Let's get started.Indian benchmark indices, the Nifty and the Sensex, saw a marginal rise on Tuesday as traders remained cautious ahead of US Fed's policy decision. The Nifty ended the session with a 0.14% gain while the Sensex ended with a 0.11% rise.On Tuesday, we wrote about Brookfield's plans to venture into the semiconductor fabrication sector. The sector is hot — today, Gulveen Aulakh and Shouvik Das report that the Adani Group wants a piece of this pie too. It's planning a joint venture with Israel-based company “Tower Semiconductor”. The JV will be based in Maharashtra's Raigad district. While the chips to come out of this factory will meet the Adani Group's requirements, they will also cater to foreign demand.Millions of investors are trying to make a small fortune in IPOs. Every new listing, irrespective of its size, is oversubscribed dozens of times at least. Why? Cases like Bajaj Housing Finance, which doubled when it debuted on Dalal Street on Monday. Listing day gains aren't a new concept, but it's incredibly difficult to secure an allotment for a new IPO. Sashind Ningthoukhongjam writes about strategies one could adopt if they want better chances at securing allotment. You can apply via the shareholder quota, or the small high net investor quota as well. This is a good read for you if you've missed out on some of the blockbuster IPOs we've had this year.Urban Company's early investors, Steadview Capital, Elevation Capital, and Accel, are eyeing a partial exit, planning to sell off stakes worth $100-150 million. This move is part of a broader trend where early backers cash out before a company hits the public markets, and Urban Company is preparing for an IPO next year. These secondary sales let old investors liquidate at a valuation slightly under Urban Company's estimated $2.6 billion—a strategic move as they near the end of their fund cycles. Mint's Sneha Shah and Priyamvada C report on the secondary share sale at Urban Company - something that reflects a broader trend in the Indian startup scene.What's your portfolio mix?.... Most savvy investors would say stocks, mutual funds, gold and real estate. But there's a new player in town: “Rare Collectibles”. Dipti Sharma writes that Indian investors are diversifying into luxury items like art, vintage cars and luxury watches. Rare Japanese whiskeys are part of such investments too, as the market now has both buyers and sellers. Some experts believe that these collectibles will turn into a key asset class. What rich Indians once bought for personal enjoyments, are now treated as investments that could give you decent returns.Back in 2013, India launched a plan to strengthen small farmers by creating Farmer Producer Companies  or FPCs, giving them the power to negotiate better deals and manage resources collectively, similar to successful dairy co-ops like Amul. Farmers buy shares in these FPCs, which then operate under the Companies Act—this shields them from political and bureaucratic hassles and allows them to tap into government grants. Fast forward to today, and there are over 9,000 FPCs with more than 2 million members, about 28% of whom are women, writes Sayantan Bera. These FPCs have broadened their reach, securing licences to sell everything from seeds to processed foods, helping farmers get better prices and market access. However, it's not all smooth sailing. The Cyberlaw Podcast is back from August hiatus, and the theme of the episode seems to be the way other countries are using the global success of U.S. technology to impose their priorities on the U.S. Exhibit 1 is the EU's Digital Services Act, which took effect last month. Michael Ellis spells out a few of the act's sweeping changes in how U.S. tech companies must operate – nominally in Europe but as a practical matter in the U.S. as well. The largest platforms will be heavily regulated, with restrictions on their content curation algorithms and a requirement that they promote government content when governments declare a crisis. Other social media will also be subject to heavy content