Notes and Links to Timothy Welbeck's Work Timothy Welbeck, Esq., is an affiliated faculty member in the Department of Africology and African American Studies, where he previously served as an Assistant Professor of Instruction. There he teaches an array of popular courses, including a course he developed entitled Kendrick Lamar and the Morale of the m.A.A.d city. More broadly, Timothy's scholarly work focuses on contemporary issues of racial identity in America, the intersection of racial classifications and the law in the American context, contemporary African American culture, and hip-hop as a microcosm of the Black experience. Timothy has also written several peer-reviewed journal articles including “We Have Come Into This House: The Black Church, Florida's Stop W.O.K.E., and the Fight to Teach Black History.” He also authored “Specter of Reform: The late Sen. Arlen Specter's Criminal Justice Reform, the Violent Crime Control and Law Enforcement Act of 1994, and its Role in Expanding the Modern Prison Industrial Complex,” explores the impact of the infamous 1994 Crime Bill in providing the infrastructure for mass incarceration within the United States. The research, funded by the Arlen Specter Center fellowship, examines how the federalization of criminal law, pursuant to the Commerce Clause, has led to expansive growth in federal law enforcement, imprisonment, and thus setting the foundation for the modern carceral state. Timothy's article “People's Instinctive Travels and the Paths to Rhythms: Hip-Hop's Continuation of the Enduring Tradition of African and African American Rhetorical Forms and Tropes,” examines hip-hop's continuation of centuries-old African cultural norms and aesthetic values. As an attorney, Timothy has long been an advocate for justice, using his legal expertise to defend society's most vulnerable individuals, including survivors of human trafficking, survivors of police brutality, and the indigent. He has also provided crisis management, guidance, and legal counsel to churches and nonprofit organizations across the globe. In that capacity, Timothy is the Chair of the Board of Directors for The Witness Foundation, and an Advisory Board member of For the Future Organization. Timothy has also served as the Civil Rights Attorney for the Philadelphia Chapter of Council on American-Islamic Relations (CAIR), where he defended the constitutionally protected civil rights and liberties of those who experience discrimination and harassment based on their faith, race, ethnicity, and/or national origin, particularly members of the Muslim community within Pennsylvania. As a hip-hop artist, he has released four full length recordings, shared the stage with national and international acts (Janelle Monáe, Jidenna, EPMD, Dead Prez, and Immortal Technique), won songwriting contests (Session 1 Grand Prize in 2010 John Lennon Songwriting Contest), garnered high compliments from hip-hop legends, industry taste-makers (Sway) and record executives (VP of A&R at Def Jam, Lenny S). His latest work, entitled ‘Trane of Thought, is a live recorded hip-hop album that melds songs from his first two albums the musical style of John Coltrane. Timothy presently serves as the Pastor of Formation and a Teaching Elder at Epiphany Church of Wilmington, bringing over twenty years of ministry experience. He fosters spiritual growth through expositional and topical preaching, community engagement, trainings, workshops and spiritual counseling. In his role, he equips Epiphany members to live out their faith practically in their communities and prepare others to do the same. Timothy's work as an attorney and scholar has allowed him to contribute to various media outlets, such as: Axios, BBC Radio 4, CBS, CNN, The Huffington Post, NBC, The New York Times, NPR, The Philadelphia Inquirer, REVOLT TV, The Washington Post, VOX, and 900 WURD AM. He has lectured nationally and internationally at esteemed institutions like: Magdalen College of Oxford University, Georgetown University, Swarthmore College, and provided invited keynote addresses at major corporations like 1Hotels, Campbell Soup, and Merrill Lynch. As a contributing writer, Timothy has bylines in The Huffington Post, The Philadelphia Inquirer, WHYY, and RESPECT Magazine. He earned his J.D. from Villanova University Charles Widger School of Law and his B.A. from Morehouse College, where he graduated cum laude and was awarded the Corella and Bertrand Bonner Scholarship. The butterfly effect is the idea that a small change in one part of the world can have huge consequences in another. It is often used as a metaphor for how our actions can shape the future in unpredictable ways. The term was coined by the American mathematician and meteorologist Edward Lorenz, who was studying the behavior of weather systems. He discovered that even tiny variations in the initial conditions of a weather model could lead to vastly different outcomes over time. He illustrated this with the example of a butterfly flapping its wings in Brazil and causing a tornado in Texas. What kind of systems exhibit the butterfly effect? The butterfly effect is crazy because what if soda companies never successfully used the “flavor enhancer” argument with the FDA almost a half-century ago...the almost $26 billion U.S. energy drinks market likely wouldn't exist today! Though, before we get into that FDA decision from 1980, you must first understand that the original recipes of both Coca-Cola and Pepsi included kola nuts, which contained caffeine but also provided a distinctive bitter flavor. Eventually, largely due to concerns about cost and product consistency…the “cola” flavor we recognize today is not the taste of the kola nut itself. Instead, it's a complex blend of multiple ingredients (including a standardized, isolated form of caffeine). So, with that industry shift in product and supply chain strategy, it no longer mattered if you were a cola beverage or a citrus-flavored soda like Mountain Dew…caffeine became a food additive. And that means…when the Tip Corporation acquired Mountain Dew from its founders in 1960, its decision to revamp the recipe (adding more caffeine than the typical cola) wasn't just paramount to the beverage's success but also to our butterfly effect. But throughout the 1970s, health concerns surrounding caffeine intensified…and by 1980, consumer advocacy groups started petitioning the FDA to remove caffeine from its "generally recognized as safe" (GRAS) food additives list. But in response to the FDA questioning the GRAS status of caffeine, packaged beverage manufacurers argued that they used the ingredient as a "flavor enhancer," not for its stimulant effects. Though, in the fall of 1980, the FDA proposed that caffeine be removed from the "Generally Recognized as Safe" (GRAS) list but stopped short of banning it, citing the need for further safety tests. Instead, the FDA made caffeine an interim food additive…and in the meantime, placed a limit on the amount that could be added to carbonated soft drinks. This decision was widely criticized by consumer advocacy groups, who proclaimed the FDA caved to the powerful beverage industry. But maybe even more infuriating, the FDA proposal to remove caffeine from the GRAS list (essentially reclassifying caffeine as a drug), which would have obviously put significant restrictions on its use in foods and beverages, was never finalized. But the ensuing regulatory uncertainty created a new pathway for beverages with high caffeine levels to enter the market under a different category. Under the 1994 Dietary Supplement Health and Education Act (DSHEA), ingredients like caffeine were presumed safe for use in dietary supplements unless the FDA could prove otherwise. This created basically a dual regulatory system where the same ingredient (caffeine) was treated differently depending on the product classification…allowing dietary supplement companies to develop and market “drinks” with much higher caffeine levels. And it resulted in the development of an entirely new beverage category, with modern energy drinks like Red Bull entering the U.S. market about three decades ago. This butterfly effect was crazy, right? If soda companies never successfully used the “flavor enhancer” argument with the FDA in 1980, today's U.S. energy drinks market wouldn't be $26 billion dollars in retail sales. Moreover, energy drinks would not have become status symbols…or basically aspirational mixtures, representing lifestyle taste and identity by association, making it arguably the most important beverage category.

Neuroscientists have mapped that music elicits similar feelings in the brain to when we satiate cravings, but what about the psychological impulse that drives listeners of a certain disposition toward everything they don't know? It's tricky to put your finger on, but artists able to conjure intrigue without overhawking the backstory can really cut through—just ask SAULT, [ar:pi:ar] or Gerald Donald. Then there are those who don't try whatsoever. These are the ones who stay in mind the most. In 2001, a striking 12" called Ship-Scope emerged through Chain Reaction, credited to Shinichi Atobe, with no other info available. Okay, mulled fans, this is probably a cat-and-mouse game dreamed up by someone on a label with a fine line in foggy obfuscation. Vainqueur on a wind-up? Another Moritz 'n Mark alias? But no: Atobe was real, and really had posted a demo to Hard Wax. It was that simple. Then he went back to his day job—until, after 13 years of silence, an even better follow-up emerged. From the near-perfect Butterfly Effect onwards, Atobe has built up one of the most revered catalogues in underground circles. A steady clip of elegant, transportive dub techno and deep electronics has arrived on Demdike Stare's DDS, complimented by the launch of his own label, plastic & sounds, earlier in summer 2025. Atobe has also made strides into the public domain, DJing intermittently, as well as performing live for the first time in 2023, gracing WWW at the tender age of 52. It's that debut 2023 show heard on RA.1009: a hypnotic yet comparatively pumping set full of unreleased Atobe material you won't find anywhere else. Contact with Atobe, as you might anticipate, is glacial: since we first reached out, the RA Mix has changed name, look and rolled over into its second millennium. Still, patience pays off.
