In this podcast we discuss the tricky issue of engaging and winning over communities when planning and delivering new infrastructure projects and policies.Someone once said that a lie can be half way around the world before the truth has even got its boots on. Well in today's social media driven 24 hour news cycle I would say that the truth is likely to be even further behind nowadays.When it comes to engaging with the public to explain the rationale behind infrastructure investment, design and delivery professionals need to be very aware of this reality. As should politicians.Three recent example spring to mind. The first, of course, is the HS2 project. Hugely controversial from the start but once named High Speed 2, no amount of public relations effort is ever going to convince detractors that this project is about capacity. Second is the equally controversial plan to extend London's Ultra Low Emission Zone scheme. Designed to improve air quality impacting children's health – this policy is now spearheading the anti green taxation, anti-Extinction Rebellion, anti-Just Stop Oil lobby and looks set to scupper the UK's effort to achieve its net zero targets.Finally comes the debate over planning after the government vowed to give local communities choice and the power to veto projects they don't like – such as onshore wind turbines, about which we are hearing political noise this week that this may well be changed to accelerate the delivery of renewable power. But this debate also covers many other projects such as the vital new power distribution lines needed to power up the electric cars and heat pumps that government is simultaneously mandating. Is that really a choice local communities should make – or be able to make? Navigating this complex, highly emotional and usually very unlevel playing field is difficult. As is getting to the truth behind policies then explaining it to often polarise communities. And de-politicising decisions around infrastructure investment is simply impossible.But navigating the route is a vital part of our infrastructure future which has to be faced if we are to prosper sustainably as a nation. In episode 59 of the road.cc Podcast, George, Jack, Ryan, and Simon gathered around the table to discuss the week's big news story – the much-debated extension of London's Ultra Low Emission Zone, which after months of often toxic political and online discourse, finally came into force on Tuesday in outer London. While the extended ULEZ only affects a relatively small number of drivers, some bike companies have sensed an opportunity in recent weeks to convince the capital's residents to swap their non-compliant vehicles for a bike. But will ULEZ convince some motorists to give up their car for a bike? And will the policy, along with other measures seemingly designed to entice people out of their private motor vehicles (such as Low Traffic Neighbourhoods and cycling infrastructure), help make London safer for people on bikes?Or does the recent plethora of bike offers, as some on social media have suggested, only add further fuel to the (conspiracy-stoked) fire that ULEZ is simply another way to curtail the God-given right of British citizens to drive? London's Ultra Low Emission Zone, Ulez, has now expanded to cover all of Greater London, with owners of the most polluting cars now facing a £12.50 daily charge to drive in the capital. Whilst these changes have been carried out in at least seven areas in England, the expansion today of London makes it the biggest, affecting nearly 9m people. Mishal first speaks to Irene Bacon, a care worker, who tells us the impact these changes will have on her. She then speaks to Sadiq Khan, the Mayor of London, who explains why they have decided to expand Ulez to cover all of London. He labels it as a ‘difficult' but ‘vital' decision and summarises the implications it will have. Last weekend, just in case you were doing your best to avoid the news, Rishi Sunak promised the UK's motorists that he was “on their side”, as the Prime Minister ordered a review of Low Traffic Neighbourhoods in England. The review comes as the debate over green active travel policies continues to sharpen in the wake of the Conservative Party's win at the recent Uxbridge and South Ruislip by-election (called following the departure of the famously active travel-friendly PM Boris Johnson), a narrow victory credited to the Tory opposition to Labour mayor Sadiq Khan's plans to extend London's Ultra-Low Emission Zone. Sunak's opposition to ULEZ and LTNs, the latest strategic manoeuvre in the pre-general election battleground, isn't the only move away from the green active travel policies held by his party in recent years, with the Prime Minister also recently hinting at plans to push back the date that sales of new petrol and diesel-powered cars will be banned, while funding for cycling infrastructure – including the new government body Active Travel England – has also taken a hit during his tenure in charge.In the second part of the latest episode of the road.cc Podcast, Jack, Simon, and Ryan sit round the table