regulation, such as transparency in their decisions to demote or ban content and a requirement that they respond promptly to takedown requests from “trusted flaggers” of Bad Speech. In search of a silver lining, I point out that many of the transparency and due process requirements are things that Texas and Florida have advocated over the objections of Silicon Valley companies. Compliance with the EU Act will undercut those claims in the Supreme Court arguments we're likely to hear this term,  claiming that it can't be done. Cristin Flynn Goodwin and I note that China's on-again off-again regulatory enthusiasm is off again. Chinese officials are doing their best to ease Western firms' concerns about China's new data security law requirements. Even more remarkable, China's AI regulatory framework was watered down in August, moving away from the EU model and toward a U.S./U.K. ethical/voluntary approach. For now.  Cristin also brings us up to speed on the SEC's rule on breach notification. The short version: The rule will make sense to anyone who's ever stopped putting out a kitchen fire to call their insurer to let them know a claim may be coming.  Nick Weaver brings us up to date on cryptocurrency and the law. Short version: Cryptocurrency had one victory, which it probably deserved, in the Grayscale case, and a series of devastating losses over Tornado Cash, as a court rejected Tornado Cash's claim that its coders and lawyers had found a hole in Treasury's Office of Foreign Assets Control ("OFAC") regime, and the Justice Department indicted the prime movers in Tornado Cash for conspiracy to launder North Korea's stolen loot. Here's Nick's view in print.  Just to show that the EU isn't the only jurisdiction that can use U.S. legal models to hurt U.S. policy, China managed to kill Intel's acquisition of Tower Semiconductor by stalling its competition authority's review of the deal. I see an eerie parallel between the Chinese aspirations of federal antitrust enforcers and those of the Christian missionaries we sent to China in the 1920s.   Michael and I discuss the belated leak of the national security negotiations between CFIUS and TikTok. After a nod to substance (no real surprises in the draft), we turn to the question of who leaked it, and whether the effort to curb TikTok is dead. Nick and I explore the remarkable impact of the war in Ukraine on drone technology. It may change the course of war in Ukraine (or, indeed, a war over Taiwan), Nick thinks, but it also means that Joe Biden may be the last President to see the sky while in office. (And if you've got space in D.C. and want to hear Nick's provocative thoughts on the topic, he will be in town next week, and eager to give his academic talk: "Dr. Strangedrone, or How I Learned to Stop Worrying and Love the Slaughterbots".) Cristin, Michael and I dig into another August policy initiative, the “outbound Committee on Foreign Investment in the United States (CFIUS)” order. Given the long delays and halting rollout, I suggest that the Treasury's Advance Notice of Proposed Rulemaking (ANPRM) on the topic really stands for Ambivalent Notice of Proposed Rulemaking.”  Finally, I suggest that autonomous vehicles may finally have turned the corner to success and rollout, now that they're being used as rolling hookup locations  and (perhaps not coincidentally) being approved to offer 24/7 robotaxi service in San Francisco. Nick's not ready to agree, but we do find common ground in criticizing a study. Intel is scrapping a $5.4 billion deal for the Israeli chipmaker Tower Semiconductor after failing to get regulatory approval from China, where it derives more than 25% of its revenues. The deal falling through represents a big roadblock for CEO Pat Gelsinger's plans to enter the faster-growing foundry business, which would allow it to manufacture semiconductors for other companies. But one analyst writes, that might not even matter, since no one owns the stock for the foundry business. It's also another way for China to fight back against the U.S. in the tug-of-war over chip supremacy.

