You'll have to forgive Steve and me for at times sounding, to use Steve's word, giddy during our conversation with retired Baltimore County teacher and administrator Bob Pettebone. Except for a brief phone conversation to schedule our interview for this episode, I hadn't had any contact with Mr. Pettebone since the mid-1970s. Steve has seen him only a couple of times over the same time span. Talking to him after so many years, I had the strange sensation of regressing to my fourth-grade self. And I liked it! Hearing him describe how at Gunpowder Elementary he came to call me "Lerch" for the way I sat in my chair, especially, in his recollection, when next to a cute girl, led me to two conclusions. First, the man has a phenomenal memory. Second, in addition to trying to get to know my cute classmate better, I wonder if I was also trying to copy her homework. So, again, forgive our occasional giddiness, but few students who were blessed to have Mr. Pettebone as a teacher walked away unchanged for the better. Research into her own son's learning difficulties led her to author the Classroom Auditory Learning Issues Resolution, adopted by the National PTA in July 2007. In Free State Politics episode 8, public education takes center stage as John Rydell speaks to the president of the Teachers Association of Baltimore County. Cindy Sexton says the vast majority of students will finally return to in-person learning five days a week. But she adds there is currently not a vaccine mandate. “We hope that people get vaccinated. We know that's one of the ways to get on the other side of this pandemic,” said Sexton. The return to mask mandates continues to divide parents and students around the country. But Sexton says there will be a mask mandate in Baltimore County Public Schools. Rydell also examines the plight of a Baltimore County businessman who obtained a patent to streamline the process of refinancing mortgages only to have the Supreme Court declare his patent null and void. Larry Porter said, “I borrowed a half-million dollars to develop the technology.” He's since spent tens of thousands of dollars in a lengthy legal battle with the U.S. Patent and Trademark Office. Porter adds that Congress also plans to examine the complex issue of patent laws. In his closing thoughts, Rydell reflects on the joyous return of the Maryland State Fair and county fairs after last year's shutdown due to COVID-19. This is a public episode. Marjorie and I attended the @brynmawrschool for 7 years, but didn't become friends until 10 years after our graduation. We connected on IG when we realized that we were both educators that loved fitness, wellness, and social justice. With nearly four decades of experience in education and administrator experience, Deborah S. Phelps is recognized as an innovative, energetic and talented leader and master teacher. The proud mother of three children and grandmother of six, Ms. Phelps has been serving as the Executive Director of The Education Foundation of the Baltimore County Public Schools, Inc., since 2012.
We dedicate this episode to Rowland, his family and friends. We miss him and wanted to take the time to re-release an episode we recorded last year. Rowland Savage grew up in Baltimore, Maryland with his sister, Patricia; mother, Dorothea; and father, Milton. He entered the seminary as a young man and later switched to different academic pursuits. After attending St. Charles, he received his B. A. from Mount St. Mary's College in 1967; M.S. from Johns Hopkins University in 1974; and an advanced degree in C.A.S.E., Clinical Theory and Therapy from Johns Hopkins University in 1978. He began his professional career as a teacher at Towson Catholic High School. He was drawn by a need to help young people, so he pursued his licensure as a National Certified Counselor and Licensed Clinical Professional Counselor. Within the Baltimore County Public Schools system, he became Department Chair, Supervisor, and then Coordinator for the Office of Guidance and Counseling Services where he provided supervision and program leadership for over 250 school counselors serving 162 schools.Rowland was a sought-after national public speaker and an expert on many topics including youth suicide prevention, crisis management, bereavement counseling, traumatic loss, conflict resolution, peer helper training, and personality disorders. He was involved in numerous teaching roles as an adjunct instructor at Johns Hopkins University, Towson State University, Goucher College, and Loyola College. Rowland was the recipient of the Governor’s Citation for Service in Support of Youth Suicide Prevention, 1996; Excellence in Teaching Award, Johns Hopkins University, 1999; Governor’s Award for Outstanding Contributions to Suicide Prevention, 2001; and the Maryland School Counselor Association’s Counseling Advocate, 2004. Upon his retirement in 2005 from his position as Coordinator for the Baltimore County Public Schools Office of School Counseling, Rowland received recognition from the County and Maryland State Department of Education commending him for his 38 years of dedicated support to their students.

Last month, the County School Board appointed Ms. White as the permanent superintendent, but that decision was overruled last week by the State School Superintendent, Karen Salmon. Being a superintendent is anything but easy. Bureaucratic politics, having to work with multiple stakeholders, communicating a 1:1 plan to tens of thousands of students and teachers… heck, that’s not a job that just anyone can do. In fact, that might be why the average district superintendent in America doesn’t last longer than three years in the position. But when it comes to tenure, there’s one notable exception--and that’s Dallas Dance, the current superintendent of Baltimore County Public Schools. Dance is a relatively young superintendent in comparison to others--he’s currently in his 30s--and he’s been in the role for four years. But that’s not all--in September, Dance told board members that he wanted another four-year contract when his current contract ends June 30. Right now, the Baltimore community is wondering if the board will let him stick around--”Will Dallas Dance get a new deal?” reads one newspaper entry. Lucky for us, we got a chance to sit down with Dallas back at the iNACOL conference in early November to learn about what can go wrong when communicating a rollout of technology, Dallas' favorite tools, how to sell to superintendents, and how Dallas gets professional development.
