Today I talked to Stuart Reid about his new book The Lumumba Plot: The Secret History of the CIA and a Cold War Assassination (Knopf, 2023). It was supposed to be a moment of great optimism, a cause for jubilation. The Congo was at last being set free from Belgium—one of seventeen countries to gain independence in 1960 from ruling European powers. At the helm as prime minister was charismatic nationalist Patrice Lumumba. Just days after the handover, however, the Congo's new army mutinied, Belgian forces intervened, and Lumumba turned to the United Nations for help in saving his newborn nation from what the press was already calling “the Congo crisis.” Dag Hammarskjöld, the tidy Swede serving as UN secretary-general, quickly arranged the organization's biggest peacekeeping mission in history. But chaos was still spreading. Frustrated with the fecklessness of the UN and spurned by the United States, Lumumba then approached the Soviets for help—an appeal that set off alarm bells at the CIA. To forestall the spread of Communism in Africa, the CIA sent word to its station chief in the Congo, Larry Devlin: Lumumba had to go. Within a year, everything would unravel. The CIA plot to murder Lumumba would fizzle out, but he would be deposed in a CIA-backed coup, transferred to enemy territory in a CIA-approved operation, and shot dead by Congolese assassins. Hammarskjöld, too, would die, in a mysterious plane crash en route to negotiate a cease-fire with the Congo's rebellious southeast. And a young, ambitious military officer named Joseph Mobutu, who had once sworn fealty to Lumumba, would seize power with U.S. help and misrule the country for more than three decades. The book tells the story of Congo's liberation from Belgium in the 1950s and 60s and the rise to prominence of Patrice Lumumba, Congo's charismatic independence leader. Believing Lumumba to be under the sway of the Soviet Union, the CIA hatched a plot to assassinate him at a time when Congo was falling into a chaotic civil war. Into this civil war, UN Secretary-General Dag Hammarskjöld dispatched a unique peacekeeping mission to restore order and died in a plane crash under mysterious circumstances.  Stuart Reid weaves each of these stories into a single compelling narrative that reads at times like a spy thriller.

In 1960, the Congo gained independence from Belgium. Patrice Lumumba was elected prime minister and Joseph Kasavubu president. Within a year, Lumumba was deposed and assassinated. In late 1960 the Congo crisis was front-page news. Photographers and newsreels captured the humiliating arrest and imprisonment of the newly independent country's ousted prime minister, Patrice Lumumba. In January 1961, his domestic political enemies murdered Lumumba in a remote clearing. What the world did not know at the time was the role the Eisenhower administration had played in backing the coup d'etat to topple Congo's first democratically-elected leader while covertly supporting the army officer who would then rule Congo for more than three decades, Mobutu. Also secret in late summer 1960 was Eisenhower's decision to have Lumumba assassinated, although multiple CIA killers never got to him. In this episode, Stuart Reid, the author of "The Lumumba Plot" discusses the enduring importance of a largely forgotten Cold War drama, part of a transformative period for the CIA as well as the United Nations, with utterly tragic consequences for the people of Africa.

C'est une enquête historique remarquablement documentée que vient de publier le journaliste américain Stuart Reid. Le livre est intitulé The Lumumba Plot – Le Complot Lumumba – et il revient notamment, archives à l'appui, sur le rôle joué par les autorités américaines et la CIA dans l'élimination de Patrice Emery Lumumba, le charismatique Premier ministre du Congo indépendant. Stuart Reid est ce matin l'invité Afrique de RFI, interrogé par Laurent Correau. RFI : Votre livre est intitulé Le Complot Lumumba. Pourquoi parlez-vous de « complot » ?Stuart Reid : Parce qu'il y avait un véritable complot visant à saper l'autorité de Lumumba, à le renverser et le tuer. Il y avait bien sûr plusieurs conspirateurs. Les Belges étaient très désireux de se débarrasser de lui. Mais personne n'était aussi puissant que les Américains. Et donc, ce qu'ils ont fait, c'est que cinq semaines après le début du mandat de Lumumba en tant que Premier ministre, la CIA a encouragé le président congolais à le destituer du pouvoir, et les manifestations et la propagande financées par la CIA lui ont permis de le faire plus facilement. La CIA a encouragé Joseph Mobutu à prendre le pouvoir, l'a financé ainsi que d'autres membres de son régime illégal... et elle lui a