In its letter addressed to Judge Subramanian, the Government evaluates each additional instruction the defense seeks to introduce, scrutinizing the legal accuracy and appropriateness of these proposals for the jury's consideration.In its analysis, the Government likely identifies instances where the defense's proposed instructions either misstate governing law, overemphasize minor issues, or conflict with established precedents or the Court's existing instructions.
