Since I started in my position of Community Building Grants (CBG) manager at CEA, a program focused on a subset of city and national EA groups, I noticed that not everybody has an understanding of what city and national groups are doing, and how they could be impactful. With this post I would like to highlight a few examples of successful city and national groups (from the CBG program, as I am most familiar with these groups), hoping that this will shine more light on what these kinds of groups do, and how this might lead to impact[1]. How city and national groups produce value In general, we think city and national EA groups can have impact through different theories of change[2]: 1. Supporting talent to work on top causes 2. Incubating and accelerating local/university groups and other EA projects 3. Building local infrastructure (such as operational support for local grantees) We currently believe that most impact of city and national groups comes through the first mechanism, and that ultimately the third route to value feeds into the first theory of change. For building local infrastructure, we think city and national groups are very well placed, but also that the amount of activities that can be highly impactful in this area diminishes quickly. We think that the second theory of change is high variance and heavy-tailed, and that success probably depends on the local group leaders. There are a few other ways how city and national groups can create value, the most notable being moving donations to effective charities. Currently we think that this can sometimes make sense as a secondary priority, but that there are probably initiatives that are better placed to have an impact here than city and national groups. Some of the efforts under 2. & 3. do focus on supporting effective giving, for example groups that play a role in incubating effective giving initiatives, or that create local infrastructure to support donations by providing the possibility of tax deduction. Success stories Below are a few success stories for each of these three theory of changes: Supporting talent Generally, city and national groups spend most of their time on activities that are aimed towards supporting talent to work on the most pressing problems. Examples of these activities are: individual career consultations, fellowships, retreats, actively making introductions between members, meetups and events. In some of the groups, the group leaders organise these activities themselves, while in other instances they engage volunteers to execute them. Some success stories related to this theory of change: For example, Andy Jones (member of technical staff at Anthropic) said: "It's hard to characterise how EA London accelerated me. Safety wasn't on my radar at all before getting involved. EA London provided a community of folk I respected who thought this was important. I came for the friends, stayed for the impact." Another example, from an EA DC member: EA DC is the main reason that I think working in US policy is a long-term viable option for me. Without EA DC in my life, I would not have planned to stay in DC for more than a few years. I would have thought of my time in DC as a tour-of-duty in US AI policy, basically buying a lottery ticket to get something impactful done in this neglected area. Because EA DC lets me live in the community I want while pursuing this career path, I am much more likely to make a long-term career in US policy. When we did an analysis of the past impact of the CBG program, we also noticed that some of the program's value seems to have come from accelerating the group leaders themselves (rather than their members). Spain's INCIBE is the Spanish National Institute of Cybersecurity and its version of what the U.S. knows to be CISA. The alliance recently chose INCIBE to be the only accelerator of cybersecurity startups of the Atlantic Alliance in Spain through the Defense Innovation Accelerator for the North Atlantic (DIANA) project to boost transatlantic cooperation in critical technologies. In fact, Israel is often known as the startup nation, and there's even a popular book on the topic with that very title.  And if you're in the startup food technology space, whether in Israel or elsewhere, there's one name you're sure to know: The Kitchen.  Founded a decade ago, The Kitchen has incubated some of the best known alt-protein startups out there, from cultivated meat-maker Aleph Farms to precision fermentation alt-dairy company ImaginDairy, to plant-based egg creator Zero Egg, and more. All Grants Fund. Our recommendation for donors who have a high level of trust in GiveWell and are open to programs that might be riskier than our top charities. Bar. We set a cost-effectiveness bar, or threshold, such that we expect to be able to fully fund all the opportunities above that level of cost-effectiveness. This bar isn't a hard limit; we consider qualitative factors in our recommendations, as discussed here. This post also discusses our bar in more detail. Cost-effectiveness. The core question we try to answer in our research is: How much good can you do by giving money to a certain program? This blog post describes how we approach cost-effectiveness estimates and use them in our work. Donors. Unlike a foundation, we don't hold an endowment. Our impact comes from donors choosing to use our recommendations. Effective giving organizations. Organizations like Effektiv Spenden, which fundraise for programs we recommend and provide tax-deductible donation options in a variety of countries. We're grateful to these national effective giving organizations and groups like Giving What We Can that recommend our work. Footnotes.