The Pohlad family announced last month that they were looking to sell the Minnesota Twins after owning the team for 40 years. Well, for almost that long, the Pohlads also have had a private family foundation. It gives away millions of dollars every year to nonprofit organizations around the Twin Cities. In recent years the foundation has focused on two priorities — giving money to ease the housing crisis and address racial inequality. One of the foundation's goals is to increase the number of Black homeowners. When the Child Tax Credit (CTC) was expanded in 2021 in response to the COVID-19 crisis, it provided more support to parents and on a monthly basis. In addition, some very low-income families were eligible to access the CTC for the first time. In this episode, Dr. Katherine Michelmore shares insights from the paper that she co-authored with Natasha Pilkauskas and Nicole Kovski, titled, “The Effects of the 2021 Child Tax Credit on Housing Affordability and the Living Arrangements of Families With Low Incomes.”  Katherine Michelmore is an Associate Professor in the Gerald R. Ford School of Public Policy at the University of Michigan. Let's count the ways...Beyond the spike in building expenses, limitations on the recouping of renovation costs and restrictions on increasing revenue due to legislation such as the 2019 Housing Stability and Tenant Protection Act, buildings have to face unexpected and often extremely large expenditures brought on by regulations imposed by NYC such as Local Law 97 that mandates carbon neutrality by 2050.Issues Facing Multifamily BuildingsExpenses: On the expense side, the cost of every building input like utilities, insurance, and taxes has risen dramatically. So too have the number of capital projects, maintenance costs, and payroll expenses.Add to the mix all of the NYS and NYC regulations that will bring higher costs to the building owner and residents. A perfect example is Local Law 97 (LL97) which requires buildings larger than 25,000 square feet to be carbon-neutral by 2050, but that imposes immediate requirements. By 17, Pip was cycling in and out of Kitsap County's juvenile court. He avoided going home to a “volatile” living situation. He struggled at work. Then a court-appointed therapist referred him to a program called H-SYNC, Housing Stability for Youth in Courts. H-SYNC has been life-changing, Pip said. Nearly a quarter of young people who exit the Washington state justice system are homeless a year later. Young people leaving foster care or inpatient behavioral health become homeless at high rates as well. Five years ago, Washington enacted a law aimed at preventing this phenomenon. In the second of a three-part series, journalists Sam Leeds and Elizabeth Whitman explain how H-SYNC was designed to identify and help youth at risk of homelessness — and how it could serve as a model for other states. For 70%, What Happens When Rental Income = $0?70% of multifamily building owners in New York City are not the 'fat cats' that many people think of when looking at the Super Tall apartment buildings now dotting the NYC skyline!70% are considered 'small' owning one or two buildings, with under 50 units. And then we have an owner like one of today's guests who came here from Britain and owns one rental unit on Staten Island. And, were it not for her incredible fortitude and work ethic, she would have lost that property.Our two guests...Meet Emily Barlow: A landlord of one unit with a tenant who did not pay rent and refused to vacate the property since 2019. Emily worked 100 hours a week to fulfill her obligations on the right side of the equation below and fought for eviction in a court system that tends to be very tenant-friendly. Meet Ann Korchak: Ann is also the owner of a multifamily building in Manhattan that has been affected by the overall political, legislative, court, and Covid mandates enacted by NYC and NYS. Ann is also the President of SPONY, the Small Property Owners of New York which is an advocacy group with about 600 members.The Simple Multifamily FormulaRent - Expenses = Net Operating Income (NOI)               Mortgage               Insurance               Utilities               Taxes               MaintenanceSo what happens to landlords like Emily when the rent becomes $0 and yet the expenses still need to be paid or else the building could be lost?Certainly, during Covid some help was available for some through programs like ERAP (Emergency Rental Assistance Program), but in many ways, she was on her own.Owner HeadwindsLegislative: Laws that seem benign and good for tenants may ultimately work in reverse if building conditions are allowed to decline. One law that comes to mind is the NYS 2019 Housing Stability & Tenant Protect Act which put serious restrictions on owners vis a vis rent increases and benefits for doing renovations on apartments and common spaces. Another, for buildings greater than 25,000 sq. ft., is NYC Local Law 97. The rent control debate is gaining momentum at the top of the legal food chain. New York landlords are asking the Supreme Court to overturn lower court decisions on a 2019 rent stabilization law, and several national real estate groups are showing support. If the high court takes the case and rules in their favor, experts say it could “destabilize” rent stabilization laws across the nation.   Hi, I'm Kathy Fettke and this is Real Estate News for Investors. If you like our podcast, please subscribe and leave us a review.   The two landlord groups pushing for a Supreme Court review of the lower court rulings are the Community Housing Improvement Program and the Rent Stabilization Association. They are both based in New York, and claim that the 2019 “Housing Stability and Tenant Protection Act” is unconstitutional. The law is also known as the Rent Stabilization Law or RSL. (1)   Housing Stability and Tenant Protection Act   The landlords lost their case in federal court and the court of appeals, so they are now hoping that the conservative-leaning high court may offer a different opinion. Within the past few weeks, several major business and real estate groups threw their weight behind the plaintiffs including the U.S. Chamber of Commerce, the National Association of Realtors, the National Association of Homebuilders, the National Apartment Association, the Mortgage Bankers Association, and others. They showed their support by submitting amicus briefs, which is like saying they are friends in support of the plaintiffs who would like the Supreme Court to grant a writ of certiorari or, in plain English, a review of the case. In other words, they want the Supreme Court to accept the case.   