Our necessary hiatus from our weekly podcast has been afforded a brief reprieve. Advocacy staff have been drinking from a firehouse of legislation and hearings on platform bills that have been waiting since cloture for printing and assignment to committee hearings. For the first time, MMA has needed to hold a May LPC meeting as bills are still cranking out with significant municipal impact, assigned short turn around public hearing dates and even shorter work session dates. This is the time of year when good public policy dies because of lack of time to dig in and understand or worse....bad public policy not well thought through passes without review. In the coming weeks, we'll be calling on municipal officials to weigh in with their voices directly to members of the legislature to help inform them of impacts, request adequately funding measures, and make corrections. We really need you now! This week we break down what has happened on a couple of MMA's platform bills and how you can help their fate. This week we break down: LD 1857 - An Act to Create the Public Safety Health and Wellness Reimbursement Fund to Benefit Public Safety Workers and Volunteers, sponsored by Rep. Lynn Copeland of Saco, was unanimously supported out of committee but in a form that requires and appropriations battle instead of on going funding. LD 1493 - An Act to Increase Affordable Housing by Expanding Tax Increment Financing, sponsored by Rep. Raegan LaRochelle of Augusta, was amended to avoid a fiscal note, but still provides an incredibly powerful tool for communities to advance their housing goals with local policy, but received a divided report out of Taxation.LD 130 - An Act to Eliminate Senior Citizen Property Tax Stabilization and Expand the Homestead Property Tax Exemption, Sen. Richard Bennett of Oxford County, also received a divided report in Taxation. While both versions advance sensible policy changes to the hastily enacted senior property tax freeze legislation LD 280 passed last year, the majority report removes the significant hardship placed on municipal tax collectors, assessors and communities. LD 1223 - An Act to Clarify Cost Allocations and Insurance in the Joint Use of Public Utility Equipment, sponsored by Sen. Nicole Grohoski from Hancock County, attempted to address a corporate imbalance for municipal pole attachment projects, to advance broadband connections via use of utility poles that exist in publicly owned way "rent" free. The final version was amended with agreement from the major players and afforded a sunset date setting the stage for a future legislative battle. Finally, in the good news category, we announce the winners of the first annual Douglas M. Eugley Memorial Scholarship for Public Service! “I started through studio art and just being creative and wanting to spend some time outdoors and allow for that to be done in a very grounded and observational way. So I have studio art practice and I'm also a Maine guide. I've been an angler for a long time. But mostly that's a way again to be outside and be looking around and feeling very innately human surrounded by nature. So I guide people fishing and I also founded the Confluence Collective which is all about accessibility to the outdoors, making sure that there's space for everybody on the water.,” said Bri Dostie.Bri is all about the outdoors and she was the perfect maker to have on this podcast. She started her maker journey through studio art which is quite beautiful and unique.“I grew up in pretty rural Central Maine, outside the foothills of Oxford County, and my family very much was in the outdoors throughout, which is a huge privilege to have that kind of access and also, like loving relationship to get to know nature through my mom, homeschooled me from like, first grade to seventh grade. So science class was moving logs to see if we could find salamanders and like taking different courses through local colleges just basically being outside and in a really hands on kind of way. And throughout that I really fixated on learning about birds, learning about all the living things that were in these places, and started doodling them quite a bit, did a bunch of ducks for the Federal Stamp Competition when I was younger, if you look back through the records might have one for me and a couple of times. But that was a really nice way to kind of build my interest and feel confident to like keep trying things and keep observing things and to continue practicing through studio work. So I really love that. As I grew up, a lot of my relationships were built around being outside. So when I was six, a way that I spent time with my grandparents was just tromping around the brooks in their backyard and around South Paris. That was something that they turned to for sustenance, like being able to feed your family with brook trout was something that we definitely relied on. And I was able to catch my like first fish with my mom on my grandfather's gear. And it was this beautiful brook trout, and it was delicious and corn meals. It was really a nice bonding kind of moment. And I got more into fly fishing as I got a little older to be spending time with more peers entered public school space, had my boyfriend and that was a nice way for us to get the okay from parents to hang out. And the joke's on them, we really did just go fishing. So I learned how to fly fish on a bass pond in Bowdoin with his parents, and that was just fuel to the fire to keep going, and keep exploring,” said Bri.But her passion for fly fishing didn't stop there as she started an organization that is all about inviting everyone to the water.