Sebbene il Dicastero per gli Istituti di Vita Consacrata e le Società di Vita Apostolica abbia evidenziato difficoltà negli itinerari formativi e nella fase del discernimento vocazionale, la realtà vissuta da tanti fedeli laici e religiosi dell'IVE racconta una storia ben diversa.Chi ha avuto l'opportunità di collaborare con l'IVE sa bene che i membri di questa famiglia religiosa si dedicano con passione alla formazione e all'educazione della gioventù, alla missione evangelizzatrice e a numerose opere di carità e assistenza sociale. Tra le iniziative più apprezzate ci sono i ritiri per famiglie e le attività culturali e spirituali che hanno contribuito alla crescita cristiana di molte persone.Ridurre la storia e l'azione di questa comunità religiosa a mere problematiche interne significa ignorare un lavoro che da decenni porta frutti abbondanti.UN PROVVEDIMENTO SPROPORZIONATOLa decisione di affidare entrambi i rami dell'IVE a delegati pontifici con pieni poteri di governo, inclusa la possibilità di modificare le Costituzioni e sospendere per tre anni le nuove vocazioni, appare eccessiva e penalizzante per una comunità che ha dimostrato un grande slancio missionario. Si rischia, infatti, di minare la fiducia di chi, con dedizione e spirito di sacrificio, ha abbracciato questa vocazione e opera quotidianamente per il bene delle anime.Se è vero che ogni istituto religioso è chiamato a vigilare sulla qualità della formazione e sul discernimento vocazionale, è altrettanto vero che tale processo non può essere giudicato in modo generalizzato e sommario. Molti sacerdoti e suore dell'IVE sono esempi luminosi di dedizione e fedeltà alla Chiesa, e la loro formazione non può essere ridotta a una serie di "criticità" che giustifichino un commissariamento così drastico.L'IMPORTANZA DEL DIALOGO CON LA CHIESALa Famiglia Religiosa del Verbo Incarnato ha sempre mostrato una profonda fedeltà alla Chiesa e al Papa. Il provvedimento di commissariamento dovrebbe essere accompagnato da un dialogo aperto e costruttivo che permetta alla congregazione di rispondere alle osservazioni mosse senza però azzerare la sua identità e il suo carisma. La Chiesa ha bisogno di comunità vive e dinamiche, capaci di affrontare le sfide del mondo contemporaneo con fede e speranza.Sospendere le vocazioni e imporre una revisione drastica delle Costituzioni potrebbe avere conseguenze negative su un istituto che ha dato tanto alla Chiesa e ai fedeli. Mons. José Antonio Satué Huerto, vescovo di Teruel y Albarracín, sarà delegato ad nutum Sanctae Sedis dell'Istituto del Verbo Incarnato (ovvero i sacerdoti e fratelli coadiutori), mentre suor Clara Echarte, F.I., lo sarà per le Servidoras del Señor y de la Virgen de Matará (il ramo femminile). L'obiettivo, stando ai decreti, è quello di una «conversione ecclesiale».All'Istituto e alle Suore vengono ora contestate «gravi difficoltà negli itinerari formativi (...) e, in modo speciale, nella fase del discernimento vocazionale» - le criticità e i relativi provvedimenti si ripetono nei due decreti - e pertanto «pur evidenziando il grande slancio missionario dell'Istituto e un lodevole impegno personale di molti dei suoi membri» si dispone la sospensione di nuove vocazioni per tre anni e una «una profonda revisione del diritto proprio, che comporterà anche una decisa riduzione dei vari manuali e regolamenti attualmente in vigore». Entrambi i delegati pontifici guideranno i rispettivi rami «ad nutum Sanctae Sedis, con tutti i poteri di governo, a norma del diritto universale e delle sue Costituzioni, con pieno potere di abrogare queste ultime, se ritenuto opportuno e necessario. Successivamente verranno conferiti altri eventuali poteri che si rendessero necessari».Si sottolinea, inoltre, la necessità di «mantenere i contatti con i Vescovi delle Diocesi in cui è presente l'Istituto e svolgerà il proprio apostolato, in particolare con i Vescovi di Velletri-Segni (Italia) e San Rafael (Argentina)» (cioè dove la congregazione fu eretta canonicamente e dove nacque). Apostolato che si svolge anche in Medio Oriente: a loro è affidata la cura della nuova chiesa del Battesimo di Gesù, consacrata ieri in Giordania dal cardinale Parolin, in presenza del patriarca Pizzaballa che nel suo indirizzo di saluto ha pubblicamente ringraziato «la Congregazione del Verbo Incarnato, che, con i suoi sacerdoti e suore, ci offrirà un servizio spirituale in questo luogo».

Sau nhiều thăng trầm, quan hệ giữa Việt Nam và Vatican đã đạt được một bước tiến lớn với việc thông qua “Thỏa thuận Quy chế hoạt động của Đại diện thường trú và Văn phòng Đại diện thường trú Tòa thánh tại Việt Nam”. Thỏa thuận đã được thông qua vào tháng 7/2023 khi chủ tịch nước của Việt Nam vào lúc đó là Võ Văn Thưởng thăm Tòa Thánh và gặp giáo hoàng Phanxicô.  