One of the biggest logistical challenges, for many farmers, often occurs on the roads just outside their farms. Wisconsin farmers help feed the world and need to have strong and reliable roads in place to make sure that the food they produce is able to leave the farm and arrive to market quickly, reliably, and efficiently. That's where the Agriculture Road Improvement Program (ARIP) comes in.  “The funding in ARIP is targeted to the first-mile roads and bridges that farmers use every day,” Tim Fiocchi, Senior Director of Governmental Relations for Wisconsin Farm Bureau said. “These are the small, Class B and weight-restricted roads that connect our farms to county and state highways. Unfortunately, many of these roads are in awful condition and our small towns need financial support to maintain and improve them. This program fills this need.” ARIP will offer grants to assist in the reconstruction of vital roads essential for farm operations in rural Wisconsin. The program will operate on a 90-10 matching grant basis, with 90 percent of funds allocated by the state and 10 percent by local authorities. The primary focus of ARIP is to address roads critical for agricultural activities that may not experience high traffic but are indispensable for farmers, especially those affected by weight restrictions. Funding for the program has already been appropriated, and the first rounds of grants are expected to be released this spring. For years we have struggled to get our most vulnerable patients into the OR and given the recent legislation success after years of work by the AAPD, the ADA and others, we have great results. Jeff tells the personal story and provides a guide for others to have similar success in their communities. Bio:Jeff Kahl is married to Dr. Carol Morrow (General Dentist). They live in Colorado Springs, Colorado with our four kids (age 18 to 12). Born and raised in Colorado. Undergraduate at Colorado State University and Dental School at University of Colorado. Dr. Kahl is a Navy Health Professions Scholarship recipient andcompleted a General Practice Residency at the National Naval Medical Center. He was a Navy General Dentist in California before returning to Colorado for a Pediatric Dentistry Residency at Children's Hospital in Colorado. Jeff started a private practice with a co-resident in 2006 and practiced there for 17 years. Recently, he sold his part of the practice to become the program director for the new pediatric residency program at Denver Health Hospital - the 6th largest and second oldest Federally Qualified Health Center in the country. Texas Water Journal and Texas+Water Editor-in-Chief, Dr. Todd Votteler, talks with Jeremy Mazur, Senior Policy Advisor for Texas 2036, about water policy priorities in Texas. Mazur directs Texas 2036's work in the area of natural resources, which includes water, oil and gas, and energy.  Since joining Texas 2036 in September 2021, Mazur has played a leading role in Texas 2036's energy expansion project, charting an energy future that includes cleaner oil and gas and renewable sources of energy.  Mazur also directs research and policy development in water.  His current projects include a study on water markets, developing a strategic implementation plan for recent federal water legislation, and improving the state's infrastructure and resilience to extreme weather. Drawing on over 20 years of experience working in the Texas legislature and critical state agencies, Mazur works directly with state and legislative leaders on policy changes needed for Texas' energy and water future. Before coming to Texas 2036, his legislative career began in the late 20th century as a policy analyst with the Texas Sunset Advisory Commission. From there, he served as a Chief of Staff for Texas State Representative Bill Callegari and as Deputy Chief of Staff and Legislative Director for Texas State Senator Van Taylor.  He also served as Director of Governmental Relations for two state agencies essential to Texas' future: the Texas Water Development Board and, more recently, the Railroad Commission, Texas' leading oil and gas, pipeline safety, and surface mining regulator.