“I started fly fishing, and usually found myself as the only like, female-identifying person in that space, I would hang out with my boyfriend and his dad, which was great. And that's also a space that has limitations in perspective. And for me, and for probably anybody who's in like a relationship with someone, if you are trying to learn something from that person, there's emotional weight to that, and it becomes something else pretty quickly. So I recognize that there were probably other curiosities that I wanted to explore, and maybe trying to do so only through the way that they might teach me wasn't going to lead to the relationship that I wanted to foster with the sport. So in Maine, we are really fortunate to have some incredible fly-fishing community members. I remember being introduced to Evelyn King who started the Maine Women Fly Fishers Group, and I got really excited by what they were doing. And I've made a lot of friends learned a lot of things by being just a part of that community space, and also recognize the limitations in that where we're in Maine, it's mostly white, it's pretty cis heteronormative. And in those spaces, there were definitely, you know, assumptions and just like ways of going about things that felt like they weren't the most curious, or they weren't the most open. And I'm a person who has a lot of questions. And I think being able to really give some space to those questions required me to push beyond a little bit, which was kind of the impetus behind starting Confluence Collective, which is all about getting people outside and allowing that space for people to build their own relationship with nature. So it started with putting together ways for mostly female-identifying anglers to fish in new water. Most women, especially those who were in community groups, access the water through their husbands, their family members through some other connection, usually male, and there are a lot of these themes of not feeling confident enough in your skills or not feeling like you can blow a lot of money to go somewhere new for this thing that you kind of like and the whole trying to convince yourself of to even taking the time for yourself for fishing trips outside of your home waters tend to be run through fly shops. And that also tends to be very expensive. So we put together an exchange to go to Montana, which is on a lot of people's bucket lists of a bunch of Northeast women to then fish alongside a local community group in Montana, wow, and share their water together. It was incredible. And it was also not perfect like it was a lot of white women coming together. And we still had those limitations of perspective, we still were, you know, had a lot of privilege in accessing those spaces. And so the work that we do is to expand community-based programs decolonize, the way that we conceptualize the water and each other and really instigate that line of inquiry for everyone to be intentional and determining what their relationship is going to be to the water and how that then informs someone else's around them. So we do that in a lot of ways. We think about access, really, logistically in terms of physical access. So working with places like the adaptive Outdoor Education Center here in Maine, which does absolutely incredible work with the local community, expanding a lot of outdoor recreation opportunities. And there's a lot that fly fishing needs to catch up on a lot of like moose trails that aren't necessarily easy to get to or navigate, even if you hear about them, which is usually a secret. So yeah. So a lot of our work is like pulling apart the culture of exclusion, and also getting real tangible answers to access. Kari Taylor, Director of the Western Maine Addiction Recovery Initiative (WMARI), joins us to share about the organization's work supporting addiction recovery in our state. WMARI's mission is to build a collaborative, non-judgmental environment to support addiction recovery through education, advocacy, and compassionate community action. Supportive meetings are held the first Wednesday of each month starting at 6pm for anyone who would like to join, and are currently held on Zoom due to pandemic precautions. Timestamps & Summary 1:49I believe the audience would really enjoy hearing about your journey as a young Oxford county dairy producer all the way to a university professor.Dr. Michael SteeleI grew up in Oxford County, and Ontario, Canada, and I have loved the dairy cow for my entire life.I went to the University of Guelph thinking I was going to become a geneticist. Then, I took fundamentals of nutrition and physiology, and that was it. I knew that is where I wanted to focus my energy.The drive for research brought me to a PhD at the University of Guelph as well. I also had the opportunity to work for private industry before and after my PhD, which was great for me.I was lucky enough to have a position at the University of Alberta, just over eight years ago. That is when I started my academic career.I used to study transition cows and ruminal acidosis, but I switched to calf research.I was very happy to return to Ontario, here at the University of Guelph, where I have been for over three years now.Being a professor is amazing. I'm always surrounded by ideas and young people. So I'm very happy with where I am career wise. But I do admit I do miss milking cows.4:06A paper you coauthored highlighted several key windows of developmental programming opportunity that exists in young and developing ruminants, in which perhaps managing nutrition, whether it's in utero, all the way up to calving can contribute to the development of those calves and those heifers and ultimately, improved milk production efficiency and health. Could you tell us more?Dr. Michael SteeleThe focus of calf research over the last 50 years has been on colostrum feeding and milk feeding and a little bit on weaning as well. These are important periods of the calf's life. Developmental plasticity or that ability for that calf to change and be programmed is high at that time, and we have been shown on that wide variety of research experiments that if you increase growth and health during this critical window, you can improve overall production for a lifetime.Before that calf is born, there is a lot of programming happening. We want to learn more about how feeding the dam affects the calf and following these animals for their entire life. I think that is a critical piece to understand how this early life interventions or early nutrition can affect lifetime performance.6:04What should we be doing differently today to enhance performance and minimize stress during those periods?Dr. Michael SteeleI think it all starts on the first day of life with colostrum. A lot of our research has shown that some of the recommendations we have today are still not ideal. Ten years ago, it was 100 grams of IgG and colostrum in that first meal. Now we are at 150, some people are saying 200. I think our lab has produced results, saying that it is actually double that. So, I think we have still a lot to learn with respect to colostrum management and also that transition from colostrum to milk happening in that first week of life. I think that is something that we have really focused on just showing what that does to the calf with respect to health in, in gut function.8:01You talked about intestinal development, gut health development in