E che storia c'è dietro? Perché lo fa? Tutto ruota attorno alla figura centrale del paese, il presidente padrone Paul Kagame, che controlla il Rwanda dal 2000. C'est une information RFI. Depuis quelques jours, trois grands joueurs de football se mobilisent pour essayer de convaincre le club du Paris Saint-Germain (PSG) de renoncer à son partenariat avec le Rwanda. Il s'agit des deux internationaux français Randal Kolo Muani et Presnel Kimpembé, et de l'ancien international congolais Youssouf Mulumbu. Tous trois appuient la démarche de la ministre congolaise des Affaires étrangères, qui a écrit la semaine dernière au PSG, mais aussi à Arsenal et au Bayern Munich. Le PSG va-t-il les écouter ? Youssouf Mulumbu, qui a joué dans ce club, répond à Christophe Boisbouvier. RFI : Qu'est-ce que vous pensez de la lettre de la ministre congolaise des Affaires étrangères, Thérèse Kayikwamba Wagner, qui demande au PSG, à Arsenal et au Bayern de renoncer au sponsoring du Rwanda ?Youssouf Mulumbu : Ben, je pense que c'est assez légitime, parce que ça enverra un message fort. Aujourd'hui, le Rwanda fait preuve d'ingérence et de soutien à des rebelles qui ôtent la vie des Congolais et sèment la terreur. Donc, ça ne colle vraiment pas avec le sport. Ça ne colle pas avec l'image du PSG. Que ce soit le PSG ou Arsenal, je ne pense pas que ça colle avec leur image.Vous êtes sportif, mais vous êtes aussi Congolais, vous avez été le capitaine de la sélection nationale de RDC lors de la CAN 2015. Évidemment, tout cela vous concerne ?Oui, bien sûr que ça nous concerne. On ne peut pas passer à côté aujourd'hui des vidéos qu'on a vues. Et on ne peut pas passer aussi à côté parce qu'on a de la famille, on a des amis qui vivent dans la région. J'ai moi-même un ami proche qui a perdu sa femme lors des combats du mois dernier et donc on aimerait que ça s'arrête une bonne fois pour toutes.Et le drame qui a touché la femme de votre ami, ça s'est passé où ?Ça s'est passé à Gisenyi, elle avait déjà fui Goma parce que la ville était déjà attaquée et donc elle a reçu malheureusement un obus qui est tombé sur le balcon de l'immeuble. Elle a perdu la vie ce jour-là.Alors le Rwanda et le football, c'est une longue histoire. On sait que Paul Kagamé, le président rwandais, est un fan du club Arsenal dont il suit chaque match. On sait que ce club londonien est justement le premier club européen dont les joueurs ont arboré le slogan “Visit Rwanda” sur leur maillot, c'était en 2018, quand vous avez vu cela, qu'est-ce que vous vous êtes dit ?Ben, la première des choses qu'on se dit, c'est que le Rwanda se vend très bien au niveau international et je sais un peu leur manière de travailler et c'est purement du marketing et ça ne reflète vraiment pas la politique du Rwanda aujourd'hui et de Kigali. Et sur ces derniers événements, on voit très bien que le Rwanda est impliqué dans ce conflit, donc ça prête à confusion un peu, avec ce qu'il propose en termes d'image à l'international.À lire aussi[Vos questions] Football : les clubs européens sont appelés à rompre leur partenariat avec le RwandaAlors pour l'instant, aucun des 3 clubs concernés, Arsenal, le PSG, le Bayern, n'a réagi à la demande de la RDC. Pourquoi cette prudence à votre avis ?Ben, je pense qu'il va falloir aller plus loin. Il va falloir peut-être insister et aller voir les dirigeants au siège et c'est une démarche que, moi, je suis personnellement en train de faire, vu que j'ai toujours des liens avec le PSG. J'irai discuter directement avec le président Nasser al-Khelaïfi pour lui expliquer tout simplement la situation. Parce que je pense qu'il y a une désinformation que plusieurs responsables de ces clubs-là ne connaissent pas vraiment. Ils ignorent la situation qui sévit actuellement à l'Est de la RDC.Donc vous avez envoyé un petit message à Nasser al-Khelaïfi, le président du PSG ?Pas directement, mais j'ai quelques liens encore. Et puis je suis en train de tout faire pour avoir une réunion officielle, et puis j'irai plaider la cause du Congo, tout simplement.Mais vous sentez bien que les grands clubs de foot comme le PSG ne veulent pas rentrer pour l'instant dans ce débat politique, hein ?Oui, exactement. Après, les clubs de sport sont souvent apolitiques. Mais là, ce n'est plus seulement une question de politique, c'est une question de vie. C'est une question humanitaire. Donc il va falloir agir et il va falloir arrêter cette hypocrisie tout