His reforms reshaped the navy from the ground up: new bases rose at Ferrol, Cartagena, and La Carraca; naval administration was overhauled; officers were professionalised; and shipbuilding became a central priority of the state.Looking beyond Spain's borders, Ensenada's programme embraced foreign expertise. British shipbuilding methods were adopted, officers were sent abroad to gather knowledge, and skilled shipwrights were discreetly recruited from London—efforts that sometimes edged into espionage. An ambitious plan to develop a shipyard at an under-utilized industrial area near Astoria has come into question recently. Several lawsuits claim that a shipyard project at Tongue Point isn’t living up to promises made to partners, the community and the state. Among other claims, the lawsuits say a boat lift intended to help inspect and repair up to 50 boats a year has only lifted two vessels, even as the project has received $21 million in state funding and a 15-year break in local property taxes. Those in charge of buying our new Interislander ferries are confident a good deal has been reached. The yet-to-be-named preferred supplier has signed a letter of intent, and agreed with Ferry Holdings on a fixed price. Chair Chris Mckenzie says they're now at the technical negotiation stage. "We now negotiate what's inside that boat - arrangements even down to what sort of sinks we have in the kitchens - and then a final contract will be signed before the end of the year."