recommandé d'organiser la « liquidation définitive » de Lumumba.Vous rappelez dans votre livre un fait essentiel, à savoir cette instruction donnée par le président Eisenhower le 18 août 1960, lors d'une réunion du Conseil national de Sécurité. Il demande alors qu'on élimine Lumumba… Mais au-delà de cela, vous nous faites découvrir de nombreux échanges qui ont eu lieu au sein des milieux dirigeants américains, de l'ambassade à la Maison Blanche… et l'on comprend que pendant qu'il occupe le poste de Premier ministre, Lumumba est perçu de manière croissante comme un ennemi par de nombreux responsables américains…C'est exact. En fait, c'est un grand malentendu, car Lumumba était assez sympathique à l'égard des États-Unis. Il voulait envoyer les jeunes Congolais dans les écoles américaines. Il faut savoir qu'à un moment, il a confié l'avenir économique de son pays à un Américain ! Il a signé un contrat de 2 milliards de dollars cédant toutes les ressources minérales et hydroélectriques du Congo à un entrepreneur américain. Et il a même demandé l'envoi de troupes américaines au Congo. Ce n'est pas vraiment ce que l'on attendrait d'un communiste, en termes de paroles et d'actions !De quelle manière les responsables américains de l'époque, à l'ambassade, au département d'État, à la CIA ou à la Maison Blanche, décrivent-ils Lumumba ? Le thème principal était que Lumumba était irrégulier, instable et peu fiable. Il y avait aussi beaucoup de racisme. Clare Timberlake, l'ambassadeur des États-Unis au Congo, a par exemple plaisanté dans une lettre en disant que Lumumba était un cannibale. Il y a aussi cette peur récurrente des dirigeants américains de voir Lumumba se rapprocher de l'Union soviétique... On est en pleine guerre froide... À quelle occasion est-ce que cette peur s'exprime ?Cette crainte a été exprimée à plusieurs reprises par les responsables du gouvernement américain, en particulier après que Lumumba ait demandé l'aide militaire de l'Union soviétique. Le 18 août 1960, Larry Devlin envoie par exemple un câble inquiétant dans lequel il dit : « L'ambassade et la station pensent que le Congo fait l'expérience d'un effort communiste classique pour prendre le pouvoir. » Le même jour, le président Eisenhower ordonne à la CIA de se débarrasser de Lumumba.La CIA va donc mettre en place différents plans pour assassiner Lumumba. Pourquoi est-ce que ces différents plans n'aboutissent pas ?La méthode initiale consistait à empoisonner son dentifrice ou sa nourriture. Pour cela, la CIA a envoyé du poison au Congo. Le problème, c'est que Lumumba était assigné à résidence et que les Américains ne pouvaient pas accéder à sa maison. Le chef du bureau de la CIA au Congo à l'époque, Larry Devlin, a donc proposé d'autres méthodes, comme lui tirer dessus avec un fusil puissant. Mais comme vous l'avez dit, aucun de ces projets n'a abouti.L'un des nœuds de l'histoire de l'assassinat de Lumumba, c'est le moment où les autorités de Léopoldville, prennent la décision de le sortir du camp de Thysville où il est détenu… et de l'envoyer soit à Bakwanga, l'actuelle Mbuji-Maï au Kasaï, soit à Elisabethville au Katanga, l'actuelle Lubumbashi. Ces deux zones sont tenues par des ennemis jurés de Lumumba et il y a peu de doutes qu'un tel transfert conduira à sa mort. Le chef de poste de la CIA à Léopoldville, Larry Devlin apprend le 14 janvier que ce transfert a été décidé, trois jours avant qu'il ait lieu… mais il ne fait rien. Et, écrivez-vous, « Ce silence a scellé le destin de Lumumba ». Pourquoi ?Eh bien, cela a été pris comme un feu vert. Mobutu et les autres membres de son gouvernement à Léopoldville s'entretenaient régulièrement avec Larry Devlin, le chef de poste de la CIA, et le consultaient en permanence. Il avait une énorme influence sur eux. Les autorités lui ont dit qu'elles étaient sur le point de transférer Lumumba dans un endroit où il était certain qu'il mourrait. En fait, en ne disant pas à Mobutu et à ses sbires de protéger Lumumba, Devlin a scellé le destin du Premier ministre. Lumumba a été transféré au Katanga et abattu peu après son atterrissage.Pourquoi d'après vous, Larry Devlin évite-t-il de tenir Washington informé de cette information essentielle ?Parce que le président américain Dwight Eisenhower était sur le point de finir son mandat, que John F. Kennedy était sur le point d'entrer en fonction, et que le gouvernement américain ne voulait pas que de grandes décisions soient prises pendant la transition. Larry Devlin s'est rendu compte que s'il avait informé ses supérieurs du projet de déplacer Lumumba, ils lui auraient probablement dit d'intervenir et d'arrêter le transfert. Mais Devlin considérait Lumumba comme trop dangereux pour le laisser vivre.L'arrière-plan