty years of experience in the private and NGO sectors. He was a founding member of the Taiwan Internet Governance Forum and provided his expertise on digital crisis response to the UN Global Geospatial Information Management group. Apple, after years of anticipation, is finally ready to open its own stores in India. The first two are coming up in Mumbai and New Delhi. They are set to open on April 18 and April 20, respectively. China's powerful Cyberspace Administration has released draft rules to regulate generative AI products as companies such as Alibaba and Baidu launched their rival products to OpenAI's ChatGPT, CNBC reports. Also in this brief, CapitalG invests AlphaSense, and HARMAN will open a Chennai software centre soon. Notes: Apple, revealed a small surprise on Monday, saying it will be opening a second company-owned retail store in India, in Saket, New Delhi. A retail store opening was widely expected in Mumbai, for years, and Apple last week set the date for that as April 18. The store is to be called Apple BKC. The one in New Delhi is set for an April 20 opening. Apple stores are known for the excruciating details that go into their look and feel, down to the exact placement of every single object in the store. Apple's marketing machine has also popularised an in-store service known as the genius bar where experienced staff will help customers get their iPhones and other gadgets repaired. Chinese regulators, yesterday, released draft rules designed to manage how companies develop generative artificial intelligence products, as domestic tech giants begin rolling out products to rival OpenAI's ChatGPT, CNBC reports. On Tuesday, Alibaba unveiled Tongyi Qianwen, its generative AI product, that the e-commerce giant plans to integrate across various services. Baidu, last month also launched its equivalent, Ernie Bot, for testing, according to CNBC. The CAC's draft measures lay out the ground rules that generative AI services have to follow, including the type of content these products are allowed to generate. The content needs to reflect the core values of socialism and should not subvert state power, according to the draft rules. Companies should ensure the data being used to train these AI models will not discriminate against people based on factors like ethnicity, race and gender, the CAC said. They also should not generate false information, the regulator added, according to CNBC. Google's holding company Alphabet's late-stage venture capital arm, CapitalG, has invested $100 million in a corporate data analytics startup AlphaSense, valuing the company at $1.8 billion, according to CNBC. South Korea's Fair Trade Commission (KFTC) has fined Google 42.1 billion won (~ $32 million) for blocking developers from releasing mobile video games on a Korean competitor platform called One Store, TechCrunch reports. HARMAN, a subsidiary of Samsung Electronics, yesterday said it will add a new Automotive Engineering Centre in Chennai, expanding its operations in India. The company expects to recruit 200 employees in the first year of operations of the new centre. Currently, more than a third of HARMAN's total workforce, at about 10,000 staff, work in India. Anthill Ventures, a venture capital and speed-scaling ecosystem, yesterday said it had selected five startups from Singapore for the fifth cohort of its Global Innovation Alliance Program. The fifth edition focuses on mobility, energy, real estate, waste management, water and sanitation, and smart-city applications. The five startups selected for the program are Ailytics, Bizsu, Hydroleap, sepPure, and SwiftIOT.

Bien que le cours soit remonté par la suite, cela reste un mauvais signal envoyé à propos de l'aboutissement du modèle de langage de l'entreprise.En ne proposant que des questions basiques à son IA, certains internautes chinois n'ont pas manqué de moquer Baidu. Et selon les informations du Financial Times, le succès de ChatGPT aurait précipité les travaux de Baidu, qui aurait réaffecté des ressources pour le développement de son IA, afin de ne pas se faire distancer par la concurrence américaine. Le géant des moteurs de recherche doit également faire face, sur son marché local, aux géants Tencent et Alibaba. C'est une sacré erreur de timing qu'à fait Baidu. La société éditrice du moteur de recherche éponyme, le plus utilisé en Chine, a en effet présenté son modèle de langage, Ernie Bot, mais le lendemain de la sortie de GPT-4 d'OpenAI ! Petit problème, Ernie Bot est moins puissant que GPT-4. La présentation réalisée par le fondateur de Baidu, Robin Li, a en effet déçu les investisseurs, car les performances de l'IA n'ont été démontrées que par le biais d'une vidéo préenregistrée. C'est en s'inspirant fortement des GAFAM américains que Robin Li a présenté Ernie Bot, seul sur une scène, éclairée par un immense écran, devant un parterre de journalistes plongés dans l'obscurité. La performance de la très attendue IA générative chinoise a été diffusée et commentée par le fondateur devant environ deux millions de spectateurs sur le réseau social WeChat. Cependant, la performance d'une cinquantaine de minutes n'a pas été concluante, entraînant une chute de 6,4% de la valeur de l'action de Baidu à Hong Kong. Bien que le cours soit remonté par la suite, cela reste un mauvais signal envoyé à propos de l'aboutissement du modèle de langage de l'entreprise. En ne proposant que des questions basiques à son IA, certains internautes chinois n'ont pas manqué de moquer Baidu. Et selon les informations du Financial Times, le succès de ChatGPT aurait précipité les travaux de Baidu, qui aurait réaffecté des ressources pour le développement de son IA, afin de ne pas se faire distancer par la concurrence américaine. Le géant des moteurs de recherche doit également faire face, sur son marché local, aux géants Tencent et Alibaba. Toutefois, l'entreprise semble être la mieux placée dans cette course, car elle investit depuis quelques années à coups de milliards de dollars dans les grands modèles de langage.