to discuss what Sunak's latest pro-driver pledges mean for the next general election, how they represent a shift away from past Conservative policy on cycling, active travel, and climate change (led by Johnson), and what impact they could have on the future landscape of cycling in the UK. There is pressure on both the Conservatives and Labour to review their climate commitments following the Conservative win in the Uxbridge by-election - where the upcoming extension of London's Ultra Low Emission Zone was one of the big issues. But the government is currently sticking to its plan, supported by Labour, to ban sales of new petrol and diesel cars from 2030, with the sales of hybrid cars to be stopped from 2035. So, can we meet the target in time? In a letter to the prime minister, a group of 43 Conservative MPs wrote the policy was 'unnecessary and unworkable'. They asked him to re-think the 2030 deadline, which comes five years before the EU ban, and warned it risked doing harm to the economy. Fans of EVs have also raised concerns over the ban - are there enough charging points, and enough energy for those charging points, and if the government says goodbye to fuel tax, then how does it make up for it? Today's Justin Webb speaks to Stuart Adam, senior economist at the IFS, Mike Hawes, the chief executive of the Society of Motor Manufacturers and Traders, Ken McMeikan, CEO of Moto Services, and Richard Holden, the Transport Minister. They discuss his new book, 'Breathe', and his passion and determination to change the air pollution in London - and tackle climate change in the wider world. (so, nice and light) Here comes the science bit: A seven-step guide to winning support for tough action on climate change - the first book from the Mayor of London, Sadiq Khan. For many years, Sadiq wasn't fully aware of the dangers posed by air pollution, nor its connection with climate change. Then, at the age of 43, he was unexpectedly diagnosed with adult-onset asthma - brought on by the polluted London air he had been breathing for decades. Scandalised, Sadiq underwent a political transformation that would see him become one of the most prominent global politicians fighting (and winning) elections on green issues. Since becoming Mayor of London in 2016, he has declared a climate emergency, introduced the world's first Ultra-Low Emission Zone, built hundreds of kilometres of new cycle lanes, led a drive for affordable insulation in council homes, and turned London into the first ever 'National Park City'. But with every year bringing more wildfires, extreme temperatures and flooding - and with around 4,000 people still dying prematurely from London's polluted air every year, with older, working class and ethnic minority Londoners most affected - there is so much more to do. Now, Sadiq draws on his experiences to identify the seven ways environmental action gets blown off course. And he reveals how to get it back on track, by: - Proving to sceptics that the climate crisis is a health crisis too; - Overcoming voters' cynicism by building coalitions across the political spectrum; - Shaking hands with everyone from your fiercest opponents to the most steadfast climate activists (even if you're a bit worried they might superglue you). The Mayor of London, Sadiq Khan, has issued a high air pollution alert for the capital and urged people to “be careful”. Londoners have been told to avoid unnecessary journeys in a bid to help lessen pollution levels. It comes after the Mayor has faced criticism over his plans to widen the Ultra Low Emission Zone across the whole of the capital. It's been revealed someone walked into an accident and emergency department in Kent every 23 seconds in November. The number of people waiting more than 12 hours to be admitted to a ward has also risen. In the three months from September, it was more than 4,000 patients - compared to just over 500 during the same period last year. It comes as the government's urging us not to take unnecessary risks today, as thousands of ambulance staff go out on strike. Paramedics and call handlers here in Kent are among those walking out in a dispute over pay and working conditions. In this week's pod, we welcomed Ines Lopes to discuss The Spiritual Project Manager. Ines fell in love with Project Management at University. So much so that after her Engineering degree she completed an MSc in Strategic Project Management. She spent 9 years working at Transport for London leading complex high-profile highways and sustainability projects such as the Ultra Low Emission Zone to improve air quality in London and the programme to help Transport for London (TfL) become zero carbon by 2030. During that time she also went through an awakening of sorts, embarking on a spiritual holistic journey to be able to heal her body. As a result, she felt in the middle of two worlds. On one side a structured work-life is guided by analysis and organisational skills. On the other side, an intuitive personal life looks into the energy behind everything to continue with her personal growth. In 2020 she left TfL to focus