Health New Zealand Te Whatu Ora has implemented a freeze on hiring for all non-frontline roles – to bring down spending. This will include all hospital roles that are not patient-facing, and all public health roles that are not community-facing. Health New Zealand Chief People Officer, Andrew Slater, told Heather du Plessis-Allan “That pause is likely to be on as we enter July-August as well.” Slater said “This pause will move the recruitment process back down to local hands.” LISTEN ABOVE. Health NZ is standing by its processes, despite upset over staff having to pay back money received in error. The Nurses' Union is raising concerns over the pay back request, as Health NZ still owes workers $2 billion in under payments. HNZ Chief People Officer Andrew Slater says at any one time, only about one million in errors is being chased across a $10 billion pay roll. "This is just us making sure that people are paid accurately - and we are working with taxpayer money wisely." Operations are being postponed while junior doctors and nearly 300 Blood Service laboratory workers take industrial action. Its chief people officer Andrew Slater spoke to Corin Dann.
Health New Zealand says it's deeply concerned about today's dual strike action from junior doctors and blood workers. It's junior doctor's third round of strikes and the beginning of a week of action from Blood Service lab workers. Health New Zealand's accusing the unions of scheduling action at the same time, compounding patient impact. But Chief People Officer Andrew Slater told Mike Hosking that contingency planners have worked hard to ensure as much care as possible goes ahead. He says emergency departments are open, hospital patients will receive safe care, and unless you're contacted directly, still go to your outpatient appointment. Two-and-a-half-thousand junior doctors have been striking since 7 this morning over pay negotiations. The Resident Doctors Association says the latest offer meant about 600 registrars would have had pay freezes or cuts of up to 12 percent. Health NZ Chief People Officer Andrew Slater says no current resident medical officers would get a pay cut. "That's the reason we're going to facilitation that was granted by the ERA last night, so that we can get a facilitator to help us understand why they believe that's the case. Emergency department doctors say they have no idea if there will be enough security guards when they turn up for work on Friday. The government paid for 200 extra guards in EDs over summer as part of its 100-day plan, but that funding finished on Thursday. Some hospitals will now have no dedicated guards, but emergency doctors say they are needed every day. Te Whatu Ora chief people officer Andrew Slater spoke to Corin Dann.
Health New Zealand says it's going as fast as it can to combat huge delays in implementing pay rises. It's been three months since senior doctors and dentists settled pay negotiations, but most still haven't received agreed increases. The Association of Salaried Medical Specialists says some of its members have been told they won't get the extra money until June. Health New Zealand Chief People Officer Andrew Slater says their systems are the problem. "Most of our payroll systems aren't compliant with New Zealand law, they haven't been for over 10 years. Te Whatu Ora says it's taking a Covid data breach extremely seriously. The man downloaded large amounts of data related to vaccination, which has been posted to an overseas conspiracy site. The data was anonymised and Te Whatu Ora isn't aware of any National Health Index Numbers or personally identifiable information that's leaked. The talk is over, the ink is dry on the contracts, let the governance begin. Prime Minister-in-waiting, Christopher Luxon, is due to speak this morning, giving us the broad shape of what the 54th New Zealand government will look like. And let's hope that once they start the governing proper, we see the last of these sorts of headlines: “Te Whatu Ora's more than $100m consultant bill”. A $100 million on consultants. $70 million went to the big four firms. Deloittes, they were paid $43.6 million by Te Whatu Ora in the past year alone. Previous to that, they'd got $34 million a year, before that $19 million. PricewaterhouseCoopers were paid $9.4 million in the past year. Ernst and Young $7.9, KPMG $8.7 million. The Te Whatu Ora CFO, so the head of the of the money, he said the organisation couldn't disclose specific details about the contracted work. And this is where you go now into the gobbledygook that is professional bureaucratic speak. You might speak it. I mean, you might have had to learn to speak it so that you could advance in your career. I've never had to learn to speak it. I can still speak plainly and clearly, as can talk back callers. The last time we had this sort of gobbledygook was when the Police Commissioner was on. He speaks it so he might know. Perhaps I should ring him. Perhaps I should ring him and ask him what on earth this means. So we'd ask where the money had gone. Te Whatu Ora could not disclose specific details about the contract of work. I don't know why not. Public money. Public organisation. I don't know. I don't know how you wouldn't be able to disclose it. But some of the spending according to the CFO would have gone towards supporting change and transformation work resulting from the health reforms. For example, Te Whatu Ora has engaged consultants to assist with the development of new national operating models to establish the Pae Ora delivery unit within the organisation which provides support, governance, and oversight of our key strategic change initiatives and to assist with the implementation of new structures. What does that mean? It says nothing. It says absolutely nothing. I am still none the clearer as to where the money's gone. What? What are the initiatives? What are the key strategic change initiatives? Support governance? By the time you reach the end of the sentence, you've forgotten what the start