With more than 30 years of experience in governmental affairs, he has developed crucial relationships at every level of government and has served as the League's lead lobbyist for more than two decades. During the mid-1980s, he began working on political campaigns as a volunteer, including Montgomery Mayor Emory Folmar's re-elections in 1984 and 1988. In 1990 Greg joined the staff of the Medical Association of the State of Alabama representing Alabama physicians for three years as the Director of Legislative Affairs. From 1993 until 1994 he served as Vice President of Governmental Relations for the Mobile Area Chamber of Commerce. Greg returned to Montgomery in 1994, serving as the Vice President of Legislative Affairs for the Business Council of Alabama until 1996 when he was hired as the League's first full-time staff lobbyist solely dedicated to state and federal legislative endeavors and governmental affairs. In 2006, Greg was named Executive Vice President of the Alabama Municipal Funding Corporation (AMFund), which was developed by the League to assist municipal members with refinancing existing debt and funding local projects and purchases through low-interest, cost-effective loans. He was elected AMFund President in 2008. Greg is a longtime member of the Alabama Council of Association Executives where he was elected to serve as Treasurer (2007-08), Vice President (2008-09) and President (2009-10). He has also served on the Character Council of Alabama Board of Directors and was elected Vice Chairman for 2010-11. He has served as the Vice Chair of the Permanent Joint Legislative Committee for Energy Policy and the National League of Cities' Public Finance Consortium where he has served as Chairman since 2011. Greg also served on the Board of Directors of the Southeastern Chapter, International Association of Expo Managers from 2003-2005. Greg earned the Certified Association Executive (CAE) designation from the American Society of Association Executives and graduated from the U.S. Chamber of Commerce, Chamber Institute. He is a 2018 graduate of the prestigious Delta Regional Executive Leadership Institute, a year-long executive leadership academy formed by the Delta Regional Authority (DRA) to train leaders from diverse backgrounds, sectors and industries across eight states to improve the economic competitiveness and social viability of the Mississippi River Delta and Alabama Black Belt. Greg attended the University of North Alabama and Troy State University majoring in Political Science. Greg was raised in a military family, growing up in Norfolk, VA, and Jacksonville, FL, where his father served in the U.S. Navy. Spina Bifida is a spinal development disease that can be identified before birth, with a new surgical pre-delivery technique to try to correct it. And, Spina Bifida Occulta is a milder form that affects spinal alignment. Dr. Shyam Kishan, Board-Certified Orthopedic Surgeon at Medical City Children's Hospital stops by to tell us all about Spina Bifida. There's a program that was developed after the Boston Marathon bombing that trains citizens on how to administer emergency trauma assistance to literally help stop someone from bleeding to death in the event of an emergency. This can range from automobile accidents to some of the all-too-familiar tragedies we see nearly every day somewhere in our country. Crystal Perry, Trauma Program Director at Medical City Denton tells us about the program and how you can participate. As education policy is continually in flux, especially during the legislative session, check out the resources listed below or a local news source to be the most up-to-date on education legislation and policy. More than 230 bills related to K-12 education were introduced into the Arizona Legislature this session and, as of early February, 88 were still active, according to Chris Kotterman, Director of Governmental Relations for the Arizona School Boards Association.  In today's episode, hosts Donnie and Marlys talk with Kotterman about Arizona legislation and news. They begin their conversation with Kotterman explaining the Aggregate Expenditure Limit and the impact the spending limit would have on many K-12 schools across the state. Kotterman then reviews a few education-related bills that are receiving a lot of attention: HB 2112, a bill that speaks to what can and can not be referenced in the classroom,  SB 1211, a bill that has teachers post all of their learning materials and activities online ahead of the school year, SB 1657, a bill that expands the Empowerment Scholarship Account (ESA) program Kotterman also shares an update on Proposition 208. Casey Hoyt and Michael Moore, founders of VieMed Healthcare, Inc., the largest independent non-invasive ventilation therapy provider in the U S., joined Jan Swift of Discover Lafayette to discuss their journey. They were joined by Casey's dad, Max Hoyt, who has been a mentor, investor, and V. P. of Governmental Relations for VieMed until recently. They shared their journey in building a highly successful organization based upon mutual respect of their partner's talents as well as having each other's back at all times. Close friends since their college years, they met through their mutual friend, the late Brad Dunphy. Even while hanging out in college, Casey and Mike always enjoyed talking business. Casey learned at an early age how to work with others and for others, having grown up under the tutelage of his dad, Max Hoyt, who had started several businesses of his own, most notably Pixus Digital Printing. Starting in the work force at 15 years of age at Hub City Diner, Casey was always working and gained invaluable experience in the sales field selling alarms for ADT and "learned how to get 25 'No's' for each 'Yes'." He had found success running NimLock Louisiana (now VOXX), an exhibit and trade