Health care, public health, and the support systems we have in place to make Arkansans healthier were key areas of focus for state lawmakers during the 2025 regular session of the 95th Arkansas General Assembly. With the session now at an end, it's time to look back from a healthcare perspective to understand what happened and what has become, or will soon become, the new law of the land. In this episode of the Wonks at Work podcast, we're joined once again by Michelle Kitchens, director of governmental affairs and community outreach here at the Arkansas Center for Health Improvement.
Although essential to overall health and well-being, not every Arkansan has access to fresh, healthy food. A working group appointed by former Gov. Asa Hutchinson found food deserts in 62 of Arkansas's 75 counties in 2022. Filling some of those gaps, farmers markets and other community-focused solutions have evolved to serve areas that don't have a supermarket, and, in some cases, simply can't support one. In this episode of the Wonks at Work podcast, we learn more about efforts to re-introduce local food to Arkansas communities, schools, and families from Dan Spatz, the proprietor of a 400-acre farm in Conway named Healthy Flavors Arkansas.
This week we revisit Kerry's two prior interviews with Arkansan painter and sculptor, Kevin Kresse. Kevin has exhibited his work around Arkansas, New York, Washington DC, Memphis, and Atlanta. His work has been featured in the Arkansas Democrat-Gazette, the Arkansas Times, Soiree magazine, and more, and he has been featured in pieces produced by local affiliates of ABC, CBS, and PBS television, as well as a short film by Garret Lakin. The journey toward a career in art began with Kresse and his wife Bridget's decision to pare down their lives financially. Both of the Kresses had “job-jobs,” as Bridget calls them. She was a financial planner, Kevin a newspaper art director. Work and money had been “all about accumulation.” The Kresses opted for a different road. They gave their employers a year's notice, lived cheaply, and saved money. Then they took a four-month trip to Europe. The trip to Europe was priceless. It laid the foundation for their marriage, they say. It gave them time to reflect — something Kevin points out is growing increasingly scarce for workaholic Americans — and it pointed the way toward their future. It was on that trip, Bridget says, that “Kevin decided to do his art." "It's a kick knowing that my public work will still be there long after I'm gone," he said. "I never thought about that aspect too much until after my father died. It is also great hearing people interpret what they see in some of the work. It makes me realize that everyone sees art through their filter of life and that every interpretation is just as valid as the reason I did it."

As disturbing as the reported opioid overdose death toll has been over the past decade, a 2018 study suggested that many states were likely underreporting those deaths. The reason was that coroners and medical examiners were not specifying the drug contributing to the cause of death on death certificates. To better understand drug overdose deaths in Arkansas, state lawmakers passed a law in 2023 addressing this challenge. In this episode of the Wonks at Work podcast, we speak with Dr. Ted Brown, director of the Arkansas State Crime Lab and the state's chief medical examiner, to discuss the impacts of the law and his work to answer questions about how Arkansans have died.
A little over half of Arkansans have dental coverage, and even among those with coverage, only 30% of adults and 50% of children used any services, according to an ACHI analysis. Forgoing oral health care can lead to infections, chronic pain, tooth loss, and exacerbation of other health issues such as diabetes and heart disease. Patients who do not have access to or cannot afford regular dental care are often left to seek emergency care in the hospital or access low- or no-cost services in charitable settings. This bill is a giveaway to power companies on the backs of poor and working Arkansans who already struggle to pay their energy bills. The legislation in SB307 proposes allowing utility providers to fund their projects by collecting interest from the customers on construction of these projects prior to the project being complete by raising rates on their monthly bills. Arkansan native John Steven Clark was raised in Leachville, Arkansas watching his father dabble in local politics and decided early in life that he wanted to be a politician as well. He graduated from ASU and attended Law school in Fayetteville. In 1973, Clark became assistant dean of the University of Arkansas School of Law. It was there he met and became friends with Bill and Hillary Clinton. In 1976, Clark left the Law School to become chief of staff for Governor David Pryor. After Clinton was elected Governor, Clark became Arkansas's Attorney General and was the longest serving attorney general in Arkansas history. Clark has argued eight cases before the US Supreme Court. His most famous state case was creationism v evolution education in schools. Although this was not argued at the Supreme Court level, it was followed internationally and Clark was publicly denounced by evangelist Pat Robertson on the 700 Club show. In 1990, Clark was accused and convicted of mishandling state funds and charged with felony theft by deception. He lost his law license and moved several times. He lived in Georgia, Florida, Tennessee and Texas. In 2004, Governor Huckabee pardoned Clark. In 2007, he returned to Fayetteville and a year later became the president and chief executive officer of the Fayetteville Chamber of Commerce.