de cette histoire, lit-on dans votre livre, ce sont les liens que Larry Devlin va tisser avec ce qu'on a appelé « le groupe de Binza » constitué autour du général Mobutu. Que sait-on de ces liens et de l'intérêt de la CIA à soutenir le groupe de Binza ?Larry Devlin était très proche du groupe de Binza. On pourrait presque le qualifier de membre honoraire. En fait, le groupe doit son nom à la banlieue chic de Léopoldville où vivaient la plupart de ses membres. Il s'agit d'un groupe informel qui était centré sur Mobutu, avec également Justin Bomboko, le ministre des Affaires étrangères, et Victor Nendaka, le chef des services de sécurité.Pourquoi la CIA a-t-elle soutenu le groupe de Binza ? Parce qu'en fait, c'est là que se trouvait le véritable pouvoir et que ses membres, surtout, étaient considérés comme proaméricains. Les États-Unis avaient contribué à l'installation de Mobutu au pouvoir, et le groupe de Binza, c'était le cercle des conseillers de Mobutu.De manière générale, à quel point la CIA va-t-elle chercher à peser dans les intrigues congolaises de cette époque ?   À partir d'août 1960, c'est-à-dire moins de deux mois après l'indépendance, la CIA a été étroitement impliquée dans la politique congolaise. Non seulement elle a participé aux événements qui ont conduit à la mort de Lumumba, mais après ça, elle a continué à soutenir Mobutu. La CIA a soudoyé les politiciens qui étaient pro-Mobutu et a sapé ceux qui ne l'étaient pas. Elle s'est précipitée au secours de Mobutu lorsque des rébellions ont éclaté dans son pays en 1964. La CIA a alors mis en place ce qui, à ce moment-là, était l'opération paramilitaire la plus coûteuse de son histoire. Elle a créé une force aérienne pour le pays. Pendant des décennies, une grande partie de cette histoire a été classifiée. Mais maintenant, nous voyons enfin à quel point la CIA s'est immiscée au Congo.

“Stories of armies, governments, agencies, and institutions have a way of obscuring the humans behind them,” writes Stuart Reid, an executive editor of Foreign Affairs in his new book, “The Lumumba Plot.” Indeed, his protagonist, Patrice Lumumba, lays claim to one of history's most contested legacies. In January 1961, just months after taking office as the first prime minister of the Democratic Republic of the Congo, Lumumba was killed in an assassination plot that remained shrouded in mystery for years. September 1, 2022 Everything Co-op posthumously honors Allan D. Gallant, leader in food cooperatives, and 2022 Cooperative Hall of Fame Inductee. Alan's Son, Sam Gallant, and Stuart Reid, Executive Director of Food Cooperative Initiative, pay tribute to Mr. Gallant, recall major milestones in his life, and discuss how he influenced initiatives that addressed food insecurities in the World. Allan Gallant, former Blooming Prairie Foundation and Food Co-op Initiative Board Member was a galvanizing leader in food cooperatives for more than 40 years. Allan served as CEO of the Alaska Commercial Company, secured the future of the Food Co-op Initiative, fought for equitable economic opportunities, and was a leader whose impact continues after his passing. Deeply influenced by the civil rights movement and the riots after the assassination of Dr. Martin Luther King Jr., Allan merged ethical business strategies with community development at the Ford Foundation and launched the National Council for Equal Business Opportunities. He later created the Responsive Management Group to work with organizations and cooperatives in the food industry. Allan became a powerhouse in organic food distribution and mentored young people passionate about agriculture and food co-ops. It was through his work with Puget Consumer Cooperative, now PCC Community Markets, that Allan got involved with the Blooming Prairie Warehouse in Iowa City, IA and its subsequent sale that provided $3 million to establish the Blooming Prairie Foundation for cooperative development. With Allan's help and guidance as an influential member of the Food Co-op 500 Task Force, the Blooming Prairie Foundation became a primary funder of the Food Co-op Initiative (FCI), where Allan served as founding director. Since FCI began its work in 2006, over 150 new food cooperatives have opened their doors, contributing over $180 million annually to the economy and supporting more than 1,600 jobs. In 2019, Allan was awarded the Consumer Cooperative Management Association's Cooperative Service Award. This award is given in recognition of dedicated leadership and exemplary service to a cooperative or cooperatives. Allan, who passed away at age 87 on July 24, 2021, will always be remembered for his commitment to food cooperatives and the communities they serve.

