(Adam@TheWorldview.com) By Adam McManus 18-year-old Christian received bail on false blasphemy charges An 18-year-old Christian in Pakistan, who has been imprisoned for more than 17 months on false blasphemy charges against Islam, is expected to be released on bail this week, reports MorningStarNews. After Akash Karamat won bail on December 19th for one of three blasphemy cases filed against him, judges granted bail on February18th for the other two cases. Psalm 5:12 says, “Surely, LORD, you bless the righteous; You surround them with Your favor as with a shield." Pope Francis has kidney failure On Sunday, the Vatican revealed that Pope Francis has ‘mild kidney failure' and remains in critical condition, reports LifeSiteNews.com. Prior to that, Francis was taken to the Gemelli Hospital in Rome on February 14th for bronchitis, and since then was diagnosed with double pneumonia in what was described as a “complex” medical scenario. On Saturday the pope received a blood transfusion and “high flows” of oxygen. Remarkable prayer by HUD Secretary at White House On Saturday night, President Donald Trump asked Housing and Urban Development Secretary Scott Turner, a former NFL football player, to open the National Governor's Association meeting at the White House with prayer. Listen. TRUMP: “I'd like to ask Scott Turner, who's our Secretary of HUD -- he's a great young man, and he's a tremendous, tremendous talent -- and I'd like to ask you to say grace. Thank you. Thank you, Scott, congratulations.” TURNER: “Thank you, sir. Thank you, Mr. President. Let's pray together. “Father, we're so grateful to have this opportunity to gather together, Father, for such a time as this, Lord. Father, we thank You for President Trump. Lord God, we thank You for the First Lady. We thank You for Vice President Vance and the Second Lady. Lord God, I pray that You will be an Iron Dome of protection around them and their families. Lord God, we thank you that You are a sovereign Father and You're a good, good Father. “And tonight, Father God, I thank You for the governors that have gathered here. Lord, thank You for their service. I pray You would give them wisdom and clarity and understanding. God, I pray You will be with them and their families. Lord God, I pray and thank You for my colleagues in the cabinet that are here tonight. “Lord God, we know that You have ordained this time before the foundations of the world. Father, we thank You tonight that, as we gather and as we fellowship, Lord Jesus, that You would be glorified. And Father, as President Trump as the leader of this nation, Lord God, as he every day, leads and serves, Father, I pray that You would give him great favor. God, I pray that You would open his eyes to see like he's never seen before, that You would open up his ears to hear Your voice. And Father God, you would give him divine insight and divine wisdom as he leads and serves this country. And Lord, tonight, we pray that the joy of the Lord would be our strength because we are happy tonight because You saw fit to bring us together. We love You. We honor You. … We give You the glory, in Jesus' name, Amen.” Trump rebukes Maine Governor in person over men in women's sports Later Saturday evening, President Trump talked to the fifty governors in the White House about his commitment to ban men from playing in women's sports. It was within this context, that he personally confronted Maine's  Governor Janet Mills, reports The Christian Post. Listen. TRUMP: “Two weeks ago, I signed an executive order banning men from playing in women's sports. Many Democrats are fighting me on that. I hope you continue, because you'll never win another race. It's just crazy. If you look at what happened with the boxing. If you look at what happened with the weight lifting numbers where a record that hadn't been broken for 19 years got shattered. A guy walks up, he had transitioned, and he knocked out that record by about 100 pounds. That would be a record not going to be broken again. So, we put a ban on it to protect women. If you watch the Olympics, you had two transitioned people that were fighting in the women's boxing, that women's boxing category, and if you saw that it was brutal. “The NCAA has complied immediately, by the way. That's good, but I understand Maine. Is Maine here? The governor of Maine? GOV Mills: “Yeah, I'm here.” TRMP: “Are you not going to comply with it?” MILLS: “I'm complying with state and federal laws.” TRUMP: “We are the federal law. Well, you better do it. You better do it, because you're not going to get any federal funding at all if you don't. And by the way, your population, even though it's somewhat liberal, although I did very well there, your population doesn't want men playing in women's sports, so you better comply.  You better comply, because otherwise you're not getting any, any federal funding.” MILLS: “I'll see you in court.” TRUMP: “Every state. …  Good. I'll see you in court. I look forward to that. That should be a real easy one. And enjoy your life after Governor, because I don't think you'll be in elected politics. “Every state has a responsibility to comply with Title IX. Despite killing 392,715 babies, Planned Parenthood's tax funding up 43% A fact sheet produced by the Charlotte Lozier Institute based on Planned Parenthood's most recent annual report states that, since 2010, the Murder Giant's federal revenue has increased by some 43%. During that same period, its total services have decreased by 17%, with even larger percentage declines for particular services. Contraceptive services are down 39%, cancer screenings are down by 72% for breast exams and 74% for pap tests, and prenatal services are down by a whopping 80%. One so-called “service” at Planned Parenthood continues to increase, however: abortion. In the most recent service year, Planned Parenthood carried out 392,715 abortions, a record toll of death. Plus, its net income for the service year was $178.6 million, leaving it with net assets in excess of $2.5 billion. MSNBC fired Joy Reid And finally, MSNBC fired professional race baiter Joy Reid after she lost 28% of her viewership within the last year, reports Fox News. REID: “We've laid out the stakes in this crucial election, where one side stands for freedom while the other meets the textbook definition of fascism. Grand Reopening! How the Federal Government Is Supporting Students’ Return to School