I'll bet that you didn't know that the original concept for what became the Apple Thunderbolt interface involved optical communication. Well, in this fascinating podcast with Dr. Mader, you will learn that intriguing backstory and much more.  Mader also provides a helpful introduction to silicon photonics technology and applications. Importantly, OpenLight's business model is designed to allow them to become an Arm-like IP provider for silicon photonics. “We're the first open siliconics platform that has the lasers and amplifiers integrated on the chip,” explains Mader. With the OpenLight Process Design Kit (PDK), customers can integrate InP lasers and amplifiers directly into their silicon IC designs at Tower Semiconductor. While the silicon can be  employed to guide, modulate, and detect light, you need the InP to amplify. OpenLight literally brings the silicon and the InP together with molecular bonding. While silicon photonic is already making inroads in a number of important applications, Mader is “excited about the long tail of applications” enabled by OpenLight and their customers. In addition, Mader recounts his rich technology background that includes developing a patent while interning at Apple, being involved in an early Amazon commercial product, directing engineering at a startup that was inquired by Intel, and his family connections to the legendary Fairchild Semiconductor and our podcast's name inspiration, Gordon Moore. In December last year, the government approved a $10 billion package to give a fillip to semiconductor manufacturing in India. This incentive could mark the beginning of India's latest foray at grabbing a share of the $107 billion global foundry market, 64 per cent of which is controlled by a tiny nation -- Taiwan.   So far, the scheme has attracted three players. They have already submitted proposals for setting up fab plants in India.  The first is Vedanta, along with Taiwanese contract manufacturer Foxconn. The second is ISMC, a consortium led by India-based investment firm Next Orbit, which has entered a tie-up with Tower Corporation Israel. And, the third is Singapore-based IGSS, which has IMEC as a partner. The government, on its part, will provide 50 per cent of the investment cost of setting up a fab plant. Their applications involve a projected investment of $13.6 billion. They have sought support from the Centre to the tune of $5.6 billion.  Tata and Vedanta have also shown intrest in setting up semiconductor plants with foreign partnerships.  But, India's track record is not very encouraging. In 2005, bureaucratic hurdles ended up scuttling the plans of multinationals to set up plants in India. Attempts to attract chipmakers in 2017 and 2020 also failed. In 2007, Intel moved to China and Vietnam after showing interest in India. In 2013, the government approved two proposals by Jaypee Group and HSMC. It even promised to subsidise the project cost. However, the projects were aborted after failing to attract investors. So, when in September 2021, Israel-based chipmaker Tower Semiconductor threatened to pull the plug on its India plan over lack of policy clarity, it seemed like history was repeating itself. It had even called for Prime Minister Narendra Modi's intervention. The company is the technology partner of the Next Orbit Ventures-led consortium.  But, in May, ISMC, announced that it had signed an agreement with the Karnataka government to invest $3 billion to set up India's first and largest semiconductor fab unit in partnership with the same Israeli firm, Tower semiconductors. The current response from these players shows their confidence in the government's ability to provide adequate infrastructure and incentives. The government is definitely being seen as more welcoming of chipmakers than before. All of this indicates that India's latest foray into the sector is not a false start and might bear fruit.   Unlike in 2005 or 2013, the present situation in India is very different. India imports almost all of its chips. According to an analysis of data from the commerce and industry ministry, India's semiconductor imports in 2021-22 increased 65.2 per cent from 2019-20. The Ministry of Electronics and Information Technology estimates that India's semiconductor market will grow to 63 billion dollars by 2026, from less than $20 billion in 2020. And, with the 5G roll-out underway, wireless communication will drive the country's semiconductor demand. So, the demand is expected to go up, adding to the economic rationale of a domestic chip-making industry. But, will India become a global player in semiconductor chips? Well, it will be an uphill task with little guarantee of success since significant challenges remain. India's $10 billion incentive scheme falls short of competing schemes from countries with larger captive markets. India is not even in the list of top ten in market share of chips. The US has announced an incentive package of $52 billion for chip manufacturing. China will be doling out $150 billion in incentives till 2025. ISMC, a semiconductor