The European Court of Human Rights recently ruled against the Italian state for failing to act and putting the lives of locals in danger. The case, brought by residents and NGOs from a region near Naples known as the "Land of Fires", came after they noticed an unusually high number of cancer diagnoses and high levels of pollution in the groundwater. The cause of the pollution was toxic waste dumped by the Camorra, the Neapolitan mafia. Our correspondents report.

C'est l'un des plus longs scandales de l'histoire récente de l'Italie.Depuis le début du XXIème siècle au moins, la mafia napolitaine, la Camorra, a développé un trafic juteux de déchets toxiques, qu'elle laissait à l'abandon dans des décharges au nord de Naples.Dans cette région appelée la Terre des Feux, en référence aux déchets qui étaient brûlés en plein air, la pollution a contaminé l'air, l'eau et le sol où sont enterrés illégalement des tonnes de résidus toxiques. Depuis, les taux d'incidences de cancer ont explosé, tout comme les malformations des bébés et les maladies respiratoires. Lo ha fatto in compagnia di un economista, Giovanni Allucci, che guida il consorzio Agrorinasce, e di uno scrittore, Roberto Saviano, da vent'anni sotto scorta per minacce ricevute dai Casalesi. Questi luoghi sono diventati il simbolo della rinascita di una terra flagellata per troppo tempo dalla criminalità organizzata.

No es la primera vez que miembros de la Camorra visitan la Costa del Sol. Esta organización criminal es originaria de Italia. Procurorii europeni au anunțat joi că sunt pe urmele unei  fraude de peste o jumătate de miliard de euro, care implică „mai multe” grupuri mafiote. Este una dintre cele mai complexe acțiuni desfășurate de instituția condusă de Laura Codruța Kovesi. În același timp, arată și amploarea fenomenului de fraudare a TVA prin operațiuni transfrontaliere. Mai bine de 160 de percheziții au fost efectuate joi în mai multe țări, printre care Bulgaria, Croația, Cipru, Cehia, Italia, Luxemburg, Țările de Jos, Slovacia,  Spania, precum și în țări din afara UE, a anunțat Parchetul European (EPPO), totul, în cadrul unei operațiuni cu numele de cod „Moby Dick”.Potrivit unor surse apropiate anchetei, aceasta a vizat unele dintre cele mai brutale grupuri mafiote, Camorra și Cosa Nostra din Italia, potrivit unei persoane familiarizate cu ancheta, citate de Politico.Este vorba despre o așa-numită operațiune de tip carusel.Suspecții au înființat companii în Italia și în alte state membre ale UE, precum și în țări din afara UE, pentru a comercializa mărfurile printr-un lanț fraudulos de comercianți care mai apoi dispar fără a-și îndeplini obligațiile fiscale. Alte companii din lanțul fraudulos solicită ulterior rambursări de TVA de la autoritățile fiscale naționale.Frauda tip carusel de TVA profită de normele UE privind tranzacțiile transfrontaliere dintre statele sale membre, deoarece acestea sunt scutite de taxa pe valoarea adăugată.Simplificând, totul pleacă de la o companie care acționează aparent în regulă într-un stat membru.Aceasta transmite bunuri către o companie din alt stat membru fără să plătească TVA. La un moment dat, în această schemă va interveni o firmă fantomă, care dispare. Și, în final, vom avea o companie care va solicita rambursarea TVA-ului ce nu a fost plătit niciodată.Însă grupările nu se mulțumesc doar să încaseze TVA-ul fraudat. Ele obțin și un profit suplimentar din plasarea bunurilor pe piață.Potrivit șefei EPPO, Laura Codruța Kövesi, „Moby Dick este o investigație definitorie pentru instituția europeană, întrucât demonstrează implicarea puternică a grupurilor criminale organizate în fraudarea bugetului UE.