Born and raised in Pine Bluff, Trey Reid is the Assistant Chief of Communications for the Arkansas Game & Fish Commission. His primary role is executive producer and host of Arkansas Wildlife TV, the AGFC's weekly television show that documents The Natural State's many outdoor recreational opportunities and AGFC's myriad conservation work. Additionally, Trey is editor of Tail Fly Fishing Magazine and Strung Sporting Journal; and host of The Wild Side radio show on 103.7 The Buzz (which airs Tuesdays at 7 p.m.). He makes more than 250 radio and TV appearances per year representing the Commission and educating Arkansans on our natural states outdoor offerings. Prior to joining the AGFC staff in 2007, Trey was field reporter for ESPN2's BassCenter, traveling the country to report on professional bass fishing, conservation issues and much more. His travels took him everywhere from post-Hurricane Katrina New Orleans to bass fishing adventures in New York City's Central Park. Trey was outdoor editor of the Arkansas Democrat-Gazette for four years. He started in the newspaper business as a sports writer and later as sports editor at his hometown newspaper, the Pine Bluff Commercial. He continues to work as a freelance writer and has had articles appear in local and national magazines and websites including Bassmaster, Greenhead, AY, Fish Arkansas, Arkansas Wild, Arkansas Money & Politics, ESPN.com, and more. Trey graduated from the University of Arkansas at Little Rock with a B.A. in Liberal Arts.

Every producer owning cattle, whether it is 1 cow or 1,000 cows should be pregnancy testing the herd. There are a number of techniques and styles of checking your cows if they are open or bred. Bob Weaber for Kansas State University joins us discussing various different ways from blood tests to manual palpation to ultrasound and their benefits. Latest Beef Industry News European Union Makes Decision On Cultivated Meat Ban The European Commission criticized Hungary's proposed ban on cultured meat, calling it “unjustified” and potentially disruptive to the EU single market. “No lab-grown meat products are currently authorized in the EU, making a ban premature,” stated the Commission, adding that it could interfere with the EU's scientific approval process for novel foods. Following a TRIS assessment, Sweden, Lithuania, the Netherlands, and Czechia also opposed the ban, citing risks to market unity if cultured meat is later approved. The Netherlands further argued that cultured meat could benefit farmers, offering a future-proof alternative for the agricultural sector. Hungary can now revise its draft ban in response to these comments. Vilsack Calls For Congress To Act On Farm Bill Agriculture Secretary Tom Vilsack is urging Congress to pass the overdue Farm Bill. “We need a Farm Bill now,” he emphasized in a call with American Farmland Trust, noting limited time left this fall for a bipartisan solution or at least an extension of the current bill. Though hopeful for a five-year bill by year-end, Vilsack warns delays could disrupt 2025 farm financing. The 2018 Farm Bill, temporarily extended, expired on Sept. 30, putting pressure on Congress to act before the November elections. NCBA Criticizes Dietary Guidelines Recommendations The National Cattlemen's Beef Association (NCBA) criticized the Dietary Guidelines Advisory Committee's recent push to replace high-quality proteins like beef with plant-based options. NCBA's Ethan Lane called the suggestions "out-of-touch" and “dangerous,” pointing out that beans and lentils can't fully replace the nutrients beef provides. Dr. Shalene McNeill, NCBA's Executive Director of Nutrition Science, emphasized that while beef makes up only 5% of calories in the American diet, it supplies over 5% of essential nutrients like iron, B12, and protein. These recommendations, part of the 2025-2030 Dietary Guidelines process, will be reviewed by USDA and HHS. Arkansas Beef Council Names Best Burger The Arkansas Beef Council announced Bailey's Family Restaurant in Cave City as the winner of the inaugural Arkansas's Best Burger Contest with their Caveman Burger. Selected from over 2,400 nominations across 410+ burgers, the contest's top ten burgers — two from each of the state's five regions — were judged on taste, appearance, cooking, and overall impression by an anonymous panel. The Caveman Burger stands out with a massive two-pound beef patty on a nine-inch bun, available