We Are Welcoming Witnesses

I recognize that another event outside this building has the attention and hearts of many of us in this room this morning.Show of hands: How many here know and remember Pastor Kenny and his wife Malaina, who we sent out last year to plant a church in the Orlando area? Well, as we meet here this morning, Horizon City Church, led by Kenny, is having their first public gathering in Winter Garden, Florida.I don't think it's any coincidence that at the very time when we're turning our focus to being welcoming witnesses that we remember, and pray for, a man who embodies what it means to be a welcoming witness. So, if you feel a little distracted this morning, I get it. In fact, you might do well to keep Pastor Kenny in mind during this message, as a living lesson in being a welcoming witness.To be clear, what's going on in Winter Garden, and what's going on this morning at 1524 Summit Avenue, is vastly more important that any marathon or any American football game in London or anywhere else in the world.Growing Up and OutThis is now the fifth in a series of six sermons, called “We Are Cities Church,” on our vision and values. As we're approaching our tenth anniversary as a church (this January), we have found ourselves in a new season of church life. In broad strokes, you might see our first five years, from 2015 until COVID, as a time of being planted. And these last four years have been a time of becoming rooted here on Summit Avenue. Now we sense ourselves coming into a new season — of what? What would you call it? What do you call the next phase after being planted and rooted? What is an acorn planted and rooted for? To grow tall and wide. To stretch up high in worship and spread out in witness to the world. We're in a season of new growth and stretching and spreading our branches — of bearing fruit, we pray, and dropping acorns we hope will become new churches.So, for this new season, we've considered how we might freshly express our unchanging mission: we want to make joyful disciples of Jesus who remember his realness in all of life. And we have a fresh fourfold way of talking about the kind of disciples we hope to be and multiply. Each of the four brings together two realities to clarify with an adjective what kind of nouns we mean.First, we are Jesus worshipers. This is the vertical aspect, the up-reach. We are not just theists, or even monotheists; nor do we simply admire Jesus as a great moral teacher. Rather, we worship Jesus. That's what it means to be Christians. We not only worship God but worship his Son.Second, we are joyful servants. That is, we are not dour servants, doing our duty while biting our lip. Nor are we shallowly happy sluggards sitting around dedicated to self-service. Rather, we aim to have happy hearts behind our helping hands. We gladly provide shade for those scorched by the sun, and strong branches to give safety for those harassed by wolves.Third, we are generous disciplers. What do we say here — providing life-giving sap? We are not miserly mentors, nor generous donors, but generous disciplers — up close, involved, giving of our own time and energy to help others grow in the faith. Last week we saw this vision in Acts 20 of personally speaking God's word and living his word in real life while investing in the lives of a few. “Disciplers” is the big addition to our previous way of talking about a threefold calling as worshipers, servants, and missionaries. We still say worshipers and servants, but now we've added disciplers, and updated missionaries to witnesses.So, fourth and finally, we are welcoming witnesses. Here we're talking outreach in particular. Not just up in worship, and in through service and discipling, but out in Christian witness to an unchristian world.Welcoming witness means we are not okay being cold, off-putting witnesses; nor are we warm, welcoming pushovers. We are welcoming witnesses: those who open wide their arms to others to make Jesus known and enjoyed.So, we give the rest of this message to welcoming witnesses, and here's how we'll proceed. First, let's go to Acts 2, and the string of texts that follow it, and see the welcoming witness of the early church, and how it grew. Then let's consider what it means to be a witness, and then what welcoming adds to witness. You can call these three truths for our welcoming witness.1. The church and the gospel grow together.Acts 2:40 says that Peter “bore witness” to the gospel of Jesus, and verse 21 says that the people “received his word” — we'll come back to this. Then twice we hear about additions, that is, growth:Verse 41: “there were added that day about three thousand souls.” Verse 47: “the Lord added to their number day by day those who were being saved.”And this is the beginning of this remarkable theme in the book of Acts — the word growing, increasing, multiplying.So we hear in Acts 4:4: “many of those who had heard the word believed, and the number of the men came to about five thousand.” So the (gospel) word is heard and believed, and the number grows.Then Acts 6:7: “the word of God continued to increase, and the number of the disciples multiplied greatly in Jerusalem . . . .” Number grows, as word grows. Specifically, number multiplies as word increases.Then Acts 12:24, very simply: “the word of God increased and multiplied” — many more heard and believed and joined the church. So too in Acts 19:20: “the word of the Lord continued to increase and prevail mightily.”The word, the message of the gospel, grows as people hear and believe in Jesus and are added to the church. Word growth and church growth go together.What If GodNow, I know that some of us hear that — all that adding and increasing and even multiplying — and think, Oh no, I just want a small church. We look around this room and think, There's already enough people here. Already too many! No more increasing, please. Okay, maybe just a little adding here and there, but no multiplying!We might think of it in terms of church size, but perhaps that's really a misplaced diagnosis. I suspect it's not really about church size as much as the rush and pace and complexities and relentless frenzy of city life. Our modern metropolitan lives are so crazy, we just want church small and simple, thank you. But our discomfort with gospel growth may really have more to do with our unrecognized calling to the city.You know what's good about city life? There are so many people nearby. And you know what's so hard about city life? There are so many people nearby.To be honest, just about all of us at Cities Church have small-church preferences. And you know what? It turns out a