Đến ngày 23/12 vừa qua, Tòa thánh Vatican đã chính thức công bố việc Tổng Giám mục Marek Zalewski được giáo hoàng Phanxicô bổ nhiệm làm Đại diện thường trú đầu tiên của Tòa thánh tại Việt Nam. Tổng Giám mục Marek Zalewski nguyên là Sứ thần Tòa thánh tại Singapore và đã kiêm nhiệm Đặc phái viên không Thường trú của Tòa thánh tại Việt Nam từ năm 2018. Việt Nam là quốc gia Cộng Sản duy nhất mà Vatican có đại diện thường trú. Một sự kiện đáng chú ý khác trong quan hệ Việt Nam - Vatican đó là vào tháng 4 năm nay, lần đầu tiên một ngoại trưởng của Tòa thánh đến thăm Việt Nam, đó là Tổng Giám mục Paul Richard Gallagher. Chính quyền Hà Nội thì từ lâu cũng đã công nhận vai trò của Giáo hội Công giáo trong đời sống xã hội ở Việt Nam thông qua các hoạt động thiện nguyện, giáo dục, y tế, dạy nghề…. Tuy đã đạt được những bước tiến lớn như vậy, Hà Nội và Vatican cho tới nay vẫn chưa có dấu hiệu nào sẽ sớm bình thường hóa bang giao. Thậm chí, trong chuyến tông du của giáo hoàng Phanxicô đến Đông Nam Á và Thái Bình Dương, ngài cũng đã không đặt chân đến Việt Nam mặc dù trước đó giáo hoàng cho biết rất muốn là lãnh đạo đầu tiên của Giáo hội Công Giáo Hoàn Vũ đến thăm quốc gia vốn đã cắt đứt bang giao với Vatican sau năm 1975. Vì sao giáo hoàng đã không đến thăm Việt Nam trong chuyến tông du Đông Nam Á và Thái Bình Dương lần này? Trả lời RFI Việt ngữ ngày 02/09/2024, giảng viên lịch sử Đông Nam Á Trần Thị Liên Claire, chuyên về lịch sử tôn giáo ở Việt Nam, Đại học Paris Cité, giải thích:“Rõ ràng đó là do những thay đổi nhân sự lãnh đạo chính trị trong những tháng gần đây. Trước hết là vụ từ chức bất ngờ ngày 20/03 của chủ tịch nước Võ Văn Thưởng, người đã ký thỏa thuận với Roma về việc bổ nhiệm một đại diện thường trực của giáo hoàng ở Hà Nội. Tiếp đến là việc bổ nhiệm ông Tô Lâm làm chủ tịch nước ngày 22/05. Rồi đến ngày 19/07, tổng bí thư đảng Nguyễn Phú Trọng qua đời, sau đó ông Tô Lâm được Bộ Chính trị giao kiêm nhiệm tổng bí thư ngày 03/08.Những thay đổi nhân sự lãnh đạo kể từ tháng 3, và trong thời gian đó tổng bí thư Nguyễn Phú Trọng sắp qua đời nên rất khó cho Việt Nam đón tiếp giáo hoàng. Tôi cũng xin lưu ý là hồng y Parolin, nhân vật giống như là thủ tướng của Vatican, lúc đó đã thay mặt giáo hoàng gởi lời chia buồn đến chủ tịch Việt Nam và đã đề cao vai trò của ông Nguyễn Phú Trọng trong việc cải thiện quan hệ giữa Vatican với Việt Nam. Bản thân ông Nguyễn Phú Trọng cũng đã từng đến thăm Vatican năm 2013 và gặp giáo hoàng Benedicto 16.Đã có rất nhiều cuộc gặp cấp cao giữa hai bên, nhưng bối cảnh chính trị xáo trộn của Việt Nam trong những tháng gần đây giải thích vì sao không thể tổ chức chuyến thăm của giáo hoàng.”Như vậy là gần như sẽ không còn cơ hội cho giáo hoàng Phanxicô đến thăm Việt Nam như mong muốn của ngài, bởi vì vị lãnh đạo Giáo hội Hoàn vũ năm nay đã 87 tuổi rồi, sau chuyến tông du kéo dài đến 12 ngày lần này chắc là ngài sẽ không còn đủ sức để trở lại châu Á. Đây quả là điều rất đáng tiếc vì quan hệ giữa Tòa Thánh với Việt Nam đã được cải thiện đáng kể trong những thập niên qua, đặc biệt là thái độ nghi ngại của Hà Nội đối với Tòa Thánh đã giảm đi rất nhiều, thể hiện qua việc chấp nhận cho Vatican bổ nhiệm một đại diện thường trú ở Việt Nam, theo nhận xét của nhà nghiên cứu về lịch sử tôn giáo Việt Nam Trần Thị Liên Claire:“Năm 2023 đã cho thấy là sự nghi ngại của phía Việt Nam đối với Vatican đã xuống đến mức thấp nhất. Việc chủ tịch nước Võ Văn Thưởng vào tháng 07/2023 ký kết thỏa thuận lần đầu tiên chấp nhận cho Tòa Thánh bổ nhiệm một đại diện không thường trực ở Việt Nam là một sự kiện quan trọng. Đây là vị đại diện thường trực đầu tiên kể từ khi vị khâm sứ của Tòa Thánh ở miền bắc bị trục xuất vào năm 1959 và sau đó là khâm sứ ở miền nam bị trục xuất năm 1975.  Cho dù Tổng Giám mục Marek Zalewski chỉ là đại diện thường trú chứ chưa phải là sứ thần hay khâm sứ của Tòa Thánh, nhưng coi như đây là một đại diện của giáo hoàng, một chức vụ có tính biểu tượng cao và quan trọng.  Năm 2023 đánh dấu một bước ngoặt, nhất là với lời mời giáo hoàng đến thăm Việt Nam của chủ tịch nước lúc đó là Võ Văn Thưởng. Lời mời này được đưa ra một ngày sau khi chủ tịch Trung Quốc Tập Cận Bình kết thúc chuyến thăm Việt Nam.Rất có thể là chính sách của Việt Nam sẽ không thay đổi. Cho dù ông Tô Lâm không được xem là một nhân vật cấp tiến mà đúng hơn là một nhân vật bảo thủ, ở Việt Nam, chính sách tôn giáo không chỉ có liên hệ với tôn giáo, mà còn liên hệ với những mục tiêu về ngoại giao, kinh tế, chiến lược. Vị đại diện thường trực của Tòa Thánh sẽ làm việc với Ban Tôn giáo của chính phủ, với bộ Ngoại Giao và trong vài tháng nữa chúng ta sẽ biết chính sách của ông Tô Lâm sẽ như thế nào.Có thể nói là kể từ khi thời Đổi Mới, thái độ nghi ngại đó đã giảm đi rất nhiều. Không phải không còn những bất đồng, nhưng tình hình chính trị ở sẽ không ảnh hưởng đến những thay đổi trong ba thập niên qua.”Nói chung, đối với giảng viên Trần Thị Liên Claire, có thể nói là tiến trình bình thường hóa bang giao giữa Việt Nam và Vatican diễn ra chậm nhưng chắc:“Như tôi đã nói, vẫn còn những bất đồng, nhưng tôi muốn nhấn mạnh là đối thoại giữa hai bên chưa bao giờ bị gián đoạn, nhờ thái độ thực dụng của ba nhân tố chính: Đảng Cộng sản Việt Nam, Vatican và Hội đồng Giám mục Việt Nam.Diễn biến từ năm 1989, khi đại diện đầu tiên của giáo hoàng, hồng y Etchegaray, đến thăm Việt Nam, cho thấy tiến trình bình thường hóa bang giao từ 35 năm qua tuy chậm nhưng chắc. Tuy chưa có bình thường hóa, tức là chưa có một sứ thần của Tòa Thánh ở Việt Nam, nhưng từ năm 2007 đã có đến 5 lãnh đạo cao cấp của Việt Nam đã được tiếp ở Vatican: Thủ tướng Nguyễn Tấn Dũng, chủ tịch nước Nguyễn Minh Triết, tổng bí thư Nguyễn Phú Trọng, hai chủ tịch nước Trần Đại Quang và Võ Văn Thưởng. Không có một nước Cộng Sản nào là các lãnh đạo viếng thăm Vatican nhiều như Việt Nam, cho thấy là trao đổi diễn ra ở cấp cao nhất, chứ không chỉ ở cấp bộ trưởng Ngoại Giao. Những