Election Day is almost here, and in most of California, there's just one measure on the ballot: Proposition 50. Backed by Governor Gavin Newsom, Prop 50 aims to create more Democratic-leaning districts. It's a move to counter Texas's redistricting plans favoring Republicans. And some heavy hitters are lining up on both sides, including former President Barack Obama, Representative Alexandria Ocasio-Cortez and former California Governor Arnold Schwarzenegger. KQED Politics and Government Correspondent Guy Marzorati joins us to talk about some of the finer points of the ballot measure. Plus we meet vocalist and musician Khatchadour Khatchadourian. He plays an ancient double reed woodwind carved from apricot wood called the duduk that has cultural ties to Armenia. Khatchadourian is one of the few in the Bay Area who plays the instrument, and his followers call him the “Duduk Whisperer.” Our producer Elize Manoukian brings us this profile of Khatchadourian, who uses the duduk to push the boundaries of traditional Armenian music, and along the way, is helping to preserve cultural identity through sound. And we head to Altadena where the the first handful of new homes are under construction in parts of fire ravaged city. Most people won't be moving back in for several months. But some neighborhoods that were completely wiped out in the Eaton Fire are already being resettled by property owners living in trailers and RV's. In August, after Texas acceded to President Donald Trump's demand that it adopt a redistricting plan favoring Republicans, California Governor Gavin Newsom said he would fight back. He signed legislation creating Prop. 50, which asks voters to suspend California's independent redistricting maps and allow the legislature to draw new districts. "Today, we gave every Californian the opportunity to stop Trump by saying yes to our people, to our state, and to American democracy," Newsom said at the time. Supporters say the plan is a temporary but critical defense against partisan mapmaking in other states. They argue that California must step in to protect democracy nationwide and pledge that the state will restore its independent redistricting process after 2030. Critics, who include former Governor Arnold Schwarzenegger, contend the proposal undermines the state's voter-approved redistricting reforms, restoring the same partisan gerrymandering that California has banned. “We know American democracy is on fire, but accelerating gerrymandering only adds fuel!,” a No-on-50 ballot argument states. “[Prop. 50] claims to protect democracy, yet diminishes our communities' voices and is ineffective against any overreach of presidential power.” With voting already underway, join us to learn more about Prop. 50 and what's at stake for California and control of Congress. California's Prop 50 could completely erase Republican representation in elections. The measure would hand Gov. Gavin Newsom's administration the power to redraw California's congressional districts. Supporters say the measure simply mirrors what Texas has done to strengthen Republican representation, but Hanson argues this is a blatantly partisan effort to cement Democrat control and eliminate what little Republican representation remains in California. He breaks it down on today's episode of “Victor Davis Hanson: In a Few Words.” “Gavin Newsom, moreover, when he's been asked about that, he says that he wants to punch these people. I guess he was referring to Republicans in general or the Texas Republicans in particular. He wants to ‘punch them in the mouth.' He said he wants to punch Donald Trump in the mouth. The rhetoric is heating up but will Proposition 50 pass in a state that is 60%, in most elections, voting toward the Left or for Democrats? It probably will. And we in California who are on the conservative side will go from 17% representation—not 40%, of which reflects our actual numbers, but 17%—now to about 9% after Proposition 50 passes.”