The U.S. Department of Education (ED) convened the National Safe School Reopening Summit to share strategies and guidance to help schools return to in-person instruction quickly and safely. Also, President Biden announced $81 billion in education relief funds is already on its way to states as new, national survey data shows that millions of students only attend school remotely and receive little live instruction. Plus, the public comment period on new E-rate funding is open, and the Senate held its confirmation hearing for Cindy Marten to be the deputy secretary of education. ED’s School Reopening Summit was a packed, three-hour event that included remarks from First Lady Dr. Jill Biden, Secretary of Education Miguel Cardona, and Centers for Disease Control and Prevention (CDC) Director Rochelle Walensky. Across three panels, health experts, educators, school leaders, and students shared strategies, best practices, and guidance to help schools as they move to reopen for in-person instruction. For example, as one of California’s first districts to reopen for in-person learning, Cajon Valley School District, whose superintendent serves on our Future Ready Schools® Advisory Board, was featured. In particular, the district’s reopening plan and work to support students’ social-emotional well-being were highlighted at the summit. In addition to the panel discussions on reopening strategies, school safety, and supporting students’ needs, President Biden announced the immediate dispersal of $81 billion in education relief funds to states to help schools reopen. The funds also will support the creation of a new summer learning and enrichment collaborative between ED, the Council of Chief State School Officers, and the National Governor’s Association. The collaborative will support states in using funds provided by the American Rescue Plan to develop and implement summer learning and enrichment programs to address learning loss caused by the COVID-19 pandemic. Finally, it was announced that Secretary Cardona will go on a national tour visiting reopened schools.  The event closed with remarks from President Biden, urging schools to use these resources to do what is necessary to reopen. The latest emergency relief comes at a critical time. Just before the summit, ED released new, national survey data on student learning during the pandemic. According to the survey, school remained remote for nearly half of elementary and middle school students as of early February. Worse still, the survey finds that 5 percent of fourth graders and 10 percent of eighth graders received no live instruction at all. Additionally, there were large racial disparities among fully remote students: 69 percent of Asian, 58 percent of Black, and 57 percent of Latino fourth-grade students were fully remote compared with only 27 percent of White students. As a part of the national push to fully reopen schools and provide in-person learning to all students, the CDC revised its safety guidelines for K–12 schools. The CDC now recommends a minimum of three feet of separation between students in addition to universal masking. The previous recommendation of six feet of separation remains in effect for middle and high schools in communities with high COVID-19 transmission rates, unless schools employ a cohort model in which students are taught in the same small group throughout the day. Many welcome this change and hope that these updated guidelines, coupled with additional resources through the American Rescue Plan, will significantly increase in-school instruction. However, the presidents of both national teachers’ unions raised concerns that underresourced communities may still struggle to implement strategies to limit COVID-19 transmission. In a letter, Randi Weingarten, president of the American Federation of Teachers, urged Secretary Cardona and CDC Director Walensky to combine these more relaxed guidelines with strengthened COVID-19 testing,

The National Conference of State Legislatures (NCSL), the Council for State Governments (CSG), and the National Governor’s Association Center for Best Practices (NGA Center) partnered with CLEAR on a comprehensive resource covering regulatory structures in use in the United States. The State Regulatory Structures report is informed by a survey conducted by CLEAR asking respondents to indicate which of five regulatory model(s) best represented their current regulatory organization. Results from 46 jurisdictions have been documented based on several different factors, including number of models in place within the jurisdiction, responsibility for decision-making authority, and responsibility for operational functions. In this podcast episode, Suzanne Hultin and Iris Hentze with NCSL talk about the larger Occupational Licensing Consortium Project and the impetus for the regulatory structures report. Virginia just cut a deal with Dominion Energy to buy renewable energy. Most of the energy will come from Dominion’s solar installations, and we’re buying the equivalent of what’s needed to power one hundred thousand homes. Virginia has the potential to be the east coast leader in renewable energy, especially wind, but is way behind other states. The wind energy generated in this agreement is from an on-shore installation that has yet to be built. In fact, this would be Virginia’s first wind energy installation, as the Commonwealth is among only nine states without wind energy. Virginia, though, is kicking things off in a big way, as the National Governor’s Association says this is the biggest single contract for renewable energy by a state.