On May 5, 2022, Vernon interviewed Stuart Reid, Executive Director of the Food Co-op Initiative (FCI). Vernon and Stuart discussed his experiences and accomplishments at FCI, along with his projections and initiatives for the future. Stuart Reid began his career in grocery as a carry-out and stock clerk for the Windom, Minnesota Hy-Vee store back in 1972, never believing for a minute that he would still be working in the grocery business 40+ years later. He probably wouldn't if he hadn't discovered food co-ops in Minneapolis when he moved there for college. Since then he has volunteered, co-managed, managed, and served on the boards of many food co-ops, worked for the co-op-owned DANCe warehouse, and helped open the Just Food Co-op in Northfield as their first general manager. Ultimately, Stuart became the first Executive Director of the Food Co-op Initiative. The Food Co-op Initiative is fast approaching a major transition as Stuart announced that he is retiring this year. Founded in 2005 as an experiment in improving the startup path for new food co-ops, FCI incorporated in 2010. Twelve years later, Stuart's retirement comes at an exciting time for FCI. New inquiries from communities interested in starting food co-ops are coming in at a record pace with growing numbers in smaller rural and metropolitan communities of color—both areas neglected by mainstream grocers and suffering food insecurity. Right now, FCI is working with 93 communities that have active startup efforts, and have additional inquiries from 84 groups considering moving forward. FCI's support is helping improve both economic and social welfare where it is needed most. In recognition of Stuart's contributions to the success of and furthering the mission of FCI, the “FCI Cooperative Futures Fund” was launched in May. The fund was launched to ensure that FCI can continue its successful work supporting the creation of new food co-ops across the country, and to ensure that it has the resources needed for the tasks ahead. FCI relies entirely on grants and donations to support its mission, and to provide services to startup organizers and development colleagues for free. This endowment will help bridge the gap in years where other grants and gifts fall short, and will enable FCI to continue to accomplish its mission of helping communities take control of their own future by building food co-ops. What is the connection between coaching and improvisation. They reflect on their experience of running improv workshops and how it has transformed their coaching conversations. They explore the concept of presence and how it can be taught, emphasizing the importance of being fully present and in the moment. They also discuss the role of trust, vulnerability, and intimacy in coaching and improv. The conversation highlights the value of slowing down, noticing more, and doing less in both coaching and improv.   Takeaways Coaching and improvisation share many similarities, as both require being fully present and in the moment. Presence can be taught through improv exercises that encourage participants to let go of their inhibitions and be open to the unknown. Trust, vulnerability, and intimacy are essential in both coaching and improv, as they create a safe space for exploration and growth. Slowing down, noticing more, and doing less can enhance coaching conversations and improv performances. The concept of 'yes and' in improv, accepting and building on offers, can be applied to coaching by accepting the client's reality and exploring possibilities from there. Sexism.  Words you don't usually hear spoken about cooperatives.  But brace yourself because in the next hour you will as The Cooperators Podcast talks with Jake Schlachter, founder and executive director of We Own It, a Madison Wisconsin based organization aimed at energizing the 130 million of us who belong to cooperatives in the US to seize control, to put our cooperatives in the directions we want them to go. We have that power. We just have to know it. And use it. We are member owners. We Own It wants to remind us about that. And offer us tips on how best to use our powers. The primary focus of We Own It right now are electric cooperatives and, yes, they have a glorious history. They brought light to the darkness of rural America.  It sounds like a Biblical moment. But now, at many rural electric co-ops, it's more akin to the expulsion from the Garden of Eden.   Board members paid six figures for what many believe are volunteers jobs. Boards with no African Americans serving populations with many African American members. Boards with no women. Boards that could spell solar if you spot them the consonants. And many of those boards also just don't get that adding broadband Internet to their services just may save them for generations to come. Some electric co-ops are grand indeed. Some aren't.  