In this episode of the Dover Download podcast, Deputy City Manager Christopher Parker chats with City Manager J. Michael Joyal, Jr. about Dover's FY2026 budget process and presentation. They discuss how the city's fiscal year runs from July to June, with taxes collected in December and June. Joyal explains that budget development is a year-round process, beginning with the Capital Improvements Program planning in the summer, which influences the operating budget developed in fall and winter. The proposed FY2026 budget totals $207,557,289, representing a 4.4% increase over the previous year, with a 5.2% increase for school appropriations and a 3.6% increase for non-school expenses. The budget, as presented, is $2,389,687 above the tax cap, requiring a two-thirds council vote for approval. The conversation then shifts to Joyal's formal presentation to the City Council on Feb. 12, where he outlined the budget's strategic priorities: public safety, education, infrastructure maintenance, economic development, and fiscal stewardship. He explains that the average residential tax bill, based on a $524,000 home value, would increase by $578 (6%) to just over $10,000. The budget includes various adjustments, such as reallocating fire command staff to 24/7 duty coverage, increasing stormwater management funding, and absorbing the Solid Waste Special Revenue Fund into the general fund. Joyal concludes by detailing the upcoming budget review schedule, with workshops and public hearings running from February through early April, leading to the required adoption deadline of April 15.

This is Doctoring Up Design, the official podcast of Design Hardware and Flooring. The showroom has been here on 3rd Street in Los Angeles since 1985 serving the design community and part of our commitment to this vibrant and talented group of creatives includes showcasing talent and allowing for peer to peer, long form conversations. These conversations showcase the talents and processes so that others in the community can learn and so clients who are listening can find their perfect designer. We host Day of Design events each season with a new group of creatives to showcase their work. We met at the showroom in July. And in this episode, you are going to hear from two amazing creatives, Shirry Dolgin of ASD Interiors and Leslie Shapiro Joyal of Shapiro Joyal Studio.More clients are embracing remote design work, which is good because that is the direction the industry is going and the best designers who understand this trend are best positioned for success. Many designers fear that artificial intelligence is going to take their jobs. That's not going to happen for a very long time, if at all. If designers don't win projects, it will most likely be to design professionals who know how to do the work, and know how to do it most efficiently.A major part of understanding remote design is application of techniques and strategies to both have the work designed and build relationships with those upon whom one will depend to supply product and complete the work.Shirry Dolgin is what I would call a designers-designer. She is so well versed in the business, trained and experienced to complete any style or extent which a client might challenge her. There is far more to it and while we covered a great deal, we can't cover everything we've learned in just 30 minutes with Shirry. But this was a solid start. SDThank you, Shirry. Amazing. I have known Leslie Shapiro Joyal for many years, seen her work and admire her design and the way she approaches the business as well as the craftsmanship. I know you will too.LSJThank you, Leslie and Shirry for making the tie to have this important conversation. . Check out the Instagram feed, @DesignHardwareandflooring for more information about these amazing creatives, the show and the showroom. Thank you Michele Solomons and Avi Balsam with Design Hardware for your continued and unwavering support of the design and architecture community. And thank you for listening to the podcast. I love hearing from you, love learning about new products and guests you think should be featured on the podcast, so email me, you will find a link in the show notes along with links to all of our guests and their work in addition to Design Hardware, where you can find everything you could want for your next project.

"Yoga ist die Reise zum Selbst zum Selbst." An welchem Ort in Indien erinnerst du dich womöglich an dein „Wahres Selbst“? „You breathe knowledge.“ „To work with yourself is the hardest, yet the easiest.“ Viel Freude beim Erkunden deiner Selbst. In this episode of the Dover Download podcast, Deputy City Manager Christopher Parker chats with City Manager J. Michael Joyal about the municipal budgeting process. Joyal explains that he must present a proposed budget to the City Council by February 15 each year. The Council then reviews the details over several weeks through public workshops and hearings, soliciting feedback from residents, boards and commissions. The goal is to decide spending levels across services to meet community priorities and needs. After final discussions, the Council votes to adopt the budget in early April, which takes effect July 1. The budget serves as a policy document reflecting priorities, a financial plan allocating resources, an operational guide for service delivery, and a communication tool. Factors influencing it include Council directives, contractual obligations, state/federal mandates, economic conditions, operational needs, and financial policies. This year's proposed $198 million budget across all funds prioritizes public safety, education, and infrastructure while addressing inflationary pressures and recruitment/retention challenges. In his presentation, Joyal outlined the proposed budget for fiscal year 2025, including expenses, revenues, and tax impacts. He explained the budget process and highlighted strategic priorities like education, public safety, infrastructure, economic development, and fiscal stewardship. After detailing key increases and departmental budgets, he invited further review and public input over the coming weeks before the Council votes to adopt the budget on April 3.
