To meet the growing demand for housing, Canada needs a strong construction and skilled trades workforce, and immigrants play a vital role in fulfilling these needs. Today, the Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship, announced the government's intent to introduce a number of new measures to support Canada's construction industry. These measures are within the scope of the 2025–2027 Immigration Levels Plan. They include the convening of a tripartite advisory council to assess needs in the industry and advise on new pathways to bring in the skilled workers we need, a regularization pathway for out-of-status construction workers, and support for foreign apprentices. As our country faces a housing shortage and uncertainty in the face of tariff threats, Canada will immediately convene a tripartite advisory council comprised of federal government and union representatives, and industry leaders. This advisory council will work to identify on‑the‑ground labour needs and advise on the parameters for potential pathways that would bring in and retain the construction workers we need for the long term, with robust protections against abuse and a strong wage threshold. In an effort to build on the success of initiatives such as the out-of-status construction workers in the Greater Toronto Area pilot, IRCC intends to create a pathway that would offer opportunities for undocumented migrants in the construction sector. These undocumented migrants are already living and working in Canada, and are contributing to the sector, and this pathway will keep them here legally so that they can continue to build the homes our economy and communities need with the proper protections. More information about these pathways will be shared in the near future as the new advisory council meets to develop these important policies. Finally, to support foreign apprentices in construction programs and to address the current labour market needs in the construction sector, we are also introducing a temporary measure to allow foreign apprentices to complete their studies without a study permit, effective today. By removing this administrative barrier, apprentices will be able to gain the valuable skills they need to contribute to infrastructure projects more quickly. This recording originates from the Polinsys studios in Cambridge, Ontario. | Ottawa, March 7, 2025—Family reunification is an important part of Canada's immigration system, helping Canadian citizens and permanent residents sponsor their loved ones to live and work alongside them in Canada. Through the Parents and Grandparents (PGP) Program, the government is committed to reuniting as many families as possible. This year, Immigration, Refugees and Citizenship Canada (IRCC) intends to accept up to 10,000 complete applications for sponsorship under the PGP Program. Given there remains a number of interest to sponsor forms in the pool from 2020, IRCC plans to send invitations to apply to randomly selected potential sponsors from that pool instead of accepting new forms. This is the same approach taken for the intakes conducted from 2020 to 2024. As of February 5, 2025, processing times for PGP Program applications were approximately 24 months for those destined outside Quebec. They are 48 months for Quebec-destined applicants due to the province's more limited family class admission targets. To minimize wait times for clients, IRCC strives to strike a balance between the number of PGP Program applications received with the number of PGP Program spaces available through the Immigration Levels Plan in future years. Changes to the levels plan, such as the overall reductions to our immigration targets in the 2025–2027 Immigration Levels Plan, require IRCC to recalibrate the number of new applications that are accepted for processing. IRCC understands this approach will have an impact on the families who have not had an opportunity to submit an interest to sponsor form. For those interested in reuniting with their parents and grandparents for extended periods of time, the super visa remains available. This allows parents and grandparents to visit their children or grandchildren for 5 years at a time and provides multiple entries to Canada for up to 10 years. IRCC recently made the super visa more accessible by implementing a change to the health insurance requirement. Today, the Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship, announced that Ukrainians and their family members who arrived in Canada under the Canada-Ukraine Authorization for Emergency Travel (CUAET) on or before March 31, 2024, will now have until March 31, 2026, to apply for a new open work permit valid for up to three years, renew an existing work permit, or apply for a new study permit, subject to standard fees. Those who wish to renew their status as a visitor or student can continue to apply to renew as they have. These temporary measures will allow Ukrainians and their family members to continue to work and study in Canada during this difficult time, and eventually return home when it is safe to do so. A key part of these responsibilities is Canada's long-standing commitment to protecting the world's most vulnerable, including people affected by the conflict in Sudan. After violence erupted in Khartoum on April 15, 2023, Canada took on a leadership role, organizing discussions with like-minded countries to coordinate a response to the crisis. This included work to get hundreds of Canadian