trao đổi cũng đã có từ năm 2009 với việc thành lập nhóm công tác hỗn hợp Việt Nam - Vatican. Nhóm này vẫn họp mỗi năm từ 2009 và đã đạt được kết quả là bổ nhiệm một đại diện thường trực của Tòa Thánh ở Việt Nam. Đối thoại giữa hai bên, chưa bao giờ bị gián đoạn, cũng đã giúp giải quyết vấn đề bổ nhiệm các giám mục, để cho các tu sĩ linh mục được đào tạo ở khắp nơi trên thế giới, cho phép Caritas, tổ chức thiện nguyện của Giáo hội, được hoạt động trở lại từ năm 2008.Có thể nói là đối thoại giữa từ ba thập niên qua đã giúp đạt nhiều kết quả tích cực, nhưng đã cần rất nhiều thời gian. Câu hỏi đặt ra bây giờ là Việt Nam có thể lập quan hệ ngoại giao với Vatican trước Trung Quốc hay không? Liệu Trung Quốc có chấp nhận điều đó hay không? Cả Vatican và Việt Nam đều phải tính đến phản ứng của Trung Quốc. Hồng y Parolin, vốn vẫn rất tích cực trong các cuộc đối thoại, đã nhiều lần nói rằng mô hình của Việt Nam có thể được áp dụng cho Trung Quốc, nhất là về việc bổ nhiệm các giám mục, một vấn đề rất nhạy cảm. Điều chính yếu đối với ba tác nhân là phải duy trì đối thoại và giải quyết theo từng trường hợp một. Tôi nghĩ là sự hiện diện của Tổng giám mục Zalewski ở Hà Nội cũng sẽ giúp giải quyết vấn đề đó.Việc bình thường hóa quan hệ sẽ không diễn ra ngay trong bối cảnh hiện nay ở Việt Nam, cũng như trong bối cảnh quan hệ giữa Vatican với Trung Quốc. Nhưng suy cho cùng thì điều đó có thật sự quan trọng không? Chủ yếu là phải làm sao cho cộng đồng tín hữu Công Giáo luôn có điều kiện thuận lợi nhất để sống đạo. Đó mới thật sự là điều quan trọng đối với Giáo hội Việt Nam và Vatican.”Thật ra thì theo cái nhìn của bà Trần Thị Liên Claire, đối với chính quyền Hà Nội, quan hệ tốt với Tòa Thánh có lợi cả về mặt kinh tế, lẫn địa chính trị:"Việt Nam là một trường hợp đặc biệt trong số các quốc gia Cộng sản, nhất là ở châu Á. Chính sách tôn giáo của Việt Nam không chỉ mang tính tôn giáo mà nằm trong chính sách chung về kinh tế, địa chính trị và quân sự. Trước hết là về kinh tế. Từ năm 1998, trong đạo luật Tự do Tôn giáo Quốc tế được ban hành dưới thời Bill Clinton, Hoa Kỳ gắn liền quan hệ kinh tế với tự do tôn giáo. Vì muốn bằng mọi giá hội nhập Tổ chức Thương mại Thế giới, phát triển hiệp định tự do mậu dịch với Hoa Kỳ và Liên Âu, Đảng Cộng sản Việt Nam đã phải nỗ lực cải thiện tự do tôn giáo vì lý do kinh tế. Những tiến bộ đó đã góp phần giúp Việt Nam đạt được những thành quả kinh tế quan trọng. Đảng phải đạt thành công kinh tế để bảo vệ tính chính danh của mình, mục tiêu là duy trì mức tăng trưởng cao. Năm nay Việt Nam là quốc gia có mức tăng trưởng đứng hàng thứ hai ở Đông Nam Á. Phải làm sao giữ chân các nhà đầu tư ngoại quốc, nhất là trong bối cảnh nhiều công ty đa quốc gia đã rời bỏ Trung Quốc để chuyển sang Việt Nam. Trong bối cảnh kinh tế đó, Việt Nam cần có quan hệ tốt với Vatican. Tuy đó không phải là yếu tố quyết định, nhưng mối quan hệ tốt đó là nhằm chứng tỏ Việt Nam đã có những nỗ lực về tự do tôn giáo.Lý do thứ hai là về mặt địa chính trị quốc tế. Việt Nam hiện là thành viên Hội đồng Nhân quyền Liên Hiệp Quốc cho nhiệm kỳ 2023-2025 và trước đó đã là thành viên không thường trực của Hội đồng Bảo an nhiệm kỳ 2020-2021, quan hệ tốt với Vatican cũng là thể hiện hình ảnh một quốc gia đáng tin cậy. Cho dù không thể so sánh Vatican với Hoa Kỳ, Liên Âu hay với các cường quốc châu Á như Ấn Độ hay Nhật Bản, nhưng Việt Nam vẫn theo đuổi chính sách ngoại giao "cây tre",  tức là giữ thế cân bằng trong quan hệ với các cường quốc. Tòa Thánh chỉ là một nước nhỏ, nhưng là một quốc gia có tính biểu tượng cao.Lý do cuối cùng là về mặt quân sự. Theo chính sách đa phương hóa, Việt Nam phải tránh bị phụ thuộc quá nhiều vào Trung Quốc trong bối cảnh căng thẳng ở Biển Đông. Quan hệ tối với Vatican cũng nhằm chứng tỏ với các cường quốc phương Tây là Việt Nam vẫn chủ trương đối thoại với các cường quốc này. Việt Nam hiện vẫn cố tìm những đối trọng với láng giềng Trung Quốc hùng mạnh. Tổng bí thư Nguyễn Phú Trọng đã đến thăm Hoa Kỳ vào năm 2015 và được tổng thống Mỹ đón tiếp tại Nhà Trắng. Ngoại trưởng Antony Blinken đã đến Việt Nam chia buồn sau lễ quốc tang ông Nguyễn Phú Trọng trong tháng 7 và ông đã nhấn mạnh đến mối quan hệ đối tác chiến lược giữa Hoa Kỳ với Việt Nam. Tân chủ tịch nướcTô Lâm cũng đã nhấn mạnh tầm quan trọng của quan hệ đối tác này và đã hoan nghênh  sự ủng hộ của Hoa Kỳ cho một nước Việt Nam vững mạnh, độc lập, tự chủ và thịnh vượng."

Sau nhiều thăng trầm, quan hệ giữa Việt Nam và Vatican đã đạt được một bước tiến lớn với việc thông qua “Thỏa thuận Quy chế hoạt động của Đại diện thường trú và Văn phòng Đại diện thường trú Tòa thánh tại Việt Nam”. Thỏa thuận đã được thông qua vào tháng 7/2023 khi chủ tịch nước của Việt Nam vào lúc đó là Võ Văn Thưởng thăm Tòa Thánh và gặp giáo hoàng Phanxicô.  