as a double with optional cheese or bacon. Arkansas Secretary of Agriculture Wes Ward noted that the contest highlighted Arkansans' love for quality beef and local restaurants. The Arkansas Beef Council continues to support beef's image and Arkansas's cattle industry through promotional and research efforts. Tobacco use remains the leading preventable cause of death in Arkansas, claiming more lives each year than HIV, illicit drug use, alcohol, motor vehicle injuries, and firearm-related incidents combined. Tobacco use in the state has dropped significantly over the past decade, but Arkansas's smoking rate still ranks among the highest in the U.S. Plus, the use of e-cigarettes has drastically increased, with roughly 1 in 10 Arkansans vaping regularly. To explore these challenges, as well as some hopeful new treatments for lung cancer, we're joined on this episode by Dr. Matthew Steliga, a thoracic surgeon at the University of Arkansas for Medical Sciences and a member of the Tobacco Prevention and Cessation Advisory Committee for Arkansas.

Alan McClain was appointed as Arkansas's 24th Insurance Commissioner by former Governor Asa Hutchinson in April 2020, and continues to serve as Commissioner under Governor Sarah Huckabee Sanders. Prior to his appointment, McClain served for five years as Commissioner of Arkansas Rehabilitation Services (ARS)—a sister agency of the Arkansas Insurance Department (AID) under the state Department of Commerce.Commissioner McClain began his career in state government in 1992 at AID, spending eight years in its Public Employee Claims Division. Prior to joining AID, he served as a Claims Manager for self-insured workers' compensation plans at the Little Rock offices of Sedgwick James Insurance.McClain served thirteen years with the Arkansas Workers' Compensation Commission (AWCC), where he spent almost nine years as its Chief Executive Officer. While at the AWCC, he also served as the regulator for companies and groups seeking to self-insure workers' compensation risks. In 2013 McClain left the AWCC to join the Workers' Compensation Research Institute (WCRI) based in Cambridge, Massachusetts, where he worked alongside numerous state workers' compensation agencies as they utilized the work of WCRI in making data-driven policy decisions.McClain served as President of the Council of State Administrators of Vocational Rehabilitation between 2019-20, as well as President of the International Association of Industrial Accident Boards & Commissions (IAIABC) in 2011, where he was named Co-Chair of the National Association of Insurance Commissioners (NAIC)/IAIABC Joint Working Group. During his time as Commissioner of Arkansas Rehabilitation Services, Governor Hutchinson also appointed McClain to serve on the Arkansas Workforce Development Board, and the Governor's Council on Developmental Disabilities.In addition to membership on a number of other NAIC task forces and working groups, McClain currently serves as Chair of the NAIC Property and Casualty (C) Committee, as well as Chair of the Workers' Compensation Task Force, a subgroup of the Property and Casualty (C) Committee. He also serves on the Financial Standards and Accreditation (F) Committee, which reviews insurance department ability to analyze company solvency.McClain is a native Arkansan. He holds an undergraduate degree from Hendrix College in Conway, as well as a Master of Public Administration from the University of Arkansas at Little Rock. This week we revisit Kerry's two prior interviews with Arkansan painter and sculptor, Kevin Kresse. Kevin has exhibited his work around Arkansas, New York, Washington DC, Memphis, and Atlanta. His work has been featured in the Arkansas Democrat-Gazette, the Arkansas Times, Soiree magazine, and more, and he has been featured in pieces produced by local affiliates of ABC, CBS, and PBS television, as well as a short film by Garret Lakin. The journey toward a career in art began with Kresse and his wife Bridget's decision to pare down their lives financially. Both of the Kresses had “job-jobs,” as Bridget calls them. She was a financial planner, Kevin a newspaper art director. Work and money had been “all about accumulation.” The Kresses opted for a different road. They gave their employers a year's notice, lived cheaply, and saved money. Then they took a four-month trip to Europe. The trip to Europe was priceless. It laid the foundation for their marriage, they say. It gave them time to reflect — something Kevin points out is growing increasingly scarce for workaholic Americans — and it pointed the way toward their future. It was on that trip, Bridget says, that “Kevin decided to do his art." "It's a kick knowing that my public work will still be there long after I'm gone," he said. "I never thought about that aspect too much until after my father died. It is also great hearing people interpret what they see in some of the work. It makes me realize that everyone sees art through their filter of life and that every interpretation is just as valid as the reason I did it."