of it was because there was nothing to hang on to. Unless you can interpret it for me, and I'd be very grateful if you do speak bureaucratic gobbledygook, I'd love to know what exactly that means. Where that money has gone. The bloke from Te Whatu Ora told Mike Hosking this morning that hey, $100 mil, sure, but at least they've got that down from the $139 million they spent last year. So this is not a one-off figure that you can say, okay, we're going to set up a system, establish the Pae Ora delivery unit within the organisation. So we've set it up, done it once, done it right, Bob's your uncle. Take my $100 mil and bugger off. No, we do it every year, it seems. $139 million last year, $100 million this year. If I was working in the health system, or waiting on an operation, and I woke up this morning and I heard that news story, I would be pretty dark heading off to work. What could you do with $100 million within the health system in a year. Andrew Slater, who was the bloke from Te Whatu Ora, their Chief People officer, explained what they'd spent some of it on. “Where we've really used those consultants over the last year has been doing some things where we just can't and doesn't make sense to have those skills in house all of the time. So for example, we've set up our national Security Operations Centre that is looking at all of our systems and making sure we keep New Zealand's data safe and private and well protected. And that would be an example of where we used one of those firms to kind of shoulder and bring that expertise to it.“ And that's great. I get that. If you need to bring in people short-term to deliver something, but why do you need to do it every single year? Like if you're bringing some data security experts in, don't you do it once, do it right and you've done it. How is it that you have to spend that sort of money every year? And why can't they tell us exactly? See that was good, Andrew. Some of that would have been spent on data security and protecting access to patients' records. There have been data breaches at health boards around the country, so great, good. But seriously. I know that too that there may well be restrictions around hiring. You might not be able to bring people in full time because that involves holiday pay and that involves all the other leave requirement, health and safety, and you know the whole holistic, nurturing and protection and care of an employee. So you think excellent, I'll get around that. I'll just hire a few contractors. They send me an invoice. I can pay. It doesn't have to go through the absolute ache of the hiring process, that's fine. What could you do with 100 million? You could fly in a whole bunch of specialist doctors on working holidays to clear the backlog, couldn't you? To clear the most immediate cases. I can understand spending $139 million on consultants to set up a new organisation, to set up a management unit. But every year? How do you justify that? Te Whatu Ora is standing by its $100 million consultant spend. Former boss Rob Campbell says the $102 million spent on consultants in the year to July is excessively high. This is despite it dropping from $139 million the year prior. Te Whatu Ora is blaming old tech for its failed payments. Up to 10,000 nurses in Auckland, Waitemata, Counties Manukau, and Nelson have still to receive their pay rises. The money was supposed to hit their accounts by September 27 at the latest. Te Whatu Ora Chief People Officer Andrew Slater told Mike Hosking that the situation is a big frustration for their people, and for them. He says many of the payroll systems that pay more than 90,000 people are out of date, and not up to the job Slater's assuring people they will be paid by the end of this, and next month. About 250 planned care procedures are likely to be deferred, although emergency care is still available. Te Whatu Ora's Andrew Slater says they're offering salary increases of up to 12.9 percent over the next 12 months. Te Whatu Ora is undeterred by revelations their contractors may not have been earning their keep. New documents show significant deficiencies in the agency's hiring processes, also revealing they had more than 1,000 highly paid contractors as of December last year. That number has dropped to just over 600 following the audit. Te Whatu Ora's Chief People Officer Andrew Slater told Mike Hosking a large number of the contractors were inherited. He says they're sorting it out, having cut more than half from December to June. Slater adds they have 16,500 people working back office jobs. Andrew Slater joins us for the podcast today. Andrew is the Head Baseball Coach at The Collegiate School. Paul and Andrew have known each other since they were both at St. Christopher's though Paul is a few years older. Andrew attended St. Christopher's through 6th grade and then went to Collegiate where he graduated in 1996. Andrew talks about getting a football scholarship to the University of Richmond where he also played baseball. He tells us how his life changed when he suffered a back injury at the end of his freshman year. He left UofR and headed to Auburn University where his brother Tom was a baseball coach. Andrew played baseball for two years at Auburn and spent a third year there as a student assistant coach and he said this is when he really developed a passion for coaching. He then went onto coach baseball at VMI and then Western Kentucky. In 2008, Andrew and his wife Samantha decided it was time to move back to Virginia and that's when he started at Collegiate. Paul and Andrew also discussed how Andrew believes it is important that kids play multiple sports when they are growing up. They discussed his baseball journey as a player and a coach and how Collegiate won a State Championship in 2016. Andrew talked about his other duties at Collegiate (he's busy,) his dad's work ethic and 1 on 1 basketball games with his big brother. Andrew finished by talking about Samantha and their three boys … Will (16), Jake (13) and Sam (11.)