We Own It aims to energize members to transform the latter. We Own It also has its eyes on credit unions which talk a good game of member ownership - but many credit unions fail miserably when it comes to empowering their member owners. Have you ever voted in a credit union election? Ever? The podcast also detours into food co-ops - and what they can teach electric co-ops and what they can learn from other co-ops. For many of us, our warmest, most intimate connection with a cooperative is our local grocer and at the National Co+Op Grocers the business of that co-operative is helping its 145 members, each a consumer facing co-op grocer, successfully compete against increasingly powerful national grocers. The good news is that most co-op grocers are holding their own. There had been tough times for co-op grocers, admitted this podcast's interview, C. E. Pugh, CEO of the National Co+Op Grocers.  A big reason is that in the past decade the big national grocers, from WalMart on down, all discovered the consumer appeal of organic, of brown rice, of soy and almond milk, the kinds of products co-op grocers had long depended upon for successes. And then they had a lot more competition. But co-op grocers also have a trump card, said Pugh. They can and should double down on local goods, local farmers, the local community.  They are truly of the local community and to succeed, they need to accentuate that. Many are doing just that. Want to control what you eat? Of course you do. Join a food co-op and become a member-owner. Across the country there are maybe 350 to 400 food co-ops and, said Stuart Reid, executive director of the Food Co-op Initiative, many more are attempting to form. That's his turf. The organization has helped some 140 food co-ops form in the past 11 years. Reid knows what a co-op needs to do to actually open and he tells how in this podcast. A lot has to do with money but Reid tells how many would-be food co-ops are finding support from governments at various levels. That's encouraging. He also tells why food co-ops matter. It comes down to really serving the community and that's what food co-ops do. This podcast is everything you always wanted to know about grocery co-ops but didn't know whom to ask. They discuss the sessions offered at the conference, the history of the conference and the different audiences that may benefit from the conference. Held each year since 2010, Up and Coming is coordinated by the Indiana Cooperative Development Center, and its partner Food Co-op Initiative. Each year the conference is hosted by a food co-op, This year, the local food co-op host is Outpost Natural Foods. The 2019 conference had over 50 workshops and 45 speakers. There was "Something for Everyone!" If you are in the initial stages of planning to open a food co-op, then this conference is for you. It was an honor for Everything Co-op to broadcast live from the Up & Coming Conference. This conference seeks to serve everyone. This year attendees came from 35 states, 12 sessions were translated in Spanish, and there were several different tracks that were created to appeal to diverse populations. NMRQL, based in Stellenbosch, South Africa, is an investment management firm that uses machine learning algorithms to make adaptive, unbiased, scalable, and testable trading decisions for its funds. In our conversation, Stuart and I dig into the way NMRQL uses machine learning and deep learning models to support the firm’s investment decisions. In particular, we focus on techniques for modeling non-stationary time-series, of which financial markets are just one example. We start from first principles and look at stationary vs non-stationary time-series, discuss some of the challenges of building models using financial data, explore issues like model interpretability, and much more. Stuart Reid, Executive Director of Food Co-op Initiative (FCI), appears on Everything Co-op. Vernon and Stuart discuss how FCI works with communities to establish food Cooperatives in diverse neighborhoods, and other programs and initiative spearheaded by FCI. Stuart Reid has been working in the grocery business for more than 40 years, and has been part of FCI since its earliest years. He began his career in grocery as a carry-out and stock clerk for the Windom, Minnesota Hy-Vee store back in 1972. Since then he has volunteered, co-managed, managed and served on the boards of many food co-ops, worked for the co-op-owned DANCe warehouse, and helped open the Just Food Co-op in Northfield as their first general manager. FCI aims to increase the number, success, and sustainability of new food cooperatives delivering access to healthy food in diverse communities across this country. It provides information, training, and technical assistance, as well as seed capital, and engages in research, to blaze, maintain and improve the development path for new food coops.

The online event explored and captured private sector perspectives on how the business community can coordinate itself to engage more systematically in support of emergency preparedness and response, in complement to and in partnership with governments and humanitarian organizations. Key points from the online discussion were brought to the table at the Asia Regional Business Consultation in Bangkok, which was co-hosted by PDRF, ADP, and OCHA, and which supported the Summit consultative process. The guest speakers discussed the importance of partnership across sectors to support preparedness, response, and recovery. They looked at various models and leading practices in the Philippines, in the Asia-Pacific region, and globally.
