A lawyer for the Muslim Rights Action filed an appeal with the Council of State to seek the suspension of the ban on the abaya — a loose-fitting, full-length robe worn by some Muslim students at school. The lawyer said barring students from entering schools because of the abaya is a violation of privacy and personal freedom. *) Ex-Proud Boys chief Enrique Tarrio gets 22 years in jail for Capitol riots Former Proud Boys leader, Enrique Tarrio, has been sentenced to 22 years in prison, the longest sentence yet in the Capitol rampage, on January 6, 2021. Tarrio's sentence is one among more than 1,100 Capitol riot cases. We've been covering a lot of US state and federal CDR policy in the last few episodes. Today we're taking a much-needed international trip and discussing some critical stories happening across the globe.  Zimbabwe's government has announced new regulations on voluntary carbon offset trading to prevent greenwashing and ensure that local communities benefit. Carbon credit schemes in Zimbabwe have been unregulated. The new policy mandates that all carbon projects register with the program, ensuring that a percentage of the revenue goes directly to local communities.  Deforestation rates in Brazil's Amazon rainforest have fallen by 33.6% during the first six months of 2023 under the new administration of President Luiz Inácio Lula da Silva. This contrasts sharply with the record-breaking deforestation rates in 2022 under former president Jair Bolsonaro, who promoted mining and farming in protected areas. The UK government has announced comprehensive changes to its Emissions Trading Scheme: a program designed to decarbonize the country eventually. The ETS will now include more sectors, set new emissions limits for the power sector, energy-intensive industries, and aviation, and incorporate carbon removal technologies into the ETS. CDR solutions, like direct air capture, BECCs, and nature-based removals, will now be traded in the ETS program.  Today I'm with our regular policy panel of Holly Buck Assistant Professor of Environment and Sustainability at the University at Buffalo and the author of Ending Fossil Fuels, and Wil Burns the Co-Executive Director of the Institute for Carbon Removal Law and Policy at American University. According to New Taipei-based About Time Technologies, it will also offer the family free testing of all models in its Herowatch series. The company has also issued apologizes to customers for the incident and says it will have the device examined by a third party to determine the reason it caught fire, if the customer agrees to that. The statement comes after the smartwatch caught fire on June 30. The 10-year old now requires skin grafts (植皮). The National Communications Commission says it could order a recall of the battery used in the smartwatch pending an investigation. **Pakistan Death Toll Rises Due to Monsoon ** Officials in Pakistan say the death toll from two weeks of monsoon rains rose to at least 55 on Thursday after at least 12 people died in weather-related incidents. The eastern city of Lahore had a record-breaking downpour the previous day, flooding many streets and disrupting normal life. Officials say since Wednesday, 19 people have died in the city due to collapsing roofs and electrocution (觸電死亡). Heavy rain also continued to lash Pakistan, overflowing the main rivers in the Punjab province, prompting the disaster management agency to be on high alert for fear of flash floods. **Twitter Threatens to Sue Meta Over Threads App ** Twitter has threatened (威脅) to sue rival Meta over its new Threads app, according to multiple media reports. Ira Spitzer reports. **Brazil Amazon Deforestation Drops ** New government data indicates that deforestation in Brazil's Amazon rainforest dropped 33.6% in the first six months of President Luiz Inacio Lula da Silva's term. From January to June the rainforest had alerts for possible deforestation covering 2,650 square kilometers, down from 4,000 square kilometers during the same period last year under former President Jair Bolsonaro. This year's data includes a 41% plunge in alerts for June, which marks the start of the dry season when deforestation tends to (傾向於) jump. Lula campaigned last year with pledges to rein in illegal logging and undo the environmental devastation under former President Jair Bolsonaro. Next month, Lula will preside over a meeting in Belem, bringing together heads-of-state from all Amazonian nations to discuss means to effectively cooperate in the challenging region. MOFA says Rasmussen has been calling on democratic countries to enhance (提高、增強) cooperation with Taiwan, to build democratic reliance amid the expansion of authoritarianism, adding that his upcoming visit was a clear demonstration of his strong support toward Taiwan. Rasmussen in 2017 founded the Alliance of Democracies Foundation, a non-profit organization dedicated to the advancement of democracy and free markets across the globe. In