„Moby Dick” arată că nu există două lumi criminale separate, a adăugat Kövesi. „Lumea criminalilor cu adevărat răi și periculoși care fac contrabandă cu droguri, fac trafic de oameni pe de o parte; și lumea criminalilor cu guler alb, „doar” corupând și spălând bani, pe de altă parte.” Dincolo de pagubele colosale, aceste practci constituie amenințări la adresa securității interne a Uniunii Europene.Potrivit EPPO, Europa pierde în jur de 50 de miliarde de euro pe an din cauza acestui tip de criminalitate financiară, al operațiunilor de tip carusel. Women of the Mafia: Power and Influence in the Neapolitan Camorra (Cornell UP, 2024) by Dr. Felia Allum dives into the Neapolitan criminal underworld of the Camorra as seen and lived by the women who inhabit it. It tells their life stories and unpacks the gender dynamics by examining their participation as active agents in the organisation as leaders, managers, foot soldiers, and enablers. Felia Allum shows that these women are true partners in crime. The author offers an innovative interdisciplinary analysis that demystifies the notion that the Camorra is a sexist, male-centric organisation. She links her analysis of Camorra culture within the wider Neapolitan context to show how mothers and women act and are treated in the private sphere of the household and how the family helps explain the power women have found in the Neapolitan Camorra. À l'étage d'une villa confisquée à la Camorra, désormais dédiée à la lutte antimafia, l'écoute est attentive, ce jour-là, pendant le récit encore bouleversé et traduit en français d'Augusto, témoin d'un assassinat et dénonciateur de tueurs mafieux.« Donc, à partir de ce jour-là, pour moi, c'est l'enfer qui a démarré. J'ai été obligé de m'éloigner pendant quatre ans. À l'époque, j'avais 33 ans. »Le statut de témoin, mais aussi la législation antimafia, les repentis, le régime carcéral des boss... Entre témoignages et analyses, pendant une semaine, une trentaine de Français sont venus suivre ici des ateliers auprès de leurs voisins italiens de cette région napolitaine qui portent encore les stigmates de la Camorra.Saisie du patrimoine mafieux« On est à Casal di Principe, qui est une ville très connue pour son clan, les Casalesi, qui tuaient une personne par semaine dans les années 1980 et qui a enterré des déchets toxiques. Ça a fait sa renommée dans le livre de Roberto Saviano, Gomorra. » Des formations sur le terrain italien, comme celles-ci, sont menées depuis cinq ans par l'association française Crim'HALT et son président, Fabrice Rizzoli. Elles donnent déjà des fruits.« On vient de voir ici qu'eux avaient une mafia puissante, qui tuait tout le monde. Maintenant, la mafia ne tue plus. Avant, c'était la mafia qui donnait du travail, aujourd'hui c'est l'État de droit, les citoyens. Donc l'idée, c'est que ces Français, ils voient comment ça a changé en Italie et ils essaient d'améliorer les choses chez eux, explique Fabrice Rizzoli. Par exemple, quand on est venus ici en 2019, on a emmené des gens de l'économie sociale et solidaire et ils nous ont appuyés pour faire en sorte qu'on ait une loi, qui a été votée en 2021. Aujourd'hui, il y a cinq biens réutilisés en France, par exemple, pour faire de l'usage social de biens confisqués. »Partager l'histoire, les outils italiens avec l'étranger et dépasser les frontières, c'est aussi en soi un antidote nécessaire contre la mafia aujourd'hui, estime Michele Mosca, spécialiste en économie du crime organisé. « La criminalité organisée n'est pas un problème uniquement italien, mais de toute l'Europe. C'est quand on commence à parler du mal qu'elle inflige, que la Camorra prend peur, parce qu'on lui fait perdre son consensus social, précise le spécialiste. Nous avons besoin de faire équipe, d'être unis contre un mal résistant et souvent invisible, et c'est là qu'il faut que tout le monde tire profit de l'expérience italienne. »C'est de la législation italienne que s'est ainsi inspirée l'Union européenne pour saisir le patrimoine de mafieux, toujours plus infiltrés dans l'économie légale. By the early 90's he operated the largest open air drug market in Europe making hundreds of millions in the process and no one knew who he was. Many of his soldiers would get that opportunity as he started a war trying to rule all of Naples, but it was his battles with the government that ended up really taking their toll.