on her spiritual journey. But turns out you can't take the project manager out of her! She felt the pull to join a couple of initiatives as a project manager and decided to do things her way. She combined the two worlds she had been living in. Focusing on deadlines and outputs but also helping the teams involved to let go of limiting beliefs and anything else that was not serving them. And this is how Spiritual Project Management was born. The City of London recently expanded its Ultra-Low Emission Zone on October 25, forcing those with non-compliant high-emissions vehicles to pay a daily fee of £12.50 to drive in the area. This is in addition to the daily Congestion Charge fee. IHS Markit experts explain what vehicles are subject to the charges and discuss whether schemes such as the above are forcing owners to purchase newer and greener vehicles. They also reveal the cost of the alternative: retrofitting your vehicle with technology that will make it ULEZ compliant. Wider implications, including the uptake of EVs and forcing high-emissions vehicles to the next town via second-hand sales, may also mean that low-emission zones could be adopted in cities in and outside of the UK. This week London's Ultra Low Emission Zone was extended to 18 times its previous size. In an effort to cut levels of various nitrogen oxides and other gases dangerous to humans from urban air, cities encouraging lower emission vehicles is a trend soon stretching across the UK and other European countries. But some are sceptical as to their efficacy. Dr Gary Fuller of Imperial College London is author of The Invisible Killer, and has been studying the air in London and elsewhere since these zones began. As COP26 begins in Glasgow, a wealth of climate science is being published and publicised. Victoria Gill describes a couple of stories this week that point out quite how complex the science is, let alone the diplomacy and economics. Whilst the world's forests taken as a whole undoubtedly still capture more CO2 than they release, research this week shows that ten of Unesco's World Heritage Forests - making up for an area twice the size of Germany - have in the last ten years actually moved from being a carbon sink to a carbon source. There are several reasons, land use pressure being one of them, but also extreme climate events like wildfires (and even a hurricane in one instance) have tipped the balance, and show what how sharp the knife edge is for natural resilience. Meanwhile, the Financial Times reports that scientists have found an unexpected outflow of methane into the atmosphere from a site very close to the COP26 conference centre in Glasgow, highlighting just how great a challenge net zero will be. Alongside some of humans' most earth-changing achievements, the domestication of the horse stands as something outstanding in human history. Without it, war, traded and culture would be unrecognizable. But quite when and where the modern horse originated has been something of a mystery. In Nature this week, researchers have published an extensive study into ancient DNA that seems to pinpoint finally a moment and a place where this happened, 4,200 years ago. Ross Phillips from the not-for-profit group the Cross River Partnership discusses the new ULEZ expansion in the city, how it works, why it's needed, and how Londoners can live with it. The city's pollution charge zone officially became 18 times bigger on Monday, in a bid to improve air quality across the capital. The Ultra-Low-Emission-Zone, also called ‘ULEZ', now extends out to the North and South circular roads.It means a charge of £12.50 a day for travelling through the zone, which affects drivers whose cars or vans don't meet the minimum emissions standards.The mayor of London Sadiq Khan says it will cut the amount of carbon being emitted by more than 100 tonnes - equivalent to about 60,000 vehicles being taken off the roads. Panasonic introduced the “2170” lithium-ion cells, with the nickel-cobalt-aluminium (NCA) cathode chemistry, for Tesla’s Model 3 in 2017. Researchers say it already has the highest energy density at above 700 watt-hour per litre. A cobalt-free version on the other hand would cut reliance on a costly and controversial component, which makes batteries stable but poses ethical issues given controversial labour conditions in top producer the Democratic Republic of Congo. From September, the firm will start converting lines at its factory in Nevada that it operates with Tesla as it prepares to further boost the energy density of the cells. CATL is supplying Tesla with low-cost lithium iron phosphate (LFP) batteries that contain no cobalt. Among the mentions, there may be an inductive phone charger, updated lumbar for the seats, a new charging port and some sort of new suspension.The biggest piece of information is the mention of two new Model S and Model X battery types in a handful of configurations. Now the company is ready to test the international market with operations in Europe and Australia." reports MIcah TOll for Electrek: "According to a statement sent to Electrek by Evoke, the