In this episode of the Dover Download podcast, Deputy City Manager Christopher Parker chats with City Manager J. Michael Joyal, Jr. about the strategic goal-setting process that the Dover City Council recently held. Joyal explains that the city has conducted goal-setting with each new council for over 30 years. The process allows new council members to bring ideas from their constituents, while also reminding returning members of previous goals. Over time, the city has embraced a more robust strategic planning system, with goals that are specific, measurable, achievable, relevant, and time-bound. This allows the city administration to be held accountable for making progress. Joyal also discusses how the council goals align with and drive budget priorities. In This Week in Dover History, we learn about a devastating 1907 fire that took six lives at the Cocheco Manufacturing Company's Mill No. 1. The sprinkler system failed, fire crews battled equipment freezing in the cold, and crowds of spectators hampered efforts.

Boldness is a Superpower, and You Can Learn It Boldness can make or break business decisions. According to our guest, Fred Joyal, the boldness to make decisions, create alternatives, stand for what you believe in, and accept failures can be a powerful tool to move forward in your business. From creating 1-800-DENTIST to writing his own quick guide to boldness, Fred Joyal has graced us with his motivational tips about boldness. Fred provides pointers on how to conquer different challenges that will inspire other business owners to find their own personal brand of boldness in their entrepreneurial venture. Make sure to catch this episode as we dive into the world of being bold in advertising and discussing how to overcome challenges with “boldness”. Who is Fred Joyal? Fred Joyal is an executive coach and author, his goal is to help as many people achieve fulfilment. He focuses on improving lives and careers by developing their boldness and confidence to remarkable levels. His first real job was as a copywriter, then he started his own advertising business (1-800-DENTIST). Together with his partner, they had huge success in advertising. But later on, they had to sell their company as Google began to gain popularity when the world gradually shifted to a digital approach. Bringing 1-800 culture online was only a success. They collaborated with Google and had to purchase a SaaS product which branded him as one of the executives without decision-making power and sooner bad decisions were made which destroyed the company. With this learning experience, Fred became smarter and more motivated to become a coach. He wrote a guidebook for executives, business leaders, and entrepreneurs who will venture into business with less training and experience. Training people to be bold and know their strengths and identify their weaknesses. Superbold: From Under-Confident to Charismatic in 90 Days Joyal created a comprehensive guide for business owners to a successful business venture. In his book, he mentioned that “boldness” is one of the key ingredients for a thriving business journey. Entrepreneurs should be bold and create an outgoing persona if they want to put themselves up in the ladder. You need to make a correct assertion in your business, you need to know what you need and what you have to improve to continue generating profit. Superpower: Boldness According to Fred, boldness plays an important role in your business and he has repeatedly emphasised it. In today's setup, business owners should learn to stick to their initiative and take bold actions to make a difference. More importantly, an entrepreneur should know how to be bold enough to accept mistakes and learn from them. For him, rejection is part of the trial and error process and there might be a lot of errors in the process. So, rejection has to bounce off you, you can't let it discourage you, and you can't sit at home and hide. "So if the business fails, you have to go personally bankrupt. So I call it letting the door lock behind you. So you have to figure out a way through. And that's what we did." "We bet on the jockey, not the horse." "Rejection has to bounce off you, you can't let it discourage you, you can't sit at home and hide." "...build a war chest if stuff goes wrong, covid showed us that if you didn't have a war chest you're in real trouble as a business." "You can be desperate for money but you can't let it show, you have to project confidence, whether you are confident or not and that's really boldness." Website: www.fredjoyal.com

