Five states this year legalized marijuana use, either for medicinal or recreational purposes. Four of those states cleared marijuana use in ballot measures on Election Day. That brings the total number of states allowing some kind of marijuana use to 35. The landscape is changing rapidly for tribes aiming to capitalize on the growing legal cannabis market. States don’t have jurisdiction to enforce marijuana laws on reservations, but tribes have encountered resistance from some states where the drug is outlawed. In addition, tribes and states are both technically subject to federal law that classifies cannabis as a Schedule 1 controlled substance. We’ll get an overview of evolving tribal marijuana economic development efforts.

Ya Xu manages LinkedIn’s global team of data scientists that manage data science projects across the company’s products, sales, marketing, economics, infrastructure, and operations. She says the company takes active responsibility over the data they collect to ensure fairness and protect privacy. They are very proactive about how they maintain their members’ trust, either with how they share the data externally or leverage the data to create opportunities.LinkedIn’s fairness mission is that two people with equal talent should have an equal shot at opportunities. To reinforce this, they constantly test new products to determine if a new feature introduces any unintended consequences that might impact fairness. For example, LinkedIn’s referral button allows a job applicant to see if someone they know works in the company and ask for a referral. The unintended consequence is this feature will benefit individuals who have a big network vs. the general population. She says they typically have about 500-600 experiments running concurrently to test new products. One feature that encourages fairness is the push notification that anyone can sign up for that alerts you for when a new job becomes available. That notification is not dependent on your network, and they’ve noticed that this feature especially benefits people who don't have a strong social capital. They share examples like this to help product managers build more socially responsible features. The company has also found that when networks become more diverse, it increases mobility in the labor market. For example, LinkedIn’s Plus One Pledge that encourages people to accept an invitation from somebody who they traditionally would not have connected with has been very successful in opening opportunities for those with less social capital. On the topic of women in the workplace, she encourages women to advocate for themselves. “When I first joined Microsoft, I was the first statistician on the team. People didn't know what to do with me so I just defined what a statistician should be doing,” she says. “It’s up to you to define what kind of role you play in an organization. The more reactive you are, the more that people are going to give you orders. The more proactive you become, the better it is for the company.”Ya has been an individual contributor for most of her career focused on solving a specific problem, but once she became a manager, her perspective shifted. “What excites me now is actually being able to help my team to be more successful. It's almost like there's no way I could solve the problem better than the way that my team can solve the problem. It really excites me when I see their achievement.”She believes that women lead differently. “I have seen women leaders in extremely prominent positions be so humble,” she says. “I think women can be a lot more vulnerable, and it's actually a strength. When we are vulnerable in front of our team, then they relate to us. There's something different about women, and in a very good way.”RELATED LINKSConnect with Ya Xu on LinkedInRead more about LinkedIn EngineeringConnect with Margot Gerritsen on Twitter (@margootjeg) and LinkedInFind out more about Margot on her Stanford ProfileFind out more about Margot on her personal website

The premier episode of October Surprise features Chris Rieger of Butler: “I want to see economic investment in the surrounding communities, not just tucked away in these pockets of massive metro areas,” Rieger says. “I’d like to see more investment in infrastructure and renewable energy – these sorts of emerging industries – to give people in areas like the I-79 corridor a fair shake. … I want to see positive change affect us all, not just in tiny little corners of America.” October Surprise is a podcast created for citizens by citizens in PA’s new 16th Congressional District. Conversations educate listeners in Erie, Crawford, Mercer, Lawrence, and Butler Counties on key issues leading up to Election Day 2018.
The success and self-sustainability of families is critical to the overall well-being of our nation’s states. State legislators seeking to bolster economic opportunities for families in their districts have many challenging factors to consider and a wide field of policy options to choose from. To navigate this complex policy area, some of the best available tools for lawmakers are the wealth of knowledge developed by their colleagues and the work and guidance of national experts. The National Conference of State Legislatures’ annual Economic Opportunities for Families meeting, now in its 16th year, is a rare opportunity when those resources converge. Since 2003, 40 states have participated in this gathering, developing multi-faceted policy plans to build their workforce, provide asset development options for families and give additional support to workers to keep them on track. Hundreds of new enactments have been developed here, and each year builds upon the lessons learned from the year before. At the 2018 meeting, which took place in Denver, we interviewed three people to give their perspective on the value of the meeting and to share their thoughts on these critical issues. They include: Illinois State Senator and NCSL President Toi Hutchinson (D) Georgia State Representative Katie Dempsey (R) Patrick McCarthy, president and CEO of the Annie E. Casey Foundation Additional Resources Transcription of Episode 42