Đến ngày 23/12 vừa qua, Tòa thánh Vatican đã chính thức công bố việc Tổng Giám mục Marek Zalewski được giáo hoàng Phanxicô bổ nhiệm làm Đại diện thường trú đầu tiên của Tòa thánh tại Việt Nam. Tổng Giám mục Marek Zalewski nguyên là Sứ thần Tòa thánh tại Singapore và đã kiêm nhiệm Đặc phái viên không Thường trú của Tòa thánh tại Việt Nam từ năm 2018. Việt Nam là quốc gia Cộng Sản duy nhất mà Vatican có đại diện thường trú. Một sự kiện đáng chú ý khác trong quan hệ Việt Nam - Vatican đó là vào tháng 4 năm nay, lần đầu tiên một ngoại trưởng của Tòa thánh đến thăm Việt Nam, đó là Tổng Giám mục Paul Richard Gallagher. Chính quyền Hà Nội thì từ lâu cũng đã công nhận vai trò của Giáo hội Công giáo trong đời sống xã hội ở Việt Nam thông qua các hoạt động thiện nguyện, giáo dục, y tế, dạy nghề…. Tuy đã đạt được những bước tiến lớn như vậy, Hà Nội và Vatican cho tới nay vẫn chưa có dấu hiệu nào sẽ sớm bình thường hóa bang giao. Thậm chí, trong chuyến tông du của giáo hoàng Phanxicô đến Đông Nam Á và Thái Bình Dương, ngài cũng đã không đặt chân đến Việt Nam mặc dù trước đó giáo hoàng cho biết rất muốn là lãnh đạo đầu tiên của Giáo hội Công Giáo Hoàn Vũ đến thăm quốc gia vốn đã cắt đứt bang giao với Vatican sau năm 1975. Vì sao giáo hoàng đã không đến thăm Việt Nam trong chuyến tông du Đông Nam Á và Thái Bình Dương lần này? Trả lời RFI Việt ngữ ngày 02/09/2024, giảng viên lịch sử Đông Nam Á Trần Thị Liên Claire, chuyên về lịch sử tôn giáo ở Việt Nam, Đại học Paris Cité, giải thích:“Rõ ràng đó là do những thay đổi nhân sự lãnh đạo chính trị trong những tháng gần đây. Trước hết là vụ từ chức bất ngờ ngày 20/03 của chủ tịch nước Võ Văn Thưởng, người đã ký thỏa thuận với Roma về việc bổ nhiệm một đại diện thường trực của giáo hoàng ở Hà Nội. Tiếp đến là việc bổ nhiệm ông Tô Lâm làm chủ tịch nước ngày 22/05. Rồi đến ngày 19/07, tổng bí thư đảng Nguyễn Phú Trọng qua đời, sau đó ông Tô Lâm được Bộ Chính trị giao kiêm nhiệm tổng bí thư ngày 03/08.Những thay đổi nhân sự lãnh đạo kể từ tháng 3, và trong thời gian đó tổng bí thư Nguyễn Phú Trọng sắp qua đời nên rất khó cho Việt Nam đón tiếp giáo hoàng. Tôi cũng xin lưu ý là hồng y Parolin, nhân vật giống như là thủ tướng của Vatican, lúc đó đã thay mặt giáo hoàng gởi lời chia buồn đến chủ tịch Việt Nam và đã đề cao vai trò của ông Nguyễn Phú Trọng trong việc cải thiện quan hệ giữa Vatican với Việt Nam. Bản thân ông Nguyễn Phú Trọng cũng đã từng đến thăm Vatican năm 2013 và gặp giáo hoàng Benedicto 16.Đã có rất nhiều cuộc gặp cấp cao giữa hai bên, nhưng bối cảnh chính trị xáo trộn của Việt Nam trong những tháng gần đây giải thích vì sao không thể tổ chức chuyến thăm của giáo hoàng.”Như vậy là gần như sẽ không còn cơ hội cho giáo hoàng Phanxicô đến thăm Việt Nam như mong muốn của ngài, bởi vì vị lãnh đạo Giáo hội Hoàn vũ năm nay đã 87 tuổi rồi, sau chuyến tông du kéo dài đến 12 ngày lần này chắc là ngài sẽ không còn đủ sức để trở lại châu Á. Đây quả là điều rất đáng tiếc vì quan hệ giữa Tòa Thánh với Việt Nam đã được cải thiện đáng kể trong những thập niên qua, đặc biệt là thái độ nghi ngại của Hà Nội đối với Tòa Thánh đã giảm đi rất nhiều, thể hiện qua việc chấp nhận cho Vatican bổ nhiệm một đại diện thường trú ở Việt Nam, theo nhận xét của nhà nghiên cứu về lịch sử tôn giáo Việt Nam Trần Thị Liên Claire:“Năm 2023 đã cho thấy là sự nghi ngại của phía Việt Nam đối với Vatican đã xuống đến mức thấp nhất. Việc chủ tịch nước Võ Văn Thưởng vào tháng 07/2023 ký kết thỏa thuận lần đầu tiên chấp nhận cho Tòa Thánh bổ nhiệm một đại diện không thường trực ở Việt Nam là một sự kiện quan trọng. Đây là vị đại diện thường trực đầu tiên kể từ khi vị khâm sứ của Tòa Thánh ở miền bắc bị trục xuất vào năm 1959 và sau đó là khâm sứ ở miền nam bị trục xuất năm 1975.  Cho dù Tổng Giám mục Marek Zalewski chỉ là đại diện thường trú chứ chưa phải là sứ thần hay khâm sứ của Tòa Thánh, nhưng coi như đây là một đại diện của giáo hoàng, một chức vụ có tính biểu tượng cao và quan trọng.  Năm 2023 đánh dấu một bước ngoặt, nhất là với lời mời giáo hoàng đến thăm Việt Nam của chủ tịch nước lúc đó là Võ Văn Thưởng. Lời mời này được đưa ra một ngày sau khi chủ tịch Trung Quốc Tập Cận Bình kết thúc chuyến thăm Việt Nam.Rất có thể là chính sách của Việt Nam sẽ không thay đổi. Cho dù ông Tô Lâm không được xem là một nhân vật cấp tiến mà đúng hơn là một nhân vật bảo thủ, ở Việt Nam, chính sách tôn giáo không chỉ có liên hệ với tôn giáo, mà còn liên hệ với những mục tiêu về ngoại giao, kinh tế, chiến lược. Vị đại diện thường trực của Tòa Thánh sẽ làm việc với Ban Tôn giáo của chính phủ, với bộ Ngoại Giao và trong vài tháng nữa chúng ta sẽ biết chính sách của ông Tô Lâm sẽ như thế nào.Có thể nói là kể từ khi thời Đổi Mới, thái độ nghi ngại đó đã giảm đi rất nhiều. Không phải không còn những bất đồng, nhưng tình hình chính trị ở sẽ không ảnh hưởng đến những thay đổi trong ba thập niên qua.”Nói chung, đối với giảng viên Trần Thị Liên Claire, có thể nói là tiến trình bình thường hóa bang giao giữa Việt Nam và Vatican diễn ra chậm nhưng chắc:“Như tôi đã nói, vẫn còn những bất đồng, nhưng tôi muốn nhấn mạnh là đối thoại giữa hai bên chưa bao giờ bị gián đoạn, nhờ thái độ thực dụng của ba nhân tố chính: Đảng Cộng sản Việt Nam, Vatican và Hội đồng Giám mục Việt Nam.Diễn biến từ năm 1989, khi đại diện đầu tiên của giáo hoàng, hồng y Etchegaray, đến thăm Việt Nam, cho thấy tiến trình bình thường hóa bang giao từ 35 năm qua tuy chậm nhưng chắc. Tuy chưa có bình thường hóa, tức là chưa có một sứ thần của Tòa Thánh ở Việt Nam, nhưng từ năm 2007 đã có đến 5 lãnh đạo cao cấp của Việt Nam đã được tiếp ở Vatican: Thủ tướng Nguyễn Tấn Dũng, chủ tịch nước Nguyễn Minh Triết, tổng bí thư Nguyễn Phú Trọng, hai chủ tịch nước Trần Đại Quang và Võ Văn Thưởng. Không có một nước Cộng Sản nào là các lãnh đạo viếng thăm Vatican nhiều như Việt Nam, cho thấy là trao đổi diễn ra ở cấp cao nhất, chứ không chỉ ở cấp bộ trưởng Ngoại Giao. Những trao đổi cũng đã có