Surveys suggest that in many western democracies, political trust is at rock bottom. But is it really such a bad thing for people living in a democracy to distrust their government? In this episode, we talk to political scientist Grant Duncan, visiting scholar in politics at City St George's, University of London, about why he thinks a certain level of distrust and scepticism of powerful politicians is actually healthy for democracy. And about how populists, like Donald Trump, manage to use people's distrust in political elites to their advantage. This episode was written and produced by Gemma Ware, Mend Mariwany and Katie Flood with sound design by Michelle Macklem. Twelve months after New Zealand's last general election, independent political commentator Grant Duncan joins us to take a look at how the three-headed coalition government has performed so far.
A political scientist says the allegations that Census data has been misused by a political party would be very concerning if true. The Prime Minister's announced the Public Service Commission will undertake an independent investigation amid allegations surrounding Te Pāti Māori and Manurewa Marae. It relates to the misuse of Census data and Covid-19 vaccination information. Political commentator Grant Duncan told Mike Hosking that the alleged mixing of Census and Covid related functions with election campaigning would be inappropriate. He says all of those choices should be private to the individuals concerned. LISTEN ABOVE See omnystudio.com/listener for privacy information.
There are lessons to be learned from the Auditor-General's review of last year's election. The report's found the final check of the official election results was done within a few hours on the day it was announced. The rushed assessment failed to identify multiple errors. It also recommends improvements to controls, quality assurance, recruitment, training, and risk management Political commentator Grant Duncan told Mike Hosking that people at the polling stations seemed to be under a lot of pressure. But, he says, it's good to see a systematic approach taken by the Auditor-General and robust recommendations. LISTEN ABOVE See omnystudio.com/listener for privacy information.
One expert believes the Government has made a good amount of headway on their 100-day plan. Next Friday marks the deadline for the Government to accomplish everything they laid out in their 49-point plan. Political commentator Dr Grant Duncan says there's some loose ends the Government has yet to resolve- meaning ministerial statements could be coming. "Some of their 100-day plan items started off with the wording- 'begin work on'. So they could have indeed begun work on a national infrastructure agency and it may still be stuck in the back office." LISTEN ABOVESee omnystudio.com/listener for privacy information.

There's fears the Treaty Principles Bill could be a missed opportunity. ACT is seeking to introduce legislation to redefine the Treaty principles by the end of May. Political commentator Grant Duncan says National said it would support it to select committee, but that's where the party's support stops. Duncan told Roman Travers that with proper long-term consultation, such a bill could be beneficial. He says it could stop the issue festering away for the next generations. How was your morning commute in your region? I'm not surprised that Te Pati Māori have chosen the first day of Parliament for the new Government to protest their plans to repeal the many policies that affect Māori. Te Pati Māori has always advocated strongly for their constituents, that's their purpose that's their job, and they take on activism with vigour. And I understand the concerns Māori have. A lot of positive work has been done over the last 40 years to provide equity and equality for Māori and so you would expect the rollback on policies designed to improve Māori health outcomes, the use of Te Reo on public services, and Oranga Tamariki processes to be a huge concern to Māori. But have they gone too early? Should we have let democracy and debate take place first before taking to the streets? Every change of government is an awkward time as we go through a period of ideological change, but as we know, not every promise is realised throughout the term, and there are many compromises on the way. That said, we all have the right to lawful protest - it's part of our make-up. Over decades, we've seen protests by unions, women, LGBTQI+, farmers. We've protested apartheid, wars, nuclear weapons and vaccines, and it would be fair to say peaceful or not, they all created some kind of discomfort and disruption for the country. That's what protests do. And of course, depending on how they affect you, may depend on how much sympathy you have for the cause. Of course, the aim of this protest is to get the government to reflect on their policy announcements and encourage your positive conversation about how the country can enhance the relationship between Māori and non-Māori. Political commentator Dr. Grant Duncan on Early Edition this morning said the protests will test the Prime Minister's leadership: “These protests, generally in the long run, could come to define his leadership, in fact, because he really has to carry through now with the policies that he's agreed to with New Zealand First and the ACT party. But the question really is, will he just continue fighting his corner or will he reach out and try and create some kind of rapprochement with the Māori party and others?” “Personally, I would like to see the Prime Minister be a little bit statesman like here, and at least do some listening, try to do some reconciliation because I think that these protests are not going to go away. I would guess this is just the beginning.” Luxon says he does not believe protests will continue throughout the term, as he believes his Government will earn the support of Māori. So, it feels like Te Pati Māori is beginning this new parliamentary term as they mean to continue, to be honest with you, the swiftness of this protest signals a determination to make themselves heard. We have the right to protest. It was inevitable they would protest. I'm not sure launching into it until the parliamentary year is actually underway and debate begins is really going to be effective. A prediction that this morning's Te Pati Māori-organised protests could be just the beginning. They're rallying people from one end of the North Island to the other, against policies perceived to negatively affect Māori. Political Commentator Grant Duncan says the Prime Minister will have to make a decision on how to handle them. He told Tim Dower that he hopes Chris Luxon offers an olive branch, wanting to see him listen and be conciliatory. LISTEN ABOVE See omnystudio.com/listener for privacy information.
