«There is nothing more permanent than a temporary migrant. Don't create any illusions that a fair share of migrants in not going to stay», says sociologist Hein de Haas, in this episode of «It's Not That Simples», a podcast by the Francisco Manuel dos Santos Foundation. One of the most enlightened but also thought provocative voices of migrations, Hein de Haas explains that this hot topic of today is neither a phenomenon nor a novelty. «Migration is part and parcel of who we are as human beings, as a society», he explains, emphasizing that migratory movements have been taking place «for as long as humanity has existed». The difference lies in Europe's position in this chessboard, having shifted from being a point of departure (in colonialism or world wars) to being a continent where citizens from all over the world arrive.  Highlighting that it is impossible to stop this movement, the sociologist warns against the hypocrisy of policies that punish migrants instead of those who accept them illegally. «In the United States, the number of employers who are prosecuted each year for employing undocumented migrants is between 10 and 15 a year, with no zeros», he claims. «If you would really be serious as a politician when you say 'I want to combat smuggling, I want to combat illegal migration'... If you really want to do that, you better punish employers», Hein de Haas explains, adding that the lack of consequences for those who employ them fuels exploitation and abuse. Breaking down the false narratives on this issue - from the left, which sees immigrants as «victims and refugees», and from the right, which speaks of the threat of those who «arrive to steal jobs» - the expert believes that these discourses hide the real problem: the fact that «in Western Europe and the US, there is the biggest labor shortage ever, especially of low-skilled migrants». Hein de Haas is a sociologist and a geographer who has lived and worked in the Netherlands, Morocco and the United Kingdom. He is currently Professor of Sociology at the University of Amsterdam (UvA). He has a Bachelor's in cultural anthropology and Master's degree in social and environmental geography from the University of Amsterdam and a PhD in social sciences from the University of Nijmegen. He has worked as a researcher at the University of Amsterdam and as a researcher and lecturer at the University of Nijmegen. He was visiting scholar at Bilkent University in Ankara (Turkey) the Program of Forced Migration and Refugee Studies at the American University of Cairo (AUC Egypt). He has been part of the International Migration Institute (IMI) at the University of Oxford and played a central role in lecturing and directing the newly established MSc in Migration Studies at the  Oxford Department of International Development (ODID). He was also a fellow at the Oxford Martin School and governing body fellow at Wolfson College. He is lead author of The Age of Migration: International Population Movements in the Modern World, a seminal text book in the field of migration studies. Dagelijks worden we bestookt met alarmerende berichten over stromen migranten. Het leidt tot polarisatie en verhitte debatten in de samenleving. Het laatste kabinet Rutte is erover gestruikeld. Maar, socioloog Hein de Haas, hoogleraar aan de Universiteit van Amsterdam, laat in zijn boek 'Hoe het echt werkt' geen spaan heel van de berichtgeving. Met de realiteit heeft het bitter weinig te maken. Vormen de migranten een bedreiging voor onze samenleving? Het tegendeel is eerder het geval.

In de turbulente, naoorlogse jaren vijftig waren er meer vluchtelingen, meer ontheemden op drift, relatief en absoluut. Dit vertellen komt verschillende partijen niet goed uit. Dystopische paniekzaaiers niet, maar ngo's en hulporganisaties soms evenmin. Zie hier ‘de perverse impuls van de getallen'. Om aandacht en prioriteit te krijgen kun je maar beter rampen verkondigen!Met Hein de Haas doorlopen we een aantal mythen die in de huidige verkiezingscampagne hardnekkig terugkeren en allesbehalve behulpzaam zijn voor effectief en zinvol beleid. Bovendien blijkt keer op keer dat er allerminst sprake is van een fenomeen achter de Hollandse dijken. Van veel buurlanden kan ook Nederland het nodige leren. En afleren.Ten eerste blijkt keer op keer dat kunstmatige reducties, quota en bovengrenzen alleen voor de bühne en op korte termijn indruk maken. Effect hebben ze zelden. Trumps muur, NSC's saldo van 50.000 migranten of het maximum van 15.000 