từ năm 2009 với việc thành lập nhóm công tác hỗn hợp Việt Nam - Vatican. Nhóm này vẫn họp mỗi năm từ 2009 và đã đạt được kết quả là bổ nhiệm một đại diện thường trực của Tòa Thánh ở Việt Nam. Đối thoại giữa hai bên, chưa bao giờ bị gián đoạn, cũng đã giúp giải quyết vấn đề bổ nhiệm các giám mục, để cho các tu sĩ linh mục được đào tạo ở khắp nơi trên thế giới, cho phép Caritas, tổ chức thiện nguyện của Giáo hội, được hoạt động trở lại từ năm 2008.Có thể nói là đối thoại giữa từ ba thập niên qua đã giúp đạt nhiều kết quả tích cực, nhưng đã cần rất nhiều thời gian. Câu hỏi đặt ra bây giờ là Việt Nam có thể lập quan hệ ngoại giao với Vatican trước Trung Quốc hay không? Liệu Trung Quốc có chấp nhận điều đó hay không? Cả Vatican và Việt Nam đều phải tính đến phản ứng của Trung Quốc. Hồng y Parolin, vốn vẫn rất tích cực trong các cuộc đối thoại, đã nhiều lần nói rằng mô hình của Việt Nam có thể được áp dụng cho Trung Quốc, nhất là về việc bổ nhiệm các giám mục, một vấn đề rất nhạy cảm. Điều chính yếu đối với ba tác nhân là phải duy trì đối thoại và giải quyết theo từng trường hợp một. So, welcome to Faciam Saintues, starting with the statue I'm retroactively associating with Cardinal Lojudice, that of St Gallicanus: FACIAM SAINTUE W/BRY AND FRY 1    This week of course we've got a double header, because they also covered our patron statue for Cardinal Zuppi, that of Saint Leonard of Noblac: FACIAM SAINTUE W/BRY AND FRY 2   All right, with that out of the way, let's get on with the show!   Welcome to Cardinal Numbers, a rexypod ranking all  the Cardinals of the Catholic Church we can get our hands on, from the Catacombs to Kingdom Come.    Check out the show notes for sources, further reading, and a transcript.   Today we're discussing another current Cardinal of the Catholic Church, one of the 120 or so people who will choose the next Pope when the time comes.   Pietro Parolin was born on January 17, 1955, in Schiavon, a community in the diocese of Vicenza, part of Italy's Veneto region. This is actually our third Cardinal from the Veneto region, if you remember Cardinals Marchetto and Gugerotti we laid Gugerotti's scene in fair Verona and Cardinal Marchetto was from Vicenza, the city that gives Pietro's home diocese its name. It's worth noting that Cardinal Marchetto was one of our three cardinals elevated this past year who were already over the age of 80, meaning Pietro will be our first actual Papal elector born in the diocese, which is fair enough because there's a lot more dioceses in the world than there are Papal Electors.   Anyways, Pietro was the son of Luigi Parolin, a hardware store manager, and his wife, and an elementary school teacher named Ada Miotti. Pietro was one of three children, having a sister, Maria Rosa, and a brother, Giovanni. At the age of 10 father Luigi died in a car accident, and young Pietro found a different kind of father in his pastor, who guided Pietro from altar serving to Vicenza seminary, which he entered in 1969 around the age of 14. Eleven years later, he was ordained as  priest for the Diocese of Vicenza at the age of 25.   Father Parolin got a couple years of pastoral work in before the Bishop decided to send him to Rome for additional studies in Canon law, presumably to put him to work for the Diocese but the trouble with sending promising young priests to Rome is sometimes Rome doesn't send them back. In 1986 he received his doctorate in Canon Law with a thesis on the Synod of Bishops, and that same year Fr Parolin entered the Diplomatic Corps for the Holy See–something I have to think wasn't *entirely* out of the blue, considering he had studied diplomacy at the Pontifical Ecclesiastical Academy while working on his doctorate. Either way, he was on board, his bishop was on board, and the Vatican was most certainly on board. He was off to sunny Nigeria to serve as an adetto, which is apparently Vatican-speak for an attaché, which is in turn diplomacy speak for a generic staff member for the main diplomat, in this case, presumably, the nuncio. He was soon promoted to secretary, and then, following the normal custom of the Holy See's Diplomatic Corps, promptly switched gears to three years of diplomatic service in Mexico. He kept rising through the ranks, becoming a Monsignor, and eventually undersecretary of the section for the Relations with the States within the Secretariat of State, which is a mouthful. This section of Monsignor Parolin's bio is the first time in all these bios I saw an Interdicasterial Commission mentioned, the multidepartmental role he served there seems to have served him well given his future posts.   Like several of our Cardinals, Parolin is knighted, which is interesting because Italy doesn't even have a monarchy but yup, on June 24th 2005 he was named knight grand cross of the Order of Merit of the Italian Republic.   On August 17, 2009, Pietro Parolin joined the upper crust of the Holy See's diplomatic corps, being named as the full on Nuncio to Venezuela. I'm sure there are exceptions, but generally you don't get to be nuncio without being a bishop, and in this case Monsignor Parolin was no exception– he was announced as Titular Archbishop of Acquapendente that same day.   