consortium, will invest Rs. 22,900 crore ($3 billion) in India's southern state of Karnataka to set up a chip-making plant, the state government said in a statement on Sunday. The plant is to come up on a 150-acre plot on the outskirts of the royal city of Mysuru, about three hours by car south of Bengaluru. ISMC is a joint venture between Abu Dhabi-based Next Orbit Ventures and Israel's Tower Semiconductor, which may soon be acquired by US chip giant Intel. This plant, India's first semiconductor fabrication unit — a 65nm analogue semiconductor foundry — is expected to generate more than 1,500 direct jobs and 10,000 indirect jobs, the Karnataka government said in its statement. Tower Semiconductor, is the principal technology partner, with the project initially funded by Next Orbit Ventures Fund. The consortium is one of the three applicants for the $10 billion incentive package for semiconductor manufacturing that India is offering under a national semiconductor mission. Amazon is cutting paid time off for front-line US workers who test positive for Covid-19, starting today, CNBC reports. All US-based Amazon workers who test positive for Covid-19 will now get up to five days of excused, unpaid leave, the company told workers in a notice sent Saturday. A spokesperson told CNBC, that workers are still able to use their sick time off if needed. Wipro will continue to look for large acquisitions in underpenetrated areas of opportunity that can be scaled even further, Economic Times reports, citing CFO Jatin Dalal. The company has taken aggressive steps to regain revenue growth leadership under CEO Thierry Delaporte, who has spent billions of dollars buying businesses including Capco, CAS Group and Rising. Last week, the $10 billion IT services giant, India's fourth-biggest, reported earnings matching street expectations. Accenture has named Nick Mulcahy, the CEO of Zag, which the tech services giant acquired, as the New Zealand country managing director, elevating him from his role as head of technologies, Consultancy reports. His predecessor Ben Morgan will assume the newly-created position of New Zealand regional growth lead. Mulcahy joined Accenture as a managing director in 2020 upon its acquisition of Wellington-headquartered Zag, a SAP and cloud consultancy, for a reported $45 million. Rise Capital, a VC firm founded by former Tiger Global executive Nazar Yasin, has entered India, hiring Anuj Mehta as its India head, Economic Times reports. The VC firm is looking to take the seed to Series B bets on Indian startups with cheque sizes ranging from $100,000 to $10 million from its third fund, Yasin, who quit Tiger Global in 2013, told ET. Rise Capital, which has backed companies such as Facily, Kitopi, Kueski and Gaia, has already closed two deals in India recently. It has invested in TradeX, an investment app company, and SaveIn, a neobank, as part of their larger seed stage rounds, according to ET. In September 2021, flustered by the government's lack of clarity on its policy for chipmakers, Israel-based chipmaker Tower Semiconductor had threatened to pull the plug on its plan to set up a facility in India.  The company had been in consultations with the government for several years. In a letter, Tower Semiconductor had called for Prime Minister Narendra Modi's intervention to fast-track a government proposal for chip manufacturing. It also wrote to the government six months after the latter started inviting chipmakers to India. The company had also stated that any delay on the government's part would mean that it would be unable to "stay active in the project in the near future". The company was the technology partner of a consortium formed by Abu Dhabi-based Next Orbit Ventures to set up a chip plant in Gujarat's Dholera. About three months later, the government unveiled a $10 billion production-linked incentive scheme to attract semiconductor and display manufacturers, which seems to be bearing fruit.  In the past decade and a half, India had tried unsuccessfully on several occasions to attract chipmakers. Therefore, the current response shows the companies' confidence in the government's ability to provide the right infrastructure and incentives to build a semiconductor ecosystem.  The government has received proposals worth $20.5 billion from five companies for setting up semiconductor and display fabrication units.  