company already has dealers operating in Austria and Hungary. Now the company has brought on Chreter Australia as its Evoke distributor in the land down under. Chreter will offer Evoke’s two current models, the Evoke Urban and Evoke Urban S. It will also provide after-service in Australia for the two electric motorcycles. Both models received updates for the 2020 model year to improve their performance. Evoke’s 2020 Urban electric motorcycles are rated with a maximum speed of 130 km/h (81 mph). The bikes are powered by a 19 kW (25 hp) rear hub motor. Orders for the First Edition should apparently be possible from April. The series version will also be available from May, initially with 58 kWh and 45 kWh batteries." according to Chris Randall in electrive: "While it is no secret that the First Edition will be available to 40,000 pre-orderers throughout Europe from summer (if they make a binding order from their reservation), now it seems that deliveries of the series versions with 58 kWh and 45 kWh batteries will start in September and October respectively. The launch was announced for 2020 and Volkswagen is taking this seriously, although we might assume that since no mention has been made of the most powerful version with a 77 kWh battery, its market launch is expected to take place after 2020. The installation of a heat pump helps to save energy in winter conditions and thus indirectly gains range. The Volkswagen specification of 60 kilometres range gain refers to an outside temperature of +5 to -10 degrees Celsius. It is not clear how much customers have to pay for the heat pump in the freely configurable series models. Of the three equipment lines the heat pump is only on board with the maximum equipment for the First Edition presented by VW. The changes mean there is now £7,000 available for eligible models - jumping to £9,500 for those switching to an electric model." says Next Green Car: "Criteria have been changed to make it easier to access the funding too. The old system saw £3,500 available to either buy a Euro 6 vehicle or access third party offers such as vehicle hire or sharing services. Those switching to EVs got up to £6,000, and any access to scrappage scheme funding required drivers to have made at least 52 trips into the Congestion Charge Zone in the six months prior to the scheme’s introduction. The requirement is now only 26 trips completed. Equally, firms with fewer than 10 employees could access funding, whereas the limit is now up to 50 employees. Once again taking the spotlight at the Tesla Design Center in Hawthorne, CA, the site where the all-electric utility truck made its shocking world debut, camera and production crew were setting up to film a scene near the famed Tesla Supercharger monolith." says Teslarati: "Elon Musk can be seen inspecting the rear of the Cybertruck and its motorized rear tonneau, as film crew busily prepared equipment for the camera truck that would follow the stainless steel pickup past SpaceX. Cameras rolled as the Tesla Cybertruck made its way onto Crenshaw Blvd. in Hawthorne, CA, with the iconic Falcon 9 booster and SpaceX headquarters framed perfectly in the background. When the MINI Cooper SE finally reached its destination, it still had an adequate level of energy content in the high-voltage Li-Ion battery. Furthermore, the climate control system of the MINI Electric is designed to use the residual heat dissipated by the electric motor, the drive control systems and the battery as to heat up the interior during winter. Otherwise "normal" people suddenly keying cars ( which still happens to cars no matter which brand with or without alarms etc) and other signs of frustration and anger is a look at the tenuous hold average people have in our society for the stresses of life, health, economic and mental pressures of modern day living. You can see this in any online forum or comment section and our "leaders" are increasingly looking less balanced as well. (I live in the USA so lots to look at) and it is not party based. People are unfortunately not doing as well as the thin veneer of "modern civilization" would lead one to believe. DONALD RS The reason I think that people have a problem with EVs or that I think only the rich can afford the EVs this is a way they can put a thumb or finger up at a e v a rich person and are things I think there are again EVsis because of the fact that they feel threatened are there fossil burning car is being lost FUTURE SYSTEM Sadly, I think ALL nice cars are potentially subject to vandalism, and break in’s etc. That’s nothing new. A friend of mine had a very nice European sports car in the ‘70’s, and it was vandalised twice, (keys down the side!), and broken in to once. He got to the stage where he wouldn’t even park it in most public places. It’s nothing to do with being an EV or a Tesla, but only Tesla’s are smart enough to record the perpetrators on video. STEPHEN TROYER People have a problem with EVs because change is scary, making a change of lifestyle is inconvenient, and many times they feel personally attacked when someone says an EV is