It has the potential to revolutionise Europe's AI future but in the midst of all the political drama from the past weeks, you probably didn't hear about it. Announced in Von der Leyen's political guidelines for the next Commission, officially it's called the European AI Research Council, but the Commission President referred to it as the CERN for AI. CERN, of course, being one of the world's largest centres for scientific research. But what is this CERN for AI? To understand the significance of this announcement, host Catarina Vila Nova sat down with Aaron Maniam, Senior Fellow for Advanced AI at the International Center for Future Generations. Aaron also teaches at the Blavatnik School of Government at the University of Oxford and chairs the World Economic Forum's Global Future Council on the Future of Technology Policy and the OECD's Expert Group on AI Futures. For Maniam, this CERN-like structure for AI may well represent a “watershed” moment for Europe. It is a chance for the EU to get ahead of the curve in the tech race and Maniam argues that a CERN-like structure – combining the private and public sector – is the winning formula. In May 2024, the Expert Group on Future Skills Needs (EGFSN) published its report on Skills for International Financial Services - An Assessment of Future Skills Requirements in High Potential Sub-sectors of Ireland's International Financial Services Sector to 2027. This report identifies the availability of training and education relevant to the financial services industry. It assesses where gaps might arise in terms of new skills and numbers of skilled individuals up to 2027. It also sets out a number of recommendations to ensure that the potential training and skills needs identified can be addressed effectively. Who better to chat to about this report than Martina Kelly, who chaired expert Steering Group that directed the production and publication of the report. Martina is Director Funds at the IOB (Institute of Bankers) and acts as an independent director to several Irish regulated financial services providers. We discuss the background to the report, its aims and findings. We also discuss the recommendations produced and the plans for ensuring that they are implemented. Plenty to discuss then – enjoy!

In his address to the IIEA, Kai Zenner discusses the EU's Artificial Intelligence Act (AI Act). He outlines the Act's risk-based approach and its implications for different levels of the AI value chain. Mr Zenner will also assess what he deems to be the positive and negative features of the AI Act. He particularly discusses the implications of the Act for the EU's competitiveness, including both the opportunities and the risks. About the Speaker: Kai Zenner is Head of Office and Digital Policy Adviser for Axel Voss MEP (European People's Party Group) in the European Parliament. He focuses on AI, privacy, the EU's digital transition and Better Regulation. Mr Zenner is a member of the OECD.AI Network of Experts and of the AI Governance Alliance at the World Economic Forum. He was also part of the temporary Expert Group that supported the 'High-Level Advisory Body on AI' of the United Nations. Mr Zenner was awarded best MEP Assistant in 2023 and ranked Place #13 in Politico's Power 40 - class 2023.

We are talking about international governance of AI again today, a field that is just growing and growing as governments across the globe grapple with the seemingly intractable idea of regulating something they don't understand. Helping them understand that is Markus Anderljung, Director of Policy and Research at the Centre for the Governance of AI in the UK. He aims to produce rigorous recommendations for governments and AI companies, researching frontier AI regulation, responsible cutting-edge development, national security implications of AI, and compute governance. He is an Adjunct Fellow at the Center for a New American Security, and a member of the OECD AI Policy Observatory's Expert Group on AI Futures. He was previously seconded to the UK Cabinet Office as a Senior Policy Specialist. I know “governance” sounds really dry and a million miles away from the drama of existential threats, and jobs going away, and loss of privacy on a global scale; but governance is exactly the mechanism by which we can hope to do something about all of those things. Whenever you say, or you hear someone say, “Someone ought to do something about that,” governance is what answers that call. Leaders of STEM in Industry, Education and the Community are to be recognised by the STEM South West Awards 2024. The Awards were launched by European Commissioner nominee Michael McGrath TD, Bob Savage, CIO (EMEA) & Cork Site Lead, Dell Technologies, and Mary Good, Chair STEM South West & Managing Director of Advanced Medical Services, at Cork County Hall. Companies leading the 75,000+ people working in the South West's thriving STEM