A few years later, in 2013, Pope Benedict resigned the Papacy and Pope Francis was elected to replace him. By August of that year Archbishop Parolin was named as Pope Francis' Secretary of State. At 58, he was certainly on the younger end for a person holding such a high office, the last person to be Secretary of State before their 60th birthday was Eugenio Pacelli, the future Pope Pius XII. Dun dun dunnn… also, though it wouldn't be out of character for Pope Francis to ignore this rule, as Secretary of State Archbishop Parolin was canonically required to be made a cardinal whenever Pope Francis got around to nominating a fresh batch, which he did in February 2014. Parolin's name was at the top of the list, and I mean that literally, as we saw when we went through the 2023 consistory the new Cardinals are pretty much always listed by diplomatic precedence, or, you know, something along those lines.   Before he even took possession of his titular church, Pope Francis had nominated him to four dicasteries and the super-selective Council of Cardinals, where he's still a member- and his name is at the top of that list as well.   As Pope Francis' Secretary of State, part of Cardinal Parolin's job to run around with the giant scissors doing any ribbon cuttings and celebrations that might need done, for example in January 2017 he was named pontifical legate to the celebration of the 25th World Day of the Sick, and later that year he was named pontifical legate to the celebration of the eighth centenary of the consecration of the Basilica of the Cistertian Abbey of Casamari, Italy. The sheer quantity of such special missions nearly made me miss the fact that Pope Francis promoted him to the higher rank of Cardinal-Bishop in 2018. Most of the Cardinal-Bishops reach that venerable position at a late stage in their career indeed, with the only other Cardinal-Bishops who are still under 80 and thus eligible to serve as Papal Electors being Cardinal Tagle, who we discussed previously, and Cardinal Sako, the Chaldean Catholic Patriarch of Baghdad, who ranks as a Cardinal-Bishop automatically by virtue of being both a Cardinal and a Patriarch of a Sui Iuris–that is, self-governing–Catholic Church.   If I were picking the Italian I'd consider most likely to be the next Pope today, I'd pick Cardinal Parolin with little hesitation.    Cardinal Pietro Parolin is eligible to participate in future conclaves until he turns 80 in 2035.   Today's episode is part of Cardinal Numbers, and there will be more Cardinal Numbers next week. Tổng giám mục Ba Lan Marek Zalewski, đại diện thường trú đầu tiên của Vatican tại Việt Nam, nhậm chức ngay đầu năm 2024. Đây là sự kiện mang tính bước ngoặt, cho thấy những nỗ lực không ngừng của Tòa Thánh và Việt Nam trong suốt ba thập niên. Kết quả của quá trình cải thiện quan hệ song phương còn được thể hiện qua chuyến công du Vatican của chủ tịch nước Võ Văn Thưởng tháng 07/2023, tiếp theo là phái đoàn của đảng Cộng sản Việt Nam tháng 01/2024. Sắp tới, Việt Nam dự kiến lần lượt đón ngoại trưởng Tòa Thánh - tổng giám mục Paul Richard Gallagher và hồng y quốc vụ khanh Pietro Parolin.Trả lời RFI Tiếng Việt ngày 25/01/2024, giảng viên Trần Thị Liên Claire, chuyên về lịch sử tôn giáo ở Việt Nam, Đại học Paris Cité, nhấn mạnh đến vai trò, sự kiên nhẫn bền bỉ của ba nhân tố : Vatican, chính phủ Việt Nam và Giáo hội Việt Nam trong suốt hơn ba thập niên cải thiện quan hệ song phương.RFI : Vatican bổ nhiệm một đại diện thường trú ở Việt Nam. Hai bên đã trải qua một chặng đường như thế nào để đi đến được quyết định này ?Trần Thị Liên Claire : Quyết định này là kết quả của một quá trình khá dài, bắt đầu từ năm 1989 trong thời kỳ Đổi mới, lần đầu tiên một đại diện của giáo hoàng Gioan Phaolô II lúc đó là hồng y Etchegaray đã đến thăm Việt Nam. Kể từ đó, Hà Nội luôn duy trì mối quan hệ, trao đổi với đại diện của Tòa Thánh. Kinh tế lúc đó khó khăn và Việt Nam muốn mở cửa. Đến năm 1998, tổng thống Mỹ Bill Clinton đã đặt điều kiện hỗ trợ và mở cửa kinh tế với tự do tôn giáo. Cho nên có thể nói vì lý do kinh tế, Việt Nam đã cố gắng cởi mở về tôn giáo.  Đọc thêm : Hồng y Roger Etchegaray qua đờiTừ năm 2009, một tổ công tác hỗn hợp thường xuyên gặp nhau lúc ở Hà Nội, lúc ở Roma để tìm cách tái lập quan hệ ngoại giao. Năm 2011, tổng giám mục Girelli được bổ nhiệm làm đại diện Tòa Thánh không thường trú tại Việt Nam. Năm 2023 đánh dấu một chặng mới. Tổng giám mục Zalewski, sứ thần Tòa Thánh ở Singapore kiêm đại diện Tòa Thánh không thường trú tại Việt Nam, đã được bổ nhiệm làm đại diện thường trú của Tòa Thánh ở Hà Nội. Và đây là sự kiện đầu tiên kể từ năm 1976 sau khi khâm sứ Tòa Thánh cuối cùng bị trục xuất khỏi Việt Nam.Trong số những nước Cộng sản còn lại trên thế giới, chỉ có Cuba là có một đại diện như vậy, từ khá sớm, năm 1975 và ba giáo hoàng đã đến Cuba. Việt Nam là nước Cộng sản duy nhất ở châu Á có một đại diện thường trú của Tòa Thánh. Theo tôi, sự kiện này rất đặc biệt và quan trọng đối với cả châu Á, chứ không chỉ riêng Việt Nam.RFI : Có thể thấy là quá trình đàm phán kéo dài vài chục năm. Vậy đâu là những trở ngại để đến bây giờ mối quan hệ được cải thiện ?Trần Thị Liên Claire : Tôi nghĩ các cuộc đàm phán kéo dài trước tiên là vì hai phía có một quá khứ khó khăn và nhiều bất đồng. Nhưng quan trọng hơn cả là hai bên muốn đối thoại nên cần thời gian để lắng nghe, thấu hiểu nhau.Theo tôi, có rất nhiều trở ngại bởi vì kể từ năm 1975, mối quan hệ giữa Giáo hội và chính phủ Việt Nam rất căng thẳng. Ban Tôn giáo kiểm soát chặt chẽ mọi hoạt động tôn giáo, không đến mức đóng hết chủng viện, nhưng đi lại rất khó khăn, nhiều linh mục bị bắt, như linh mục Thuận, cháu của ông Ngô Đình Diệm, bị bắt ngay sau năm 1975. Đến năm 1989 thì mở cửa. Do bị khủng hoảng kinh tế trầm trọng nên Việt Nam phải thoát khỏi thế cô lập, nhất là sau khi quân đội Việt Nam tham chiến ở Cam Bốt, phải tái nhập vào cộng đồng quốc tế, gia nhập Tổ Chức Thương Mại Quốc Tế (OMC), trong khi Mỹ lại là nước quyết định. Do đó, đạo luật International Religious Freedom Act - IRFA của tổng thống Bill Clinton năm 1998 đã buộc Việt Nam phải cải thiện, phải tỏ thiện chí. Điều này cũng giải thích cho việc Hoa Kỳ công bố báo cáo thường niên về tự do tôn giáo ở Việt Nam.  