We meet our next guest, Alison Joyal, a nurse, a homeless coordinator and meals on wheels coordinator there in the state of Vermont. We arrived at Alison‘s place where she lives off the grid with her husband, and when we say off the grid, we mean fire outside of Burlington outside another town down some small roads down a gravel road and really at the end of the road there's no electric service there no plumbing service truly off grid. I have a beautiful camper at home that they propped as they brought in as well as a super cool 1984 Toyota camper that serves as the dream car ready and waiting for that bucket list trip around the country. Allison such an interesting person she practices shamanism. She's a reluctant empath practice is Reiki. She's an herbalist, and for quite some time they had a micro farm, and she studied animal husbandry. She's a mom she has a daughter and a son, and we talk a bit about them, and her approach to being a mom and the interesting spiritual journey that not only her but but through being a parent, kind of led her down. We learn a bit about forming a community that lives off grid, and everybody has some thing to contribute to the small community and periodically you have things you need, and everybody at that end of the road is there for each other. It's a beautiful reflection of what and how people can really live at peace and harmony when they're bound together by the struggle of survival. Suzanne Joyal had great advice about working with students with disabilities, which really applies to working with all students. I loved hearing about her path to teaching through motherhood and how she advocated for the arts in schools. It was also inspiring to hear about her art practice and how she overcomes artist block. Suzanne has exhibited her fine art at ArtWorks Downtown, Youth in Arts, O'Hanlon Center for the Arts, Albany Center, the Mill Valley Library, and Thornton Thomasetti. A visual artist with extensive teaching experience, Suzanne holds a degree in Art History from Wellesley College and has worked as a fine art gallery curator and an appraiser of fine prints for Butterfield and Butterfield. Suzanne is the founder of Purple Crayon Art Studio, a popular San Francisco art studio for children and families. Having created and directed Purple Crayon for over a decade, Suzanne sold the business in 2007. Suzanne also founded Give A Jump Start that used art as a tool for microfinance with women and children in Zambia. Suzanne provides professional development workshops for educators in arts integration techniques and is the creator of the Walker Rezaian Creative HeARTS program, an early childhood replicable visual arts curriculum. At Youth in Arts Suzanne focuses on the model programs including the ARTS Bank. This summer, Suzanne began her study toward a Master of Arts in Arts Education with a focus on special populations from Moore College of Art and Design in Philadelphia, PA. The only program of its kind in the country, the program was founded by Lynn Horoschak, a pioneer in the field of arts education for special populations. For the students of Moore, and arts educators at Youth in Arts, “special populations” means anyone who does not thrive in the linear, neurotypical classroom. This could mean students experiencing disabilities, newcomer and english language learners, students experiencing the effect of trauma, or anyone with an IEP (Individual Education Plan). Moving to Maine in 1997 was supposed to be 18-year-old Robert Joyal's fresh start. But instead of becoming the football star he was in Texas, he found himself on the outside looking in, unable to carve a path in Gorham High School's social circles. When his rebellious behavior came to a head at home, it was agreed that he would move out while finishing his senior year. Another fresh start, and one where the family felt a sense of bittersweet hope. But that hope was short lived. That same night, before he even got a chance to unpack his car and sleep at his new apartment, Robert Joyal was stabbed to death in a Denny's parking lot in Portland, Maine. Abstract: Sudden unexpected death in epilepsy (SUDEP) is the leading cause of death in patients with refractory epilepsy. A proposed risk marker for SUDEP is the duration of post-ictal generalized EEG suppression (PGES). The mechanisms underlying PGES are unknown. Serotonin (5-HT) has been implicated in SUDEP pathophysiology. Seizures suppress activity of 5-HT neurons in the dorsal raphe nucleus (DRN). We hypothesized that suppression of DRN 5-HT neuron activity contributes to PGES and increasing 5-HT neurotransmission or stimulating the DRN before a seizure would decrease PGES duration. Adult C57BL/6 and Pet1-Cre mice received EEG/EMG electrodes, a bipolar stimulating/recording electrode in the right basolateral amygdala, and either a microdialysis guide cannula or an injection of adeno-associated virus (AAV) allowing expression of channelrhodopsin2 plus an optic fiber into the DRN. Systemic application of the selective 5-HT reuptake inhibitor citalopram (20 mg/kg) decreased PGES duration from seizures induced during wake (n = 23) and NREM sleep (n = 13) whereas fluoxetine (20 mg/kg) pretreatment decreased PGES duration following seizures induced from wake (n = 11), but not NREM sleep (n = 9). Focal chemical (n = 6) or optogenetic (n = 8) stimulation of the DRN reduced PGES duration following kindled seizures and reduced morality following maximal electroshock seizures (n = 6) induced during wake. During PGES, animals exhibited immobility and suppression of EEG activity that was reduced by citalopram pretreatment. These results indicate that 5-HT and the DRN may regulate PGES and seizure-induced mortality. Copy rights belong to original authors. Visit the link for more info