lot of us have small-church preferences. So many of us, in fact, that after a while, we small-church people find each other, and don't have a small church anymore.What might help us is to do business with the time and place to which God has called us. Brothers and sisters, you live in a very large city. Twin Cities. Depending on who's counting, this is the 12th to 16th largest metro in the United States. And this is where God has put you, whether you own it or not. Maybe God's loosening your roots and means for you to head to the hinterlands, but for now, if you live in the TC metro, you live in a very populated urban and suburban area. My hope for us as a church is that we would recognize our present calling, and embrace it, and persevere in it, and let it inform our expressed desire for small church.I get it. Most of us have some native bucolic longings that in the complexity and stress of city life we might try to pour into church life. Brothers and sisters, there are other ways to channel your rural dreams than into a church on Summit Avenue. Drive out-state to an apple orchard next Saturday, or get an AirBnB for a weekend. Take a trip in Duluth; visit the Brainerd Lakes area or Boundary Waters. Explore MN. Drive across South Dakota. And then come back to the big city, and own that we are a church in the city, and that it is good to have so many people nearby, and so many people to bring close to Jesus and into joyful discipleship.It would be very easy to look around week after week and think we don't have any more space. We don't have room for witness. We don't have room to welcome others in. We don't have space for more baptisms, at least not many.As pastors, we are wrestling in this season, and want you to wrestle with us, Lord, what are you calling us to? We want the gospel to increase and multiply. We want the church to grow and mature. We want to generously disciple many, and send them out like Pastor Kenny, and add to our number those who are being saved. Would you join us in praying for it? And would you join us in praying for Macalester? Amazingly, we've been seeing a new trickle of students from Macalester. What if God would be pleased to turn that into a stream, and into a river? What if God sent us 100 Macalester students? What's your gut response to that? Is it, “Oh no! We don't have room for many more people!” Or does your heart burn, “Yes, yes, do it, Lord, answer our prayers, make us a welcoming witness to Macalester, and Summit Avenue, and in these surrounding neighborhoods”?2. You are never alone when you witness to Jesus.The key verse that sets the program for the whole book of Acts is Acts 1:8: “…you will receive power when the Holy Spirit has come upon you, and you will be my witnesses in Jerusalem and in all Judea and Samaria, and to the end of the earth.”Because of Acts 1:8, we often use this word “witness” for “sharing our faith” or “speaking the gospel.” Have you ever stopped to ponder what this word “witness” means for us as Christians?What is a witness? A witness is someone, who, for the good of others, chooses to testify to something they have seen or heard. Usually the witness did not choose to see or hear what they did. They didn't initiate the experience. The event chose them, so to speak. And then, for the good of others, they choose, they agree, to testify in court.So, to be a witness is both humble and brave. Something happened that you didn't do, but you saw it or heard it. And now, for the benefit of others, you testify to what you saw or heard or know.John the Baptist is a classic example of the witness: He came as a witness, to bear witness about the light, that all might believe through him. He was not the light, but came to bear witness about the light. (John 1:7-8)Brothers and sisters, pressure's off! You're not the light; you're just the witness. Jesus is the light, not you. It's his work, not yours. It's his grace, not yours. But this I know: I once was blind, but now I see. I'm not the light; he's the light. Look at the light!And not only do we witness like John but we never witness alone, but as we witness to Jesus, and what we have seen and heard and experience, we simply add our voice to the company of witnesses: to the witness of nature (Acts 14:17), and the witness of conscience (Romans 2:15), and the witness of Scripture (Acts 10:43), and to the cloud of witnesses that surrounds us (Hebrews 12:1).But the one I find most encouraging of all is that the Holy Spirit witnesses. Acts 5:32: “we are witnesses to these things, and so is the Holy Spirit, whom God has given to those who obey him.”The Spirit is the divine Person who works through and with the word to give it life and growth and increase and expansion. And God has given him to us; he dwells in us. You never witness alone when you bear witness to Jesus.Over and over again in Acts, the Holy Spirit fills Christians and empowers them for witness (Acts 2:4; 4:8, 31; 13:9), just as Jesus promised in Acts 1:8: “you will receive power when the Holy Spirit has come upon you, and you will be my witnesses...”3. We adorn our witness with hearts and hands that welcome.Witness is the noun. Welcome is the adjective. Welcoming witness means that we adorn our gospel witness with the warmth and deeds of Christian love. Word is central in witness, and welcome adorns word.Biblically, a related concept to “welcoming witness” is hospitality, which is literally “love of strangers.” There is usual human kindness, where we welcome and love those who love us, and there is the unusual kindness of Rahab welcoming the Israelite spies (Hebrews 11:31) or the natives of Malta showing hospitality to the shipwrecked apostle Paul (Acts 28:2, 7). Love for strangers is so important to Christianity that hospitable is a requirement for office in the church (1 Tim 3:2; 5:10; Titus 1:8).For Christians, love for strangers means both that we welcome fellow believers in uncomfortable ways (Romans 12:13; 14:1; 1 Peter 4:9) as well as that we welcome strangers and unbelievers (Heb 13:2; Matt 25:35, 38, 43).Why would we do this? I remember I had a book as a kid called Never Talk to Strangers. It was not a Christian book. So, why would we do this? Why would we talk to strangers? And have a heart for strangers to know Jesus? And take action that we might welcome strangers to Jesus and witness to him?Because this is what Jesus has done for us. We were hungry and he fed us with the bread of life. We were thirsty and he gave us to drink from the well of living water. We were strangers, sinners, rebels, estranged from God, and he welcomed us.Christians learn to love strangers, and learn to be