Amid a governmentwide effort to bring federal employees back to the office, a small but powerful biometrics office based in the Department of Homeland Security is now so packed that employees were briefly asked to bring their own chairs to work. An email viewed by FedScoop shows that employees of the Office of Biometric Identity Management (OBIM) were at one point guided to bring their own chairs to work. That advice was quickly rescinded, with the email saying that despite the initial guidance, staff should not bring their own chairs to the office while thanking employees for their patience as they worked through logistical challenges. OBIM, which was established more than a decade ago to manage the biometric information used to make border security decisions, is based at the Transportation Security Administration's offices. Another email, also viewed by FedScoop, highlights the severe space constraints at OBIM. Employees were sent lists of conference rooms that could be used for seating options for work. The email said: “With these space limitations, we encourage staff to please be accommodating and share offices and workspaces to the extent it is possible. Please connect directly with your supervisor and division leadership to discuss creative seating solutions. Please remember that we are all in this together and are working to find viable solutions. Thank you again for your patience as we work through these logistical challenges.” Because there isn't enough office or cubicle space, it's possible that staffers could unintentionally expose information to those that don't need to know it, given their proximity to other people, one former OBIM employee said. As DOGE continues its decimation of the federal workforce, grinds various operations to a halt and touts dubious cost-savings claims, the congressional agency with deep experience rooting out fraud, waste and abuse in government released a litany of recommendations Tuesday that it says could save the public tens of billions of dollars. The Government Accountability Office's 15th annual report on federal programs that have “fragmented, overlapping, or duplicative goals or actions” identified 148 cost-cutting measures across 43 topic areas, delivering a playbook to Congress and federal agencies aimed at lowering costs, improving programs and increasing revenues. Comptroller General Gene Dodaro said in a press release that the GAO's updated report details “new and meaningful opportunities to save federal funds across a wide range of programs.” “By addressing this year's updated list, as well as open recommendations to both agencies and Congress from GAO's past work, the federal government could potentially save an additional” $100 billion, he added. Traditional methods require large storage spaces, pose risks of leakage, and create inefficiencies that can disrupt production. In contrast, inline buffer formulation enables real-time mixing of concentrated ingredients, eliminating storage constraints and allowing for dynamic adjustments based on demand. With benefits like reduced waste, lower costs, and improved regulatory compliance, this technology is streamlining operations while ensuring precision and adaptability. As the industry shifts toward smarter manufacturing solutions, inline buffer formulation is paving the way for the future of pharmaceutical production. How Inline Buffer Formulation is Changing the Industry Nainesh, who has over 40 years in the pharmaceutical industry and six years at Asahi Kasei, highlights the evolution of buffer preparation. "Traditionally, buffer dilution involved a concentrate formulated in advance, which was then diluted with water to achieve the desired solution.” Modern inline buffer formulation transforms this process by enabling real-time mixing of individual components. "Instead of storing pre-made buffer solutions, MOTIV allows for real-time formulation using individual components. The system precisely combines these ingredients on demand, ensuring accuracy and eliminating storage-related inefficiencies," Shah explains. Enhanced Efficiency, Cost Savings, and Waste Reduction The advantages of MOTIV extend beyond storage and formulation flexibility. "With traditional methods, production can be delayed if pre-made buffers aren't readily available. If a change in concentration or formulation is required, additional time is needed for sourcing and preparation," Shah notes. "With MOTIV, you can use a single concentrated solution to create multiple buffer variants by adjusting the dilution ratio. This eliminates the need for multiple pre-concentrated stocks, reducing storage space, waste and increasing efficiency." Cost efficiency is another crucial factor. "Return on investment (ROI) depends on whether the facility has an existing buffer preparation setup or is installing a fresh system. For existing setups, ROI typically takes around two years due to transition considerations. However, for new installations, ROI can be achieved within 1.5 years," Shah states. He adds that Asahi Kasei provides an easy-to-use ROI calculator to help companies assess their financial benefits. Additionally, inline buffer formulation improves sustainability by minimizing waste and reducing the environmental impact of excess buffer storage. By eliminating the need for large buffer stockpiles, facilities can lower their material costs and optimize resource utilization. Scalability and Customization for Diverse Production Needs One of the standout advantages of the MOTIV inline buffer formulation system is its scalability. "Our smallest system supports up to 1,200 liters per hour with three inlets—one for water and two for concentrates like acid, base, or salt solutions. On the higher end, we can scale up to 5,000 or even 12,000 liters per hour, completely customizable with multiple inlets based on customer requirements," says Shah. This flexibility is particularly valuable for pharmaceutical manufacturers with varying production demands. Facilities producing multiple types of buffers can benefit from the system's adaptability, allowing them to switch formulations with minimal downtime. Instead of maintaining separate storage tanks for different buffer types, inline buffer formulation enables dynamic adjustments based on real-time requirements. Addressing Complex Formulations and Space Constraints MOTIV is particularly beneficial for high-volume buffer requirements and complex formulations.

District energy systems employ a centralized facility to supply heating, cooling, and sometimes electricity for multiple buildings in an area through a largely underground, mostly unseen network of pipes. When district energy systems are utilized, individual buildings do not need their own boilers, chillers, and cooling towers. This offers a number of benefits to building owners and tenants. Among them are: • Energy Efficiency. Centralized heating/cooling is more efficient than individual building systems, reducing energy use by 30% to 50% in some cases. • Cost Savings. Lower operations and maintenance costs through economies of scale and reduced equipment needs per building. • Reduced Environmental Impacts. Emissions are lessened and renewable energy resources can often be more easily integrated. • Reliability. A more resilient energy supply is often provided, with redundant systems and professional operation. • Space Optimization. Buildings need less mechanical equipment, freeing up valuable space. The concept is far from new. In fact, Birdsill Holly is credited with deploying the U.S.'s first district energy system in Lockport, New York, in 1877, and many other cities incorporated district systems into their infrastructure soon thereafter. While district energy systems are particularly effective in dense urban areas, they're also widely used at hospitals and at other large campuses around the world. “There's over 600 operating district energy systems in the U.S., and that's in cities, also on college and university campuses, healthcare, military bases, airports, pharma, even our sort of newer industries like Meta, Apple, Google, their campuses are utilizing district energy, because, frankly, there's economies of scale,” Rob Thornton, president and CEO of the International District Energy Association (IDEA), said as a guest on The POWER Podcast. “District energy is actually quite ubiquitous,” said Thornton, noting that systems are common in Canada, throughout Europe, in the Middle East, and many other parts of the world. “But, you know, not that well-known. We're not visible. Basically, the assets are largely underground, and so we don't necessarily have the visibility opportunity of like wind turbines or solar panels,” he said. “So, we quietly do our work. But, I would guess that for the listeners of this podcast, if they went to a college or university in North America, I bet, eight out of 10 lived in a dorm that was supplied by a district heating system. So, it's really a lot more common than people realize,” said Thornton.