Arkansas's Republican Governor, Sarah Huckabee Sanders, has not held back in voicing her strong criticisms of President Joe Biden's present administration, which she unequivocally labels as 'underperforming'. She empathetically argues that voters are disenchanted with what she calls Biden's lax stance on immigration control. Sanders lamented the perceived disregard for the serious implications of unchecked immigration by the present administration. 'The president can and should exercise the authority vested in him to effectively control our borders,' Sanders contended, 'we are seeing unprecedented numbers of immigrants trying to enter the country unlawfully. A couple of strategic decisions such as reinstating the 'Remain in Mexico' policy or advancing the border wall project could change this situation for the better. However, we are witnessing nothing but complacence.' Sanders then presented a case study from her state, Arkansas, putting forth circumstantial evidence of the gravity of the situation. 'Arkansas alone intercepted a substantial amount of fentanyl last year – enough to jeopardize every Arkansan's life. That's pushing three million people into the path of mortal danger. We are talking men, women, and children. To think that this hazardous scenario is possible within a single state is horrifying,' she added. Sanders pulled no punches when expressing her dissatisfaction with Biden's performance. She stated, 'The current state of affairs is directly attributable to the president's ineffective policies. His negligence is endangering citizens while eroding our sovereignty. This turn of events strengthens the argument in favor of a change in leadership this November.' Responding to a query regarding Biden's love for the nation, Sanders struck a solemn tone. 'If one truly loves this nation, one should not stand complacent in its gradual deterioration. Yet we bear witness, slowly and inexorably, to our economy's downturn and our borders' fragility, under this administration. Our adversaries are emboldened due to our faltering stance, not fearing us as they should.' 'Our friends on the global stage harbor diminishing respect for us. Every step taken by the president appears to push the American people towards an unfortunate demise. This gross inability to secure our borders or to inspire confidence domestically or internationally serves as a compelling argument against his suitability for the presidency,' she argued. Meanwhile, former President Donald Trump has promised uncompromising measures to fortify the U.S.-Mexico border if he reclaims the presidency in the upcoming election. What is notable here is that his vow resonates powerfully within a particular demographic — the Latinos. A recent Axios-Ipsos survey provides insights into a growing support among the Latino population for stricter border control and a hardline stance on illegal immigration. The survey revealed an interesting trend: the percentage of Latinos rooting for the extension of the border wall and endorsing the deportation of illegal immigrants has grown by upwards of 10% since 2021. Intriguingly, the increased inclination toward Trump's stark rhetoric regarding border security is evident even among those who may have personal or familial ties to immigration. The poll thus brings to light the Republicans' strengthening vote base among Latinos. The growing exasperation over unchecked immigration, a hot-button issue for countless Americans during the election period, provides a backdrop to this shift. If Trump ascends to the presidency once again, his vow to fortify border security and potentially organize mass deportations - a move he suggests could impact millions - stands to be realized. Sensing political disadvantage regarding border security, Biden has signaled he might 'close the border' to curb influx of immigrants. Yet, the Axios-Ipsos poll indicates increasing Latino support for a more stringent approach: 42% of the Latino adults surveyed supported construction of a complete U.S.