Calls to Healthline's dedicated Covid-19 information line have more than quadrupled in recent days, leading to increased wait times for callers.A 56-year-old woman from Northland tested positive for Covid-19 after completing the required 14 days of managed isolation at the Pullman Hotel in Auckland.The woman twice tested negative while at the facility before being released on January 13. Before developing symptoms, she travelled to a number of places around the southern part of Northland.A full list of those locations, including two new shops - Carpet Court and Farmers in Whangarei - is at the bottom of this story.Andrew Slater, chief executive of National Telehealth Service, which runs Healthline, said the average call wait time after the 4pm press conference was up to 38 minutes.In December 2020, the average wait time for the Covid Information Line in December 2020 was 1 minute and 6 seconds.Just over 200 of the 1867 calls to Healthline came through the Covid-19 line on January 23, while the following day almost 1000 of the 2,674 phone calls received came through the Covid-19 line.Slater said a large number of the calls received were from people asking about the locations visited by the Northland Covid-19 case.The list covers a period from January 14 - the day after she left MIQ - to January 22 and includes nearly 30 supermarkets, clothing and electronic stores, cafes, restaurants, a gallery, plant centre, museum, pharmacy, vehicle testing station and tavern."Many callers were asymptomatic, but wanted to know if they should be tested because they had visited the locations both within the time windows of concern and outside of these," Slater said.The service called in additional staff both yesterday and today to cope with the increase in call volumes.As of 2pm Monday, Healthline had answered more than 2,000 calls in total.Meanwhile, Dr Bloomfield told Newstalk ZB's Heather du Plessis-Allan that while it's now known that the Northland woman caught the virus at the managed isolation facility, it will be investigated just how she caught it."What we do know is the whole-genome sequencing of the infection she's got directly matches that of someone else who was in the managed isolation facility at the same time and on the same floor, just a few rooms down," he said.He said one focus of the investigation would be on shared spaces in managed isolation facility.He said there was no evidence, such as CCTV footage, showing where the two people came into contact, but health officials "are not leaving any rock unturned".While he's wasn't sure if it is the case at the Pullman, he said some managed isolation facilities put occupants in vans to transport them to the location where they can complete their physical activity."That would be of course one of the places we would be looking."He said the investigation would review what mix of people are put into those vans."Whether they are people, some of whom, might have arrived just recently, tested negative, but have recently, mixed with people who've been there a while, and I guess that is one of the opportunities there could be for cross-infection so we'd want to just shut that down."When pushed by du Plessis-Allan on how many people have caught Covid-19 in managed isolation facilities, Bloomfield said he doesn't have the exact number but it was a "small" amount.0Asked whether there should be a "crackdown" on shared spaces in MIQ facilities, Bloomfield said it wouldn't be a crackdown, but a carefully review of how they're used, and whether there is mixing of people who have just arrived with people who've been there some time."What we've seen here the person who was leaving on the 13th has been infected by someone who arrived just a few days earlier and tested positive on day 3.