welcoming witnesses to those strange to us and estranged from God, because God himself loved us when we were yet strangers. His love for strangers compels us to be welcoming witnesses, rather than fearful of and suspicious of the strange and God-estranged.Three Spheres for WitnessSo, I end with three spheres of our welcoming witness, perhaps in increasing importance:1) We are a welcoming witness at 1524 Summit Ave. Each Sunday, we have a welcome team. You can participate in that. And let's not leave all the welcoming of each other, and strangers, to the welcome team. So, some welcoming happens on the way into this room, but mainly, after we worship, oh what amazing ministry, what welcoming witness happens on these grounds. Please don't run as a pattern. Linger and be welcoming witnesses.Then all week, as we meet people nearby, and represent our church, as we frequent businesses nearby, as we repair the steeple, and keep the lawn, we want to be together a welcoming witness to Jesus on Summit Ave and to these surrounding neighborhoods.2) We are a welcoming witness as we go out into other spaces during the week. So, your work, your school, coffee shops, gyms, ballfields. Just Thursday, I was given a new book called You Will Be My Witnesses (by Brian DeVries). I got it from someone in another city who had no idea I was preaching on “witnesses” this Sunday. It's very good. Chapter 5 summarizes the pattern of Christian witness in Acts like this, which is very applicable to our relationships with unbelievers across the metro: Christian witness is (1) usually preceded by prayer, (2) often explicitly Spirit-directed, (3) generally spontaneous, (4) with the church community itself as the dominant form of witness (DeVries talks about “contagious Christian living within an attracting church community,” 120), and all that, as we've seen, (5) with gospel communication central (and “authenticated by . . . faithful living,” 121).3) We are a welcoming witness in our homes.Sometimes we talk about someone having “the gift” of hospitality. It may be true that some are more naturally inclined toward good hosting, but hospitality is not something that falls from the sky (or not). It is first God-given love for strangers in the heart, and that love is either cultivated and grown (whatever your natural inclinations), or neglected and suppressed; and if it's cultivated, then that love overflows into practical, tangible outward deeds and welcome.I close with five practical, nitty-gritty ideas for welcoming witness in our homes.1) Pray about being hospitable and budget for it. Pray over who you'd like to invite into your home, and don't let the very minimal costs keep you from the very maximal rewards.2) Think in concentric circles of “strangers”: first, those who are not strangers at all: friends and family. Okay, that's very normal hosting. Then think of those who are strangers in that they don't live in your house but are fellow believers. Then don't forget those who are strangers according to faith. In other words, Christian hospitality incorporates both fellow believers and nonbelievers. Make use of it for both, for hosting Community Group and hosting unbelieving neighbors.3) A word for dads. I wish this lesson didn't take me so long to learn, and that I didn't still have room for growth. But it did, and I do. I'd love to save some younger husbands some grief if you'll hear an old man's counsel: dad's energy is key for hospitality. Husbands, fathers, we don't wave a wand and expect wife and kids to start singing, “Be Our Guest” — not for long. Dad, your masculine heart and hands and arms are critical; and so is her feminine heart and touch — and everyone knows her part is vital, but yours can get forgotten, especially by you. Don't forget it. Brothers, lead the way in prayer, planning, preparation, service, and cleanup. Put your male body to some use. Many marriages (not saying all) would be helped if dad sweated hospitality prep for more, and mom sweated it less.4) So, a word to the ladies: some of you may have to lower your expectations for domestic and culinary excellence. I promise, it is worth being hospitable, even if a perfect pic doesn't wind up on IG. You don't need to impress; just love. Use paper plates, and the house doesn't have to be perfect.5) A next-level consideration might be having a guest room, or plan for overnight hosting.Making a practice of welcoming others into our homes can be good for your marriage, in having shared mission and ministry together. It can be good for our kids, in the people they'll meet and interact with and learn from. And it's good for us to have open homes, open doors, open lives. An open home brings accountability with it that does us all good. Satan loves isolation and closed doors. And welcoming others into our homes might be not just an important way, but the key way in our times to witness to our faith in Jesus.Housekey?I remember the moment in evangelism class in seminary. The professor's name was Steve Childers. He asked the class, “You know what will be the key to evangelism in the 21st century, don't you?”I'm sure he could see on our faces how eager we were for his answer. Wow, the key, we were thinking. This is huge. He knew he had us. So he paused and smiled and waited. And he waited. And just when I was almost ready to burst with, “Just c'mon already!” finally he lifted the curtain: “Hospitality.”In an increasingly post-Christian society, he said, the importance of hospitality as an evangelistic asset is quickly growing. Increasingly, the most strategic turf on which to engage the unbelieving with the good news of Jesus is the turf of our own yards and homes.When people don't gather in droves for stadium crusades, or tarry long enough on the sidewalk to hear a gospel presentation, or look up from their phones, or take out their earbuds, what will you do? How will we be welcoming witnesses? Where will we testify to the unbelieving about what matters most?Invite them to dinner. Witness and Welcome at the TableEach Sunday, this Table forms us to be welcoming witnesses. First, this Table witnesses. It speaks a visible word to us about Jesus, his sacrifice of his body for our sins, and his new covenant inaugurated in the shedding of his blood. This Table witnesses to him, and as we partake we proclaim his death until he comes.And this Table welcomes — not without spiritual conditions but indiscriminately within the conditions of confession this Jesus as Lord, Savior, and Treasure and having had his name put on you publicly through baptism.