Fruit growers in the Western Cape are crying foul as they are not benefiting from drought relief funding because the money is targeted at livestock farmers. The Provincial Minister of Economic Opportunities, Alan Winde met with them yesterday to discuss drought relief measures. The province has received a 40-million-rand drought relief package from national government, but it is mainly meant for livestock and not plant based farming. What will then happen to fruit farmers? We speak to the Minister of Economic Opportunities, in the Western Cape, Alan Winde

A good job has long been the foundation for both financial stability and economic mobility. However, labor markets are changing. Of the 30 occupations expected to have the largest growth in the next decade, 23 will require a high school diploma or less. In addition to lower wages, these jobs, in industries such as home healthcare, retail sales, food preparation and service, often have irregular hours, limited benefits and limited opportunities for advancement. These jobs are found all across the country, which is why we took the Working in America series on the road to the Midwest. We partnered with the Federal Reserve Bank of Kansas City to host a luncheon forum to explore strategies for improving the quality of lower wage workers' jobs in addition to creating opportunities for career advancement. Panelists discuss the importance and advantages, to both workers and employers, of shifting our employment and workforce strategies to focus on “building ladders and raising the floor.” This discussion explores a diversity of perspectives from across the public, private, and nonprofit sectors. This event features Lisa Falcone (Director, Working Bridges Project, United Way of Northwest Vermont), Adrienne Smith (Chief Executive Officer, New Mexico Direct Caregivers Coalition), Walter Smith (Vice President, Human Resources, QuikTrip), and moderator Jon Willis (Vice President and Economist, Federal Reserve Bank of Kansas City) This event is part of the Working in America series, an ongoing discussion series hosted by the Aspen Institute Economic Opportunities Program that highlights an array of critical issues affecting low- and moderate-income workers in the United States and ideas for improving and expanding economic opportunities for working people. For more information, visit as.pn/workinginamerica. The Economic Opportunities Program advances strategies, policies, and ideas to help low- and moderate-income people thrive in a changing economy. We recognize that race, gender, and place intersect with and intensify the challenge of economic inequality and we address these dynamics by advancing an inclusive vision of economic justice. For over 25 years, EOP has focused on expanding individuals' opportunities to connect to quality work, start businesses, and build economic stability that provides the freedom to pursue opportunity. With nearly 2.2 billion people comprising the Global Church, there are more followers of Jesus in the world today than at any point in history. And yet, 21,000 children die silently every day from preventable and treatable diseases. Across the world, 1.4 billion people live on less than $1.50 daily. More than 260 million Africans cannot read or write. And, perhaps most troubling of all, the vulnerable and marginalized have no voice and no ability to respond to the systems and power structures that keep these realities exactly the way they are.It is time to wake the giant. It is time for the local Church and her 2.2 billion members to break out of her walls and intentionally push against the tide of disease, famine, illiteracy, extreme poverty and injustice. Across the world and in our own backyards, the local Church is perfectly positioned to bring about lasting change in its local community. But, community betterment activities can only be transformational when they are rooted in the Mission of Jesus. Lasting change must be gospel-centered and focused on the integrated nature of spiritual, social and material realities. Life in its fullness is rooted in Christ, pursuing His Kingdom on earth as it is in heaven. Transformational development must come from the ground up, with an integrated approach that cultivates local leadership and requires the participation and ownership from the community itself. It means walking with the community, and not doing for them what they can do for themselves once equipped. We must employ multi-faceted solutions that address the specific root causes of poverty within each community. Our solutions should aim to:Promote Health and Prevent DiseaseEducate the MarginalizedEmpower The Poor with Economic OpportunitiesEquip The Vulnerable to Break the Cycle Only then, will transformational development take place, and we will begin to see the Kingdom on earth, as God intended.
For some low-skilled workers, self-employment appears to be the best opportunity to improve their earnings, but is it? Dr. Magnus Lofstrom, research fellow with the Public Policy Institute of California, discusses whether self-employment improves the earning power of low-skilled workers as well as economic development policies that local and state governments could consider to help this vulnerable population.
