As members of the Biden administration wrap up their duties ahead of next month's transition, the Office of Management and Budget's IT office is touting the “innovative” technological progress it's made over the past four years in the face of “unprecedented challenges.” In an impact report shared exclusively with FedScoop, OMB's Office of the Federal Chief Information Officer highlighted several of its tech-focused accomplishments throughout President Joe Biden's time in office, pointing specifically to work in artificial intelligence, open data, cybersecurity and quantum, all in service of further modernizing the federal government. Lawmakers in the House and Senate introduced a bipartisan bill Wednesday that would create an advisory panel aimed at developing a national strategy for technologies such as virtual and augmented reality. Under the United States Leadership in Immersive Technology Act, the Department of Commerce would be directed to establish such a panel that would advise the president on how to use those technologies, known collectively as immersive technologies or XR, for commerce, trade and economic competitiveness. That panel would also study XR and its impact on national security, according to a release from sponsor Rep. Suzan DelBene, D-Wash., announcing the bill. China's Ministry of Foreign Affairs published the statement, in which the Chinese government accuses Pelosi, D-Calif., of undermining U.S.-China relations and encouraging the "separatist forces for ‘Taiwan independence.’" Pelosi landed in Taiwan late Tuesday night local time, making her the highest-ranking U.S. official to visit the island since Newt Gingrich in 1997. "This is a serious violation of the one-China principle and the provisions of the three China-U.S. joint communiqués. It has a severe impact on the political foundation of China-U.S. relations, and seriously infringes upon China's sovereignty and territorial integrity," the Ministry of Foreign Affairs wrote. "There is but one China in the world, Taiwan is an inalienable part of China's territory, and the Government of the People's Republic of China is the sole legal government representing the whole of China." The People's Republic of China has long claimed sovereignty over Taiwan and the Taiwan Strait, the relatively narrow strip of ocean between the island of Taiwan and the Chinese mainland. The Chinese military has frequently sent planes into the area, testing Taiwan's air defense zone. The USS Ronald Reagan and a strike group are currently positioned near Taiwan after they left a port in Singapore on Tuesday. A Navy spokesperson confirmed the news but said it was a planned trip. Pelosi is traveling with a House delegation that includes Democratic Reps. Gregory Meeks of New York, Mark Takano of California, Suzan DelBene of Washington, Raja Krishnamoorthi of Illinois and Andy Kim of New Jersey. The legal filing marks the first time President Joe Biden's Justice Department launched a challenge against a state for abortion restrictions since the landmark June 24 Dobbs v. Jackson Women's Health Organization decision overturned a half-century of abortion access precedent, which the president decried as a "realization of an extreme ideology and a tragic error by the Supreme Court." The suit, filed in the U.S. District Court for the District of Idaho, contends that the federal Emergency Medical Treatment and Labor Act preempts the state law. The federal law requires physicians to perform medically stabilizing abortions in an emergency. Garland explained there are circumstances in which abortion is "necessary" if a patient is undergoing an unstable condition during pregnancy. Associate Attorney General Vanita Gupta, who leads the reproductive rights task force, said the DOJ is seeking a declaratory judgment that Idaho's law "violates the supremacy clause of the United States Constitution and is preempted by federal law where it conflicts with EMTALA." The federal agency's lawsuit noted that the state has "passed a near-absolute ban on abortion,” which after taking effect on Aug. 25 will make it a criminal offense to perform an abortion “in all but extremely narrow circumstances.” Health and Human Services Secretary Xavier Becerra also released a statement following the DOJ's announcement, saying the department will continue to partner with the DOJ to enforce federal laws protecting healthcare "including abortions." Meanwhile, the Idaho Supreme Court is slated to hear arguments Wednesday on challenges over its near-total abortion ban, according to the Idaho Press. California had more than 800 cases Tuesday, while Illinois had more than 500, according to data from the US Centers for Disease Control and Prevention. While the World Health Organization has declared the monkeypox outbreak a public health emergency of international concern, the Biden administration has not issued a nationwide public health emergency declaration. California is the third and largest state to issue a statewide declaration related to the disease. New York was the first to do so. California's move allows emergency medical services personnel throughout the state to administer FDA-approved monkeypox vaccines, expanding the pool of people able to inoculate residents against the virus even as a vaccine shortage persists. Illinois' declaration also will make more resources available to combat the virus, Gov. J.B. Pritzker said. The Chicago and state public health departments announced Illinois' first presumptive case June 2. Dr. Phillip Magness, the research and education director at the American Institute for Economic Research, shared a screenshot of a recent post from July 24 that Facebook fact-checked. “Independent fact-checkers reviewed the photo and said it was partly false,” the fact-check read. “Facebook added a notice to the post.” Magness called the fact-check “Orwellian.” “We live in an Orwellian hell-scape,” Magness posted. “Facebook is now ‘fact-checking’ anyone who questions the White House’s word-games about the definition of a recession.” Magness furthered his assertion in a recent Wall Street Journal (WSJ) op-ed that the U.S. is, in fact, in a recession, and that the Biden administration is trying to cover it up by “playing word games.” Newly released data shows the real GDP decreased at an annual rate of 0.9% in the second quarter of 2022, marking the second consecutive quarter of negative GDP growth. China's Ministry of Foreign Affairs published the statement, in which the Chinese government accuses Pelosi, D-Calif., of undermining U.S.