My guest today is Michael Lumpkin. Michael has served many roles in his extremely distinguished career including Navy SEAL Captain, Assistant Secretary of Defense for Special Operations and Low Intensity Conflicts, Acting Under Secretary of Defense for Policy, Deputy Chief of Staff for the Department of Veterans Affairs, Special Assistant to Sec Def, and a Special Envoy at the Department of State. Michael's military career included numerous deployments to Iraq and Afghanistan, serving as the Officer in Charge of training the West Coast SEAL Teams, Team Commanding Officer, service as the Deputy Joint Special Operations Task Force Commander for The Arabian Peninsula, and service at the USSOCOM Office of Legislative Affairs.His civilian government career has included the implementation of the 2010 Omnibus Caregivers Act for VA, overseeing the Osama Bin Laden operation, reorganizing the DOD POW/MIA effort, leading the DOD's response to Ebola in West Africa, negotiating and executing the recovery of Sgt Bowe Bergdahl, and direct appointment by the President to stand up the US Department of State Global Engagement Center to counter ISIS marketing efforts.Michael is currently the Chief of Staff at US Immigration and Customs Enforcement (ICE) and a Commissioner on the Afghanistan War Commission.I really enjoyed this chat because Michael has a uniquely broad level of knowledge at the tactical, operational, and strategic levels of national power including on both the military and civilian sides. Richard A. Stone M.D. is a retired U.S. Army Maj. General and former Deputy Surgeon General of the United States Army, who then was called back to federal service as the Executive in Charge and Acting Under Secretary of the Veterans Health Administration, serving for three years as the leader of America's largest health care system through the entire pandemic. We got a chance to sit down with him for an interview about his book and the leadership it took to run the VHA during COVID. Mr. Henry Sokolski and Mr. Ezra Cohen will discuss ongoing efforts and recommendations for reforming security classification policy. About the Speakers: Mr. Henry D. Sokolski is the Executive Director of the Nonproliferation Policy Education Center, a Washington-based nonprofit organization founded in 1994 to promote a better understanding of strategic weapons proliferation issues among policymakers, scholars, and the media. He teaches graduate-level classes on nuclear policy in Washington, D.C. He is also a Senior Fellow for Nuclear Security Studies at the University of California at San Diego's School of Global Policy and Strategy. From 1989 to 1993, Sokolski served as the Deputy for Nonproliferation Policy in the Office of the Secretary of Defense, for which he received the Secretary of Defense's Medal for Outstanding Public Service. Prior to this, he worked in the Secretary of Defense's Office of Net Assessment on strategic weapons proliferation issues. In addition to his Executive Branch service, Mr. Sokolski worked on the Hill from 1984 through 1988 as senior military legislative aide to Senate Armed Services Committee member Dan Quayle and from 1982 through 1983 as special assistant on nuclear energy matters to TVA Subcommittee Chairman Senator Gordon J. Humphrey. He also worked as a consultant on nuclear weapons proliferation issues to the Intelligence Community's National Intelligence Council; received a Congressional appointment to the Deutch Proliferation Commission, which completed its report in July 1999; served as a member of the Central Intelligence Agency's Senior Advisory Panel from 1995 to 1996; and was a member of the Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism, which operated until 2010. Mr. Sokolski has been a resident fellow at the National Institute for Public Policy, the Heritage Foundation, and the Hoover Institution. He also has taught political science courses at the University of Chicago, Rosary College, Georgetown, and Loyola University. On January 11, 2021, President Donald J. Trump appointed Mr. Ezra Cohen to a three-year term on the PIDB and designated him to serve as Chair for a two-year term that ended on January 10, 2023. Prior to his appointment to the PIDB, Mr. Cohen served in senior leadership positions at the Department of Defense (DoD) and Intelligence Community, most recently as the Acting Under Secretary of Defense for Intelligence and Security and Director for Defense Intelligence, Office of the Director of National Intelligence from November 2020 to January 2021. In this role, he exercised authority, direction, and control over the Defense Intelligence Enterprise and Combat Support Agencies. Additionally, he served as the principal civilian intelligence advisor to the Secretary of Defense on all military intelligence related matters, including signals intelligence, human intelligence, sensitive activities, geospatial intelligence, sensitive reconnaissance, counterintelligence, law enforcement, and security. His previous government positions include Acting Assistant Secretary of Defense for Special Operations and Low-Intensity Conflict (SO/LIC); Principal Deputy Assistance Secretary of Defense for SO/LIC; Deputy Assistant Secretary of Defense for Counter-Narcotics and Global Threats; Special Assistant to the President and Senior Director for Intelligence Programs on the National Security Council; Deputy Defense Intelligence Officer for South Asia at the Defense Intelligence Agency; and as a DoD Operations Officer. Mr. Cohen began his government service as an intern researching 1820's tariff legislation in the Center for Legislative Archives, a part of the National Archives and Record Administration. Mr. Cohen has also worked in the private sector for Oracle Corporation. Mr. Cohen received a Bachelor of Arts degree in History from the University of Pennsylvania.