sectors are invited to showcase their various programmes and initiatives in place to actively support the future talent pipeline and STEM growth strategy in the region. The inaugural Awards will recognise companies and education providers who are leading the charge for the region's STEM community and safeguarding the economic and employment future for the STEM industry in the South West. STEM South West, representing over 50 companies working within the STEM sector in the South West region, who collectively employ thousands of people, say online entries will remain open until September 20th. Winners will be decided by an independent judging panel, led by Bob Savage, and will be announced at an Awards Ceremony on November 21st. There are 3 main categories: STEM in Industry: Company of the Year Small / Startup (up to 50 Employees) Small to Medium (50 - 249 Employees) Large Categories (250+ Employees)) STEM in Education: Educational Initiative of the Year (Primary, Secondary, and Third Level) STEM in the Community: Transition Year (TY) Challenge of the Year Launching the Awards, Minister McGrath, "STEM plays such an important role in the economy of our region, which is home to a wide range of industries, from pharma and life sciences to engineering and technology. STEM South West brings together a wide variety of stakeholders including universities, local government, both SME and multinational employers, and state agencies to facilitate skills training. There are now more than 250k people enrolled in publicly funded higher education colleges in Ireland. Speaking at the launch Mary Good, Chairperson of STEM South West, "We are calling on companies, schools and educational institutes that are directly engaged in supporting the development of STEM subject study and career development to enter. He has worked in a consulting and advisory capacity for the World Bank, United Nations Development Program (UNDP) and World Food Programme (WFP), as well as being a member of the health data experts committee for Meta (formerly Facebook). Dr. Schroeder is the co-founder, along with colleagues at Harvard TH Chan School of Public Health and Harvard Medical School, of CrisisReady, a research and response platform for translating private data into public good for disasters and health emergencies. He is also the co-founder and former Board President of the global nonprofit WeRobotics.org, which builds local capacity in robotics applications for humanitarian aid, development, and global health in nearly 40 countries around the world. Andrew earned his Ph.D. in Social and Cultural Analysis from New York University and his Masters of Public Policy (MPP) and certification in Science, Technology and Public Policy (STPP) from the Gerald R. John practised at the Scottish Bar from 1986 – 2002 and was appointed a Queen's (now King's) Counsel in 1999 and, as the first Director of Training and Education in the Faculty of Advocates from 1994 to 2002, designed and led the Scottish Bar's award-winning advocacy skills programme. He trained in negotiation at Harvard University in 1996 and was named Specialist of the Year at the Scottish Legal Awards in 2003 and Mediator of the Year at the Law Awards of Scotland in 2009.  He was awarded the Honorary Degree of Doctor of Laws from Edinburgh Napier University in 2010.

His research focus lies in analytical philosophy of mind and cognitive science, as well as in connections between ethics, philosophy of mind and anthropology. He was the Director of the Neuroethics Research Unit in Mainz and Director of the MIND Group at the FIAS. There are numerous poorly written/controlled case reports that have perpetuated misinformation about drugs that can cause serotonin toxicity. While the word “syndrome” is often used, toxicity is a more accurate description given that toxicity represents a spectrum of severity rather than a defined set of symptoms. Ms. Maghame was vice president of wireless programs and corporate development at Via Licensing Corporation, where she developed and managed strategic multi-party licensing programs in wireless and cellular technologies. She has testified before the Senate Committee on the Judiciary and the Federal Trade Commission regarding patent matters. Today Taraneh runs her own business: Maghame IP Consulting PLLC, a firm that provides strategic counseling and expert services focused on IP issues related to the development, use, and licensing of standards. In the podcast, Taraneh elaborates on her experience working with SEPs for over two decades. While 20 years ago a few big telecom players owned SEPs and cross-licensed these, today SEP licensing has dramatically changed. This is because of the wide use of standardized technologies such as LTE or 5G and that there is much more at stake now. While the past years show that many SEP licensing deals were successfully closed at the same time patent