There is much debate among academics and policy experts over the power the Constitution affords to the president and Congress to initiate military conflicts. But as Michael Ramsey and Matthew Waxman, law professors at the University of San Diego and Columbia, respectively, point out in a recent law review article, this focus misses the mark. In fact, the most salient constitutional war powers question—in our current era dominated by authorizations for the use of military force—is not whether the president has the unilateral authority to start large-scale conflicts. Rather, it is the scope of Congress's authority to delegate its war-initiation power to the president. This question is particularly timely as the Supreme Court appears growingly skeptical of significant delegations of congressional power to the executive branch.Matt Gluck, Research Fellow at Lawfare, spoke with Waxman and Ramsey about their article. Diese weitgehend unbekannte Episode aus der Zeit der deutschen Teilung verdient Beachtung: John Arnold berichtet als Zeitzeuge von den Verhältnissen in der DDR und wie die anglikanischen Gäste aus dem Vereinigten Königreich damit umgingen. Arnolds persönlicher Blick auf die Ereignisse rund um den Besuch von Michael Ramsey im Osten Deutschlands ist gleichermaßen spannend wie berührend. Dr. John Arnold, geb. 1933 in London, ist Träger des „Most Excellent Order of the British Empire“ OBE. Er studierte Französisch, Deutsch, Russisch und Theologie, wirkte nach einer wissenschaftlichen Tätigkeit als Dean of Rochester und Dean of Durham. Im Rahmen seiner diplomatischen Aufgaben begleitete er The Most Reverend and Right Honourable Michael Ramsey, Archbishop of Canterbury 1961 – 1974, bei seinem Besuch in der DDR. Er liest in der Katholischen Akademie in Bayern bei der Ökumenepreisverleihung 2001 aus seinen Erinnerungen.

What Is “The Messy Middle” of Data?“The idea about the messy middle came from a conversation I had with Michael Ramsey with ServiceNow. It was related to customer service. He came up with the idea of the messy middle. We realized that the messy middle is not something which is exclusive to the customer service and there's messy middles all over organizations.One piece of research claims that only somewhere between 15% and 17% of all organizations are making good on their data strategy. They're not hitting their objectives.This messy middle problem isn't exclusive to data. It's all over the organizations. We tend to look at things in the exterior but don't necessarily think deeply about how we do things. It's when we look deeper that we actually find the real nutty problems.”I remember talking to a friend of mine, James, who is a process and data guy. His job in larger organizations is to go around and sort of improve processes. He said to me, “You know what? 95% of problems don't happen within teams. 95% of problems happen in the gaps between teams.”The problem is that's 100% of where our focus is not. Our focus is generally in our teams and in the domains that we control, not in the things that connect what we do. The gaps in between all the teams, processes and systems: That's where we don't focus but that's where most of the problems show up.”

Antonin Scalia was one of the most important, outspoken, and controversial Justices in the past century. His endorsements of originalism, which requires deciding cases as they would have been decided in 1789, and textualism, which limits judges in what they could consider in interpreting text, caused major changes in the way the Supreme Court decides cases. He was a leader in opposing abortion, the right to die, affirmative action, and mandated equality for gays and lesbians, and was for virtually untrammelled gun rights, political expenditures, and the imposition of the death penalty. However, he usually followed where his doctrine would take him, leading him to write many liberal opinions.