A very sweet melodic tune that tells a great story by way of a beautiful piece of music.  SECOND time playedPlayed a total of 353 timesFirst time:  “Last”night 2.18.71Last:  June 28, 1995, The Palace of Auburn Hills, outside Detroit                               THIS SHOW: Last year we covered the Feb. 18th show famous as the debut for Bertha, Greatest Story, Loser, Wharf Rat and Playin In The Band and the Beautiful Jam out of Wharf Rat and back into Dark Star.  It was also Mickey's last show before his almost three year hiatus before he returned for the final 1974 show before the band's 1975 year off February 19th show is just as historical:  The band's first show without Mickey since he joined the band in 1967.  Many people theorize that this was Mickey's response to his father, Lenny Hart who was the band's manager stealing almost $155,000 of the band's assets before disappearing.  Although he was eventually located by a private detective hired by the band and arrested in San Diego on July 26, 1971, convicted and spent six months in jail, the money was never returned.  The song, “He's Gone” is based on Lenny Hart's embezzlement and disappearance.  Ashamed by his father's actions, Mickey left the band after the 2.18.71 Capitol Theater show returning full time in 1975.  Lenny died of natural causes on Feb. 2, 1975.  According to Dennis McNally, "Mickey went to the funeral home, cleared the room, took out the snakewood sticks that had been his inheritance, played a traditional rudimental drum piece, "The Downfall of Paris" on Lenny's coffin, and split." Starting with this show, the band became a very lean mean fighting machine with just five members (Jerry, Bobby, Phil, Bill and Pig) until Keith jointed the band seven months later in September.  On this night, the band played the five songs debuted the night before and debuted Deal and Birdsong.  Pig also has a strong showing this night leading the band through four standouts:             Hurts Me Too            Smokestack Lightning:  the third to last time it would be played with Pig in the band            Easy Wind:  the second to last time it would be played without Pig in the band            Good Lovin  This really marked the beginning of the band's hard shift away from psychedelic blues (Primal Dead) to the more Americana style music that began with Workingman's and American Beauty.  Within a year, Pig would be very ill with just enough energy left for the Europe '72 tour.  But this night, he was rocking the house like only he could do.  Here is the first of his four featured songs:  SHOW No. 1:      Hurts Me Too                                Track # 5                                2:08 – 3:42 Great showcase number for Pig featuring his singing and harp playing.  We got just a bit of Jerry's lead but all this great music is too long to fit into one clip – don't want Dan getting mad at me! "It Hurts Me Too" is a blues standard that is "one of the most interpreted blues [songs]".[1] First recorded in 1940 by Tampa Red in Chicago, the song is a mid-tempo eight-bar blues that features slide guitar. It borrows from earlier blues songs and has been recorded by many artists.  Release on May 10th with Tired of Your Reckless Ways on the B-side. In 1949, Tampa Red recorded a variation of "It Hurts Me Too", titled "When Things Go Wrong with You".[9] It was recast in the style of a Chicago blues, with electric guitar and a more up to date backing arrangement. The song was a hit and reached number nine on Billboard'sRhythm & Blues Records chart in 1949.[10] (The original "It Hurts Me Too" was released before Billboard or a similar reliable service began tracking such releases, so it is difficult to gauge which version was more popular, although the former's title won out over the latter's.) Although the song retained the refrain "When things go wrong, so wrong with you, it hurts me too", Tampa Red varied the rest of the lyrics somewhat. This would become the pattern for future versions, in which succeeding artists would interpret the song with some of their own lyrics. Noted covers:            Elmore James            Junior Wells            Grateful Dead – with Pig singing the vocals.  Was first released by the Dead on Europe '72 album.  After Pig left the band, the song was retired.             The Dead played the song a total of 59 times            First:    May 19, 1966 at the Avalon Ballroom, San Francisco            Last:     May 24, 1972 at the Lyceum Ballroom in London (last show of Europe '72 tour             “FROM THE VAULT”: This entire show was released by the Dead as “Three From The Vault” in 2007.  The “From The Vault” series, launched by the Band in 1991 with One From The Vault – August 13, 1975 at The Great American Music Hall, with first live performance of the songs from Blues For Allah.  In 1992 the Dead released “Two From The Vault” – August 23 and 24, 1968 at the Shrine Auditorium in Los Angeles.  Then, along came Dick Latvala and his Dead scene changing Dick's Picks series which was wildly popular, so much so that the In The Vault Series was put on hold.  For 15 years.  Until 2007 when they circled back to the original series of live releasees with Three From The Vault which features the same show we are talking about today from the Capitol Theatre.  That was it for In The Vault releases.  The Dead did have several other “Vault” like releases – multi-track recordings including Hundred Year Haul, Dozin' At The Knick, Fallout From the Phil Zone, Terrapin Station, Live At the Fillmore East 2.11.69, Ladies and Gentlemen, the Grateful Dead, Nightfall of Diamonds, Trucking Up To Buffalo and so many more. They just stopped calling them “From The Vault”.  Dick's Picks, of course would go on to have a total of 36 releases, the last few releases coming after Dick's death in 1999.  Which led into the still wildly popular Dave's Picks from David Lemieux who took over for Dick and now has 49 releases and still going strong.  And “short” lived, but generally popular  “Roadtrips” series.  And all of the box sets that are all amazing but too numerous to name except for the Complete Recordings, the four-night run at the Fillmore West from Feb. 27 to March 2, 1969 – four shows with the band at the peak of Primal Dead, and Europe '72 which consists of the live recordings for all of the shows on that tour.  Another milestone for the Dead in terms of their ever expanding reputation for Jam Band, psychedelic, and amazing song catalogue, even at that “early” stage of the band's existence.  SHOW No. 2:      Playin In The Band                                Track # 7                                2:23 – 4:05                                            By:  Weir and Hunter "Playing in the Band" is a song by the Grateful Dead. The lyrics were written by Robert Hunter and rhythm guitaristBob Weir composed the music, with some assistance from percussionist Mickey Hart.