litigation was dominated by SEP/FRAND disputes. Worldwide disputes may work for large smartphone manufacturers and huge SEP owners, Taraneh believes however that when SEPs are licensed for IoT use cases licensing must be much more efficient. The royalty rates will likely be much lower. Long disputes are not worth the investment for both sides of the table. Even more, it maybe is worth overthinking not only the license on the OEM level because, in the end, it may create more revenue to license many components or modules for a lower rate than the other way around. Also, Taraneh believes that the formation of Licensing Negotiation Groups (LNGs) should at least be considered, given there are no anti-trust issues. Taraneh helps companies in new industry verticals that use connectivity standards or plan to use connectivity standards in their products. Taraneh believes that regulators should allow the markets to self-regulate but at the same time believes that policymakers should provide more guidance for solutions and especially increase transparency to decrease legal uncertainty in industries where SEP licensing is yet to be established. This is for the good of both the implementers and the SEP holders. During her days at Via Licensing, she experienced great collaborations and constructive solutions when patent holders and implementers are open and transparent in working together.This year the Department of Justice, USPTO, and NIST withdraw the 2019 SEP policy statement (June 2022). Taraneh is excited to see if we will see anything from the US regulators. Carlota Perez is a British-Venezuelan researcher, lecturer and international consultant. She studies the mutual shaping of technical change and society and the lessons provided by the history of technological revolutions for economic growth and development. In Technological Revolutions and Financial Capital: The Dynamics of Bubbles and Golden Ages (Elgar 2002), Carlota put forward her theory of the emergence and diffusion of technological revolutions and of the role of finance in the process. She is currently working on a sequel, Beyond the Technological Revolution, funded by Anthemis UK, which will analyse the roles that government, business and civil society play in the deployment of the potential of each revolution. Carlota is Honorary Professor at the Institute for Innovation and Public Purpose (IIPP) at University College London, UK and at SPRU, the Science Policy Research Unit at the University of Sussex, UK; Adjunct Professor of Technology and Socio-Economic Development at the Ragnar Nurkse School of Innovation and Governance at TalTech, Estonia. Her long career has spanned civil service, consultancy, academic research and teaching, beginning in the 1970s with an investigation into the structural causes of the energy crisis in her home country of Venezuela. After working on international technology transfer at the Institute of Foreign Trade in the 1970s, she became the founding Director of Technological Development at the Ministry of Industry (1980-83) – where, alongside other policy instruments to promote innovation, she created the first venture capital fund in the country. Carlota has acted as consultant for several Latin American governments and for international organisations and multilateral agencies such as UN Industrial Development Organisation, United Nations Economic Commission for Latin America and the Caribbean (CEPAL), the Andean Pact, the World Bank, the OECD and the EU, where she chaired the European Commission's Horizon 2020 Expert Group for Green Growth and Jobs. The design trailblazer behind a popular creative thinking programme being run in Irish schools says her team is this month about to embark on a gargantuan recruitment drive for mentors, seeking a whopping 800 professionals from across all sectors to help roll out The Big Idea to 4,000 students next year. Kim Mackenzie-Doyle from Carlow says creative thinking is a much-needed skill required by society and industry but has not been taught in Irish schools until now. The designer founded the multi-award-winning, free, creative-thinking programme for 15 to 16-year-olds in 2020 to bridge the gap between industry and education. “Creativity is a much-needed skill required by society and industry, yet it's not taught in our schools. And when I say creativity, I don't mean art. I mean using creative thinking to solve the biggest problems that face society,” says Kim. More than 2,000 students were supported by 400 Big Idea mentors this year. The mentor list reads as a who's-who of the innovation scene in Ireland with tech gurus, designers, creative directors, financial advisors, entrepreneurs, engineers, scientists, architects, educators, graphic designers, legal experts, marketing and brand specialists and more taking part. Mentors volunteered from innovative companies such as Stripe, Ikea, Bord Gáis