A trio of political outsiders frustrated by the way the city is managing a major road renovation in old town Goleta and other housing and infrastructure projects are running for office. As Noozhawk reports, three candidates have formed an alliance to replace the sitting mayor and two district council city council representatives. KCSB's Robert Stark spoke with mayoral candidate Richard Foster. In the Goleta mayor's race, Richard Foster is competing with mayor Paula Perotte, who was Goleta's first elected mayor and has been involved in serving on the council since 2010. Mayor Perotte declined an interview with KCSB News. A representative for her campaign said she didn't have time.

Bob joined the United States Army (USA) in 2002 as part of Airborne Infantry, and served for 4 years, reaching the rank of Specialist (SPC).In this episode Bob talks about his journey in joining the U.S. Army, and what it was like going through Basic Training, then onto Army Airborne School. He shares what it was like being sent to the 1st Battalion, 508th Infantry Regiment (1st of the 508th - Red Devils), in Italy, before being deployed to Iraq. This deployment saw his unit parachute into the country, being his 1st jump since Airborne School, and his 6th jump ever.Bob also shares what it was like returning home after 1 year away in a war zone, and then getting orders to join the 101st Airborne Division, at Fort Campbell in Kentucky. After arriving at the 101st, he deploys to Iraq for the second time, ahead of his transition back to civilian life. Robert Stark is a former army infantryman and the author of Warflower, a book about his upbringing in Alaska and his time in the military. His upbringing was a turbulent one — his dad was absent, his mom struggled with addiction, his brother spent time in prison and his step-dad is serving life in prison for murder. He says he was known as the kid with the family of degenerates — people who drank alcohol, did drugs, stole, and went to prison. Eventually, he found himself struggling with his own alcohol and drug problem. So, he joined the army to travel and to learn more about himself. It was a part of his life that altered his way of thinking and understanding of the world.  It's been 20 years since he served in Iraq, and he says he's still working through it. He talks about an experience when one of his fellow infantrymen shot and killed an Iraqi man under questionable circumstances. It was a moment that made him start questioning everything — what they were really fighting for, and how was this man's act so much different than the one that put his step-dad in prison for life? There was so much to work through after finishing his military service — on top of his family history, he was now thinking about the fog of war. So, he found himself dissociating from his memories and isolating himself for days at a time, smoking weed and drinking.  It took him years to step away from his substance abuse and to gain some clarity and accept the things he had seen and the things that he had done. He spent some time in India and Nepal doing yoga retreats and meditations. He would sit there and visualize the situations he struggled to understand — he would work through them as if he were the people acting them out and then he would embrace them with love and understanding of what led them to making the decisions they made. It's a technique that helped him understand what he didn't understand.  Today, in times of personal crisis, he regains his equilibrium by going on walks on his property in Happy Valley, Alaska. Peaceful walks in the woods, among the trees and the birds and the mountains in the distance. He thinks of his wife and his daughters and the man he wants to be — loving, dependable and present.

Due to a loophole in the state's long established Housing Accountability Act, builders in some of So Cal's wealthier areas are going around zoning restrictions to build more low income housing. KCSB's Robert Stark speaks with Liam Dillon, who covers housing issues for the LA Times, about the implications of the so-called "builders' remedy" law - which could lead to a building boom. For Santa Barbara's South Coast, Carpinteria is required to add 901 new units and, the Independent reports, is on track to complete its housing elements deadline. However both Santa Barbara and Goleta have yet to put forth housing elements proposals that meet the State's guidelines. The deadline to submit notarized plans is February of next year.

The Debate Over Diablo Canyon

The California legislature has passed SB 846, extending the Diablo Canyon nuclear plant five years past its original expiration date in 2025. It's California's only operational nuclear plant, located near San Luis Obispo. But the debate continues. Pro-nuclear proponents say shutting down Diablo means killing an energy source that's reliable and cheap, although “cheap" depends on who ask. Opponents say Diablo wastes millions of gallons of water for cooling and sits on several earthquake faults, bringing up concerns over what would happen in nuclear-plant disaster like in the case of Chernobyl or Fukushima. KCSB speaks with those on opposite ends of the debate: pro-nuclear proponent Michael Shellenberger, and opponent Linda Steeley with the grassroots organization San Luis Obispo Mothers for Peace. This interview stated the university's research budget is $200 million, but listeners should know that the latest figure is $300 million. The Institute of Collaborative Biotechnologies (ICB), headquartered at UCSB, has received funding for research to develop technological innovations in systems and synthetic biology, bio-enabled materials, and cognitive neuroscience. Congressman Salud Carbajal's office said in a statement to KCSB News that the Congressman “believes a strong national defense is essential to maintaining our domestic security and advocates for responsible, effective, and efficient defense spending with comprehensive Department of Defense audits to assure that efficiency.” In a statement to KCSB News, UC Santa Barbara's Shelly Leachman said that no weapons research is conducted at UCSB.