citizens and permanent residents and their family members out of Sudan, along with the launch of temporary and permanent immigration measures to help keep people safe and keep families together. As part of our ongoing work to help people in the region, the Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship, today announced that Canada will resettle more refugees affected by the conflict in Sudan over the next two years and increase the spaces available under the family-based permanent residence pathway. These measures will be delivered as part of the existing Immigration Levels Plan and could help more than 7,000 additional people impacted by the conflict in Sudan. Canada is committing to resettle up to 4,000 Sudanese government-assisted refugees by the end of 2026, and intends to support an additional 700 Sudanese refugees through private sponsorship. This includes up to 350 Sudanese nationals privately sponsored by groups of five and community sponsors for whom Canada also intends to waive the requirement for a refugee status determination document. More details will be available in the coming weeks. The Minister also announced that the number of applications accepted into processing for the family-based permanent residence pathway will increase from 3,250 to over 5,000, which will allow Canada to welcome approximately 10,000 people under this pathway. These changes give immigration and border services officers explicit authority to cancel electronic travel authorizations (eTAs) and temporary resident visas (TRVs) on a case-by-case basis, including when a change in a person's status or circumstances makes them inadmissible or no longer eligible to hold the document (for example, the person provided false information, has a criminal history or is deceased) an officer is not satisfied that someone will leave Canada by the end of their authorized period of stay the document is lost, stolen, destroyed or abandoned The changes also enable officers to cancel TRVs, eTAs, work permits and study permits issued to people when they become a permanent resident they are deceased, or the document was issued based on an administrative error The amended regulations came into force on January 31, 2025, and are published in the Canada Gazette II. These changes enhance the integrity of Canada's temporary residence programs and are expected to strengthen security at the border and within Canada. This recording originates from the Polinsys studios in Cambridge, Ontario. | January 30, 2025—Ottawa—Rural and Francophone minority communities make vital contributions to Canada's economy and culture, but they frequently face unique labour market and demographic challenges as the majority of Canadians and newcomers settle in Canada's urban centres. In particular, the Rural and Northern Immigration Pilot (RNIP) was successful in connecting businesses and employers in remote communities with the skilled newcomers they need to thrive. That is why the Government of Canada is introducing two new pilots—as committed to in March 2024—to help rural and Francophone minority communities attract and retain newcomers with the right skills to help their regions succeed as we work to establish the RNIP as a permanent program. Today, the Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship, announced the launch of the Rural Community Immigration Pilot and the Francophone Community Immigration Pilot, and the communities chosen to participate. These pilots will provide 18 communities with a permanent residence pathway to attract and retain newcomers who can fill key jobs and who want to live long-term in these areas. The Rural Community Immigration Pilot ensures that rural communities have access to programs that address labour shortages and help local businesses find the workers they need. The Francophone Community Immigration Pilot focuses on increasing the number of French-speaking newcomers settling in Francophone minority communities outside of Quebec. This ensures the economic development of Francophone minority communities, while also helping to restore and increase their demographic weight. Each selected community is represented by a local economic development organization, which will work with Immigration, Refugees and Citizenship Canada (IRCC) to identify its critical labour gaps, designate trustworthy employers and recommend suitable candidates to IRCC for permanent residence. IRCC has begun training the economic development organizations, and each community will provide details and timelines on when employers and prospective permanent residence candidates can expect to have a chance to apply. As part of the broader measures announced in September 2024, Immigration, Refugees and Citizenship Canada (IRCC) is changing open work permit (OWP) eligibility for family members of international students and foreign workers. Effective January 21, 2025, only spouses of certain international students and foreign workers will be able to apply for a family OWP. Family OWPs will be limited to spouses of international students who are enrolled in master's programs that are 16 months or longer doctoral programs, or select professional and eligible programs Family OWPs will also be limited to spouses of foreign workers who are employed in TEER 0 or 1 occupations, or select TEER 2 or 3 occupations in sectors with labour shortages or linked to government priorities These include occupations in the natural and applied sciences, construction, health