[1] The song first emerged in embryonic form on the self-titled 1971 live albumGrateful Dead. It then appeared in a more polished form on Ace, Bob Weir's first solo album (which included every Grateful Dead member except Ron "Pigpen" McKernan).The instrumental break of "Playing in the Band" was introduced as early as the February 19, 1969 "Celestial Synapse" show at the Fillmore West, in which it appears somewhat indistinct from the preceding and following jams.[5] The completed song was also included on Mickey Hart's 1972 solo album Rolling Thunder within "The Main Ten", making reference to the song's time signature of 10/4.  "The Main Ten" appears on Dick's Picks Volume 16, from their performance at the Fillmore West on November 8, 1969. On that set, it appears in the middle of "Caution (Do Not Stop On Tracks)".During a Bob Weir and Wolf Bros concert livestream on February 12, 2021, Weir credited David Crosby with the composition of the main riff. Weir stated, "David Crosby came up with the seminal lick... and then he left. We were out at Mickey's barn. So Mickey said, 'Make a song out of that'. Next day, I had it" It has since become one of the best-known Grateful Dead numbers and a standard part of their repertoire, usually as a second set pre-drums jumping off point for jams to who knows where. So many variables come in between watches lying to us, food labels, etc.Aim to use measuring cups, food scales, and track everything for maximum accuracy.Big takeaway- Keep track of the data and you'll notice trends.2- Don't sweat the small stuff.Most companies will attempt to get you to part with your hard earned money by using enough scientific terms and big words to make you focus on small stuff so they can sell you fad diets, or supplements.95% of people spend most of their time focusing on the last 5% rather than focusing on what really matters: consistency, adherence, hard work, sustainability, and tenacity. Don't let your self get suckered.3- Focus on food densitySimply put this means that there are low calories in large amount of food. Low energy density means there are few calories in a large amount of food.Easy way to help feel fuller on fewer calories.Some examples- Water, Fish, Lean meat and poultry, brown rice, sweet potato, basically all veggies, low fat popcorn, etcHere's a quick example with raisins and grapes. Raisins have a high energy density — 1 cup of raisins has about 480 calories. Visit rivanna.org to learn more. Virginia nets $74.2 million in latest carbon cap-and-trade auctionThe Regional Greenhouse Gas initiative has held its latest auction of carbon allowances to organizations that generate electricity. Virginia will receive $74.2 million in proceeds from the latest sale last week. That’s the fifth time Virginia has participated since joining the interstate compact in 2020 for a total of $301,855,695.52. “RGGI is a cooperative effort among eleven states – Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, Vermont, and Virginia – to reduce greenhouse gas emissions,” reads the nonprofit’s website.Those states have received nearly $5 billion in proceeds. By law, Virginia is required to direct 45 percent of its funding to the Community Flood Preparedness Fund and 50 percent to support energy efficiency programs for low-income households. RGGI has no enforcement authority and exists to facilitate each state’s carbon dioxide trading program. Governor Glenn Youngkin wants Virginia to end its participation in the program, but legislation to to allow that to happen failed in the General Assembly session this year. To learn more, read Sarah Vogelsong’s story posted this morning at Virginia Mercury. The headline is As Virginia nets another $74 million, RGGI uncertainty lingers. Council to allocate additional money to Cville Plans Together initiativeIt’s been three years since Charlottesville City Council opted to hire a consultant to create an affordable housing strategy, update the Comprehensive Plan, and rewrite the zoning code. Rhodeside & Harwell has been working on the Cville Plans Together initiative for over two years, and has accomplished the first two tasks.Work is underway now on the zoning code and the Department of Neighborhood Development Services is seeking additional resources. “The first part is for $143,810 for community engagement and projects management as an ongoing activity,” said James Freas, the director of NDS. “And then the second part is for a housing market outcome modeling at $45,000.”Freas said the community engagement work is necessary because the original scope with Rhodeside & Harwell was for them to do that work for 25 months. “And now we’re in month 28 with another 12 to 13 months or so left to go,” Freas said. Freas said the work to actually rewrite the zoning is funded, but the additional funding will go to create the model, which is intended to predict how the housing market might respond to the land use changes already embedded in the Comprehensive Plan as well the new zoning.“That would be essentially looking at what would be the scale or pace of new housing development that might happen, what types of housing, what level of affordability, etcera,” Freas said. “And we really consider this essential work for both the Council, the Planning Commission, and the public to get an understanding of what these changes in zoning would produce on the ground.” Freas said subcontractor HR&A will look at housing trends and data to attempt to project what might happen when the zoning code is rewritten to enable more units on every residential lot across the city. “To put it more clearly, how many housing units will we see on a year-by-year basis with the changes in zoning,” Freas said. “What types of housing units? Is it going to steer more toward two-families or more towards [AccessoryDwelling Units]? Looking at different parts of the city, is it going to lead to tear-downs or is it going to lead to reuse of existing buildings?” This model will be developed as HR&A is also working on a build-out analysis of what can now be built under the Comprehensive Plan. This is the first phase of the zoning process. In August, Council allocated another $165,000 to the firm HR&A to further work on ways to ensure the zoning rewrite is “inclusionary” and to audit how Charlottesville Affordable Housing Fund has been used since it was created in 2007. This funding will come from money in the city’s Capital Improvement Program budget for small area plans. Freas