Will limiting how much students can borrow force schools to lower their prices? The Department of Education thinks so. It has a new plan to bring down tuition costs. Starting today, July 1st, it's going to cap how much it's willing to loan to graduate students. You read that right. To reduce the burden of school…the plan is to give students less money to pay for school. This plan is, in part, based on an idea that's been floating around higher education circles for decades: The Bennett Hypothesis, which claims there's a direct relationship between student borrowing and tuition prices. And therefore, if the Department of Education — the biggest student loan provider in the country — limits how much students can take out, then schools will have no choice but to charge students less. This hypothesis was floated roughly 40 years ago...without evidence. Mea Culpa welcomes the Lincoln Project advisor Stuart Stevens. Regarded as one of the Republican Party's most talented political gurus—a body of work that includes steering Mitt Romney's presidential campaign in 2012—Stevens may also be the GOP's most prominent defector when he abandoned his party as Trump rose to power. He despises the former president in a way that feels strikingly personal. While the Lincoln Project argues that Trump is perverting the Republican Party, Stevens doesn't think Trump has perverted anything: Trump is the Republican Party, Stevens believes, and the Republican Party is Trump. Stuart believes there is no reclaiming his former party, it must be burned to the ground. Or to use a Vietnam-era metaphor, the Village must be destroyed in order to save it. Reflecting on a four-decade career in American politics, Stevens is convinced that Trump was not an aberrant zigzag. He was fate. “I saw a lot of this stuff, but I just chose to believe that this kind of dark side was the recessive gene, not the dominant one,” he says. “I was wrong.” Stevens joins Mea Culpa to discuss his fabulous new book “The Conspiracy to End America: Five Ways My Old Party Is Driving Our Democracy to Autocracy.” The book is part memoir and part Jeremiad as Stevens unpacks how we are moving towards an autocratic end.

On his first day back in the White House, President Donald Trump issued an executive order that would have made the children of undocumented immigrants and temporary visitors non-citizens — rendering them effectively stateless. And while six Supreme Court justices struck down that executive order today, three sided with Trump. So what does this ruling mean — and what's next for the issue of birthright citizenship? To find out, we spoke to Cecillia Wang, National Legal Director of the American Civil Liberties Union. Christopher Rufo is arguably the most successful activist of the MAGA era. He rose to prominence fighting D.E.I. initiatives and critical race theory. In President Trump's second term, he's had a huge influence on policy, from Trump's executive orders against D.E.I. and the attacks on the Department of Education to the ICE and C.B.P. deployments to Minneapolis. Rufo, helpfully, calls his shots. He has published a guide, “The New Right Activism: A Manifesto for the Counterrevolution,” in which he argued for the value of “agitprop” and counseled that “political life moves on narrative, emotion, scandal, anger, hope, and faith — on irrational, or at least subrational, feelings.” But more recently, in his writing and on the podcast he co-hosts, “Rufo & Lomez,” he seems worried about the new right he has helped build: its attraction to conspiracy theories, its racialist thinking, its internal fissures. So I wanted to have him on the show to talk about the problems he sees on his side, but also to interrogate whether he may have scored short-term victories while seeding profound long-term problems. Rufo is a senior fellow and director of the initiative on critical race theory at the Manhattan Institute. He's a contributing editor of City Journal and the author of “America's Cultural Revolution: How the Radical Left Conquered Everything.” This episode contains strong language. It was a weird and wild ride as the Supreme Court handed down the last decisions of the term that started all the way back in October of 2025. We were so much younger then. After 58 argued cases and a steady, sneaky stream of shadow docket orders, the court issued its final four decisions Tuesday, and one justice was retired and unretired in short, confusing order. The headline win: The court upheld birthright citizenship, but only by a 5-4 vote on the constitutional question, far closer than expected, and a sign of just how willing four justices are to rewrite the 14th Amendment to suit Donald Trump's wishes. Justice Brett Kavanaugh tried to split the baby, and Dahlia and Mark explain why his approach is more alarming than it first appears.The news doesn't get better from there. The court ruled against transgender student athletes in cases out of Idaho and West Virginia, with Kavanaugh writing for the majority and Justice Neil Gorsuch offering an unconvincing retreat from his brief moment, post-Bostock, as an LGBTQ rights ally. The Supreme Court just ruled 5-4 that ballots arriving after Election Day can still be counted — handing Democrats another way to turn Election Night into Election Week heading into the midterms. Pat breaks down exactly why this is a massive blow to common sense and election integrity. As Andrew puts it, Chief Justice John Roberts is “cherry-picking.” He's flying solo in this short edition of Main Justice (more to come with Mary in the next episode).