Vedanta was the first one to hop on. A joint venture of Vedanta and Foxconn, a consortium led by Abu Dhabi-based Next Orbit Ventures and IGSS Ventures of Singapore are the three companies that submitted applications for semiconductor plants. The applications have been received for setting up 28 nm to 65 nm fabs with a projected investment of $13.6 billion. They have sought support from the Centre to the tune of $5.6 billion. The Next Orbit Ventures-led consortium's technology partner remains Tower Semiconductor, which was recently acquired by Intel for $5.4 billion. This time, the government is being seen as more welcoming of chipmakers than before. Vedanta and Elest, a subsidiary of gold jewellery retailer Rajesh Exports, have submitted proposals worth $6.7 billion to manufacture display fabs. They have sought incentives of $2.7 billion  The duty of the government does not just end with the creation of a successful atmosphere for the semiconductor industry. It has larger problems to tackle. Making chips is an electricity and water-intensive affair that creates hazardous waste. The manufacturing process also involves toxic gases and chemicals that are responsible for greenhouse gas emissions. Greenpeace estimates that the world's largest chipmaker TSMC alone uses 4.8% of Taiwan's electricity annually. This is expected to rise to 7.2% this year as production at new plants begins in TSMC's home country.    When Taiwan was hit by a drought last year, TSMC ordered water from trucks to ensure no disruption to its manufacturing. When the government prioritised the supply of water to chipmakers, this led to tensions between the companies and the farmers.  Environmental impact is something that India should keep in mind as it fosters a semiconductor ecosystem. The semiconductor market of India is estimated to touch $63 billion by 2026 compared to the $15 billion in 2020. Watch video

S&P Futures are displaying a solid move higher this morning. The move higher is based on comments from Russia's Defense Ministry who said some troops on the Ukrainian border were returning to their bases after completing training. The news pushed the U.S. & European indices higher and oil prices lower as expected. Before the bell, watch for the release of the Producer Price Index, which covers prices that suppliers charge businesses, it could offer some insights into inflation. Carl Quintanilla and Jim Cramer explored the rebound in stocks -- and crude oil prices pulling back from seven-year highs -- after Russia said it is pulling back some of its troops from near Ukraine. The chip sector also in the spotlight: Intel agrees to buy Tower Semiconductor in a $5.4 billion deal -- and industry data show annual global semiconductor sales topped $500 billion for the first time. Reliance Jio's much-anticipated low-cost smartphone, JioPhone Next, will now be launched around Diwali. The company has been forced to postpone the launch due to a global semi-conductor shortage. Maruti Suzuki, the country's biggest carmaker, has said that its vehicle production in September would fall by 60 per cent due to the semiconductor chip shortage. Among other companies hit by the shortage is M&M, which expects 20-25% drop in production in September. And, the problem might not abate anytime soon. According to global chip design and manufacturing companies, the shortage of chips for mobile devices will continue for at least six more months in India. And the outlook for the auto sector is also pessimistic. Clearly, India needs to create a semiconductor ecosystem of its own. However, India's track record in this sphere has been poor. And, recent reports suggest that we might not have learnt the lesson from past failures. A financial daily recently carried a sobering report, which said the following: An Israel-based semiconductor foundry, Tower Semiconductor, has called for Prime Minister Narendra Modi's intervention to fast-track a government proposal for chip manufacturing. The move comes nine months after the government floated an Expression of Interest for the project. In the letter, the company has said that any delay on the government's part would mean that it would be unable to "stay active in the project in the near future". A consortium of Abu Dhabi-based Next Orbit Ventures, with Tower Semiconductor as its technology partner, has pitched for a 3-billion-dollar semiconductor fabrication unit in Gujarat's Dholera.  One might get the sense that history is repeating itself. FAB TALES FROM INDIA In 2007, Intel showed interest in setting up a fab plant but it chose China and Vietnam due to Indian govt's “unattractive incentives” In 2013, Govt cleared two fab projects, one by Jaypee with an investment of Rs 26,300 crore; and another by Hindustan Semiconductor Manufacturing Corporation. Both could not show proof of funding In 2020, Govt floated EoI inviting applications to set up semiconductor fab plants. The response is lukewarm In 2021, the Tata group said it was mulling entry into semiconductor business There has been some movement despite this poor track record. In August of 2021, Tata group Chairman N Chandrasekaran announced that the salt-to-automobile conglomerate was looking to enter semiconductor manufacturing. There is the crucial question of how much the government wants to subsidise the industry. According to a senior executive of American chip maker incentive support of 1 billion dollars per semiconductor manufacturer could attract two to three large investments worth up to 80,000 crore rupees for setting up speciality fabrication units in India. The executive added that the US government was offering incentive support of 50 billion dollars, South Korea 100 billion dollars, and China around 450 billion dollars.
