Pe de altă parte, obligă firmele din piața de furnizare să coboare prețurile de vânzare către consumatori. Un amic mi-a povestit săptămâna trecută cum se pregătește de re-liberalizarea pieței de energie electrică. De la 1 iulie a.c., se va renunța la plafonarea tarifelor la energie electrică și se va reveni la o piață concurențială. Amicul meu s-a uitat pe comparatorul de prețuri de la Autoritatea Națională de Reglementare în domeniul Energiei (ANRE), a văzut că furnizorul său va avea un tarif mai mare decât Hidroelectrica, după data de 1 iulie a.c., și a decis să se mute la producătorul hidro. După rezilierea contractului, firma de la care a plecat i-a propus o ofertă de preț mai bună decât cea înregistrată la ANRE, dar, prea târziu, amicul semnase deja contractul cu noul furnizor. Liberalizarea pieței de energie electrică a început în anul 2021, dar a durat doar nouă luni. Procesul de liberalizare a presupus crearea unui cadru concurențial între furnizori. În România, una dintre problemele apărute o dată cu procesul de creare a unei piețe de energie după rigorile europene a fost aceea că firmele producătoare s-au împărțit în funcție de sursa folosită pentru producerea energiei electrice. Această configurație a producătorilor a dus inevitabil la diferențe semnificative în ceea ce privește costurile de producție. O discuție separată este legată de capacitatea companiilor de a produce „în bandă”, așa cum se numește în limbaj tehnic, adică pentru a acoperi orele din zi în care consumul este maxim. În urmă cu doi ani, am asistat la un exod al consumatorilor casnici către Hidroelectrica. Au fost două motive: pe de o parte, pentru că firma a intrat în piață cu cel mai mic tarif, chiar și în condițiile în care prețul era plafonat, pe de altă parte, pentru că este posibil ca firma cu capital majoritar de stat să se fi bucurat de încrederea consumatorilor. Situația se poate repeta de la 1 iulie a.c., o dată cu revenirea la o piață liberalizată. Deja, consumatorii casnici știu că Hidroelectrica are cea bună ofertă de preț și se îndreaptă către companie. Conform declarației președintelui directoratului, Karoly Borbely, aproximativ 11.000 de clienți noi vin zilnic către companie. Ar putea fi doar începutul. Șeful Hidroelectrica a explicat într-o conferință de specialitate că dacă numărul clienților va crește foarte mult, compania nu va mai putea asigura, probabil, cel mai mic tarif al pieței dintr-un motiv foarte simplu și anume va trebui să cumpere energie și din alte surse sau de pe piața spot. O viitoare migrare masivă a consumatorilor casnici către Hidroelectrica aduce în discuție câteva teme sensibile. Prima este legată de nivelul de concurență pe care îl asigură liberalizarea pieței. Logica pieței europene era de a separa activitățile de producție, transport, distribuție și furnizare pentru a asigura un mediu concurențial. Acest tip de organizare de piață a fost uitat. Avem acum producători care sunt și furnizori. Ce contează că unii producători acționează prin firme diferite de furnizare, rezultatul este același. Dintre producătorii care sunt și furnizori, Hidroelectrica este în poziția cea mai avantajoasă. A doua temă este cea a oportunității pentru economia românească. Astfel, cu cât Hidroelectrica alocă o cotă mai mare din producție consumatorilor casnici cu atât energia contractată companiilor va fi mai puțină. În următoarele luni, va fi important ca firmele să poată avea acces la energie ieftină pentru a nu face presiune asupra creșterii prețurilor. Bineînțeles, consumatorii casnici sunt importanți, dar cei industriali sunt esențiali. Oferta Hidroelectrica poate avea un efect bun în piață, în sensul presiunii asupra prețurilor. Dar, în orice situație, Hidroelectrica va fi avantajată. Ceea ce arată că noua liberalizare a tarifelor energiei electrice nu va fi simplă.