simplement.Vous avez donc approché le Qatari Nasser al-Khelaïfi, le président du PSG. Comment réagissent actuellement les joueurs du PSG, comme notamment votre ami Presnel Kimpembe, qui est d'origine congolaise ?Ben, justement, je pense qu'ils sont plus à même de pouvoir en parler avec le président et je pense qu'ils sont aussi affectés. Et c'est la raison pour laquelle je disais que j'avais encore des liens avec le club. Donc par le biais de certains joueurs, nous allons pouvoir toucher le président et nous allons pouvoir étaler un peu les raisons pour lesquelles ce partenariat doit cesser dans l'immédiat.Oui, parce que les joueurs ont leur mot à dire aussi ?Exactement. Les joueurs ont leur mot à dire, et surtout les joueurs qui sont d'origine congolaise. Bon, je parle aussi du cas de Randal Kolo Muani qui est maintenant parti à la Juve, mais ce sont des appuis qui peuvent faire pencher la balance pour que ce partenariat s'arrête tout simplement.Donc, Randal Kolo Muani, Presnel Kimpembe et vous-même, vous êtes actifs en ce moment ?Bien sûr, c'est une cause qui touche tous les Congolais, donc on est en train de s'unir et d'aller dans la même démarche pour que, tout simplement, la demande de la ministre Thérèse Kayikwamba Wagner soit prise en compte. Au Rwanda, Kigali accueillait du 1er au 3 novembre le sommet mondial du voyage et du tourisme. Parmi les discussions des conférences, celle de la promotion du tourisme par le sport. Et c'est la stratégie adoptée depuis plusieurs années par le Rwanda qui enchaine les partenariats avec les grands clubs de football européens. Au lever du jour, les jeunes joueurs de la nouvelle académie à Kigali du Bayern Munich sont déjà sur leur terrain d'entraînement. Deux mois et demi après la signature d'un partenariat entre le club allemand et « Visit Rwanda », l'entraîneur Bernhard Hirmer affiche déjà ses ambitions : « Notre principal objectif est de construire une équipe forte pour la Coupe d'Afrique des Nations de 2027. Avec un peu de chance, on peut faire partie des quatre premiers et participer à la Coupe du Monde. C'est notre mission. »Après Arsenal et le PSG, le Bayern Munich est le troisième partenariat du Rwanda. Des contrats au montant confidentiel, avec différents accords pour chaque club : visibilité sur les maillots, les panneaux publicitaires ou les contenus des joueurs sur les réseaux sociaux. Objectif : attirer de nouveaux visiteurs, expliquait au Sommet mondial du voyage et du tourisme Juliet Slot, directrice commerciale d'Arsenal : « Avant que nous commencions, très peu de supporters d'Arsenal connaissaient vraiment les possibilités de venir en vacances au Rwanda. Mais maintenant, 75% d'entre eux disent qu'ils savent que le Rwanda est un pays qui offre des opportunités formidables pour des voyages. »À lire aussiLe Rwanda accueille le Sommet mondial du voyage et du tourisme, une première en AfriqueEn 2022, le Rwanda a accueilli plus d'un million de visiteurs et selon les autorités, le tourisme a généré près de 445 millions de dollars de revenus. Si le retour sur investissement des partenariats sportifs est difficile à quantifier et leur pertinence mise en doute par certains opposants, la stratégie est défendue par Michaella Rugwizangoga, chargée du tourisme au Rwanda Development Board. « Travailler avec des clubs de sport, c'est le positionnement qu'on a choisi en tant que pays. La proportion d'investissement qui entre dans ces partenariats est minime par rapport aux revenus que le pays récolte à travers le tourisme. Aujourd'hui, le tourisme, c'est 10% de notre PIB. Mais sans le marketing, on n'a pas de tourisme et sans le tourisme, on n'a pas les revenus qui sont réinvestis. »Depuis plusieurs années, le Rwanda investit également dans les infrastructures pour attirer les événements sportifs du continent, comme pour le chantier d'agrandissement à 45 000 places du stade Amahoro, estimé à 165 millions de dollars.

With the announcement yesterday of the new partnership with German superclub, Bayern Munich, it brings to three, the number of European football teams that Visit Rwanda partners with. The first two being Arsenal FC, in England, and Paris Saint Germain in France. What is especially noteworthy is that this new partnership comes exactly half a decade since the first one was signed with Arsenal in 2018. In the year that the first Visit Rwanda partnership was announced Rwanda earned $425 million from tourism.