care, natural resources, education, sports and military sectors. The full list will be available on January 21, 2025. In addition, the foreign worker must also have at least 16 months remaining on their work permit at the time when their spouse applies for the OWP. Dependent children of foreign workers will no longer be eligible. OWPs that were approved under the previous measures and have not expired will remain valid. In situations where students may need more time to complete their program or where family members received a shorter work permit than the principal applicant, in-Canada family members (including spouses and dependent children) can apply to renew their work permit as long as they are applying under the same criteria as the current work permit, and the requested duration of the renewal matches that of the existing study or work permit of the principal applicant Spouses of workers covered by free-trade agreements and those transitioning to permanent residence will not be impacted by these changes. The International Student Program must be sustainable, and students must be protected from abuse within the system. Over the past year, Immigration, Refugees and Citizenship Canada (IRCC) has taken significant steps to ensure the sustainability of the International Student Program by rooting out fraud and protecting students from bad actors and financial vulnerability. As announced in our 2025–2027 Immigration Levels Plan, Canada's temporary resident population will decrease over the next few years to align with our long-term economic goals and strengthen the integrity and quality of our temporary resident programs. Today, the Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship, confirmed that new regulations impacting the International Student Program have now taken effect, including the change to the number of hours international students may work off campus that was proposed earlier this year. With this change, eligible students can now work up to 24 hours per week off campus while their classes are in session. Moving forward, international students must apply and be approved for a new study permit before changing learning institutions. This change is in line with the important work we have been doing to strengthen the integrity of the International Student Program. Designated learning institutions (DLIs) play an important role in protecting the student program against misuse. Since 2015, IRCC has been working with DLIs to strengthen student compliance reporting. There will now be consequences for DLIs that fail to submit compliance reports or verify acceptance letters. With this change, a DLI could be suspended from welcoming new international students for up to a year for failing to provide the required information. Strengthening temporary residence programs for sustainable volumes, released by on 18 September 2024Good day ladies and gentlemen, this is IRC news, I am Joy Stephen, a certified Canadian Immigration practitioner, and I bring to you this Federal News Bulletin from CIC news release. This recording originates from the Polinsys studios in Cambridge, Ontario. | Canada has a long and proud history of welcoming newcomers from around the world who support our economy and enrich our country. In response to labour shortages and the aftershocks of the pandemic, the federal government took steps to meet the urgent needs of businesses and support our economic recovery. Since then, Canada's economy has evolved, and we must continue to adapt our immigration system to respond to new pressures, including a softening labour market. Earlier this year, Immigration, Refugees and Citizenship Canada announced a decrease in the number of temporary residents—from 6.5% of Canada's total population down to 5% by 2026. To achieve this goal, the federal government is taking action to manage the increase of temporary residents and hold employers misusing the system accountable. We are reforming the International Student Program, tightening eligibility requirements for temporary foreign workers, enforcing employer compliance more strictly, and making labour market impact assessments more rigorous to mitigate fraud, and more. To ensure the temporary residents we welcome to Canada can be supported adequately, the Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship, today announced additional measures to manage the volume of temporary resident arrivals, uphold the integrity of our immigration system and protect vulnerable people. IRCC made these announcements: announcing a further reduction in the intake cap on international student study permits for 2025 based on a 10% reduction from the 2024 target of 485,000 new study permits issued, and then stabilizing the intake cap for 2026 such that the number of study permits issued remains the same as 2025 For 2025, this means reducing study permits issued to 437,000 updating the Post-Graduation Work Permit Program this fall to better align with immigration goals and labour market needs limiting work permit eligibility, later this year, to spouses of master's degree students to only those whose program is at least 16 months in duration limiting work permit eligibility later this year to spouses of foreign workers in management or professional occupations or in sectors with labour shortages—under Canada's work permit programs (TFWP and IMP) Like many countries, Canada is experiencing more asylum claims as the number of displaced people worldwide continues