In this episode of Environment China, we are talking about China's long-term pathway to carbon neutrality and, in particular, about the recent publication of the China Energy Transformation Outlook, or CETO, which provides two scenarios of China's clean energy transition. We talk to Kaare Sandholt, International Chief Expert for the China Energy Transformation Programme. The programme is run by the Energy Research Institute of the NDRC. Topics we address include: The importance of long-term modeling, and its contribution compared to five-year plans or other policy planning How CETO's two main scenarios compare: both assume carbon neutrality by 2060 and similar GDP growth, but differ in terms of energy mix and technology progress The role of electrification and energy efficiency: starting with transport, but also in industry, which requires both a cleaner grid and lower direct combustion of fossil fuels, which wastes huge amounts of energy through waste heat The importance of structural economic transformation: CETO assumes China makes substantial progress transitioning away from heavy manufacturing The reforms that CETO anticipates, including especially in power markets (merit-order dispatch, cross-regional electricity trading, and price signals), but also in carbon markets and industry standards The role of gas: gas will rise rapidly in relative terms, with 50-50 growth between power sector and industry; in coastal provinces gas is for flexibility in the power sector, and inland provinces gas is for industry; but it will not become a major transition fuel that takes the place of coal The amount of wind and solar capacity that will be needed: while the RE capacity requirement has risen due to faster electricity demand growth, the annual additions needed are roughly in line with present wind and solar additions The report is available in English here: https://www.cet.energy/ And Kaare Sandholt has an excellent article in a recent issue of Carbon Brief, published together with Wang Zhongying: https://www.carbonbrief.org/guest-post-china-will-need-10000gw-of-wind-and-solar-by-2060/ Executive Producer of this episode: Anders Hove

Even though the five countries in Central Asia are among the world's largest fossil fuel producers, the region faces chronic electricity shortages due to a lack of refining capacity. The energy crunch is further compounded by a reluctance to become overly dependent on Russian fuel. To solve both problems, several Central Asian governments are looking to source renewable energy technology from China. While wind and solar still account for a small share of Central Asia's total energy production, that may soon change as more affordable Chinese green tech enters the market. Yunis Sharifli, an independent Eurasia foreign policy analyst, recently explored this trend in an article published by the Carnegie Endowment for International Peace. Send us a Text Message.Dr. Roland Roesch, Ph.D. is Director, Innovation and Technology Centre (IITC), of the International Renewable Energy Agency ( IRENA - https://www.irena.org/ ) where he oversees the Agency's work on advising member countries in the area of technology status and roadmaps, energy planning, cost and markets and innovation policy frameworks. The International Renewable Energy Agency (IRENA) is a leading global intergovernmental agency for energy transformation that serves as the principal platform for international cooperation, supports countries in their energy transitions, and provides state of the art data and analyses on technology, innovation, policy, finance and investment. IRENA drives the widespread adoption and sustainable use of all forms of renewable energy, including bioenergy, geothermal, hydropower, ocean, solar and wind energy in the pursuit of sustainable development, energy access, and energy security, for economic and social resilience and prosperity and a climate-proof future. Dr. Roesch currently leads IRENA´s work on RE Innovation, Grids-Assessments and the Strategies Teams for the Power Sector Transformation and for the Gas Sector Transformation. The company that has over 5000 stores with a store within 10 miles of 90% of America, Walmart, is now committing to build a charging network across the country as part of a deal with Electrify America by the year…2030"We have the ability to address range and charging anxiety in a way that no one else can in this country," Vishal Kapadia, Walmart's recently appointed senior vice president of Energy Transformation, said in an interview.Kapaia also said Walmart will start development of it's own chargersThe chain has 240M visits a week to its stores and will be a wealth of data on how shoppers use and pay for chargingTesla employees have been privately sharing highly invasive videos and images recorded by customers' car cameras via an internal messaging system, according to interviews by Reuters with nine former employees. Some recordings were mundane, but some were of embarrassing or potentially dangerous situations. Included were road rage, personally identifiable information, and even nudityOne video showed submersible vehicle from James Bond film, owned by Elon MuskAs retailers face continual staffing problems, many are turning to older workers who are deemed more reliable and willing to work than younger generations, according to a Wall Street Journal report. A WSJ-NORC survey showed that individuals aged 65 and older are not only unafraid of hard work, but 75% of them crave it.Kip Conforti, who owns two package-shipping stations in Pennsylvania, was highlighted in the Journal article for his decision to recruit older workers. He said it takes longer to train older workers but the extra time is worth it. “Once they get it, God, it's refreshing. I say, ‘This is what we're doing today,' and it gets done. Their shift starts at nine and they're here at 8:50. They discuss the direct and indirect impacts of Nepal's reliance on fossil fuels for transportation, its contribution to global emissions, and speaking from the angle of climate justice. They argue whether or not Nepal needs to make the transition to more sustainable options, and if and when it does - at what costs? They also talk about the existing policy options that are both working for and going against mobility transition and we also mull over future policy options for a more sustainable transition. Subina Shrestha is a second-year Ph.D. Research Fellow at the Center for Climate and Energy Transformation at the University of Bergen, Norway. Shrestha's Ph.D. explores the governance challenges associated with sustainable urban mobility (with an empirical focus on the movement of goods and freight logistics) in Norwegian cities. In her Ph.D., she assesses the current state of and potential for collaboration in urban logistics. By mapping stakeholder networks in the sector as well as engaging with stakeholders, Shrestha's project explores how urban logistics challenges can be addressed through local solutions which integrate logistics into urban planning. In her research, she adopts broader governance perspectives to assess how they influence local policymaking as well as how different stakeholders shape mobility policy mixes at the urban scale. She has work experience in Nepal, Thailand, and Norway, and her research interests include sustainable urban transitions, urban mobility, and low-carbon development. She is also interested in bridging perspectives across the Global North and Global South, particularly in climate change discourse. Shrestha enjoys working with different stakeholders to address issues of sustainability in a holistic manner. Prior to her current position, Shrestha worked as a researcher on energy transitions and policymaking, watershed management, stakeholder engagement, as well as climate finance. Taken together, these new laws firmly place the United States at the forefront of global efforts to deploy new carbon-free technologies and to drive down carbon emissions. Manuela Prina explains how to anticipate the skills that may be necessary for the future. She works for the European Training Foundation, an European Union agency specializing in human capital development policies, especially education and training, vocational and technical education, and labor market policies.