recommends the city produce a small area plan for the Tenth and Page neighborhood as well as the Preston Avenue corridor. You can watch that event here: Charlottesville Area Transit to study alternative fuelsThe Commonwealth Transportation Board is expecting additional funding due to more favorable revenue forecasts, and agencies such as Charlottesville Area Transit will receive additional money this fiscal year. CAT Director Garland Williams told City Council on March 7 that his agency will receive an additional $980,599. About a third of that will be used for a study Williams told Council about at a work session on January 18. (watch the entire work session) “We talked about doing alternative fuel vehicles as priority vision number two,” Williams said. “The $300,000 that will be earmarked will complete the feasibility study and help us to also develop the integration plan.” The remaining funds would be added to this year’s operating budget. Today the Virginia Department of Rail and Public Transportation has launched a new campaign to try to encourage people to return to public transit. The Rediscover Your Ride program is part of the DRPT’s Transit Recovery Initiative.  “We know there’s a lot to consider as you head back to work, school, or anywhere else,” says the narrator of a television spot. “For over a year, public transportation providers have put your health first by working hard to make your ride as safe as possible. Camino will allow for online submission of “building permits, architectural review board applications, home occupations, subdivisions and applications relating to our water protection ordinance.” “Camino will create a more streamlined and automated front-end interface, resulting in complete applications prior to submission,” said Jodie Filardo, Director of Community Development. “It will enable faster processing times and implements the first of many technology-oriented process improvements within the department.”The system will cost $40,000 for the first year, according to Emily Kilroy. She’s Albemarle’s Director of Communications and Public Engagement.  The new software is one of many projects under the county’s Core Systems Modernization initiative. Kilroy said other examples include a new Human Resource Information System, an Enterprise Resource Planning system, and a Customer Relationship Management system. The current way to track and monitor land use applications, CountyView, will continue to be available. Earlier this month, Charlottesville awarded a contract to the Timmons Group to develop software to accomplish the same goals.  NDS Director James Freas told the City Planning Commission that information at their meeting on March 8. “That’s going to be probably up to a year of implementation time,” Freas said. “Hopefully there will be aspects of this project we can roll out periodically through that time but it is moving us toward a digital permitting system.” General Assembly adjourns without adopting budget The last day of the regular session of the Virginia General Assembly was on Saturday, and both houses adjourned without passing a budget. Governor Glenn Youngkin said he was encouraged about progress between the Republican-controlled House of Delegates and the Democrat controlled Senate. “We still have work to do,” Youngkin said in comments recorded by political reporter Brandon Jarvis. “We need to get taxes down and we need to make some investments in some important areas like education and law enforcement and behavioral health. There’s still work to do.”There are a number of bills that remain in conference. The budget and those bills will carry over to a special session that will likely be declared later in this week. There are 14,803 new cases and the percent positivity is at 31.6 percent. The number of hospitalizations is currently at 3,868 patients with 635 of them in intensive care units and 388 are on ventilators. The Blue Ridge Health District reports another 512 new cases today and the percent positivity is at 26 percent. Just before publication, Governor Glenn Youngkin has announced a limited state of emergency in Executive Order 11 that is related to the pandemic. This is similar to one enacted earlier this month by former Governor Ralph Northam which provides flexibility to health care providers related to staffing. This will expire on February 21. Read the order for more details on the 18 provisions within. Request for 2022 General Assembly election still alive in federal courtA new motion was filed this week in the federal lawsuit seeking the Virginia Board of Elections to hold a new election this November for all 100 seats in the House of Delegates. Attorney Paul Goldman filed the suit in the Eastern District of Virginia last year arguing that the current boundaries are invalid because they are based on 2010 Census data. Goldman also sought a temporary injunction to stop the Board in November from certifying the 2021 election results in the House of Delegates for a period of two years. That motion was denied. Goldman appealed and this week filed a brief in the Fourth Circuit Court of Appeals that applies the same legal arguments that led the Eastern District Court in 1981 to order House of Delegates elections that year for a one year term with a new election in 1982. (learn more on Wikipedia)“The failure of the federal government to timely provide 2020 U.S. Census Data created delays in the Virginia reapportionment process,” reads the summary of the argument. “But this federal failure doesn’t provide a constitutional ‘free pass’ for state officials to arbitrarily decide to violate Appellee’s constitutionally protected voting rights.” Goldman argues the districts in place last November violate the Equal Protection Clause of the Fourteenth Amendment because some districts had many more voters than others because the reapportionment had not happened yet. He’s asking the three judge panel to take up the case. In late December, The Supreme Court of Virginia approved maps drawn by two special masters. More 2022 General Assembly legislation ends in committeeMeanwhile, the work of the General Assembly continues with 1.4 percent of the 2,078 bills filed so far listed as failing. At least, as of 8 a.m. this morning. All but one of them are in the Senate. One such bill from Senator Bill Stanley (R-20) would have required a mandatory minimum of life imprisonment for a Class 1 felony. It was “passed by indefinitely” in the Judiciary Committee on a party line vote of 8 to 7. (SB79)A bill from Senator Ghazala F. Hashmi (D-10) would have allowed “credentialed newspersons” to cross police lines, perimeters, and