« L'avion de combat franco-allemand de nouvelle génération ne décollera jamais, s'exclame Le Figaro à Paris. Friedrich Merz, le chancelier allemand, doit officialiser ce mercredi, au premier jour du salon aéronautique de Berlin, l'arrêt du projet du SCAF, le Système de combat aérien du futur. L'histoire retiendra que c'est l'Allemagne qui endosse publiquement la responsabilité de l'échec de ce projet, considéré comme le plus emblématique de la coopération franco-allemande. Mais aussi, selon les points de vue, de l'Europe de la défense ou de la défense de l'Europe. Le SCAF, rappelle Le Figaro, visait à doter la France, l'Allemagne et l'Espagne d'un avion de combat de sixième génération, successeur du Rafale français et de l'Eurofighter européen, à horizon 2040. Cet avion était placé au cœur d'un système interconnecté, formé d'un cloud de combat, de drones, d'armements et autres liaisons de données. Depuis des mois, le projet cristallisait les tensions entre Paris et Berlin. Emmanuel Macron a tout tenté pour le sauver, pointe encore Le Figaro, en essayant de convaincre Airbus et Dassault Aviation de s'entendre, en nommant une mission de conciliation pour rapprocher les parties, en usant de sa force de conviction et de sa connaissance approfondie du dossier pour arracher au chancelier Merz encore du temps et une chance d'arriver à un compromis. Mais les mois ont passé, sans résultat aucun, et Berlin a considéré qu'il était temps d'en tirer les conclusions ». « Échec… » « Un échec européen », soupire El Pais à Madrid. « Les déclarations grandiloquentes sur la défense européenne et l'autonomie stratégique ne servent à rien si au moment crucial, les dirigeants européens se révèlent incapables de prendre les mesures nécessaires pour atteindre ces objectifs. Ce manque de volonté d'acquérir l'armement nécessaire à la garantie de sa souveraineté envoie un message inquiétant à une Europe qui a plus que jamais besoin de capacités d'autodéfense, notamment face à l'impérialisme. (…) Si l'Europe ne veut pas être à la merci des puissances qui cherchent à se partager le monde, elle a besoin d'une industrie militaire, s'exclame encore El Pais, capable de fabriquer les armements les plus sophistiqués. C'est une condition essentielle à son indépendance ». « Désastre… » La presse allemande n'est pas en reste… « Quel que soit l'angle d'approche, le retrait de l'Allemagne de son projet d'armement le plus important et prestigieux avec la France est un désastre », tempête Die Welt à Berlin. « Le sentiment d'un destin commun franco-allemand s'est évanoui, de même que la volonté de mettre de côté, même occasionnellement, ses propres intérêts ». Et Die Welt de s'interroger. « Où va l'Europe ? Quels projets peuvent être mis en œuvre pour consolider les fondements posés et développés par Konrad Adenauer et Charles de Gaulle, Helmut Schmidt et Valéry Giscard d'Estaing, Helmut Kohl et François Mitterrand ? Aucune réponse ne sera trouvée. Du moins pas aujourd'hui ». « Fiasco… » « Un véritable fiasco », renchérit le Süddeutsche Zeitung. « Lancé il y a neuf ans avec de grands espoirs, la fin de cette coopération représente aujourd'hui un revers majeur pour la défense européenne. (…) Même la longue guerre d'agression menée par la Russie à l'est du continent n'a pas réussi à rassembler les partenaires. Nationalisme exacerbé et actions industrielles unilatérales en lieu et place d'une coopération ? C'est une pitoyable démonstration de faiblesse de la part de l'Europe, s'agace encore le quotidien munichois. Les partenaires de ce projet d'avion de combat n'avaient-ils pas d'autre préoccupation que de se disputer les responsabilités au sein de ce consortium ? Comme si la guerre en Ukraine n'existait pas, comme si l'Europe n'était pas confrontée à ses défis géopolitiques les plus importants depuis 80 ans ». Enfin autre point de vue désabusé, celui de cet éditorial du New York Times sur la guerre au Moyen-Orient. Un édito intitulé « tout le monde est perdant dans cette guerre. (…) Que ce soient les dirigeants d'Israël, d'Iran, du Hezbollah, du Hamas et des États-Unis : tous savent que l'histoire les observe et que, dès que les armes se tairont, un règlement de comptes moral, politique et économique s'imposera, qui sera dévastateur, affirme le quotidien américain, pour chacun de ces imbéciles ».

Dazu äußert sich Carlo Schmid, der Wortführer der SPD. Er war es auch, der den Begriff „Grundgesetz“ prägt – und am Ende dieser Aufnahme auch für die Nationalfarben Schwarz-Rot-Gold plädiert. In der gleichen Sitzung des Parlamentarischen Rats erklärt Adolf Süsterhenn von der CDU, welche Aufgaben genau das Bundesverfassungsgericht haben soll – Konrad Adenauer habe da klare Vorstellungen: Das Gericht solle den Staat vor den Ländern schützen und umgekehrt, und es soll die Bürger vor einer diktatorischen Mehrheit schützen. Zu diesem Zeitpunkt ist noch nicht klar, dass das Gericht nach Karlsruhe kommen würde.

In einem Alter, in dem andere schon längst in Rente sind, wurde Konrad Adenauer noch zum ersten Bundeskanzler im Nachkriegsdeutschland berufen und regierte danach noch 14 Jahre lang. Sein politisches Tun hat das Land bis heute tief geprägt.

Konrad Adenauer stand für Westbindung, Europa und Generationenvertrag. Doch all das scheint wieder fragil zu sein.