The lawyer representing the plaintiffs, Andrew Pincus, told the National Review that the RSL is a property rights infringement. He says: “The Constitution has certain property protections, one of which is the Fifth Amendment's takings clause.” That means that the government is not allowed to take private property for public use without “just compensation.” He says that that concept is at the heart of the lawsuit. (2)   Property Rights Infringement Under the “Takings” Clause   Under the umbrella of the takings clause concept are two supporting arguments. One claims that the RSL is equal to a regulatory “taking” based on a 1978 case out of New York City. It's related to the economic impact of the law, the extent of the government interference, and the kind of government action being taken. The second argument is based on a 2021 case out of California where the court ruled that a law allowing union organizers onto private property amounted to a physical taking. Pincus compared this to a landlord's situation by saying: “They can't choose their tenants freely, nor can they reclaim their property as they wish.”   In the case of the RSL, critics say it dictates who can live on the property, how long they can live on the property, how much or how little they should pay in rent, and how much the property owners can invest to maintain the property – all of which have an impact on the financial viability of being a landlord and whether the landlord is allowed to make reasonable use of the property.   On the other side of the argument, are New York City officials and rent stabilization supporters who say the law does “not” amount to a taking because the property owners are not deprived of the economic benefits, according to certain standards known as Penn Central standards which resulted from one of the previous lawsuits I mentioned. Pincus disagrees, saying it runs contrary to the requirement of “just compensation” when private property is taken for public use.   Other RSL Issues Undermine Benefits for Needy Tenants   Critics also highlight other downsides of the law that actually hurt tenants. One is the lack of a method for determining whether tenants truly need low cost housing. Pincus says it's more of a lottery, where some lucky tenants get a great deal on rent despite the size of their paycheck. And other tenants, who might really needs a break on the rent, are sidelined.   Another is that many tenants remain in rent-controlled units long after they need financial help, which prevents low-income tenants from accessing housing they truly need. Joe Strasburg of the Rent Stabilization Association says it “gives people a huge incentive to stay in apartments no matter what.”   No word yet on whether the Supreme Court will accept the case.   You'll find links to our sources at newsforinvestors.com. In this episode, we will learn from Alondra Ammon, MOT, OTR/L. Alondra is an occupational therapist who works in community-based mental health and specializes in housing stability & retention. She is a 1st-generation Salvadorean/Haitian American from Maryland. Alondra learned to overcome adversity and strive despite the challenges of being raised alongside her seven siblings by her single parent, her mother, who immigrated from El Salvador. After high school, Alondra enlisted in the U.S. Air Force, working as a dental assistant and hygienist. During her time in the military, she discovered a passion for helping others in the healthcare field. She graduated with her B.S. in Kinesiology from San Francisco State University and her Master's in occupational therapy from Samuel Merritt University. During graduate school, Alondra served as the co-president for S.O.T.A. and helped raise over $3,000 for local community outreach and AOTPAC. Upon graduation, she was awarded the Outstanding Student Award and was selected to participate in the Emerging Leaders Development Program through the American Occupational Therapy Association. Currently, Alondra is pursuing her Ph.D. in Occupational Therapy at Texas Woman's University and was recently awarded a graduate fellowship called WoMentoring, designed to support women in leadership and research. Her dissertation topic is centered around exploring how learning is influenced by racial/ethnic bias towards students of color during Level II fieldwork. With an increased demand to diversify the profession, Alondra hopes to create equitable and inclusive resources to support the recruitment and retention of graduate students of color and bring more awareness to help mitigate health disparities. There is no question that many families suffered financial setbacks as the coronavirus swept across the nation two years ago. Today I'd like to discuss my vision to stabilize housing and to assist Arkansans with opportunities to move up the economic ladder. Arkansas's unemployment rate rose to more than 10 percent in the early months of the pandemic. The federal government stepped in with Emergency Rental Assistance, which allowed many to remain in their homes and softened the financial blow for landlords. But our economy has returned, jobs are plentiful, and our unemployment rate is even better than before the pandemic. Many still are recovering, but as employment opportunities abound, we are returning to our pre-pandemic assistance programs. Our goal is to educate Arkansans so they can move into trades that will allow them to build a career that will support their family. We must do more than pay the rent. Arkansans want to work. We recognize the dignity that comes with earning