Michael R. Taylor is a member of the board of Stop Foodborne Illness, a consumer organization supporting and representing the victims of foodborne illness and their families. From January 2010 to June 2016, he served as Deputy Commissioner for Foods and Veterinary Medicine at the U.S. Food and Drug Administration (FDA). He led FDA's implementation of the Food Safety Modernization Act (FSMA) and oversaw FDA's other food-related activities, including its nutrition, labeling, food additive, dietary supplement, and animal drug programs. Previously, Mike served at FDA as a staff attorney and Deputy Commissioner for Policy, and at the U.S. Department of Agriculture (USDA) as FSIS Administrator and Acting Under Secretary for Food Safety. Prior to re-joining FDA in 2009, he spent nearly a decade in academia conducting food safety, food security, and public health policy research, most recently at George Washington University's School of Public Health. Kathryn Coulter Mitchell (https://www.dhs.gov/person/kathryn-coulter-mitchell), is Acting Under Secretary for Science and Technology (S&T), at the U.S. Department of Homeland Security, where as the science advisor to the Homeland Security Secretary, she heads the research, development, innovation and testing and evaluation activities in support of the Department of Homeland Security's (DHS) operational Components and first responders across the nation. The Science and Technology Directorate is responsible for identifying operational gaps, conceptualizing art-of-the-possible solutions, and delivering operational results that improve the security and resilience of the nation. In her former role as the Chief of Staff, Ms. Coulter Mitchell oversaw the operational and organizational needs of the $1 billion, 500-career-employee Directorate. A member of the Senior Executive Service, she was responsible for strategy, policy, organizational development, communications, and planning and she guided the creation of a DHS strategic vision and roadmap for research and development (R&D), the reestablishment of Integrated Product Teams to prioritize and manage DHS R&D investments, and the crafting of strategies for organizational effectiveness. Ms. Mitchell previously served S&T as Deputy Chief of Staff and Senior Communications Advisor for the Under Secretary and Deputy Under Secretary. Ms. Coulter Mitchell came to DHS after a 15-year career in the private sector and on Capitol Hill. In industry, she provided organizational strategy and communications support to the S&T directorate and the Federal Emergency Management Agency where she authored the communications strategy for the multi-million dollar, multi-agency rollout of Presidential Policy Directive 8 (This directive is aimed at strengthening the security and resilience of the United States through systematic preparation for the threats that pose the greatest risk to the security of the Nation, including acts of terrorism, cyber attacks, pandemics, and catastrophic natural disasters.) Prior to supporting the government, Ms. Coulter Mitchell was a senior-level public affairs specialist at a top Washington, D.C. public relations firm. She also served as the Director of Policy for an association of over 350 federal contracting companies. Before joining industry, Ms. Coulter Mitchell spent five years on Capitol Hill leading legislative efforts in both the U.S. House of Representatives and the U.S. Senate. Ms. Coulter Mitchell holds a Master of Arts in Communications from Johns Hopkins University, a bachelor's degree from the University of Maryland at College Park, and a professional certification in Executive Coaching from the University of Cambridge, U.K.

The Honorable Tim Gallaudet, Ph.D., Rear Admiral, U.S. Navy (Ret), is the CEO of Ocean STL Consulting, LLC. Gallaudet served as the Acting Under Secretary of Commerce for Oceans and Atmosphere/NOAA Administrator and before that Assistant Secretary of Commerce for Oceans and Atmosphere/Deputy NOAA Administrator. About the speaker: The Honorable David J. Trachtenberg is Vice President of the National Institute for Public Policy, a nonprofit research center located in Fairfax, Virginia. He was confirmed by the U.S. Senate on October 17, 2017 as Deputy Under Secretary of Defense for Policy and served in this capacity until his retirement from government service in July 2019. From October 2017 until January 2018, he also served as the Acting Under Secretary of Defense for Policy, the principal civilian advisor to the Secretary of Defense on defense policy matters. His duties spanned a range of regional and functional portfolios, including homeland defense, space, cyber, nuclear, and missile defense policy, technology security policy, and strengthening security cooperation activities with allies, friends, and partners abroad. He was also the senior Department of Defense civilian official responsible for developing, coordinating, and overseeing compliance with DoD policy regarding civilian casualties resulting from military operations.

