A Clare member of the Association of Garda Sergeants and Inspector's National Executive says the Justice Minister will have to answer for the stripping of resources from this county. The AGSI is holding its annual conference in Kilarney today, and will be raising concerns over controversial new conduct and performance regulations and the Garda policing model, which led to the merger of the Clare and Tipperay divisions. The conference will be attended by Garda Commissioner Drew Harris and Justice Minister Jim O'Callaghan. Ennis-based Detective Sergeant Brian Howard has been telling Clare FM's Daragh Dolan that policy changes have made it increasingly difficult for Gardaí to do their jobs.

Education academics say decades of research has shown academic streaming in schools doesn't lift achievement and in fact, serves to drag down those students in lower streams. They say this disproportionately affects Maori and Pasifika students and the Education Minister and Ministry should direct schools to move to mixed ability classes for all.The most recent PISA international education study figures show that 90 per cent of New Zealand schools have streaming in at least one subject. The Education Minister Chris Hipkins has called streaming discriminatory, unfair without underpinning evidence, but says the government will not dictate what schools should do. Some political parties in Parliament have shot down a proposal by UDM's leader - Bantu Holomisa -for the national executive to be dissolved and replaced by unelected members of civil society and the judiciary to run the country until the 2024 national and provincial elections. They say such a proposal would not pass Constitutional muster.

The National Framework the NTEU national executive wants to take to the membership May 21 will they hope include the avoidance of stand-downs without pay; no new external appointments; redundancies to apply only where the work is ceasing permanently; asuals to receive the work where it is still required to be done; and superannuation payments to be maintained. If they can achieve these things then we would consider offsets that allow employers to implement some cost-saving measures in exchange, such as deferral of pay rises, limited fraction reductions and direction to work other duties.They say it is temporary, They say it is to save jobs. They say workers need to take a hit to keep the industry afloat. And despite the secret negotiations and the limited discussion hampered by constrains of zoom conferencing which gave dissenting voices only one minute to disagree or as has been alleged muting to ensure no discord the National Executive of the NTEU is going ahead with it's strategy of taking a national vote of membership May 21.I spoke to Liam Ward from RMIT in Melbourne about the #NoConcessionsNTEU campaign which has mushroomed around the country in response to the National Framework purposed.

The ANC will hold a media briefing at twelve noon, at which it's expected to formally announce the decisions taken by its NEC on President Jacob Zuma's future. The briefing follows the marathon meeting held by the party's National Executive committee in Irene outside Pretoria last night, where the NEC decided to call for a motion of no confidence in the president. Party president Cyril Ramaphosa and Secretary General Ace Magashule were sent to Zuma's official residence to ask him to step down. Some reports have said he asked for a further three months in office.
Cosatu has joined the SACP in questioning President Jacob Zuma's latest cabinet reshuffle, saying it's not convinced it is in the best interests of the country. The labour federation says Zuma has retained some of his most incompetent ministers. Cosatu says cabinet reshuffles should be about strengthening the capacity of government to deliver on its promises. It says ineffectual ministers like Bathabile Dlamini, Nomvula Mokonyane, and Mosebenzi Zwane are still part of the National Executive.
The ANC Youth League has welcomed the announcement by President Jacob Zuma on the cabinet reshuffle. They say they are pleased with the changes as it "brings some younger MPs and women into the National Executive in order to benefit from their energy, experience and expertise". The Twelve Apostles Church in Christ, as well as KwaZulu-Natal ANC politicians have rallied around President Jacob Zuma when he attended the church's international day of thanksgiving in Durban. Zuma was the guest of honour at the gathering, attended by more than 15 000 congregants from as far afield as Botswana. Church leader Siza Nonqgunga has spoken out against the sustained attack on Zuma amid allegations of state capture. These allegations have led to a resolution at a National Executive meeting of the ANC last week that Zuma should resign. Like Jesus, Nongqunga has challenged the person without sin to cast the first stone. Dries Liebenberg reports

The race is on for a new leadership of the ANC Youth League. The League will finally hold its national elective congress from the 4th to the 6th of September after numerous delays. The body has been under the administration of a national task team after it was disbanded by the ANC's National Executive in March 2013. This after its then-President Julius Malema was dismissed and a number of his executive disciplined for sowing divisions in the party's ranks. Several names have been touted to head the League, including former league leader Ronald Lamola, North West MEC Collen Maine, National Executive Committee member Pule Mabe and Tshwane league leader, Lesego Makhubela. Justice Albie Sachs is the first Richard & Ann Silver Pozen Visiting Professor in Human Rights. He will be on theUniversity of Chicago's campus for a two-day residency on January 26 and 27, 2009, as a preview of his return toteach in the College in Winter 2010. Justice Albie Sachs' career in human rights activism started at the age of seventeen,when as a second year law student at the University of Cape Town, he took part in the Defiance of Unjust LawsCampaign. The bulk of his work at the Cape Bar involved defending people charged under racist statutes and repressivesecurity laws. After going into exile in 1966, he spent eleven years in England and eleven years in Mozambique as lawprofessor and legal researcher. In 1988 he was blown up by a bomb placed in his car in Maputo by South African securityagents, losing an arm and the sight of an eye. During the 1980s working closely with Oliver Tambo, leader of theANC in exile, he helped draft the organization's Code of Conduct, as well as its statutes. In 1990 he returned home andas a member of the Constitutional Committee and the National Executive of the ANC took an active part in the negotiationswhich led to South Africa becoming a constitutional democracy. After the first democratic election in 1994 he wasappointed by President Nelson Mandela to serve on the newly established Constitutional Court. In addition to his workon the Court, he has travelled to many countries sharing South African experience in healing divided societies. He hasalso been engaged in the sphere of art and architecture, and played an active role in the development of the ConstitutionalCourt building and its art collection on the site of the Old Fort Prison in Johannesburg.