show service company. Michael Moore had gotten into respiratory therapy sales at the age of 17. He found he enjoyed working with patients and loved the fundamental of sales. He had worked for a mom and pop durable medical equipment business and had built strong relationships in the healthcare industry and with local physicians. By 2006, both Casey and Mike were ready for a new challenge and knew they could effectively combine their skills in business management (Casey) and sales (Mike.) Wanting to keep respiratory medicine front and center, the resulting endeavor was a new company, Sleep Management, which originally provided CPAPs for physicians' sleep labs. A change in Medicare rules in 2008 allowed for home-based sleep apnea testing, and they first worked to get physician-run sleep labs to opt in to this new at-home treatment for patients. As Mike says, "It really failed!" So they took a leap of faith and opened their own sleep apnea testing company called "Home Sleep Delivery," the first of its kind in Louisiana and only one of five in the country at the time. Payers weren't even covering the procedure at that time, but they knew it was just a matter of time before the home sleep treatment industry would be transformed and become mainstream. As Casey says, "Mike was always a good salesperson. We had a tiger by the tail the minute we turned on the light switch." Test devices are mailed to patients and then mailed back to Home Sleep Delivery; thereafter therapy for the patient is delivered via mail and the device set up by video call with assistance from the company. That business has continued to grow and Casey and Mike look back on that early home therapy option as a precursor of how people are now successfully operating remotely during COVID times. Casey and Mike have stayed focus on respiratory issues as their business has grown and branched out. While most people locally still look upon their business as focused on sleep apnea testing and treatment, that market is actually only 5% of their revenue. Yet, that sleep market is what led them into treating sick patients with lung disease. VieMed provides equipment and home-based healthcare to serve patients with Chronic Obstructive Pulmonary Disease and other respiratory issues. It was in 2012 that they entered the non-invasive ventilator (NIV) therapy arm of their business as a distributor when Philips brought this life-changing device onto the market. In 2014, they rebranded to "VieMed" to more accurately reflect their business mission. "The non-invasive therapy market was" ripe for the picking" and demand was sky-high. VieMed is based in Lafayette LA and employs 505 full-time employees across the country,

Jon Harpst is a colorful figure in Flint's history.  Jon was instrumental in the beginnings of the Bobby Crim Road Race and getting it to locate in Flint.  He shares the early history of what has become one of the best long distance running events in America. Jon was the campaign manager for Flint's first elected Mayor, the late James Rutherford. He also served in the Rutherford administration as Director of Governmental Relations.  He was the chief lobbyist for the City of Flint during some tumultuous times.  John gives a detailed account of Mayor Rutherford and what kind of man he was and what made him tick. In less than two weeks, nearly all school districts and schools in California have closed to prevent the spread of the COVID-19 virus. These closures impact six million students and their families, plus hundreds of thousands of educators, school and district staff, and leaders. Moreover, school closures deeply affect our local communities. We're interrupting our planned schedule of ed funding topics to provide this special update. Join guests Sara Bachez and Elizabeth Esquivel from CASBO’s Governmental Relations team as they share important information about the school closures. They highlight actions that state leaders have taken to minimize spread of the virus. On March 13, Gov. Gavin Newsom issued an Executive Order, which ensured that schools continue to receive funding and outlined key efforts that schools should pursue. This past weekend the state legislature acted swiftly to approve a number of bills to support the effort. Also this week, State Superintendent of Public Instruction Tony Thurmond, State Board of Education President Linda Darling-Hammond, and the Departments of Education and Health briefed thousands of educators to help carry out the Governor’s executive order. The CDE is providing the latest, updated guidance on its website. Sara and Elizabeth also provide a quick recap about:Who makes the decisions to close schools? Today’s conversation is an interview with our regular co-host Karin Hamilton and our colleague the Rev. Molly James. The General Convention of The Episcopal Church begins next week in Austin, Texas. It runs July 5 to July 13, with pre-convention events and preparation taking place July 2 - 4. So this episode will be General Convention 101!    Karin Hamilton, Canon for Mission Communication and Media has gone to seven General Conventions, making this year her 8th. Karin reports from General Convention to the Episcopal Church in Connecticut in a daily newsletter. She follows topics and debates, interviews individuals from CT, and generally gives folks at home a taste of what has gone down each day and what is to come (sign up here).    The Rev. Molly James, Dean of Formation for the Episcopal Church in Connecticut, will be serving this year as a Clergy Deputy from Connecticut. This is her third General Convention and her second as a deputy. She will be serving as Chair of the Legislative Committee on Ministry. During the last three years - since the last General Convention in Salt Lake City in 2015 - she has served as the Secretary of the Standing Commission for Structure, Governance, Constitution, and Canons. She also serves on Sub-Committee on Title IV and Training for the Special Committee on Sexual Harassment and Exploitation, appointed by the Rev. Gay Jennings, President of the House of Deputies.   