the colostrum period, as well as the weaning transition. Could you expand a bit more on that and the development and physiology of the rumen and lower gut during that transition?Dr. Michael SteeleMaintaining proper gut health is critical for this calf. If you look at the morbidity and mortality, it is really stemming from gastrointestinal dysfunction and pathogenic diarrhea. So, anything we can do to improve the gastrointestinal microbial community, as well as the health and barrier function can have a positive impact on this calf.We have been looking at different colostrum feeding strategies like extended colostrum feeding, looking at different milk compositions, really focusing on fatty acid composition within the milk, as well as lactose concentrations to see how that affects gastrointestinal health.It looks like some of the things that we were doing naturally in management, like an abrupt transition from colostrum to a whole milk, or feeding milk replacers that are high in lactose could actually stimulate some gut dysfunction during this pre-weaning period. Some of our recent research has really challenged some of the dogma that we have in our industry of how to feed a calf in the first day of life and even during this entire pre-weaning period.12:13Back to some of the things you mentioned about colostrum feeding and transition milk. Those would be some things that could be implemented today, right?Dr. Michael SteeleAbsolutely. I think just feeding as much colostrum as the calf can consume is the takeaway. But, if you're limited through economics, then I would be shooting for over 200 grams, but even closer to 300 grams of immunoglobulins. Making sure you have a gradual transition from that colostrum to a whole milk or milk replacer. Feeding a lot of milk and milk replacer in the first three to four weeks is what I would recommend because they do not consume starter, at least enough starter to grow. Then having this really gradual and late weaning program on farm, so after eight weeks of life, and trying to have a step-down program of close to two weeks or even longer, I think those would be my big take-home messages for your audience today.

Researchers at McMaster University are ramping up a wastewater testing program designed to quickly detect and track COVID-19 in raw sewage which could serve as an early warning sign for current outbreaks and future pandemics. With support from the Ministry of the Environment, Conservation and Parks (MECP), researchers plan to test samples three times a week and report results within 24 hours to public health agencies in a number of municipalities which include the City of Hamilton, Niagara Region, Haldimand County, Norfolk County and Oxford County. June 10, 2015 Oxford, England If you've been a reader of Notes from the Field for any time, you've probably realized that history is a major passion of mine that routinely finds its way into this missive. 19th century English politician John Dalberg-Acton, who famously remarked “power corrupts, and absolutely power corrupts absolutely,” also wrote once that History is not a burden on the memory but an illumination of the soul.” It's not about dates and places and battles... but stories. History is far better than a soap opera or romance novel. It's the ultimate reality TV show, following people around their lives and getting an up close view of their conflicts and bad decisions. We have a lot to learn from these stories. They may not repeat verbatim. But their stories certainly reflect into our own time. They teach us that ‘this time' is never different. Today we're merely a slightly more evolved version of the roughly 100 billion people who came before us. And we're susceptible to the same mistakes they made. Over the past 15 years I've taken history a step further into my own personal life and have spent a lot of time tracking down my family history. My paternal line is originally Norman, the medieval barbarian tribe from northern France. They came here to Oxford County in southern England at least eight centuries ago, and the first evidence of them in public records dates back to 1250. I've even found old court cases dating back to 1302 in which an ancestor of mine was sued by Italian merchants for the sum of 10 pounds (a huge sum back then). It's amazing to think about. In the 14th century, Italy was the dominant superpower in Europe, and England was just a petty kingdom. Marco Polo was traveling the orient at the time, and the gold florin of Florence was the primary international reserve currency. Then things changed. Italy declined and Spain rose to prominence. Then France. Then England. Then America. I've traced my family's history through all of this, through the rise and fall of nations, and to the colonies across the Atlantic in the early 1600s. And just like people and families which rise and fall, nations, too, have a life cycle. They're born. They grow. They peak. They decline. And often they're born again. This life cycle is greatly accelerated when governments manipulate the one universal ingredient of prosperity: freedom. It might sound hokey and cliche, but there is nothing more important in a strong economy than freedom. How much more wealth would there be if 30% of your income could be reinvested back into the economy instead of squandered on destructive wars and wasteful domestic programs? How many more jobs would there be if starting a new business wasn't so fraught with taxes and stupid regulations? How much greater would the savings rate be if interest rates weren't constantly being manipulated down to zero? But the trend in the world, and especially in the developed West, is less freedom. Not more. And no big surprise, prosperity has declined right along with it. In the US, average wages are lower than they were even 15 years ago. This is hardly progress. Meanwhile debt levels have exploded higher around the world as governments sacrifice future growth to finance wasteful consumption today. It's a vicious cycle, because as prosperity declines and governments become more bankrupt, they curtail freedom even more. This causes an even greater decline in prosperity and even more government bankruptcy, which causes them to curtail freedom even more. Fortunately it's 2015. And through the amazing technology we have available, it's possible to reduce their power, increase your freedom, and rebuild your prosperity. The solution is you. The individual. And in today's podcast I'd like to explore some of the options that are available to you.