[1] Generalizability. How well evidence generalizes to different settings, including variations in program implementation and the contexts where a program is delivered. Also called "external validity." Health workers and community distributors. The people who deliver many of the programs we support; includes both professional health workers and distributors who receive stipends to deliver programs in their local communities. For example, community distributors go from household to household to provide seasonal malaria chemoprevention to millions of children. Incubating new programs. We partner with the Evidence Action Accelerator and Clinton Health Access Initiative (CHAI) Incubator to scope, pilot, and scale up promising cost-effective interventions. Judgment calls. We aim to create estimates that represent our true beliefs. Our cost-effectiveness analyses are firmly rooted in evidence but also incorporate adjustments and intuitions that aren't fully captured by scientific findings alone. More in this post. Kangaroo mother care. A program to reduce neonatal mortality among low-birthweight babies through skin-to-skin contact to keep babies warm, breastfeeding instruction, home visits, and more. Leverage. How our funding decisions affect other funders, either by crowding in additional funding ("leverage") or by displacing funds that otherwise would have been used for a given program ("fungibility"). Mistakes. Transparency is core to our work. Read here about mistakes we've made and lessons we've learned. Nigeria. One of the countries where we most often fund work. (Our work is generally concentrated in Africa and South Asia.) In this post, I'll share some personal reflections on the work of the Rethink Priorities Existential Security Team (XST) this year on incubating projects to tackle x-risk from AI. To quickly describe the work we did: with support from the Rethink Priorities Special Projects team (SP), XST solicited and prioritised among project ideas, developed the top ideas into concrete proposals, and sought founders for the most promising of those. As a result of this work, we ran one project internally and, if all goes well, we'll launch an external project in early January. Note that this post is written from my (Ben Snodin's) personal perspective. Other XST team members or wider Rethink Priorities staff wouldn't necessarily endorse the claims made in this post. Also, the various takes I'm giving in this post are generally fairly low confidence and low resilience. These are just some quick thoughts based on my experience leading a team incubating AI x-risk projects for a little over half a year. I was keen to share something on this topic even though I didn't have time to come to thoroughly considered views. Key points Between April 1st and December 1st, Rethink Priorities dedicated approximately 2.5 full-time equivalent (FTE) years of labour, mostly from XST, towards XST's strategy for incubating AI x-risk projects. We decided to run one project ourselves, a project in the AI advocacy space that we've been running since June. We're in the late stages of launching one new project that works to equip talented university students interested in mitigating extreme AI risks with the skills and background to enter a US policy career. A very rough estimate, based on our inputs and outputs to date, suggests that 5 FTE from a team with a similar skills mix to XST+SP would launch roughly 2 new projects per year. XST will now look into other ways to support high-priority projects such as in-housing them, rather than pursuing incubation and looking for external founders by default, while the team considers its next steps. Reasons for the shift include: an unfavourable funding environment, a focus on the AI x-risk space narrowing the founder pool and making it harder to find suitable project ideas, and challenges finding very talented founders in general. I think the ideal team working in this space has: lots of prior incubation experience, significant x-risk expertise and connections, excellent access to funding and ability to identify top founder talent, and very strong conviction. I'd often suggest getting more experience founding stuff yourself rather than starting an incubator - and I think funding conditions for AI x-risk incubation will be more favourable in 1-2 years. There are many approaches to AI x-risk incubation that seem promising to me that we didn't try, including cohort-based Charity Entrepreneurship-style programs, a high-touch approach to finding founders, and a founder in residence program. Summary of inputs and outcomes Inputs Between April 1st and December 1st 2023, Rethink Priorities dedicated approximately 2.5 full-time equivalent (FTE) years of labour towards incubating projects aiming to reduce existential risk from AI. XST had 4 full-time team members working on incubating AI x-risk projects during this period,[2] and from August 1st to December 1st 2023, roughly one FTE from SP collaborated with XST to identify and support potential founders for a particular project. In this period, XST also devoted roughly 0.4 FTE-years working directly on an impactful project in the AI advocacy space that stemmed from our incubation work. The tempting thing at that point is to just keep pushing more and more things onto my plate. But this is a trap that leads to a frenetic fall - so remember == all the things you start this spring also have a time when they finish and require processing, preserving, selling, etc. Choose wisely, remember your goal, and take time to enjoy the spring.
