Matthew 7:24, 25. {OHC 84.1} The formation of character is the work of a lifetime, and it is for eternity. If all could realize this, if they would awake to the thought that we are individually deciding our own destiny for eternal life or eternal ruin, what a change would take place! How differently would this probationary time be occupied! . . . {OHC 84.2} In character building it is of the greatest importance that we dig deep, removing all the rubbish and building on the immovable, solid Rock, Christ Jesus. The foundation firmly laid, we need wisdom to know how to build. . . . In His law God has given us a pattern, and it is after this pattern that we are to build. The law is the great standard of righteousness. It represents the character of God, and is the test of our loyalty to His government. {OHC 84.3} Thoroughness is necessary to success in character building. There must be an earnest desire to carry out the plans of the Master Builder. The timbers used must be solid; no careless, unreliable work can be accepted; it would ruin the building. The whole being is to be put into this work. It demands strength and energy; there is no reserve to be wasted in unimportant matters. There must be determined human force put into the work, in cooperation with the divine Worker. There must be earnest, persevering effort to break away from the customs and maxims and associations of the world. Deep thought, earnest purpose, steadfast integrity, are essential. There must be no idleness. Life is a sacred trust; and every moment should be wisely improved. . . . {OHC 84.4} Remember that you are building for eternity. See that your foundation is sure; then build firmly, and with persistent effort, but in gentleness, meekness, and love. Many companies have an investigation protocol in place when a potential Foreign Corruption Practices Act (FCPA) or other legal issue arises? However, many Boards of Directors do not have the same rigor when it comes to an investigation, which should be conducted or led by the Board itself. The consequences of this lack of foresight can be problematic, because if a Board of Directors does not get an investigation which it handles right, the consequences to the company, its reputation and value can all be quite severe. In an article in the Corporate Board magazine, entitled “Successful Board Investigations”; David Bayless and Tammy Albarrán, wrote about five key goals that any investigation led by a Board of Directors must meet. They are: Thoroughness - The authors believe that one of the key, and most critical, questions that any regulator might pose is just how thorough is an investigation; to test whether they can rely on the facts discovered without having to repeat the investigation themselves. Regulators tend to be skeptical of investigations where limits are placed (expressly or otherwise) on the investigators, in terms of what is investigated, or how the investigation is conducted. Objectivity - Here the authors write that any “investigation must follow the facts wherever they lead, regardless of the consequences. This includes how the findings may impact senior management or other company employees. An investigation seen as lacking objectivity will be viewed by outsiders as inadequate or deficient.” Accuracy - As in any part of a best practices anti-corruption compliance program, the three most important things are Document, Document and Document. This means that the factual findings of an investigation must be well supported. For if the developed facts are not well supported, the authors believe that the investigation is “open to collateral attack by skeptical prosecutors and regulators. If that happens, the time and money spent on the internal investigation will have been wasted, because the government will end up conducting its own investigation of the same issues.” Timeliness - This has become even more necessary with the tight deadlines set under the Dodd-Frank Act Whistleblower provisions. But there are other considerations for a public company such as an impending Securities and Exchange Commission (SEC) quarterly or annual report that may need to be deferred absent as a timely resolution of the matter. Lastly, the Department of Justice (DOJ) or SEC may view delaying an investigation as simply a part of document spoliation. So timeliness is crucial. Credibility - One of the realities of any FCPA investigation is that a Board of Directors led investigation is reviewed after the fact by not only skeptical third parties but also sometimes years after the initial events and investigation. So not only is there the opportunity for Monday-Morning Quarterbacking but quite a bit of post event analysis. So the authors believe that any Board of Directors led investigation “must be (and must be perceived as) credible as to what was done, how it was done, and who did it. Otherwise, the board’s work will have been for naught.” Three Key Takeaways The Board should have a written protocol for investigations prepared in advance. This gives cover to a Board when regulators come knocking or other third parties seek review. Remember the 5 goals of any Board led investigation.

THOROUGHNESS consists in doing little things as though they were the greatest things in the world. That the little things of life are of primary importance, is a truth not generally understood. And the thought that little things can be neglected and thrown aside is at the root of that lack of thoroughness which is so common and results in imperfect work and unhappy lives. When you understand that the great things of the world, and of life, consist of a combination of small things, and that without this aggregation of small things the great things would be nonexistent, then you begin to pay careful attention to those things which you formerly regarded as insignificant. You thus acquire the quality of thoroughness, and become a person of usefulness and influence — for the possession or non-possession of this one quality may mean all the difference between a life of peace and power, and one of misery and weakness. Every employer knows how comparatively rare this quality is — how difficult it is to find people who will put thought and energy into their work, and do it completely and satisfactorily. Bad workmanship abounds. Skill and excellence are acquired by few. Thoughtlessness, carelessness, and laziness are such common vices that it shouldn’t appear strange that, in spite of "social reform," the ranks of the unemployed continue to swell — for those who skirt their work today will, another day (in an hour of deep necessity) look and ask for work in vain.

Voluntary markets transacted over $66 million USD of forest carbon offsets internationally in 2016 and over 99% of those offset projects were audited to a standard, primarily the Verified Carbon Standard (VCS). This talk will present key characteristics of the 70 validated and verified forest carbon projects employing the VCS version 3.0 in use from late 2011 through present. This talk will also discuss two separate aspects of the audit process-impact and thoroughness-to assess the effectiveness of the credibility-building audit process, which can consume up to one-third of offset revenue. We found that VCS needs to improve the effectiveness of the auditing process for avoided deforestation projects in particular.