to grow, and that contributes to growing temporary resident volumes. To align with our humanitarian responsibilities, the government has been working on several measures to address integrity issues and strengthen the in-Canada asylum system, including: implementing a partial visa requirements for Mexican nationals improving claims processing while maintaining the fairness and integrity of the asylum system, as announced in 2024 reviewing visa decision-making so that our highly trained officers have the right tools to detect fraud and reduce the number of non-genuine visitors exploring more measures to further strengthen visa integrity Actions we have taken, as well as the additional steps announced today, will strengthen our immigration system and help address the changing needs of our country. We have worked to ensure North America is the world's most competitive economic region and maintain strong bilateral, regional and multilateral cooperation. To support travel and people-to-people connections between Canada and Mexico, while also preserving the integrity of our immigration system, the Government of Canada is adjusting its travel requirements for Mexican citizens.As of February 29, 2024, at 11:30 p.m. Eastern time, Mexican citizens who hold a valid US non-immigrant visa or have held a Canadian visa in the past 10 years and are travelling by air on a Mexican passport will be able to apply for an electronic travel authorization (eTA). With the high number of Mexican citizens currently holding US visas, the majority will continue to enjoy visa-free travel to Canada. Those who do not meet these conditions will need to apply for a Canadian visitor visa. This responds to an increase in asylum claims made by Mexican citizens that are refused, withdrawn or abandoned. It is an important step to preserve mobility for hundreds of thousands of Mexican citizens, while also ensuring the sound management of our immigration and asylum systems.The application process for Mexican citizens seeking a work or study permit will not change. Mexican citizens who want to work in Canada will continue to have access to a wide number of existing labour pathways, including the Temporary Foreign Worker Program and the International Mobility Program.Canada supports ongoing travel, tourism and business with Mexico. We will continue to work with the Government of Mexico to strengthen our regular pathways to immigration, and with our provincial and territorial counterparts to support a system of managed migration as well as to support those in need of protection. Canada is expanding its network of visa application centres in Mexico to better serve these clients. These measures include a new Francophone immigration policy, the renewal and expansion of the Welcoming Francophone Communities initiative, a new program to support Francophone immigration, and the implementation of the Action Plan for Official Languages—and they will all strengthen the presence of French in Canada.Francophone immigration policyThe new policy promotes the vitality and economic development of Francophone minority communities. It paves the way for tangible, ambitious and innovative actions in the short, medium and long term that will enable progress towards restoring and increasing the demographic weight of these communities. It is also based on a series of measures such as promotion and recruitment support efforts, both in Canada and abroad, particularly for specific lines of business, in order to address labour shortages. The policy will also oversee the development of a new program and new measures dedicated to Francophone economic immigration.Welcoming Francophone Communities initiativeThrough the renewal of the Welcoming Francophone Communities initiative, 14 Canadian communities will continue to receive funding to foster the integration of French-speaking newcomers. The initiative's expansion will enable the Government of Canada to select up to 10 additional communities that will, in turn, be able to create environments that support the economic and socio-cultural integration of French-speaking newcomers.Francophone Immigration Support ProgramThe new Francophone Immigration Support Program will fund innovative projects to eliminate barriers to Francophone immigration. This will make it easier for Francophone minority communities to participate in international promotion initiatives and support and recruit French-speaking candidates.The Action Plan for Official Languages 2023-2028These initiatives are supported by an investment of over $137 million announced as part of the Government of Canada's Action Plan for Official Languages 2023-2028. The implementation of all the measures in the action plan demonstrates the federal government's firm commitment to the vitality of Francophone minority communities.The Minister also highlighted that the target of 4.4.