***WARNING*** SUBJECT IS INFANT LOSS***In this episode, The Two Jess(es) sit down and connect over a conversation with designer Sara Raak of SKG Design and Styles about the loss of her son, Bennett. With love, Sara discusses the harsh realities of being a NICU mom, TWICE, and explains how she has turned her pain into a source of pride as she continues to allow others into the extraordinary journey of her son's legacy. Despite the heaviness of this topic, Sara is able to weave laughter and light throughout her storytelling in a beautiful way. For more information on how to support the Bennett Raak Foundation, see the show notes.Show Notes: The Bennett Raak Foundation seeks to raise money in order to continue to have a dedicated Family Support Specialist for the Medstar Georgetown University Hospital NICU. HIstorically, the NICU has shared a Family Support Specialist with Pediatrics, which spreads the FSS thin, giving priority to the Pediatric unit. Because of the support given by the Bennett Raak Foundation, the NICU now has a dedicated Family Support Specialist and their longterm goal is to continue paying the salary for that position as well as supporting additional programs that benefit the families in the NICU. If you would like to donate to the fund for the Bennett D. Raak Family Support Specialist you can do so at this link: http://www.giving.medstarhealth.org/nicufamilysupportA Note From Sara on Bereavement:A friend and fellow Georgetown NICU parent started an amazing website called Evermore. Joyal lost her sweet daughter and when she was in her darkest moments of grieving sought resources to help walk her, her family and friends through the fog of bereavement. She realized there was very little avaialble to those who despereately needed assistance. As a result she started Evermore. While most Americans will experience bereavement during their lifetime, the topic receives little attention in our nation’s discourse on public health priorities, health equity, and the well-being of children and families. Our nation can do better. We are working every day to bring more and better resources to families and the professionals who serve them. Bereavement care in America is broken. We hope you will join us to make the world a more livable place for bereaved individuals, families and communities. This is an organization to assist anyone who has lost a loved one. https://www.live-evermore.org/Support the show (http://www.paypal.com)
I got invited to play piano for the Brahms "Geistliches Weigenlied" (Spiritual lullabies) because the mezzo, Kayla Faccilongo, was co-workers with a gentleman in the Hudson Valley who valued great classical music and had a cousin, Gabrielle Toscano, who was a professional violist, and Brahms has this piece for viola, mezzo, and piano, so bam. What followed was our initial and only read through of both movements of the Brahms, then Lo, How a Rose, the Christmas carol, then Ian Joyal lending his talents (Kayla's fiancé, who is a bass-baritone) in addition to Kayla singing the soprano, also sight-reading to Gesu Bambino by Pietro Yon, then closing it all out with a rousing chorus of "Silent Night".Thanks for listening, everybody! This is Convo By Design with designer, showroom owner and furniture maker, Leslie Shapiro Joyal. I met Leslie at the Wattles Mansion Showcase house a few years ago. When talking with designers at showhouses, much of the topic of conversation is the house itself, understandably so because the goal is to learn all about the space before it's gone. At the same time, for quite some time, I have been wanting to circle back with Leslie to talk about her design, the showroom and her furniture. We met at the the PDC a while back and had the chance to get caught up. In addition to the business, we spoke about reality shows and her experience on Ellen's Design Challenge. It was a learning experience for Leslie, you are going to hear why. Before we get into this conversation, I want to thank you for listening to the podcast and invite you to join in the conversation, you can find us @ConvoByDesign on twitter and @ConvoXDesign with an ‘X” on Facebook and Instagram. On this program Marina Litvinenko, widow of Alexander Litvinenko, tells the difficult story of the moment she learned he was poisoned, his brave battle before he died and her ongoing fight for justice. On this episode, she warns U.S. law enforcement officials about Russia's assassins. Previously on episode 141, we told you the story of Paul Joyal, who was shot in his driveway in Adelphi, Maryland on March 1, 2007. Police originally said it was a robbery. But nothing -- not even money, a car or a computer -- was stolen. The case was never solved. Joyal and many experts believe it was a contract hit, carried out because Joyal accused Russian President Vladimir Putin of killing his friend Alexander Litvinenko.