barricades. Hashmi asked for it to be stricken. (SB240)Senator Amanda Chase (R-11) has a bill (SB548) that would have prohibited any discrimination of people based on vaccination status. That one “failed to report” from the General Laws and Technology committee on a party-line vote. A second bill (SB582) from Chase would have prevented any discrimination against people who don’t want to wear a mask. That one was “passed by indefinitely” by an 8 to 6 vote, with Senator Siobhan Dunnavant (R-12) not casting a vote.A bill from Senator Jeremy McPike (D-29) (SB606) would have required smoke detectors in all new residential units, equipped with a battery that can last ten years. The request was stricken at the request of the patron. A bill from Senator Jill Vogel (R-27) would have added a sixth member to the Board of Elections and extend their terms to six years. SB610 would also have required photo identification to vote and require registrars to audit the voter rolls more frequently. The bill was stricken at Vogel’s request in the Privileges and Elections committee.One piece of legislation has already been continued to 2023. SB59 from Senator Travis Hackworth (R-38) would require the police chief in a dissolved city to relinquish records over to the sheriff of the county that would take over authority of the jurisdiction.  But it’s not all failure. Forty House Joint Resolutions have passed the House of Delegates, as well as four House Resolutions. Most of these are organizational or commendations for various individuals and organizations across Virginia. View the full list of passed bills here on the Legislative Information System. Youngkin drops “equity” from title of new diversity chiefGovernor Youngkin has selected a top official of the Heritage Foundation to serve as his director of Diversity, Equity, and Inclusion. Angela Sailor is the vice president of the Feulner Institute, a wing of Heritage. Youngkin also signed Executive Order #10 which elevates Sailor to his cabinet as the Chief Diversity, Opportunity, and Inclusion officer.  “We acknowledge that too many of our citizens have not received the equal opportunity they deserve, and we recognize that diversity when genuinely embraced strengthens our Commonwealth,” reads the order, which also establishes that Sailor will be “responsive to the rights of parents in educational and curricular decision-making.” Third shout-outThis past Monday was Martin Luther King Jr. Day and the Albemarle Charlottesville Historical Society heard from their newest board member at a meeting beginning at 7 p.m. Now you can catch up with the event on YouTube. The recording is available on YouTube and you can learn more about the historical society as albemarlehistory.org. Council approves MACAA rezoning for Piedmont Housing Alliance and Habitat for HumanityCharlottesville City Council has given final approval to two separate rezoning requests for new housing projects on Park Street in Charlottesville, just north of the U.S. 250 bypass. At Council’s first meeting of the year, they reached consensus to place rezoning of land at the Park Street Christian Church was approved on the consent agenda for the January 18 meeting, but the rezoning at the Monticello Area Community Action Alliance property was further discussed. Dannon O’Connell is a city planner. “The proposed [Planned Unit Development] development calls for preservation of two existing single-family homes, 28 new townhome or duplex units, 65 multifamily units in two buildings, and a maximum of 7,500 square feet of commercial child care space,” O’Connell said. The land use designations for both properties were changed in the 2021 Future Land use Map to allow more density. (review the Future Land Use Map on the Cville Plans Together) Nearby resident John Hossack argued that data supplied by the developer was faulty and a new sample should be taken. “The traffic analysis was based on data collected in June 2021, in the middle of COVID, middle of summer, and outside of school and University term time,” Hossack said. “This is really significant because this potentially could sink the project or at least justify a reduction in scale which is really what the community is looking for.” Traffic engineer Brennan Duncan acknowledged the traffic study may have been affected by COVID but defended its use. “The applicant was on a pretty strict timeline to get their stuff submitted so I did say that if they were going to do it and wanted to move forward, they would have to do the correcting factor,” Duncan said.Duncan said the applicant was asked to compare their traffic study with a previous one conducted for a previous rezoning for the MACAA property and to traffic counts from the Virginia Department of Transportation. “Both of the traffic studies that have been done do fall in line with the VDOT estimate for Park Street so I am confident in both the VDOT estimate and the numbers that came through,” Duncan said. Duncan acknowledged traffic would increase in the area above the average of 10,000 vehicles that use it today. That’s down from the more than 20,000 vehicles a day that used to use the roadway before the John Warner Parkway opened. (read the 2020 estimated traffic counts for Charlottesville)“The theoretical maximum is around 18,000 vehicles per day and that’s at the point where you start seeing pretty severe traffic backups during peak hours,” Duncan said. “The 1,200 vehicles per day between both this project, the MACAA site and the Park Street Church is not insignificant. I also do not believe it will severely hurt or have severe detrimental effects on the network.”Duncan also acknowledges that there are site distance issues with the existing entrance, but that the development will meet the minimum requirement with a new intersection that will align Maaca Drive with Davis Avenue. “I have worked with the applicant to achieve what I believe to be the safest intersection that we can hope for given the topography of the area,” Duncan said. Duncan said he would be requesting a left hand turn lane onto Macca Drive from northbound Park when the project goes to site plan approval. Mayor Lloyd Snook said he has had a concern about the existing MACAA site for years and that the existing conditions with site distance are not good. “And it just seems to me that the changes that will be coming to eliminate a lot of those obstacles are going to make life a lot easier,” Snook said. “Whether that has anything to do with the accident rate, I don’t know.”Snook said a Charlottesville with more residential density will mean development on what he called more problematic parcels. “One of the things we’ve got to do as Councilors, Planning Commissioners, and city planners, and so on is to attempt to recognize when the problem is something that is manageable versus when it is not manageable,” Snook said.Snook said in this case, the problems are manageable. He added Council will be called on to manage those problems. Councilor Michael Payne said he walked through the sight and acknowledges the problems. He gave some insight into how he made his decision.