The interviews begin by asking: What is General Convention? Why should people care?   In their answers Karin and Molly mention parliamentary procedure, democratic process, and the breadth of The Episcopal Church, which has more than 100 domestic dioceses and more than a dozen beyond the U.S.. That means lots of translated material in Spanish and French, especially. Karin and Molly also talked about how resolutions get submitted and then move through General Convention (see handy resource for that, here).   Next, we talked about the issues or resolutions they’re looking forward to, and discuss some of the related events. While they did, they also said that there’s a lot more taking place than legislation. For example, Molly notes how powerful it is to worship with thousands of Episcopalians. (Link here for the worship bulletins) Karin admits she’s joining a group of Episcopal Communicators one evening to go see the famous bats in Austin.    General Convention passes essential legislation our church needs: Some allows our Office of Governmental Relations to advocate on Capitol Hill, and others have a real impact on people in the pews, their ministry passions, and sometimes their personal life. Changes in canons can seem abstract and distant for some, but may have significant effects on bishops, priests, and deacons and all who work for the church.    We all noted that there’s an official media hub that will provide livestreamed, and on-demand, viewing of both Houses, the three joint conversations (on racial reconciliation, evangelism, and care of creation), and worship, plus other resources for those in Austin, and back at home.    Molly ended us with the reflection that you never really know what might happen at a General Convention - there could be an issue that takes precedence there, which no one had expected. FAA sued over drone restrictions, UAV arrests and confiscations, privacy legislation in California, UCLASS delay, NASA developing ATC for drones, Disney seeks UAS patents. News Lawsuits Assert Broad Economic and Scientific Impact of FAA's Drone Restrictions Three lawsuits have been filed by attorney Brenden Schulman (@dronelaws) over the FAA's Interpretation of the Special Rule for Model Aircraft. These were filed on behalf of: 1. The Academy of Model Aeronautics and its 170,000 members The “no commercial operation” prohibition means no model aircraft public demonstrations or model aircraft training when some payment is involved, as well as competition prizes, and product reviews conducted by employees. 2. Several commercial drone interests, including: Peter Sachs and the Drone Pilots Association, the UAS America Fund (founded to finance the commercial drone industry), Skypan International, an aerial photography firm, and FPV Manuals (sells equipment for model aircraft). No services can be offered with model aircraft that have even an incidental business purpose, and Peter Sachs cannot assist the volunteer fire department. 3. The Council on Governmental Relations, an association of US research universities. Model aircraft for scientific research have long been used without any FAA restrictions. The FAA's interpretation “poses a grave threat to science, research, education, and technological innovation across the United States.” Customs seizes $80k worth of unauthorised drones Australian UAV manufacturer Cyber Technology is being prosecuted for failure to obtain a permit to export drones. The list of “Defence and Strategic Goods” controlled by Australian law includes UAVs that can be controlled outside line of sight. College student arrested for flying drone over football game A University of Texas student allegedly flew a drone over a school football game. University police identified the student and seized the drone. In a statement to a local TV station, University Police said, "Our top priority is the safety our students, employees, fans and visitors.” FAA allows recreational drone demonstrations for first time ever at an air show & it's in Cleveland This year's Cleveland Air Show included demonstrations of fixed-wing and multicopter drones for the attendees. It represented a great opportunity to provide the general public with more awareness of what “drones” are all about. CA State Senate Approves Law Limiting Drone Use by Police To address privacy concerns, the State Senate in California has passed legislation that requires police to obtain surveillance warrants in order to use drones, unless exigent circumstances exist. This seems to be at odds with the 1989 case, Florida v. Riley, where the U.S. Supreme Court ruled that citizens do not have a reasonable expectation of privacy from the air because airplanes and helicopters fly over private property all the time. U.S. Navy delays start of bidding for unmanned carrier-based drone The U.S. Navy had planned to release this month a final request for proposals for the Unmanned Carrier Launched Airborne Surveillance Strike (UCLASS) contract. Now they say they'll wait until the Pentagon conducts a broad review of intelligence and surveillance programs this fall. NASA is building an air traffic control system for drones NASA is working with to create technologies for controlling air traffic control for drones operating at low altitudes, around 400 to 500 feet off the ground. Disney Sees Drone-Operated Entertainment Disney has filed three patent applications to use unmanned aerial systems at its theme parks. The patents envision using multiple UASs to support lightweight materials that can be used as projection screens, creating "flixels" or floating pixels, and animating Disney characters in the night sky.