At this year's NCECA Pittsburgh I sat down with a group of potters that had put on a room show to talk about what it was like to put on a room show. Now a room show is not part of NCECA, but it is a side thing that happens during NCECA in a hotel room. So that was going to be the point of the conversation. As we got into this we ended up spending a significant amount of time talking about what it is like being a part of the woodfire pottery community. The participants were Denise Joyal, Chris Landers, Lisa York, and Tim Sherman.
In 2012 I was consulting for a home and design magazine in Los Angeles and during that time, I produced my first design house. I truly loved the experience. I had the opportunity to work with amazing and talented designers like Azadeh Shladofsky, Molly Luetkemeyer, Christian May, Erinn Valencich and Potted amongst others. The house was in the heart of Hollywood, called Small Space, Big Style as it was a fourteen hundred square foot penthouse. We were open for about four months and there is very little remaining of this in the public space. There are a few videos on YouTube, some old blog posts and of course, back issues of the magazine. But no real documentation of what went into the project, the work of the immensely talented designers or the collaboration with the brand partners on the project like Snyder Diamond and the Warner Bros Prop Department. But there are the memories and the friendships that remain to this day. This episode features two conversations with two wonderful designers and truly exceptional people. First up is Leslie Shapiro Joyal of Shapiro Joyal Studio. Leslie and I spoke just before the opening of the Wattles Mansion Design House in 2017. Leslie was the first designer I spoke with on this project, her space was my first impression and what an impression it was. Sweeping views of Los Angeles from the Hollywood Hills location. How do you frame that as a designer? Well Leslie is going to tell you how she did it. And, she is also going to tell you about designing a showcase and working with unforeseen circumstances, like a pack of wild raccoons stealing your accessories every night. Seriously. Next up is Annette Gutierrez, a friend, amazing person and half of the design team behind Potted. She and Mary Gray provided the outdoor space in that Small Space Big Style design house in Hollywood and we have been friends ever since. Annette and I caught up at the WestEdge Design Fair in 2017. Potted provided plants and accessories for our Kelley Jackson designed California Beach Follies Cabana. I’m telling you the story about Small Space, Big Style because the idea behind a design ouse is that of any pop-up. Here for a short time and then gone. I stared Convo By Design to provide a lasting point of reference for these fleeting but shining moments in Southern California design. So, I hope you enjoy it and hopefully, it can provide some inspiration for your next project.