This year NGA instituted a process whereby states are competitively selected for partnerships with the organization to work together on cybersecurity challenges. Just last month NGA announced that it would partner with seven states, including Maryland, to help enhance their cybersecurity strategies. Until very recently, no one thought of Larry Hogan as a candidate for president. His first two campaigns for office ended in defeat. In 2014 he won the Maryland governorship at age 58 - and within months received a diagnosis of Stage 3 non-Hodgkin’s lymphoma. Four years later, re-elected and cancer-free, the Hogan has turned into a focus of 2020 attention. Dissident members of the GOP, searching for someone to challenge President Trump’s renomination, have turned to him for two reasons. The stout, personable Republican - who this summer will become chairman of the National Governor’s Association - wields immense popularity even in a strongly-Democratic state. And he carries a resonant family legacy of political fortitude. On the House Judiciary Committee in 1974, Rep. Lawrence Hogan Sr. became the only GOP member to vote for all three articles of impeachment against Republican President Richard Nixon.    Philanthropists in Silicon Valley Want Your Ideas The provincial Silicon Valley that was loathe to step outside of Northern California is practically ancient history. An industry that once shunned Washington, D.C.'s buttoned-up bureaucrats now leads in lobbying and campaign contributions. Increasingly, philanthropists in Silicon Valley are making investments that in many ways are changing the very structure of our institutions. The New York Times is running a series on the institutional investments Silicon Valley titans are making.  For example, Netflix's Reed Hastings and Facebook's Mark Zuckerberg are making investments to enhance and experiment with innovative new educational tools and models. Other tech philanthropists have long invested billions to fight more global, humanitarian problems, such as climate change and malaria. They also offer microloans to small businesses in developing nations. The election of Donald Trump to the presidency as not caused the mass tech exodus from Washington that was initially feared. Indeed, while Big Tech and the Trump administration remain worlds apart on net neutrality, there is some common ground. Issues like cybersecurity, government efficiency, and the effect of artificial intelligence on jobs are largely bipartisan. It is now inside-the-beltway institutions that are struggling to tweak their own insular tendencies. What should policy professionals be thinking about as they develop their outreach efforts to philanthropists in Silicon Valley? How does tech sector philanthropy work? The goal of this episodes is to help answer these questions and more as you structure your efforts. Bio Gina Dalma (@ginadalma) is Special Advisor to the CEO and vice president of government relations at the Silicon Valley Community Foundation (SVCF). SVCF is the largest community foundation in the world, with more than $8 billion in assets under management. Gina is responsible for leading SVCF's ongoing lobbying efforts in Sacramento and its emerging efforts in Washington, D.C.  SVCF's California lobbying work is currently centered around education, affordable housing, immigration and economic security. In Washington, D.C., SVCF hopes to be a leading voice on topics that have the potential to advance the philanthropic sector. Gina was pivotal in the passage of the California Mathematics Placement Act of 2015, which Gov. Brown signed into law on Oct. 5, 2015. SVCF sponsored this legislation. She serves as a member of the California Department of Education's STEM Taskforce Advisory Committee. She is also a member of the National Common Core Funders Steering Committee and an Advisory Board Member of the Silicon Valley Education Foundation. Prior to her promotion to special advisor in 2015, Gina was SVCF's director of grantmaking. In that role, she led the grantmaking team in using a diverse set of tools, including strategic investments, to solve our region's most challenging problems. Resources Silicon Valley Community Foundation (SVCF) Parting the Waters: America in the King Years 1954-1963 by Taylor Branch News Roundup FCC's Net Neutrality Initial Comment Window Closes The FCC's initial comment period regarding its proposed rules to overturn  the Obama-era net neutrality rules closed on Monday. The comments span the gamut. Some commenters favor overturning the existing rules. Other commenters advocated for new legislation that would replace the FCC's rules. Still others advocated for upholding the existing rules entirely, without new legislation. A couple of data points this week on net neutrality -- Civis Analytics released one showing 81% of Americans are against blocking, throttling, and paid prioritization of some sites over others. Interestingly, Civis Analytics counts Verizon Ventures and Alphabet Chair Eric Schmidt among its investors. Another poll, this one by INCOMPAS and the GOP-polling firm IMGE, showed 72% of Republican voters oppose throttling and blocking sites like Netflix. Further, a Morning Consult released a report showing Senators who support net neutrality enjoy high approval ratings. Massachusetts Senator Ed Markey has a 55% approval rating, and Oregon Senator Ron Wyden has an approval rating of 61%. America's Cybersecurity Issues Intensify Verizon announced that "human error" that resulted in misconfigured security settings caused the personal data of some 6 million Verizon customers to be leaked online. We're talking customer phone numbers, names, and PIN codes. Apparently, an Amazon S3 storage server's settings were set to public instead of private. Selena Larson has the full story at CNN Money. As far as Russia is concerned--President Trump keeps equivocating. One day he says he thinks maybe Russia interfered with the election. The next day, he's publicly less sure. This is all amidst an intensifying investigation that has zeroed in on Trump's son, Donald Jr. Trump senior also met with Russian President Vladimir Putin in Germany 2 weeks ago, as you know, at the G20 Summit in Hamburg.  