Energy, UCC, MSD, Aerogen, Primark, Microsoft, Accenture and Deloitte to name a few. Kim says creativity is undervalued and misunderstood in Ireland. “When people think about creativity, they think about the arts. Being an artist is quite different to being creative. Artists make art of their choice from their inspiration. Creativity is everywhere and is fundamental to progress, in industry, society and education,” she says. She says that creativity thrives in collaborative settings which is why a diverse range of mentors steps up the learning for the students. “The more diversity the better. People with different experiences and backgrounds add so much richness to creative collaboration, proving that two or more heads are better than one.” Teaching the creative process Kim, who designed the world's best-selling computer mouse – the Logitech MX305 – while she was working at Design Partners, says the creative process is a step-by-step approach, which is why it can be taught. However, she fears that Ireland needs to put more time into creative education. “On a national scale, not investing in creativity will dampen Ireland's innovative spark. That's why we need programmes like The Big Idea so we can be proactive, focus on the issues that need solutions and teach and engage creative and critical thinking to come up with big ideas to solve national and global issues – now and in the future.” The winning Big Idea 2022 came from a student team at St Leo's College in Carlow with their app which uses QR codes to give recycling instructions with an integrated recycling reward scheme. “The other Big Ideas this year were incredible such as flatpack wind turbines, sustainable housing domes, an LGBTQ+ social media platform, a youth centre designed by teens for teens to promote positive mental health and a disease tracker app. While all of the projects and ideas were fantastic, we are also interested in the creative process that the students follow for the programme. How they arrived at their idea is just as important as the idea itself. But of course, we would love to see the students develop their ideas,” says Kim. Kim is also a member of the Design Skills Implementation Group as part of the Expert Group on Future Skills Needs. She is representing education in a multi-sector approach to address the national shortage of digital, product and strategic design professionals. The group recently published ‘Together for Design – Year in Review 2021-2022', a report which focuses on the design skills required by Irish enterprises from 2020 to 2025. The recent commitment by 175 UN nations to end plastic pollution waste is being hailed as an historic moment and a huge global step in the right direction. Earlier this month, Heads of State, Ministers for the environment and other representatives, including New Zealand, endorsed a resolution at the UN Environment Assembly in Kenya. The aim is to draft a legally-binding treaty by 2024 - to stop the proliferation of plastic. But what does this mean in practice, and what is achievable from this large global commitment?. To discuss the scope of the mandate and what negotiations lie ahead to actually stem and prevent plastic pollution, Kathryn talks to Dr Trisia Farrelly who is on the United Nations Environment Programme's Scientific Advisory Committee and Expert Group and Marine biologist and Senior Scientist at ESR and Dr Olga Pantos. Olga is the co-lead of the MBIE-funded national project 'Aotearoa Impacts and Mitigation of Microplastics'.

We discussed the topic of volunteering at the FIFA World Cup 2022 with Nasser Al Mogaiseeb, Volunteer Strategy Manager at the Supreme Committee for Delivery & Legacy, and Tania Haddad from the American University of Beirut, an Assistant Professor for Nonprofit Management and a leading scholar on volunteering in the Arab World. Nasser Al Mogaiseeb is the Volunteer Strategy Manager at the Supreme Committee for Delivery and Legacy in Qatar. He is the Founding member of different voluntary and community initiatives, including the Youth Advisory Committee of the Ministry of Culture and Sport in Qatar. Tania Haddad is an Assistant Professor of Public Administration and Nonprofit Management at the Department of Political Studies and Public Administration at the American University of Beirut(AUB). Her research focuses on the fields of civil society, nonprofit management, nonprofit education, volunteering, disaster management, and e-government. Her research has appeared in many academic journals, including the International Journal of Voluntary and Nonprofit Organizations, Democracy and Security, and The Journal of Nonprofit Education and Leadership. She was a Member of the Expert Group responsible for “Reimagining volunteerism for the 2030 Agenda” and collaborated with the International Association for Volunteer Efforts (IAVE) on their assessment of corporate volunteering in the Arab Nations region.