-China relations and encouraging the "separatist forces for ‘Taiwan independence.’" Pelosi landed in Taiwan late Tuesday night local time, making her the highest-ranking U.S. official to visit the island since Newt Gingrich in 1997. "This is a serious violation of the one-China principle and the provisions of the three China-U.S. joint communiqués. It has a severe impact on the political foundation of China-U.S. relations, and seriously infringes upon China's sovereignty and territorial integrity," the Ministry of Foreign Affairs wrote. "There is but one China in the world, Taiwan is an inalienable part of China's territory, and the Government of the People's Republic of China is the sole legal government representing the whole of China." The People's Republic of China has long claimed sovereignty over Taiwan and the Taiwan Strait, the relatively narrow strip of ocean between the island of Taiwan and the Chinese mainland. The Chinese military has frequently sent planes into the area, testing Taiwan's air defense zone. The USS Ronald Reagan and a strike group are currently positioned near Taiwan after they left a port in Singapore on Tuesday. A Navy spokesperson confirmed the news but said it was a planned trip. The suit, filed in the U.S. District Court for the District of Idaho, contends that the federal Emergency Medical Treatment and Labor Act preempts the state law. The federal law requires physicians to perform medically stabilizing abortions in an emergency. Garland explained there are circumstances in which abortion is "necessary" if a patient is undergoing an unstable condition during pregnancy. Associate Attorney General Vanita Gupta, who leads the reproductive rights task force, said the DOJ is seeking a declaratory judgment that Idaho's law "violates the supremacy clause of the United States Constitution and is preempted by federal law where it conflicts with EMTALA." U.S. House Speaker Nancy Pelosi, meeting leaders in Taiwan despite warnings from China, said Wednesday that she and other members of Congress in a visiting delegation are showing they will not abandon their commitment to the self-governing island. "Today the world faces a choice between democracy and autocracy," she said in a short speech during a meeting with Taiwan's President Tsai Ing-wen. "America's determination to preserve democracy, here in Taiwan and around the world, remains ironclad." China, which claims Taiwan as its territory and opposes any engagement by Taiwanese officials with foreign governments, announced multiple military exercises around the island and issued a series of harsh statements after the delegation touched down in the Taiwanese capital, Taipei, on Tuesday night. Pelosi's trip has heightened U.S.-China tensions more than visits by other members of Congress because of her high-level position as leader of the House of Representatives. She is the first speaker of the house to come to Taiwan in 25 years, since Newt Gingrich in 1997. Tsai, thanking Pelosi for her decades of support for Taiwan, presented the speaker with a civilian honor, the Order of the Propitious Clouds. She was more pointed about Chinese threats in her remarks than Pelosi was. "Facing deliberately heightened military threats, Taiwan will not back down," Tsai said. "We will firmly uphold our nation's sovereignty and continue to hold the line of defense for democracy." Shortly after Pelosi landed, China announced live-fire drills that would start Tuesday night and a four-day exercise beginning Thursday in waters on all sides of the island. China's air force also flew a relatively large contingent of 21 war planes, including fighter jets, toward Taiwan. Pelosi noted that support for Taiwan is bipartisan in Congress and praised the island's democracy. Her focus has always been the same, she said, going back to her 1991 visit to Beijing's Tiananmen Square, when she and other lawmakers unfurled a small banner supporting democracy, two years after a bloody military crackdown on protesters at the square. That visit was also about human rights and what she called dangerous technology transfers to "rogue countries." Pelosi is visiting a human rights museum in Taipei later Wednesday before she departs for South Korea, the next stop on an Asia tour that also includes Singapore, Malaysia and Japan. Pelosi, who is leading the trip with five other members of Congress, met earlier Wednesday with representatives from Taiwan's legislature. "Madam Speaker's visit to Taiwan with the delegation, without fear, is the strongest defense of upholding human rights and consolidation of the values of democracy and freedom," Tsai Chi-chang, vice president of Taiwan's legislature, said in welcome. The administration of U.S. President Joe Biden has sought to tone down the volume on the visit, insisting there's no change in America's longstanding "one-China policy," which recognizes Beijing but allows informal relations and defense ties with Taipei. Pelosi said her delegation has "heft," including Gregory Meeks, chair of the House Foreign Affairs Committee, and Raja Krishnamoorthi from the House Intelligence Committee. She also mentioned Rep. Suzan DelBene, whom Pelosi said was instrumental in the passage of a $280 billion bill aimed at boosting American manufacturing and research in semi-conductor chips — an industry in which Taiwan dominates that is vital for modern electronics. So what's it going to take for the U.S. to pass a federal law? Rep. Suzan DelBene, D-Wash., was the first congressional lawmaker to propose federal privacy legislation in 2021. Her bill received praise from the U.S. Chamber of Commerce and other industry groups for its approach, but does the bill have what it takes to cross the finish line? Congresswoman Pramila Jayapal is a former Washington State Senator and a lifelong organizer for immigrant, civil, worker, and human rights. She was just re-elected to Congress for a third term with more votes than any Member of the House of Representatives. In 2016, she became the first South Asian American woman ever elected to the House. After coming to the United States alone at the age of 16, she later started the largest immigrant rights group in Washington State and is currently one of only 14 immigrants serving in Congress. As the Chair of the Congressional Progressive Caucus, Representative Jayapal is the lead sponsor of the Medicare for All Act, the College for All Act, the Housing is a Human Right Act, and the Roadmap to Freedom Immigration resolution.