asielstatusverkrijgers bij BBB lijden allemaal aan dit euvel. "Omtzigts 50.000 betekent ook 1 miljoen mensen erbij binnen 20 jaar, nietwaar?" De mechanismen om zulke kunstmatige restricties te laten werken trekken eerder extra migranten aan, zoals bleek bij Brexit. En ook bij de invoering van de 'Schengenvisa'. Ze klinken stoer, maar lossen niets op.Ten tweede is de aandacht voor 'arbeidsmigratie' zeker de moeite waard, maar dan moeten wel de feiten en realiteit leidend zijn. Wie een vrije economie wil, een flexibele arbeidsmarkt en slimme internationale connecties daarbij kan niet tegelijk roepen dat arbeidsmigratie een groot gevaar vormt.De zeer diverse vraag naar talent, menskracht en ook tijdelijke inzet daarvan is de belangrijkste oorzaak van migratiestromen. Wie daarop wil navigeren, zal de ruimte voor arbeid, banen en de vraag daarnaar moeten sturen. Dat geldt eveneens voor de opleidingen voor zulke banen en kansen daarop. De discussie over migratie is er dus een over werk, economische kansen en hun keuzen en beperkingen. Ook GroenLinks-PvdA en andere progressieve groeperingen kunnen dat niet negeren, waarschuwt De Haas. En de Italiaanse premier Meloni en in Hongarije Orbán laten cynisch zien hoe bij hen op dit punt anders gehandeld wordt dan gepraat!Ten derde is er de legendevorming rond emigratie uit arme landen. Feit is dat in het Westen vooral mensen uit opklimmende landen hun plek vinden. Van Mexico tot Turkije, van Marokko tot India. Vaak veel groter is de migratie tussen landen in the Global South.Hein de Haas vertelt hoe hij al decennia in de Todra Vallei in Marokko de realiteit van deze ontwikkelingen volgt. Migratie en werk elders zijn heel rationele, doeltreffende acties van juist de betergevormden die elders aan de slag kunnen. In regio's met grote conflicten of natuurrampen in Afrika vluchtten de armste en minst opgeleiden vooral naar buurgebieden. Ideeën bij D66 en vele jaren van Silvio Berlusconi voor een soort Marshall Plan voor Afrika om mensen van migratie naar Europa af te houden, zijn dan ook een denkfout. Eerder gebeurt het omgekeerde.Ten vierde klinkt ook al decennia dat 'de integratie is mislukt'. Cijfers over de bloei, kennisniveaus en ondernemerschap spreken zeker ook in Nederland andere taal. Uit de historie blijkt trouwens dat deze redenering al sinds halverwege de 19e eeuw klinkt bij elke nieuwe stroom arbeidsmigranten. De Haas wijst op segmenten onder migrantengroepen die bij hun integratie in laagwaardig en onzeker werk blijven steken. Daar moet en kan met doelgericht beleid rond taal en baankansen bewust gewerkt worden aan integratiesucces. Kritische geluiden op dit punt van de Britse minister Suella Braverman of bij ons Dilan Yeşilgöz bewijzen ironisch genoeg vooral dat de integratie allerminst mislukt is. Als migrantenkinderen vereenzelvigen zij zich immers met de bekende klachten!Zeer te spreken is De Haas over initiatieven als de staatscommissie-Van Zwol, die op dit moment de demografische veranderingen op lange termijn onderzoekt en daarover met een rapport komt. Want: ”De gouden regel hier is coherentie van beleid. Dagelijks worden we bestookt met alarmerende berichten over stromen migranten. Het leidt tot polarisatie en verhitte debatten in de samenleving. Het laatste kabinet Rutte is erover gestruikeld. Maar, socioloog Hein de Haas, hoogleraar aan de Universiteit van Amsterdam, laat in zijn boek Hoe het echt werkt geen spaan heel van de berichtgeving. Met de realiteit heeft het bitter weinig te maken. Vormen de migranten een bedreiging voor onze samenleving? Het tegendeel is eerder het geval.

Around the world, female entrepreneurs borrow less than their male counterparts. Many people suggest that the reason for this gap comes down to the fact that women select into less capital-intensive industries. But in a paper in the American Economic Journal: Applied Economics, authors J. Michelle Brock and Ralph De Haas show that implicit bias against women leads to more onerous ​​guarantor requirements on loans. The findings come from a lab-in-the-field experiment conducted with over three hundred Turkish loan officers and real-life loan applications. Brock says that the additional collateral requirements placed on female entrepreneurs could be a significant barrier to women running businesses. But there may be steps that banks can take to mitigate the problem.  Brock recently spoke with Tyler Smith about her and De Haas's experiment in Turkey and what lessons policymakers should take away from the results.