better in every way (performance, comfort, safety, cost of ownership). Beyond that, I think there is a type of person who will target any nice-looking car, and it's just that more of them get caught when they vandalize a brand new EV because of all the cameras and tech. Romain Hedouin • 4 days ago I don't know if people vandalize Teslas because they're EV I think people vandalize any car, it's just that Teslas are pretty much the only ones able to record in ~360 degree view Also they're seen as luxurious so jealous haters obviously vandalize them more... sad world I believe people still think their tax money is paying the tax credit for rich people's EVs. They don't know the tax credit is the owner's own tax money coming back to them. If they only owe $5000 on their taxes that year they only get $5000, not the full $7500. So they lash out and vandalize EVs and charging stations to feel better about paying for other people's cars. Which we know is incorrect so they have no reason. Josh Pritt Space Coast EV Drivers Florida AJ TARQUINO I believe that the people that vandalize (Key) EV’s and park their trucks in charging spots is strictly out of their jealousy of the fact we pay less in operating cost and maintenance, which, if they could afford one, they would buy one. Why else you do what they do ?? I, for one am glad that someday the air we breathe will be cleaner and we will be less dependent on foreign gasoline. Gasoline fluctuates every week where I live up and down @ $.60, which I feel is crazy. I play their game and buy when it’s down and wait as long as possible till it comes back down. I also shop around for the best price. I also own a Nissan Leaf that helps, too !! BRIAN C While there are possibly many reasons, I believe most of them are absolute die-hard ICE vehicle drivers. They would rather DIE than to buy, own or drive an EV. Most are surely climate deniers. They feel threatened. Some can see the growing market for EVs and they feel a threat that their freedom to choose to drive an ICE vehicle is going to be taken away from them. BILL POLLOCK CHARGECAR.CA Do people hate EVs? I'm not fully convinced of that. Are they afraid of change...of new things...of things they don't completely understand...of things that will change the way they move through life? I'll bet there is a big Venn diagram overlap between the people who ICE chargers, or resent Electrics, and Brexit supporters and MAGA heads. I know it is a big assumption on my part, but I am willing to stand by it. I think we all agree that they are mostly small c conservatives (small p conservatives?). I can't imaging a liberal going out of their way to be overtly resentful of any choice of car. The compact-class model is the first member of the ID. family – a new generation of progressive electric vehicles whose lithium-ion batteries will allow for a range of up to 550 kilometres (342 miles), making the models perfect for comfortable long journeys. The future owners of ID. models won’t need to worry about the durability of their batteries either, as Volkswagen will guarantee that the batteries will retain at least 70 per cent of their usable capacity even after eight years or 160,000 kilometres (100,000 miles). PSA GROUP TO PRODUCE BATTERY PACKS IN SLOVAKIA "PSA Group (Peugeot, Citroën, DS, Opel/Vauxhall) is the latest carmaker that decided to produce battery modules/packs for hybrid/plug-in electric vehicles in Eastern Europe." reports InsideEVs: "According to Reuters, PSA selected Slovakia's plant in Trnava, which will later be supplemented by a plant in Vigo, Spain. Currently, there is no details about volume and models." https://insideevs.com/news/354972/psa-group-to-produce-battery-packs-in-slovakia/ LONDON LOOKS TO INSTALL AS MANY AS 50,000+ EV CHARGE POINTS BY 2025 "London Mayor Sadiq Khan has unveiled an updated electric vehicle infrastructure delivery plan which aims to put as many as 50,000 EV charge points in the city by 2025, as London looks to become a zero emission transport city by 2030." writes Phil at Electrek: The plan looks to eliminate barriers to further accelerate the already rising rate of EV adoption in the city — estimates show EVs could increase from around 20,000 in the city today to more than 330,000 by 2025 — and it looks to address that by installing thousands and thousands of charge points, as Khan calls for “an electric vehicle revolution.” Transport for London (TfL) has already committed to installing 300 rapid charge points by the end of 2020, and it’s expected that over 3,500 “slow to fast” AC charge points will also be installed by the end of 2020. All-electric delivery company Gnewt delivered its 500,000th parcel for ASOS the week the Ultra Low Emission Zone hit London (ULEZ). Gnewt – which was acquired by Menzies Distribution in 2017 – is emissions-free therefore hasn't suffered the same frustrations as some of its competitors under new ULEZ regulations. Kirsty Adams interviews founder of Gnewt Sam Clarke and driver Jose on the last metre, electric-charging infrastructure, its partnership with ASOS and future plans for on-foot porters.