After that meeting, Trump talked about needing to move forward with forming a cybersecurity unit with Russia. President Trump said he had questioned Putin about the hacks and that Putin had vehemently denied them. Republicans and Democrats quickly condemned the president's statements, questioning  the president's trust of Russia. Then, 3 days later, the Trump administration moved to limit federal agencies' use of Kaspersky Labs. Kaspersky Labs is the Russia-based cybersecurity firm.  Several officials believe the Kaspersky may be a Trojan Horse the Kremlin uses to hack government data. You can find coverage in the Washington Post by Phillip Rucker, as well as Politico, by Eric Geller, and Reuters' Phil Stewart.   Meanwhile, Joe Uchill reported in the Hill on a new poll conducted by the cyberscurity firm Carbon Black which shows 1 in 4 voters do not plan on voting due to cybersecurity concerns. Feds Uphold NSA's Gag Orders The gag orders the National Security Agency routinely uses when it requests identifying information from tech companies don't violate the 1st Amendment. That was the holding of a 9th Circuit Court of Appeals decision last week in a matter brought by Cloudflare and Credo Mobile. The companies wanted to notify customers when the National Security Agency obtained their information. The companies argued that notifying customers of such inquiries is their First Amendment right. But the Court disagreed. As long as certain civil liberties protections are in place, those gag orders that prevent companies from notifying customers that the NSA is investigating them are Constitutional. New Documents Suggest Backpage.com Facilitated Sex Advertising/Trafficking New evidence suggests Backpage.com did know alleged prostitution was going on on its website and that it indeed allegedly helped facilitate it,. Johnathan O'Connell and Tom Jackman report for the Washington Post. Documents show Backpage apparently did things like troll its competitors' websites for sex ads. After finding sex ad buyers, Backpage allegedly had staffers and contractors contact those buyers and offer them free advertising .  A 16-year-old girl the FBI says was being trafficked on the site was found dead in a Chicago-area garage on Christmas eve. DraftKings/Fanduel Merger a No-Go DraftKings and FanDuel--the two leading fantasy sports sites--have dropped merger talks. The Federal Trade Commission was blocking the merger after finding the merged company would have controlled between 80 and 90% of the fantasy sports market. Ali Breland reports in the Hill. Musk: AI is "Biggest risk we face as a civilization" At a meeting of the National Governor's Association last week, Tesla and SpaceX CEO Elon Musk said Artificial Intelligence is "the biggest risk we face as a civilization". He called for more effective regulations. The Economist also published a report that shows China and the U.S. in head-to-head competition for dominance in the Artificial Intelligence market.  The article suggests China may account for up to half of the world's Artificial Intelligence-attributable GDP growth by 2030. By 2030, AI is expected to comprise some $16 trillion of total global GDP. Racist Airbnb host to pay Asian customer $5,000 Finally, Tami Barker, the Airbnb host who denied a UCLA law student her reservation because she is Asian will have to pay $5,000 in damages to the student, Dyne Suh, and take an Asian American studies course. "It's why we have Trump", is what Barker wrote to Suh via the Airbnb app. "I will not allow this country to be told what to do by foreigners," she said.

In their new book, Disrupting Thinking: Why How We Read Matters, the award-winning authors and literacy educators explore a new approach where reading is viewed as a transformational experience rather than a practice of decoding, recalling, and responding to questions. As Bob says, "We're looking for the replacement of artificial and formulaic reading with REAL reading." This week, Kylene and Bob join us in the studio to talk about how teachers can start implementing changes in their classrooms today, ways parents can be reading role models for their children at home, and why it's more important that kids recognize how a text makes them feel than remember the main character's name. Governor Markell was the recipient of the 2012 Tony Coelho Award at a recent ceremony held at the Rayburn House Office Building in Washington, DC. The Award is named after the Honorable Tony Coelho, former U.S. Congressman from CA. It honors senior-level executives and government leaders who have worked to create systemic change for people with disabilities through employment and have worked to encourage other leaders to do the same. The governor joined with representatives from the White House, the U.S. Department of Education, Justice and Labor as well as advocates for people with disabilities to receive the award for his work on behalf of people with disabilities.