his current role, he hosts the annual Copenhagen Democracy Summit, which was first held in 2018. During his scheduled stay from January 3rd to 5th, Rasmussen will also meet with Vice President William Lai and Foreign Minister Joseph Wu, as well as lawmakers and think tank scholars. (TT) **MOL expands scope of online work permit applications for foreign nationals ** A government online work permit application system for foreign nationals has been expanded to cover cram schools, art-related jobs, and the adult children of work permit-holding foreign professionals. The Workforce Development Agency's "EZ Work Permit" website has been handling applications from local companies to employ foreign managers, as well as from sports- and art-related agencies to hire international talents. Now, cram schools may also create an account on the EZ Work Permit website, to apply for work permits and to renew (更新) the permits of their foreign employees online. The Ministry of Labor says that unlike offices with regular government business hours, the online service is operational 24/7, and should take seven working days or less to process and issue permit applications. Documentarian Alex Pritz didn't have a background in film. He studied environmental science in college and was certain he wanted to be a scientist to “work on these big problems plaguing our planet,” he says. But at the end of his time at university, he realized that film was a better way to engage with big issues. “I have always been interested in participatory video working with communities that are experiencing conflicts and challenges to help them use film as a method of advocacy and also self expression,” he remarks. With that approach in mind, he went to the western part of Brazil's Amazon rainforest to direct “The Territory.” The filmmaker discusses how he was introduced to the Uru-eu-wau-wau people, a small indigenous community that is fighting to protect their land, the challenges and accessibility issues he faced to make the documentary. But first Kim Masters and Matt Belloni look into the competition between Amazon and HBO for more viewers. Which series will win: ‘The Rings of Power' or ‘House of the Dragon?'

Encouraged by Brazilian President Jair Bolsonaro and local authorities who want to see the development of agribusiness, an "agricultural mafia" is taking over the Amazon rainforest. In the Brazilian state of Rondonia, organised groups set up camps for small farmers – sometimes the size of a city – within national forest parks that are supposed to be protected by law or on land stolen from indigenous peoples. Our reporters investigated this "agricultural mafia", from the small farmer who is promised a patch of land and a future, to the politicians pulling the strings.

Farmers were against the laws as they would no longer be assured of a minimum price for their crops. At the time, the government said the reforms were essential to modernise the nation but has now backed down ahead of elections in three heavily agrarian states. *) Sudan's police chief denies role in protester deaths Sudan's police chief has defended his security forces after at least 15 people were killed by live fire at Wednesday's protests against last month's coup. Lieutenant General Khalid Mahdi Ibrahim said security forces only used legal means to contain protests. Wednesday's deaths brought the overall death toll since the coup to at least 39. *) Belarus clears main refugee camps at EU border Belarus has cleared the main camps where refugees were sheltering at the border with Poland. Belarus state media said late on Thursday that the refugees sheltering in the forest had been taken to a warehouse away from the Polish border. The EU has accused Belarus of deliberately creating the crisis by flying in refugees and forcing them to attempt illegal border crossings into Poland and Lithuania. Minsk denies "orchestrating" the crisis and both sides have agreed to talks. *) World Food Programme drivers released after weeklong detention in Ethiopia All of the World Food Programme drivers and UN workers arrested by the Ethiopian government in the north have been released. Ethiopia arrested 72 drivers in Afar province, on the only functional road leading into the conflict-and-famine-hit region of Tigray. The arrests follow an escalation of conflict between Prime Minister Abiy Ahmed's government and Tigray forces in early November – when the rebels threatened to besiege capital Addis Ababa. *) Deforestation of Amazon surges to highest levels since 2006 The deforested area in Brazil's Amazon has reached a 15-year high, after a 22 percent jump from the previous year. The Amazon lost 13,235 square kilometres of rainforest in the 12 months from August 2020 to July 2021, according to the National Institute for Space Research. Brazil's Amazon had not recorded a single year with more than 10,000 square kilometres of deforestation in over a decade before Jair Bolsonaro's term started.