% French-speaking resident admissions outside Quebec was surpassed in December 2023, reaching approximately 4.7% from January to December 2023, according to the currently available statistical data. Immigration, Refugees and Citizenship Canada (IRCC) will be able to confirm the complete 2023 statistics by February 2024. Last November, IRCC announced ambitious, realistic and achievable targets for the next three years. The targets for Francophone immigrant admissions outside Quebec are 6% in 2024, 7% in 2025 and 8% in 2026.These measures will facilitate the strengthening, long-term growth and vitality of Francophone minority communities outside Quebec. Today, the Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship, announced a new family-based humanitarian pathway for Sudanese and non-Sudanese nationals who resided in Sudan when the conflict began on April 15, 2023, so they can reunite on a permanent basis with their family in Canada. To be eligible, applicants must be a child of any age, grandchild, parent, grandparent, or sibling of a Canadian citizen or permanent resident who is living in Canada. Their family connection in Canada will also need to agree to support them and help them build their new life in Canada. Who is it available to? This is available to anyone in which hasn't personally owned or has a common-law/spouse who's owned a primary residence within the past 4 years Why would someone use it? This is beneficial to someone who is looking to save money for first home and not having the trouble of looking elsewhere of how and where to store the savings. How much can one contribute? An individual is allowed to contribute $8,000 per year, to a maximum of $40,000 for a lifetime. Lifetime means that you can only ever save up to $40k in this to buy your first time, you cannot go higher than this. Tax Tip: Is good for those looking for a way to also deduct their taxable income but also have to pay $0 in taxes once you withdraw, saving you $$ Grocery Rebate What is it? A sum of money given to you by the federal government to help assist with the cost of groceries. It is solely based on income, which the threshold is $X or Who is it available to? Anyone within the GST credit area, meaning, if you receive the GST credit, you'll be eligible to receive this rebate. How much will you receive? Episode 37: Ralph Pentland was Director of Water Planning and Management in the Canadian Federal Government from 1978-91. In that capacity, he was responsible for negotiating and administering numerous federal - provincial and Canada - U.S. Agreements, was responsible for administering the Canada Water Act and the International River Improvements Act, and was the primary author of the 1987 Federal Water Policy. Since 1991, Ralph served as a water and environmental policy consultant in many countries, served as Canadian Co-Chairman on several International Joint Commission Boards and Committees, collaborated with numerous non-governmental and academic organizations, including Chairing the Canadian Water Issues Council at the University of Toronto for a decade, helped negotiate major intergovernmental agreements in the Great Lakes- St. Lawrence and Mackenzie River Basins, assisted in the development of federal water export legislation, and was co-author of the book Down the Drain: How We Are Failing to Protect Our Water Resources. He is currently President of Ralbet Enterprises Incorporated, a Member of the Forum for Leadership on Water, a Board Member with LakePulse, and a Member of the Advisory Committee for Environmental Defense Canada. Amanda Coe was a fast rising star in the Canadian business world having worked for the Canadian Federal Government in her 20's. But then a mysterious health crisis sidelined her. Coe became extremely ill and was bedridden for months. “That really cut me off at the knees,” she says. It turned out she was diagnosed with ulcerative colitis, a bowel disease that left her with severe cramps, nausea, bleeding, and, at times, incontinence. “I had some dark moments,” Coe confesses. “And I thought if this is life, is it really worth living?” After more than a year dealing with this painful disease, Coe began her road back to health. The right medication combined with some major changes on the lifestyle front forced the disease into remission. Then Coe decided to make a major change in her business life as well turning to the health and wellness industry. She wanted to be part of the solution. “Often times it is our own health stories that drives us into the fitness industry,” she says explaining how she decided to buy into The Exercise Coach franchise in Scottsdale, Arizona. In this interview we talk about why muscle matters and how building muscle helped her come back after being weak and bedridden. “Studies show strength resistance training can add up to seven years to your life expectancy, “ she shares. “As we age we lose muscle mass. Over the age of 30, the average adult will lose 5-7 pounds of muscle every decade. Only way to maintain that strength or reverse muscle loss is resistance training. She also had to clean up her diet. Coe only eats anti inflammatory foods and, for her, that means no gluten, dairy, sugar or beans. “I implemented this change in eating a decade ago and that is what keeps me on track,” Coe explains. “The second I veer off and incorporate those foods into my diet I have a serious digestive disorders.” This powerful and painful health journey made Amanda Coe want to be an advocate for others. Now, in her 40's, she is a thriving business owner and a first time mom. “We can take control of our health and we can live our optimal life. The British Columbia Security Commission was created by the Canadian Federal Government through Orders in Council PC 1665 and 1666 on March 4th,1942. Its main role was to organise and supervise the uprooting and relocation of approximately 23 000 Japanese Nationals and Japanese Canadians. In addtion, it was to set up housing and welfare programmes including employment, education for children and medical services for the sick.