Intro.(1:39) - Start of interview.(2:15) - About UC Hastings and the Center for Business Law [that we are building together!](5:10) - Jared's "origin story": he grew up in Michigan, attended the U. of Michigan (BA political science) and Columbia Law School (JD). A book on the bankruptcy of Marvel Comics led him to bankruptcy law and practice. After graduation he joined Brown Rudnick in NYC ('07-'11). He later joined academia as a Teaching Fellow and Lecturer in Law in Corporate Governance & Practice at Stanford Law School ('11-'14). He joined the UC Hastings Faculty in 2014.(9:38) - Start of discussion about his latest article The Rise of Bankruptcy Directors: "Traditionally bankruptcy is about a court process, not a board process." But his research shows that the boardroom increased its prominence in bankruptcy starting in about 2012-2013, where many distressed companies, especially those controlled by private equity sponsors, prepared for bankruptcy by appointing independent directors (which they call "bankruptcy directors") to their boards of directors with the power to make key bankruptcy decisions.(13:03) -  On the new cohort of "bankruptcy directors" and the parallels with venture capital and Silicon Valley [Their dataset consists of the boards of directors of 528 firms and the 2,895 individuals who collectively hold 3,038 directorships at firms in bankruptcies from 2004-2019]: "The change is that a practice that was once relatively uncommon has become ubiquitous and a central and standard part of the process of preparing for a Chapter 11 bankruptcy filing, leading to the growth of an industry of professional bankruptcy directors who fill this new demand for bankruptcy experts on the board of distressed firms."(15:08) - On the question of fiduciary duty of loyalty and conflicts of interests of bankruptcy directors (particularly regarding the private equity controlling owners) and the emergence of "super-repeater directors".(16:38) - The example of the Nine-West bankruptcy.(21:34) - Whether bankruptcy judges will incorporate some standards such as those used (for example) by the Delaware Chancery Court on the independence of directors, board conflicts and the decision-making process of the board.(23:02) - On his finding that unsecured creditors recovered 21% less when a bankruptcy director is appointed.  On the lucrative new bankruptcy director role.(26:04) - On his proposal that the court regard bankruptcy directors as independent only if creditors support their appointment.(29:03) - "The elevation of the board is an important (new) trend in the bankruptcy process." Recent events have made us more aware of this potential hazard. Smoking is commonly banned in places of work and public areas for health reasons, but fire affects everyone, especially on a boat. It would be relatively easy to ban smoking on American liveaboards, but less so in foreign countries where smoking is de rigueur. His goal: to keep diving until he reaches 100. **Check That Your Tank Valve is Fully Open** Critical reminder: Before diving, take a couple of breaths from your regulator while checking the pressure-gauge needle stays steady. Finnland nahm eine Sonderrolle im Bündnisgefüge Nazideutschlands ein: Als nordischer "Waffenbruder" verweigerte man den Deutschen die Herausgabe der eigenen jüdischen Bevölkerung und die Implementierung antisemitischer Politiken und blieb bis Kriegsende ein demokratischer Staat. Die komplexe Weltkriegsgeschichte Finnlands wurde in den letzten Jahren vermehrt kritisch reflektiert. Die Theorie eines "Separatkrieges", die "driftwood theory" und das Verhalten der finnischen Eliten kamen zunehmend in den Fokus einer neuen kritischen Historikergeneration. Anlass, dieser sehr kleinen Geschichte im großen Geschichtspanorama des 2. Weltkrieges und des europäischen Faschismus nachzugehen, ist die Eröffnung der Brauereikneipe "Bryggeri Helsinki" im Prenzlauer Berg. Der Geschäftsführer dieser Gaststätte und der gleichnamigen Brauerei ist Vorsitzender des SS-Traditionsvereins "Veljesapu-Perinneyhdistys ry" (Brüderhilfe e. V.) in Finnland. Die "Brüderhilfe – Traditionsvereinigung" ist eine finnische Hilfs- und Erinnerungsorganisation von ehemaligen Waffen-SS-Mitgliedern. Der eingetragene Verein wurde 1955 gegründet um eine Unterstützung der Waffen-SS-Veteranen zu organisieren, weil diese vom finnischen Staat keine Veteranenrente erhielten. Nach Angaben des Vereins waren 2018 noch 10 von ursprünglich 302 darin organisierten Waffen-SS-Veteranen am Leben. Robert Stark, Alumni-Studienstipendiat der RLS, M.A. Judaistik und Holocaust Studien, studierte an der FU Berlin, dem Touro-College Berlin und der Universität Prag. Er lebt im zentralfinnischen Tampere, bereitet eine Promotionsbewerbung in Helsinki vor und beschäftigt sich mit der jüngeren finnischen Geschichte.