Đọc thêm : Vatican được bổ nhiệm đại diện thường trú ở Việt Nam, một bước tiến quan trọng giữa hai nướcTôi nghĩ mối quan hệ được cải thiện là kết quả của ba yếu tố. Thứ nhất, ngoài lý do kinh tế, Việt Nam muốn thể hiện rằng khi trở lại trường quốc tế, họ cởi mở và sẵn sàng trao đổi với tất cả các bên. Đó chính là mong muốn tái hội nhập vào cộng đồng quốc tế, chứ không phải là muốn thể hiện khác với Trung Quốc. Nhưng phải nói rằng khả năng đối thoại của Hà Nội với Vatican cao hơn hẳn so với Bắc Kinh.  Yếu tố thứ hai là từ thời giáo hoàng Phaolô VI trong thập niên 1960, Vatican có chính sách hòa dịu với khối Cộng sản Đông Âu “Ostpolitik”. Theo đó, ưu tiên đối với Vatican là giáo dân, chiếm thiểu số ở những nước này nên phải sẵn sàng đối thoại với đảng Cộng sản. Giáo hoàng Phaolô VI kêu gọi chấm dứt chiến tranh Việt Nam và phải đối thoại với chính phủ Việt Nam. Có thể thấy ông khá dấn thân trong bối cảnh chiến tranh lạnh. Vì vậy, giám mục Parolin, hiện là quốc vụ khanh Vatican, đã đóng vai trò rất lớn trong tất cả các cuộc đàm phán. Ông là người đầu tiên đến Việt Nam năm 2004, cách đây 20 năm, và hiểu rất rõ Việt Nam do theo dõi các cuộc đàm phán trong suốt thời gian qua. Phía Việt Nam cũng biết ông rất rõ. Tôi cho rằng chính sự kiên nhẫn và khả năng trao đổi của ngoại trưởng và đặc biệt là của hồng y Parolin - người cũng theo dõi mối quan hệ với Trung Quốc - đã mang lại kết quả.Yếu tố cuối cùng là vai trò của Giáo hội Việt Nam, đã quen đối thoại với đảng Cộng sản từ năm 1975 để Cộng đoàn có thể tiếp tục thể hiện đức tin. Sau thời gian dài khó khăn đến năm 1989, nhiều linh mục đã có khả năng đàm phán và mang lại kết quả. Ví dụ năm 2008, hội Caritas của Giáo hội chuyên về các vấn đề xã hội, bị đóng cửa sau năm 1975, đã được mở cửa trở lại. Nhờ đó Giáo hội tham gia nhiều hơn vào hoạt động xã hội, như chăm sóc người mắc sida, người tàn tật, người nghiện hoặc trong suốt đại dịch Covid-19. Do đó, có thể thấy ba nhân tố chính giúp đạt được kết quả này : chính phủ Việt Nam, Vatican và Giáo hội Việt Nam.RFI : Việc bổ nhiệm một đại diện thường trú của Tòa Thánh tại Việt Nam có ý nghĩa như thế nào đối với Hà Nội, cũng như với Vatican ? Trần Thị Liên Claire : Đối với Việt Nam, đó là kết quả cho thấy rằng Việt Nam có thể tiến lên trong quan hệ ngoại giao, khác với trường hợp của Trung Quốc, hiện vẫn rất phức tạp. Thậm chí người ta nói rằng hồng y Parolin muốn dùng mô hình Việt Nam để thử cải thiện mối quan hệ giữa Vatican và Trung Quốc, ví dụ trong tiến trình bổ nhiệm giám mục. Trước đây ở Việt Nam cũng không dễ dàng gì nhưng theo tiến trình hiện nay, Vatican đề xuất 3 tên và chính phủ Việt Nam đưa ra ý kiến. Chỉ khi nào có đồng thuận thì giám mục mới được bổ nhiệm. Có thể thấy Bắc Kinh và Vatican không có khả năng đối thoại như vậy, bởi vì Trung Quốc có Hội Công giáo Yêu nước, được thành lập năm 1957, độc lập với Tòa Thánh.Đây cũng là điểm đặc biệt của Việt Nam, có nghĩa là chưa bao giờ có Giáo hội ly khai. Có lẽ là đảng Cộng sản Việt Nam cũng muốn nhưng không thành. Điểm khác biệt lớn so với Trung Quốc mang lại cho Việt Nam hình ảnh một đất nước cởi mở, có khả năng đàm phán với một Nhà nước tôn giáo, cũng như liên kết với Cộng đoàn, và cho thấy rằng chính phủ đối thoại với Vatican, đặc biệt là lời mời giáo hoàng tông du Việt Nam của chủ tịch nước Võ Văn Thưởng hôm 14/12/2023. Đây cũng là cách để giáo dân đánh giá cao quyết định này. Lần tiên sẽ có một giáo hoàng đến thăm một nước Cộng sản châu Á. Đọc thêm : Việt Nam và Vatican đồng thuận mở văn phòng đại diện thường trực của Tòa Thánh tại Hà NộiRFI : Trong thư gửi đến Giáo hội Việt Nam tháng 09/2023, giáo hoàng Phanxicô kêu gọi các tín hữu sống đúng tinh thần của “tín hữu tốt và công dân tốt”, nói một cách khác là hài hòa với chính sách của Nhà nước. Đây có phải là chủ ý của giáo hoàng ?Trần Thị Liên Claire : Tôi nghĩ đó là một chiến lược có từ rất lâu của Vatican. Vào khoảng thế kỷ 18 và 19, một giáo hoàng cử các nhà truyền đạo luôn nhắc nhở rằng “các vị không phải là đại diện cho một nước, các vị đến đó để truyền đạo và các vị phải tuân thủ chính quyền sở tại”. Điều này không có gì là mới.Theo suy luận của tôi, lịch sử Công giáo Việt Nam cho thấy giáo dân bị coi là đồng minh với thực dân Pháp, sau đó là với Mỹ. Cho nên ngay năm 1975, cha Bình, tổng giám mục Sài Gòn lúc đó, nói là sẽ hợp lực tái thiết quốc gia sau cuộc chiến kéo dài. Giáo hội Việt Nam chiếm số ít, chỉ 7% và muốn cho thấy là tuân thủ chính quyền. Ở Pháp cũng vậy, Giáo hội và mọi tôn giáo khác đều phải tôn trọng nước Cộng Hòa. Cho nên tôi không ngạc nhiên về yêu cầu của Vatican.