“A heuristic I use is just if a development is appropriate and safe, is would I feel comfortable explaining to everyone who could have lived there the reasons I voted no, and likewise, would I feel comfortable explaining to every individual who lives in the neighborhood why I voted yes,” Payne said. “In this case the tradeoffs to me seem clear for the benefit of at least 76 families who will have access to affordable rentals and homeownerships is worth it.” The vote was unanimous. Scottsville Town Council defers on density requestsMeanwhile in Scottsville, the Town Council on Tuesday night took up two special use permits to allow for additional residential density for projects on Bird Street and Blenheim Road. The Blenheim Heights projects would see 24 houses on 9 acres and the Bird Street project would be 48 houses on 12 acres. Both take advantage of provisions in an updated zoning code that allows for clustered development. Before the meeting, the town put on three informational meetings at which the details were given. The public hearing opened without a presentation from the applicant. Several speakers asked for Council to deny the request. One of them was Kim Schmitt, who moved to Scottsville in 1995. “We moved from Florida and one of the reasons was to get away from development,” Schmitt said.Schmitt said she wanted to see what the by-right development would look like.  Another speaker mentioned a petition calling for “responsible” development and she asked this be entered into the record.“There are a total of 299 signatures from the paper and online petition,” the woman said. “This petition shows that there are many people who want development and that’s what the petition says. We want development but we want responsible growth commensurate with the size of our town.” Others were supportive. Thomas Unsworth who lives on Bird Street. He supported a project that would give him new neighbors.  “And I cannot stress how excited I am to see it happen,” Unsworth said. “The historic downtown area is already a dense settlement that encourages people to get out and walk to enjoy local amenities like the library, parks, and the farmers’ market and the many businesses that we have. Building new housing in this part of town is the perfect way to allow Scottsville to grow without putting an undue stress on the parking and traffic situations downtown.”However, he said he did not support the Blenheim Heights project because it is a cul-de-sac, more common in suburban development. The majority of speakers asked for a denial or more time to come up with conditions. When the matter came before the Town Council, Scottsville Mayor Ron Smith suggested taking time for a vote later. “Technically we could vote on this right now but with all that information that came out of this weekend’s meeting I feel like Town Council needs to have a special session to discuss all that information before they take a vote,” Smith said. The items will return to the Town Council for a vote on February 22, with a special session to be scheduled between now and then. Intro: Biblical grace and biblical love are very closely related. These words are not just nouns. As nouns, all we do is identify them. But when these words become verbs, they we see life changing events happen. Let me illustrate with words from a famous musical composer: “A bell's not a bell 'til you ring it - A song's not a song 'til you sing it - Love in your heart wasn't put there to stay - Love isn't love 'til you give it away!” ― Oscar Hammerstein This same principle applies to grace. Let's review the definition of grace. In this passage, Dr. Luke gives us two great examples of God's grace in action. Jesus' Grace In Action Opens HeartsDifferent experiencesLydia A women who was seeking God at a prayer meetingShe was a GentileJesus opened her heart to respond to Paul's messageJailerA Gentile and government employee doing his jobPaul and Silas arrested and put in the inner jail and shackled under heavy guardThe reason for their arrestThe fortune teller slave to a spirit in her, and her ownersShe followed Paul and Silas shouting and disrupting for many daysPaul became annoyed and cast out the evil spirit which infuriated her ownersThey filed a complaint with the town magistratesThe magistrates and the town's people joined together in trying to silence Paul and SilasThey had them stripped and beaten with rods and put Paul and Silas in jailEnter the jailer Jesus's Grace Is Able to Break Through Our CircumstancesPaul and SilasSinging hymns and praying to God at midnightWorship lifted them above their unpleasant circumstancesThe other prisoners and jailers were listeningGod intervenedSudden violent earthquakeAll the prison door flew openEveryone's chains came looseBut the prisoners did not leaveJailerWoke up with the earthquakeSaw the prison doors open and was about to kill himselfExplain the penalty for letting prisoners escape for the guard in chargeThey must pay the penalty of the most sever offender e.g. death rowPaul shouted to the jailer not to harm himself because all the prisoners were thereThe jailer rushed in before Paul and Silas and asked a key question, "Sirs, what must I do to be saved?" v. 30Paul told him very simply, "Believe in the  Lord Jesus, and you will be savedJesus's Grace Can Be ContagiousLydia's HouseShe and her members were baptizedNote, each member of her family needed to personally receive Christ as their Lord and SaviorIt is not automatic the if one person in a house gets saved, the others are automatically savedJailer's HouseThe Jailer and the his household were baptizedThe note above (Lydia's house) applies here alsoJesus's Grace Cannot Be JailedThe magistrates had no case against Paul and SilasThey send word to have them releasedPaul said no...let them come and escort us outThis held the government accountable and guarded the gospelPaul was a Roman citizen and was entitled to due process, which he was deniedThis frightened the magistrates and the citizensThe magistrates came and politely escorted Paul and Silas out of prisonPaul and Silas went to Lydia's house, they met with the brothers and sisters, encouraged them and leftThe gospel goes on!