It seems to happen like clockwork. Someone cheats, or gets caught in some sort of sex scandal. They have to make amends, show that they're working to fix "the problem" so they can return to their normal lives. While we on the Swingset happen to think that many of their normal lives might've been improved with open and honest conversations about monogamy, so often they fall back to the excuses of "I'm addicted to sex" and failing that, "I'm addicted to porn." It's widespread and it's been propagated by early friend to open sexual discussion Dr. Drew (who has since descended into some sort of madness). I can't wait to smoke this one with a nice German Doppelbock or a Belgian Ale. CAO Sopranos Tony Soprano Signature Montecristo Edmundo - What a classic Cuban cigar! Draw was a little snug, but the flavors are just so wonderful I can get enough of this stick. Fat for a Cuban, 52 ring and I think 5.2 on the length. Padron Family Reserve No. 44 Maduro - What a wonderful smoke! Toasty, toasty flavors, nice rich flavor profile. Changes up just a little, more powerful at the end. Would I pay $30 again for this stick? Maybe buy one or two, but not worth the $30 price tag. Try one and treat yourself. Davidoff Aniversario #2 - Oh wow, at least 4 years of age on this cigar (because size was not on the band, which is a little trick to Davidoff). Smooth flavors, very balanced, kind of a straw and hay flavor, but in a good way. Connecticut broadleaf wrapper pours flavor and smokes awesome in this lancer type size (7x48 which I think is an "Especial"). As a side note, I got a new Avallo Humidor - It's an absolutely gorgeous humidor. I will preface this with it is by no means cheap. However, its pure quality. This model, the 2000, does both temperature and humidity and holds approximately 1200 cigars. It stands 4 feet tall and is nice enough that my wife let me put it in the living room. It really does look like a piece of furniture. The controls are easy to use and setup, basically you get buttons to control the the temp and humidity. It requires 2 plugs for power, one for the refrigeration and one for humidity. You fill the reservoirs with distilled water and it will take 48 hours to fully adjust before you can put cigars in it. I would call this the Cadillac of all humidors. It is very well constructed and has a lock. The only thing I don't like is the "wick". In each canister there is a foam like substance to emit humidity. I can see this collecting mold, one of my fears! There are tons of fans, 3 pull out shelves and one drawer with 10 dividers. The door makes a very tight seal. One other downside is that its sort of on the loud side when the unit kicks on. I have to say, I'm in love. If you are serious about cigar storage and have LOTS of cigars to age, this is the way to go. Thanks to @beaker for the recommendation and Mr. J's Havana Smoke Shop (aka Joyal's) in RI for doing the transaction and getting it delivered to me. Tim's This Week In Smoke Tatuaje Seleccion de Cazador (aka Brown Label) Noellas – Thank You Paul! These traditional sized petit corona's are packed with flavor! They have aged well. Check out the review! Liga Privada T52 Flying Pig by Drew Estate – A favorite of mine. I pull these out for special occasions or for a Friday night after a rough week. This 4 x 60 sausage shaped stick is packed with flavor. The big brother of this the stick, the Liga Privada T52 Ferel Pig, drops later this month. So keep an eye out as these will go fast. Illusione Epernay – Very Creamy. Flavors include coffee, cinnamon, and a subtle sweetness. Incredible smoke for the money. Perfect draw and burn with large clouds of smoke. Padron Delicias Maduro – Name says it all. If you like rich chocolate and coffee flavors at reasonable price (about $4.00) then this should be a go to. In my humble opinion, Padron makes one of the most consistent cigars in terms of flavor and construction. The Stogie Geek Rating System: How do we rate cigars? 0 “Lawn Mulch” - Throw it in front of the lawn mower while mowing. 1 "The Faux Cuban" - Give it to your "friends" and tell them it's "a Cuban". 2 “The Angler” - Not bad, smoke on golf course, fishing, grilling, or some other activity. 3 "The Fiver" - Not quite good enough to drop money on a box but you will want some in you humidor. Here is a situation where the five pack is your friend. 4 "Box-Worthy" - Buy it, try it, smoke it, and enjoy it. Pick up a box if you can. 5 “The Oasis” - Pursue relentlessly. Crawl Across a desert of broken glass to find and build a new humidor to store all the boxes. Breakfast Smokes: What and why? There's nothing like enjoying a cigar with a hot cup of coffee on your back deck on a Sunday morning. The wife and kids are sleeping in and you decide to take advantage of the elusive silence. So pull a lounge chair, grab a cup of your favorite fresh ground coffee, and don't to forget to let the dog out. Camacho Connecticut 11/18 – A great example of a shade grown Connecticut. Light but flavorful. A favorite Sunday AM smoke with coffee. I have smoked boxes of these over the years. La Aroma de Cuba EE No. 2 – I love these. More medium bodied than mild but not over the top. A very versatile smoke. One of Ashton's lesser known brands. Great construction and flavor at a reasonable price. I prefer the No. 2 (Robusto). E.P. Carillo New Wave Connecticut Stellas – Just released this year. One of the most flavorful sticks with a shade grown wrapper I have ever had. There is a nice sweetness to it but a word of caution, even though the flavors are mild, the strength can creep up on you. Recommend the corona for those AM smoking times.