Justin has lots of superpowers. Yes, he started a privacy focused tech company and is helping it grow rapidly. And yes, he was a litigator and corporate lawyer at a large DC firm. In this “whole-of-government” approach to climate change, the Department of Energy is a key player not only in policy, but also basic research, commercialization, and deployment of new clean energy technologies which will be critical to get on a pathway to deep decarbonization.  In this edition of Columbia Energy Exchange, host Jason Bordoff is joined by Dr. Arun Majumdar to discuss the outlook for energy technology and climate policy under the Biden administration.  Dr. Arun Majumdar is a Professor at Stanford University, a faculty member of the Departments of Mechanical Engineering and Materials Science and Engineering and former Director and Senior Fellow of the Precourt Institute for Energy at Stanford University. Vernon interviews Doug O'Brien, Senior Policy Advisor for Rural Affairs, for the White House Domestic Policy Council. Vernon and Doug discuss marketing cooperatives, the impact cooperatives have had in Rural America, and other initiatives of the Policy Council. Doug O'Brien has served as the Senior Policy Advisor for Rural Affairs since January 2015. Before that time and since March of 2009, O'Brien served in a number of leadership capacities at the U.S. Department of Agriculture, including as the Acting Under Secretary for the Rural Development Mission Area. At the White House, he helps lead the work of the White House Rural Council, which President Obama created in 2011 to encourage interagency cooperation and improve the effectiveness of federal programs in rural areas. Recently, the Council announced Rural Impact, an effort focused on rural child poverty. This work builds on O'Brien's leadership in rural community economic development that has focused on both emerging opportunities and in impoverished areas. Prior to serving in the Obama Administration, he worked for two State governors, the Senate Agricultural Committee, the U.S. House of Representatives, and in legal academia as a professor and author. O'Brien has degrees from Loras College in Dubuque, Iowa, the University of Iowa Law School, and a Masters in Law from the University of Arkansas. He was raised on a diversified farm in Iowa and has dedicated his career to food and rural policy.

Mike Taylor is a senior fellow at the Meridian Institute and an advisor to the Food and Society Program at the Aspen Institute. His primary interests are food safety globally and food security in Africa and other developing regions. Until June 1, 2016, Mr. Taylor was Deputy Commissioner for Foods and Veterinary Medicine at the U.S. Food and Drug Administration (FDA). He led the comprehensive overhaul of FDA’s food safety program Congress mandated in the Food Safety Modernization Act of 2011 and oversaw all of FDA’s food-related activities, including its nutrition, labeling, food additive, dietary supplement and animal drug programs. Mr. Taylor served previously at FDA as a staff attorney and as Deputy Commissioner for Policy (1991–1994) and at the U.S. Department of Agriculture as Administrator of the Food Safety and Inspection Service and Acting Under Secretary for Food Safety (1994–1996). Prior to joining FDA in July 2009, he spent nearly a decade in academia conducting food safety, food security and public health policy research, most recently at George Washington University’s School of Public Health. He also served during that time as a Senior Fellow at the Partnership to Cut Hunger and Poverty in Africa, where he conducted research on U.S. policies affecting agricultural development and food security in Africa. In the private sector, Mr. Taylor founded the food and drug practice and was a partner in the law firm of King & Spalding. He also was vice president for public policy at Monsanto Company and served on the boards of the Alliance to End Hunger and RESOLVE, Inc. The Honorable Patricia de Stacy Harrison is the president and chief executive officer of the Corporation for Public Broadcasting (CPB), the leading funder of public radio and public television programming for the American people. Under Ms. Harrison’s leadership in 2011, CPB launched American Graduate: Let's Make It Happen, a nationwide public media initiative to help communities across the country identify and implement solutions to the high school dropout crisis. For this work, she was honored in 2016 with a Promise of America Award from the America’s Promise Alliance. Ms. Harrison is also chairman of the Leadership Council of Women and Girls Lead. In 2012, she was included on the Forbes list of “Women Changing the World in Media” for establishing Women and Girls Lead and her continued leadership on the project. Prior to joining Corp Public Broadcasting in 2005, Ms. Harrison served as Assistant Secretary of State for Educational and Cultural Affairs and Acting Under Secretary for Public Diplomacy and Public Affairs. She is the recipient of many awards and honors, including the U.S. Secretary of State's Distinguished Service Award. She sits on the boards of the National Italian American Foundation, the National Parkinson Foundation and the American University of Rome.