This past August, several former commanders of Colombia's largely demobilized Revolutionary Armed Forces of Colombia (FARC) released a video in which they announced a “new phase of armed struggle.” What this video signaled more than anything, was a clear reminder the peace accord is directly related to the conditions on the ground—the conditions of violence and poverty as they are proliferated and exacerbated by Colombia's elite and attendant corruption at various levels of government (https://foreignpolicy.com/2019/09/08/how-to-keep-the-colombian-peace-deal-alive-farc-duque-uribe-colombia/). In the words of one of the local residents—Luis, a seventy-three-year-old—living in one of the areas targeted for development, FARC, operating there since 1981, has long been viewed as “a useful group . . . they have been the presence of law in the face of state absence” (https://jacobinmag.com/2019/08/colombia-farc-hidroituango-demining-coca-campesinos). In areas, such as this, that have never seen police or government officials, the FARC organized communal work groups to fix local paths, imposed a minimum wage, resolved domestic disputes, and punished criminals. However, the dynamics of FARC presence in the area changed in the late 1990s to 2003, when right-wing paramilitary groups entered the region in force (https://jacobinmag.com/location/colombia). Today, AWNP's, Mwiza Munthali recently spoke with our friend and colleague, Gimena Sánchez-Garzoli. Gimena Sanchez-Garzoli is currently a Senior Associate for the Andes at the Washington Office on Latin America (WOLA), where she is the leading Colombia human rights advocate. We then turn our attention to Brazil, exploring the current sociopolitical and ecological crises and the implications of Afro Brazilians with Juliana Borges. In recent months, fires in the Amazon Rainforest have put a spotlight on the planetary harmful deforestation occurring there. Just before the September 23 United Nations Climate Action Summit, Human Rights Watch released the report Rainforest Mafias: How Violence and Impunity Fuel Deforestation in Brazil's Amazon. According to the report, “Every day, people in Brazil put themselves at risk to defend the Amazon rain-forest from illegal logging. … For Brazil to meet its Paris Agreement commitment, it will need to rein in the criminal groups that are driving much of the deforestation…”. Next, we will hear a talk delivered by Juliana Borges (https://uniondocs.org/people/juliana-borges/). Ms. Juliana Borges is an Afro-Brazilian researcher, writer, anthropologist, and activist working on issues related to racism, gender, drug policy, incarceration, and violence. She is part of the National Council of Brazilian Platform for Drug Policy Reform, a consultant at the Brazilian Bar Association/Sao Paulo Section on confrontation, monitoring, and memory of torture and violence. In addition, she recently published a book on Racism and the War of Drugs in Brazil, titled, “Encarceramento em Massa (Feminismos Plurais),” a book from the “Plural Feminisms” collection. She is a consultant for the Perseu Abramo Foundation in the area of violence studies, and a consultant for the project “They exist—women in prison,” which works in Rio de Janeiro women's prisons (https://sur.conectas.org/en/black-women-under-fire/). To Be Big in China Requires Playing by China's Censorship Rules (0:32)Guest: Stanley Rosen, Professor of Political Science and International Relations, University of Southern CaliforniaFresh back from a couple of exhibition games in China this week, NBA star LeBron James set off a fire storm with his reaction to a tweet that had set off an earlier firestorm. “You know when you're misinformed or you're not educated about something –and I'm just talking about the tweet itself –you never know the ramifications that can happen. And you know we all seen what that did.” The tweet was fairly short and quickly deleted. It was posted by the general manager of the Houston Rockets and it read “Fight for Freedom. Stand with Hong Kong.” China's communist government immediately condemned the tweet –it sees the Hong Kong protests as a violent separatist movement. The timing was bad, because LeBron's LA Lakers and the Brooklyn Nets were just about to head off to China for some pre-season games and a bunch of publicity to gin up support for the NBA in China–which is a really lucrative market for the league. Chinese companies pulled sponsorship from the NBA and team appearances were cancelled. Chinese TV networks refused to broadcast the games. The NBA apologized to China, but that's tricky because here in America we believe in free speech and furthermore, what the Houston Rocket's executive tweeted about supporting Hong Kong protesters is a pretty mainstream view in the West. And so, American media and entertainment companies are in a tough spot.