a living rather than a lifetime of accepting help. For this to work, we must assess the needs of individuals. What training does a person need? What challenges prevent a parent from finding a job? Some need help to overcome a mental illness or an addiction to alcohol or another substance. We still have programs that assist renters, including the Emergency Solutions Grants, the Community Services Block Grants, and the Low-Income Home Energy Assistance Program. Arkansans's belief in the value of work has been a foundation of my approach to lending a government hand to those in need. I recently informed the U.S. Treasury that Arkansas would accept no more than about $58 million in funds the federal government is offering through the second round of  the Emergency Rental Assistance program. That is about 39 percent of the total the state was offered. We still have approximately $16.5 million available in housing stability funds through other programs, and that includes more than $6 million for rental assistance. So we don't need the entire $146 million the federal government offered. The money we do accept from the second round of Emergency Rental Assistance could better be used to continue pilot programs with various nonprofits from Our House to Restore Hope and others, or to start new programs that promote housing stability. I thought long and hard about whether to accept all of the federal funds, but I didn't think we should take the money when we already have rental assistance funds available through other programs. It makes no sense to start an absolutely new rental-assistance program that would make it too easy for people to accept help rather than improve their job skills. The federal money also came with strings and limited our flexibility in program-integrity efforts. We are not going to ignore the needs of Arkansans. Community action agencies throughout the state can distribute aid from the remaining funds. But now that we are putting the pandemic behind us, we must focus on giving Arkansans the best kind of help, which is the chance to train and the ability to succeed. Our goal is not only to help someone find work today, but to help them achieve the dignity and pride of putting their family into a house and putting food on the table.

They come from a family of pharmacists, and they were working in the industry themselves. The couple talk with Nichole about their journey to becoming distillery owners, and what visitors can expect when they stop by the historic building in Franklin. On March 31, Boston's COVID-19 eviction moratorium will officially be lifted. It's been in place since last August to try and stop the spread of COVID, as officials worried evictions would contribute to the spread. Katie Forde with the Boston Office of Housing Stability explains to Nichole why the city is making this move, resources available to help renters in trouble, and programs that can help landlords get back on their feet, too.

Now 2.5 years later, while the constitutional challenge to HSTPA makes it way through the courts, there exists another attempt by the Legislature to enact a “Good Cause Eviction” Bill that will further encroach on the rights or property owners. My Co-Host Nativ Winiarsky and guests Craig Gambardella and Jim Burling, all attorneys, and I get into the weeds about the future of these draconian laws and how they will negatively impact not just property owners but the millions of people who choose to rent instead of own. Reframing our language is an important step to understanding the root cause of social issues in our world today. Homelessness doesn't always mean someone lacks a community, nor does having a home mean someone feels safe. The unhoused include people who have fled their own homes like refugees or people who cannot afford to keep a house. Housing status isn't the only way many would describe their identity, nor does it provide an accurate view of their well-being. It is more complicated, and we must avoid generalizing and oversimplifying. Instead, we must focus on housing stability and why so many Americans live on the edge, one medical bill, one utility bill, or one argument away from becoming unhoused.  For this episode of Force Multiplier, Baratunde is joined in conversation by two guests, Darice Ingram and Matt Rosen. As a program assistant at California State University, East Bay Darice focuses on wellbeing both inside and outside the classroom. Through her work, she provides at-risk students with warm meals, temporary housing assistance, emergency funds, and more, supporting them on their path to graduation. Matt Rosen is the chief program officer for Habitat for Humanity, San Francisco. Matt underscores the importance of looking beyond housing as a commodity and focusing more on building and sustaining communities that our children will enjoy living in. And finally, we hear from Mike King, President, and CEO of Volunteers of America. Mike has seen firsthand the struggles of America's unhoused. Two new reports on affordable housing in New Hampshire are out. Both illustrate how critical the housing situation in the Granite State has become —for renters, those looking to buy and people who are unhoused. And we're not just talking about the market in cities like Concord or Manchester. It's everywhere. Zoning policies have also been a contributing factor in the lack of affordable housing in New Hampshire. But New Hampshire's Council on Housing Stability released a new plan to increase available housing by over 13,000 units in the next three years. How will they accomplish that lofty goal?

Scott began his foundation when his Eli was recently diagnosed with FOXG1 Syndrome, a neurological disorder that will prevent him from ever speaking or walking. Despite the devastation this caused Scott and his wife Ilissa, they decided that they were going to fight this disease for the sake of their son and all others affected by FOXG1 Syndrome. The city received the money from the U.S. Department of Housing and Urban Development. The city’s Community Development Division apportioned it among 11 organizations.
