In this bonus episode of the TreesForDev podcast we are delighted to be joined by Project PI, Maria Ehrnström-Fuentes and Maria Holmberg who works for FIDA in Tanzania. Maria H. moved to Tanzania with her parents when she was 1 year old, grew up there, and has been working with different development projects in Tanzania since 1984. Currently, Maria H. is working with tree planting and environmental education. Maria H. tells us about some of the positive impacts of tree planting in this context because the planted trees grow faster than the natural forests, which means they can then be cut down and used so the natural forests are allowed to continue to grow. The population in Tanzania has grown quite quickly over the last 70 years, from approximately 12 million to over 60 million. This has naturally increased demand for food and cooking fuel, which has led to the decimation of natural forests, which in turn threw the ecology out of whack. However, if the stumps are left to sprout and the trees are allowed to come back, then the ecology slowly comes back into balance. Maria H. particularly focuses on the impacts to the role of water in the ecosystem balance. The sixth Frankfurt Digital Finance & European Fintech Day took place on the 12-13 February 2025, under the motto “It's time to act, Europe!”. This year's event focused on growth strategies for the European financial industry and explored key tech trends, including artificial intelligence, open finance, payments, electronic securities, crypto, and digital assets. As part of the conference, we had the opportunity to host a panel on Open Finance, a topic of increasing relevance given recent developments. The EU Council Presidency has decided to keep FIDA (Financial Data Access Regulation) on the agenda for the European Commission's 2025 work program, reinforcing the strategic importance of financial data access in shaping the future of Europe's financial sector. Our panel “Open Finance – EU Regulation as a Lever for Business Models” was moderated by Nicola Breyer, Open Finance & Data Expert and Former Managing Director of Qwist. À Rome, en parallèle du rendez-vous annuel du Fonds international de développement agricole (Fida), s'est tenu la semaine dernière le Forum des peuples autochtones. Si les deux évènements s'inscrivent ensemble, c'est que le Fida est persuadé du rôle à jouer de ces populations dans la lutte contre la malnutrition. Cependant, leurs connaissances et pratiques sont mises en péril. Pour les aider, l'accès à la finance internationale et notamment à la finance climatique devrait être un levier important. Les peuples autochtones évaluent que 1 % seulement de la finance climatique leur revient directement. « Souvent, les structures multilatérales et bilatérales ne sont pas suffisamment flexibles pour donner un accès direct aux organisations des peuples autochtones », souligne Ilaria Firmian, analyste senior sur ces questions au sein du Fida. Elles préfèrent donner aux « grandes ONG internationales » sans doute, entre autres, par « manque de confiance envers les organisations des peuples autochtones ».Un diagnostic partagé par le Congolais Albert Barume, rapporteur spécial des Nations unies sur les peuples autochtones. « Il y a toute cette discussion de financer les organisations autochtones, par intermédiaire, de penser qu'ils ne sont pas capables de gérer, de tenir des comptabilités », rappelle-t-il. « Il y a toutes ces perceptions qui font préjudices et qui sont stockées dans nos subconscients, analyse cet expert. Tous ces outils que l'on met en place finissent par discriminer certaines personnes. »Pour lui, pas de secret, il faut permettre un accès plus direct aux financements à ces populations. « S'il n'y a pas diminution, allégement ou simplification de ces procédures, je ne pense pas que ces mécanismes de financement seront justes », estime le rapporteur spécial. Un défi qui reste quasi entièrement à relever selon lui : « On est dans ce paradigme de penser que pour accéder à un financement, il faut être en mesure de remplir tel formulaire, de tenir une certaine sorte de comptabilité, de suivre certaines règles, d'avoir un minimum de connaissances. Donc, on continue à nourrir les mêmes cibles et on ignore une grande masse qui n'a pas ces capacités. »À lire aussiPremières nations, peuples autochtones ou indigènes, de qui parle-t-on ?L'Ipaf, un mécanisme pour financer des projets des peuples autochtones aux moyens insuffisantsPour lutter contre ce phénomène, le Fida a mis en place, il y a quelques années, le mécanisme d'assistance pour les peuples autochtones (Ipaf). C'est « un mécanisme dans lequel on donne des petits dons directement à des projets qui sont formulés et mis en œuvre par des communautés autochtones elles-mêmes, détaille Ilaria Firmian. Et on reçoit un nombre incroyable de demandes ! »Cependant, difficile de trouver les financements qui permettent de combler les besoins. « C'est un mécanisme qui est reconnu pour bien fonctionner. Mais, par exemple, pour le dernier cycle, nous avons reçu quelque chose comme 650 propositions et on a été en mesure d'en financer 53 », regrette-t-elle. Das hatten wir so nicht geplant. Wir waren uns, wie eigentlich die ganze Branche, sicher, dass Fida Geschichte ist. Selten so geirrt. Im heute veröffentlichten Arbeitsplan der EU Kommission findet sich, wenn auch weiter hinten, Fida weiterhin als Thema wieder. Wie das sein kann, wie es jetzt mit der Fida weitergehen könnte und was wir sonst noch Neues gelernt haben, das arbeiten wir in dieser Folge auf.

Dabei geht es nicht nur um die Entwicklung von Schemes und darum, compliant zu sein. Entscheidend wird es sein, die Datenöffnung als Chance zu nutzen, um Kund:innen zusätzliche und speziell auf sie zugeschnittene Services anzubieten. Allerdings ist schon jetzt klar, dass FIDA noch nicht der letzte regulatorische Akt beim Thema Datenöffnung sein wird, erläutert Stephan Mietke vom Bankenverband im Gespräch mit Ute Kolck.

L'année dernière, une personne sur cinq a souffert de la faim en Afrique. Pour atteindre l'objectif « faim 0 » dans le monde d'ici 2030, l'organisation estime qu'il faut investir 480 millions de dollars par an. « Traditionnellement, le Fida est financé uniquement par les contributions des États membres, explique Natalia Toschi, responsable de l'unité financements du Fida (Fonds international de développement agricole), l'argent en provenance des États membres stagne autour de 5% du total de l'aide publique au développement. Et en 2022, il émet ses premières obligations durables. « Notre innovation participe à imaginer des nouveaux instruments pour pouvoir investir dans le secteur rural, détaille Bernard Hien, le directeur régional Afrique de l'Ouest et du Centre du Fida, et ces instruments nouveaux, ça peut être par exemple les obligations durables. Le Fida est la première institution spécialisée des Nations unies à recevoir une notation de crédit et à émettre des obligations durables. Il existe, pour cela, plusieurs leviers possibles. « Les gestionnaires d'actifs ont de manière croissante un objectif explicite d'investissement dans des titres sécurisés et qui respectent les critères environnementaux, sociaux et de gouvernance, poursuit Natalia Toschi, nos investisseurs typiques sont des fonds de pension, des compagnies d'assurance, qui ont très souvent un mandat social. » Les investisseurs veulent connaître l'impact de l'argent qu'ils nous prêtent. Les projets de la Fida soutiennent 16 des 17 objectifs de développement durables.