-Mexico border wall or fence, marking a 12-point uptick from December 2021. A rising 38% endorse the return of all undocumented immigrants residing in the U.S. to their countries of origin – a stark increase from 28% in 2021. Moreover, a staggering 64% of Latinos voiced their support for granting the president the authority to seal U.S. borders in response to an overwhelming immigrant surge. Border wall support witnessed the strongest surge among Cuban Americans, usually inclined toward conservative beliefs and have benefited from decades of preferential immigration policies due to the Cold War. However, among Mexican immigrants and Mexican Americans, support remains relatively low at 37%. Only 43% of Central Americans expressed support for the wall. As per the survey, the chief election-year concerns for Latinos, following inflation and crime, include immigration and crime. Even though a growing percentage of Latinos advocate for deporting immigrants present illegally, a significant majority (65%) still favor offering them a path to citizenship. The majority, about 59%, support asylum for refugees fleeing violence and crime in their native Latin American nations. Ipsos's senior vice president and pollster Chris Jackson provided an insightful comment on these findings. Jackson tells Axios that the survey results indeed 'paint a picture of slowly growing support among Latinos for hardline immigration stances'. Such a shift could prove decisive in the electoral landscape, where Latino voters represent an increasingly influential bloc. With these seemingly shifting tides of Latino endorsement, both the current and former presidencies might do well to reassess their immigration strategies. Bemis Family Farms is a family-owned and operated holding company for three Bemis Family businesses. In 1992, Tracey and Donna Bemis purchased a tree farm and established Bemis Tree Farm with their two sons, Nathan and Jeremy The tree farm specializes in a variety of residential and commercial shade trees, evergreen trees, ornamental trees and shrubs. In 2012, the family business expanded into professional stump removal with the purchase of Stump Busters which then became known as Bemis Stump Busters. What started as five hives and a means to pollinate their family's existing commercial tree farm, Jeremy and his wife Emily quickly realized there were no beekeeping suppliers in their area and very little sources for information. Not wanting other new beekeepers to have the same difficult experience in getting started, Jeremy and his wife established the Bemis Honey Bee Farm in 2013. As the bee farm's number of colonies began to grow, so did their business and the demand for more education. Bemis Honey Bee Farm now provides honey bees and offers a wide variety of beekeeping supplies, resources and educational classes. The informative classes are offered year round and range from beginner to queen rearing. The classes are hands-on and taught by qualified and experienced instructors. Two admission free events are held at Bemis Honey Bee Farm each year that are geared to be educational and entertaining for all. Bee Day is held in the spring and focuses on teaching and bettering beekeeping practices. This is also the day that packaged bees are picked up. The day is filled with food, fun and information for all ages. The number of people attending the event has doubled each year. The Arkansas Honey Festival is held in the fall and focuses on products from the hive, as well as honey production. A honey contest is held and tastings are open to the public. Free classes and activities are offered along with food and information. Both events feature many live demonstrations in the bee yard. Zachary Hall was always a nerd when it came to weather, so after high school, and a brief flirtation with becoming a law enforcement officer, he decided to pursue that passion and make a career out of it. Rather than going to college and pursuing a degree in meteorology, though, he decided to strike out on his own as a storm chaser. Almost a decade later, Zach now supports his family by not only chasing storms, but also by providing Arkansans with news about weather throughout the state, all from his social media channels.