Điều giáo hoàng muốn truyền tải là giáo dân tham gia vào đời sống xã hội, đồng thời cũng muốn nói là Vatican không đưa ra thông điệp chính trị. Tôi nghĩ rằng đây cũng là cách giải thích của Vatican đến giáo dân Việt Nam rằng giáo dân chúng ta là công dân của một đất nước và Giáo hội không kêu gọi phản đối chính phủ này. Điều này không chỉ đúng với mỗi Việt Nam mà còn với nhiều nước khác, nơi có những thiểu số tôn giáo khác. Đó là cách giáo hoàng muốn trấn an chính phủ Việt Nam rằng Giáo hội là một lực lượng năng động góp phần vào hài hòa xã hội. RFI : Trong tương lai, Việt Nam và Vatican có thể tiếp tục thảo luận về những chủ đề nào ? Trần Thị Liên Claire : Giáo dục là một vấn đề rất nhạy cảm vì người Công giáo không được thành lập trường học. Cho đến năm 1975, ở miền nam Việt Nam có rất nhiều trường học do nhà thờ quản lý nhưng sau đó bị đóng hết. Một trong hai thách thức trong những năm tới, đó là có thể mở được trường học không, trước tiên là tiểu học, rồi trung học cơ sở. Năm 2016, chính phủ Việt Nam đã chấp nhận thành lập Học Viện Công giáo, nhưng đó không phải là trường đại học như ở Paris, nơi dạy tất cả các môn. Dù vẫn chưa thực sự phát triển mạnh nhưng cho thấy là ý tưởng đã được thực hiện. Chúng ta chờ xem. Còn hiện giờ, giáo dục vẫn là lĩnh vực độc quyền của đảng Cộng sản.Chủ đề thứ hai cần được thảo luận là tài sản của Giáo hội, tương tự vấn đề tài sản với những tôn giáo khác. Đây là chủ đề rất phức tạp và sẽ phải được giải quyết theo từng trường hợp, chứ không chung chung. Tôi lấy một ví dụ về việc tịch thu tài sản của nhà thờ. Cuộc Cách mạng Pháp cũng đã tịch thu rất nhiều tài sản của Giáo Hội trong vài chục năm. Rất nhiều tài sản chưa bao giờ được trả lại cho Giáo hội. Do đó vấn đề không chỉ giới hạn ở Việt Nam, mà ở Pháp cũng vậy. Một ví dụ khác là tất cả các nhà thờ ở Pháp thuộc sở hữu của nhà nước và nếu một nhà thờ bị hỏng, nhà nước phải trùng tu. Vatican, Giáo hội Việt Nam và chính phủ Việt Nam có thể trao đổi về từng trường hợp để có những tiến bộ từng bước. Việc có một đại diện thường trú của Vatican chắc chắn sẽ hỗ trợ Giáo hội Việt Nam thảo luận với chính quyền. Chúng ta chờ xem diễn biến tiếp theo khi tổng giám mục Zalewski đến Hà Nội : Sự kiện đó sẽ thay đổi mối quan hệ song phương, cũng như cách giải quyết các vấn đề như thế nào ? Và đặc biệt là chuyến viếng thăm của giáo hoàng.RFI : Liệu chuyến thăm của giáo hoàng có thể sớm diễn ra ? Trần Thị Liên Claire : Tôi nghĩ là có thể. Cách đây không lâu tôi đến Roma theo lời mời phỏng vấn của đài phát thanh Radio Vatican. Giáo hoàng bị ốm, không chắc là sức khỏe của ngài cho phép ngài tông du Việt Nam ngay. Nhưng điều chắc chắn là Việt Nam đã mời. Đó là lời mời đầu tiên mà Vatican đề nghị từ rất lâu. Giáo hoàng đã đến nhiều nước châu Á, nhưng lại chưa đến Việt Nam, nước đông giáo dân nhất, dĩ nhiên là trừ trường hợp Philippines. Việt Nam có 7% dân theo Công giáo, Hàn Quốc là 11% nhưng dân số Việt Nam đông hơn. Trong mỗi chuyến tông du của giáo hoàng ở những nước có rất ít giáo dân như Thái Lan, Mông Cổ, Miến Điện, luôn có một phái đoàn Việt Nam tham dự.Ngoài ra, tôi muốn nhấn mạnh đến thông báo mời giáo hoàng, được đưa ra ngày 14/12, ngay sau khi chủ tịch Trung Quốc Tập Cận Bình rời Hà Nội. Tôi tin là chuyến thăm sẽ diễn ra. Nếu không phải là giáo hoàng Phanxicô thì sẽ là người kế nhiệm, nhất là từ giờ còn có một đại diện trường trú của Tòa Thánh ở Hà Nội. Chuyến tông du sẽ là một sự kiện rất quan trọng cho những giáo dân trông đợi từ rất lâu, cũng như cho đảng Cộng sản. Chuyến tông du sẽ mang lại lợi ích về mặt chính trị, cho thấy sự cởi mở của chính phủ vì chúng ta biết là hiện còn rất nhiều tồn đọng ở Việt Nam. Theo tôi, có thể là vào năm 2024, cùng lắm là 2025 nếu mọi chuyện tốt đẹp. Như tôi nói ở trên, Vatican muốn áp dụng mô hình Việt Nam cho mối quan hệ với Trung Quốc.RFI : Vậy chính phủ Việt Nam đánh dấu khác biệt với Trung Quốc trong cách xử lý vấn đề Công giáo và quan hệ với Vatican như thế nào ? Trần Thị Liên Claire : Tôi là nhà sử học nên tôi ngược dòng thời gian một chút để nhắc lại rằng trong văn hóa Nho giáo và trước thời kỳ thực dân, nước Đại Việt có Bộ Lễ quản lý vấn đề tôn giáo. Như vậy trong truyền thống xa xưa, chính quyền cũng quản lý các tôn giáo và điều này hoàn toàn phù hợp với Nho giáo. Tương tự tại Pháp, cũng có bộ Nội Vụ kiểm soát xem các tôn giáo hoạt động có phù hợp với nền Cộng hòa không. Nhưng như đề cập ở trên, truyền thống đoàn kết dân tộc ở Việt Nam cho rằng người theo đạo cũng có một vị trí, tích cực tham gia các hoạt động xã hội... Một điểm khác biệt nữa, đó là từ năm 1989, Việt Nam cho phép chủng sinh, linh mục ra nước ngoài học tập, như ở Roma, Pháp, Philippines, Hoa Kỳ. Họ được đào tạo bài bản, kết nối hơn với thế giới và theo những chương trình đào tạo trình độ cao về thần học và còn giảng đạo tại giáo xứ ở nhiều nước khác. Trung Quốc thì ngược lại. Because of this finding, variations of the most commonly used abortion pill, such as Mifeprex and generic mifepristone, “will remain available under the safety restrictions that were in effect prior to 2016.” Once reviewed and certified by the Supreme Court, the ruling will mandate that the FDA restore its original regulations in place in 2000. This means that the mifepristone approval will be capped at seven weeks, rather than 10, and require at least three in-person doctor visits to administer the drug.