By Evan Barnard The concept of climate security is decades-old, but a new sense of urgency and a renewed interest in the concept have developed over recent years, not least due to the efforts of CSR's Center for Climate and Security. Climate change initially became a formal security focus for the U.S. after the dissolution of the Soviet Union, when military efforts began diverting from the nuclear arms race and standoff. Now, the field is rapidly developing and receiving greater attention. The inclusion of a climate security session at the recent U.S.-hosted Leaders Summit on Climate suggests that world leaders are considering climate change a security risk in major diplomatic contexts. The Leaders Summit on Climate was just one of this year's numerous high-level meetings emphasizing climate security, including the Munich Security Conference, a UN Security Council high-level debate on climate and security, and the widely-anticipated COP26 conference in November. Today, we are sharing the first in a series of three podcasts reflecting on the upcoming 2021 World Climate and Security Report from the Expert Group of the International Military Council on Climate and Security, which builds upon the group's 2020 World Climate and Security Report, which was released at that year's Munich Security Conference. The report provides an update on the status of global and regional climate security factors, and details what climate experts predict will be the most important aspects of climate security. Before the Leaders Summit on Climate, I discussed climate security priorities for the military and climate diplomacy with the Honorable Sherri Goodman. Ms. Goodman is a senior strategist and advisory board member at the Center for Climate and Security, chair of the board at the Council on Strategic Risks, secretary general of the International Military Council on Climate and Security, and senior fellow at the Wilson Center. At the inception of the field of climate security, she served as the first deputy undersecretary of defense for environmental security from 1993 to 2001. The discussion included why the Department of Defense must cement a reputation as an environmental and clean energy leader and how the military is already taking steps toward resilience. Ms. Goodman believes the security sector will have an important role in the global effort to reduce greenhouse gas emissions and adapt to climate change. The military industrial complex has an enormous carbon footprint, so the military should lead by example in emissions reduction and clean energy adoption. Militaries can make much greater progress toward these goals by working cooperatively. Most importantly, innovation will enable the military to develop and implement clean energy and other technologies, further leading by example and building a climate domain awareness. Given the social, economic, political, and national security implications of accelerating climate change, the time to take action and mitigate and adapt for climate resilience is now. Ms. Goodman suggests an integrated, societal approach like the “Three Ds:” development, diplomacy, and defense. Solutions must be locally-based, because there is no one-size-fits-all solution to conflicts with climate as a factor. In a 2007 CNA Military Advisory Report, Ms. Goodman coined the term “threat multiplier.” The term was used multiple times, including by Special Envoy for Climate John Kerry, during the Leaders Summit on Climate in terms of security risks. The term describes how climate change aggravates existing threats around the world. Modern examples include the melting Arctic Ocean, where a smaller, thinner icecap is translating to both economic and national security opportunities for Arctic nations like the U.S. and Russia as well as interested traders like China. These Arctic economic and military opportunities are sculpting a new geostrategic and geopolitical arena.

Stefan and Michael interview Henrik Österblom. Henrik is the Science Director of the Stockholm Resilience Center and a Professor at the University of Stockholm in Sweden. He has a PhD in Marine Ecology from the Department of Systems Ecology at Stockholm University, and a Master's Degree in Behavioural Ecology from the Department of Zoology at Uppsala University. He is interested in marine ecosystems and ways to improve ocean stewardship. Starting as a seabird ecologist, with a particular interest in social interactions between alcids, he has worked on understanding how the Baltic Sea is managed, how international collaboration emerged to address non-compliance in Southern Ocean fisheries, and how transnational corporations shape the present and future ocean. Ongoing work is focusing on the role of science in society and the cultural evolution of global prosocial behavior. He has worked at the Swedish Museum of Natural History, and as Special Advisor to the Swedish Government in the Secretariat for the Environmental Advisory Council. Österblom has facilitated the Keystone Dialogues, a global co-production project including major private actors in global seafood, which has resulted in the establishment of the Seafood Business for Ocean Stewardship (SeaBOS) initiative, aimed to transform global seafood towards more sustainable practices. This project is funded by the Walton Family Foundation, the David and Lucile Packard Foundation, and the Gordon and Betty Moore Foundation. He is also principal investigator of project New solutions to marine problems, aimed at accelerating marine ecosystem knowledge through the use of autonomous drones and artificial intelligence and funded by the Marianne and Marcus Wallenberg Foundation. Österblom is a member of the Expert Group for the High Level Panel for a Sustainable Ocean Economy and member of the IMBER Human Dimensions Working Group. He serves on the international advisory board of the South American Institute for Resilience and Sustainability Studies (SARAS²), as board member of Race for the Baltic, and as chairman of the SeaBOS Fundraising foundation.