Despite some setbacks, Luxon has unveiled his Government's 100-day plan. The plan features 49 action points, including repealing the Auckland Regional Fuel Tax, the Clean Car Discount scheme, and Fair Pay Agreement legislation- and setting new targets for the health system. Political commentator Grant Duncan says the Government's next phase will need to do more to fix the issues they planned to address. "They need to get serious about their actual plans, particularly with rebuilding the economy. Just repealing stuff isn't rebuilding the economy." Could we have a new government by Sunday? Talks continued late into the night and are set to resume in central Auckland this morning, with Chris Luxon, David Seymour, and Winston Peters all pointing to a deal being close. Political commentator Grant Duncan told Tim Dower that there will be final issues all three parties want to resolve. He says it has to take as long as it takes, because it's important all three parties are on the same page about what the plan will be for the next three years. Labour's caucus will this morning begin picking up the pieces of its election loss at a special caucus meeting in Wellington. As well as the party's direction and the election of whips, MPs will participate in a leadership confidence vote. Political Commentator Grant Duncan told Kate Hawkesby that while there are some great people on that team, there's no obvious rising star to take Hipkins' place as leader. He said that in order for Labour to succeed, they need to think about how they're going to restore themselves and voters' faith in them. The Electoral Commission has come under fire from both ends of the political spectrum for failing to send out all EasyVote packs before voting opened. The packs include information cards which help speed up the voting process but are not essential. Chris Hipkins and Christopher Luxon have both expressed concern over the delay, with a million still yet to be delivered. The Electoral Commission declined our request for an interview. Political commentator Grant Duncan spoke to Ingrid Hipkiss.
Latest polling shows National will need New Zealand First on board to form a government. The latest Newshub-Reid Research poll shows Labour's fallen slightly to 26.5% and National's dropped to 39.1%. The Greens' boosted to 14.2%. With ACT's 8.8% the right-bloc would have 60 MPs, just below the 61 needed to form a government. New Zealand First's 5.2% would be required. Political commentator Dr Grant Duncan told Tim Dower that Luxon 'had to' end the speculation, because in all likelihood, he may be having to make that call after the election. Education Minister Jan Tinetti today faced up in front of the privileges committee over potentially misleading Parliament. Tinetti is in trouble for telling Parliament she did not have a say in releasing truancy statistics, when in fact she did. Massey University political commentator Grant Duncan says her explanation wasn't entirely convincing, especially when factoring in the correspondence that went on before the initial statement. "She's certainly expressing regret, but the question is not whether she misled the House, she did mislead the House. But the question is- did she do it knowingly?" This week, a review into the electoral system in Aotearoa was released. The report, titled Independent Electoral Review seeks to make the electoral system clearer, fairer, and more accessible for current and future generations. Associate Professor Grant Duncan teaches politics at Massey University, and he highlighted the major changes the review is suggesting. Simon began by asking him to discuss the recommendation to change the election from every three years to every four.
The actions of Michael Wood and Jan Tinetti probably won't be bad enough to end their political careers. Tinetti goes before the Privileges Committee today, accused of misleading the House about school attendance figures. And the Opposition is calling for Wood to resign or be fired, after revelations he was told to sell his Auckland Airport shares no fewer than 12 separate times. Massey University political commentator Grant Duncan told Kate Hawkesby Tinetti will probably be asked to apologise, while he doubts Wood's actions are a sackable offence. He says the rules aren't set in stone, as the Cabinet Manual is fairly open about what is a conflict of interest and what isn't. Wood says he's remorseful but has no plans to resign. NZX regulator, NZ RegCo, halted trading for the publicly listed company for 70 minutes until the Airport clarified it had no such plans, and planned to use debt instead.
