La Russie a identifié la France comme étant son principal adversaire en Europe, a indiqué ce vendredi le général Thierry Burkhard, chef d'état-major des Armées à l'occasion d'une très rare conférence de presse. Le plus haut gradé de l'armée française brosse un sombre tableau de l'état de la menace et souligné que la Russie constitue désormais un risque durable pour le continent européen. Guerre en Ukraine, terrorisme, attaques hybrides, délitement de l'ordre international ou encore conséquences du réchauffement climatique, les crises se multiplient et se superposent... sans amélioration visible estime le général Burkhard: « On est bien face à un changement de référentiel stratégique. Je peine à discerner quelles pourraient être les portes de sortie ou de stabilisation à court terme. J'estime qu'on est plutôt face à quelque chose que j'appelle les effets cliquets. Il ne faut pas s'attendre à horizon visible, à un retour en arrière et donc ce n'est pas la peine de se dire : je vais faire le dos rond. Il faut plutôt se préparer à gérer le monde tel qu'il est aujourd'hui face à nous, c'est la réalité. » Et dans le monde tel qu'il est, la Russie est partie prenante de presque toutes les menaces, dit le chef d'état-major des armées. C'est une puissance de nuisance y compris en mer et sous les mers, « Donc c'est d'abord les sous-marins nucléaires d'attaque russes qui régulièrement pénètrent en Atlantique Nord et ensuite descendent quelquefois en Méditerranée, et qui cherchent évidemment à surveiller les zones qui sont importantes pour nous, mais également chez les Britanniques, éventuellement aussi sur les côtes américaines. C'est une présence gênante. Il y a aussi des moyens spécialisés d'action sous la mer pour conduire des actions plus précises le long des câbles sous-marins. » Frictions dans les airs et dans l'espace aussi, la Russie malgré des pertes considérables en Ukraine, dispose toujours, estime le général Burkhard, d'une armée de premier plan: « La Russie est un modèle d'armée complet, mais jusqu'au bout des ongles ! Je ne vois pas de capacité qui manquent depuis les capacités de brouillage, de guerre électronique aux systèmes de défense sol air, aux systèmes d'artillerie/feu dans la profondeur, avec un étagement. L'armée russe dispose de tout. La puissance nucléaire aussi. Avec des vecteurs terrestres, des vecteurs sous-marins, des vecteurs aviation à long rayon d'action, des armes stratégiques, des armes tactiques, avec une doctrine et une chaîne de commandement qui est extrêmement robuste, testée, sondée. » À lire aussiLa Russie est une «menace durable», affirme le chef d'état-major des armées françaises La Russie, une menace durable  L'objectif de Moscou est de déstabiliser la France, mais aussi la Grande-Bretagne, les deux puissances européennes dotées de l'arme nucléaire, estime le général Burkhard, avec l'ambition, par effet domino, de contraindre le reste du continent, « La guerre en Ukraine pour la Russie est existentielle et elle veut absolument obtenir ce qu'elle a fixé comme objectif ou du moins ce que Poutine a fixé comme objectif, avec probablement comme état final recherché, affaiblir l'Europe et démanteler l'Otan. C'est l'objectif de la Russie, c'est l'objectif de Poutine. Pour y arriver, elle a mis en place une économie de guerre qui tourne à plein régime aujourd'hui, ça veut dire que la Russie va continuer à se réarmer à ce rythme-là. Et donc on estime qu'avant 2030, elle constituera à nouveau une vraie menace à nos frontières, sur le flanc est de l'Europe. »  La sécurité de l'Europe se joue donc en Ukraine et la défaite de Kiev, martèle le général Burkhard, serait une défaite européenne. Thierry Burkhard, le chef d'état-major des armées, a tenu une conférence de presse sans filtre ce vendredi. Il a pointé la menace "durable" que constitue la Russie. Des propos qui corroborent ceux du directeur général de la DGSE, Nicolas Lerner, qui a affirmé cette semaine que « la Russie pose une menace existentielle à moyen et long terme ».Ces déclarations interviennent dans un contexte de rapprochement des deux puissances nucléaires européennes : la France et le Royaume-Uni. Macron et Starmer ont affirmé hier vouloir coordonner leur pouvoir de dissuasion nucléaire pour protéger le vieux continent. La menace russe est dans les esprits tandis que la guerre en Ukraine continue, plus violente que jamais. Trump, lui, perd ses nerfs. Il a accusé le chef du Kremlin de dire « beaucoup de conneries ». Dans un document audio révélé par CNN, il aurait aussi affirmé l'an dernier à Poutine qu'il n'hésiterait pas à « bombarder Moscou » si la guerre continue.La France serait en tout cas « une cible prioritaire » de Moscou selon Burkhard. Depuis quelques semaines, les ingérences russes se multiplient s'ailleurs sur le territoire, entre espionnage, tentatives de déstabilisation et guerre informationnelle. I really enjoyed recording this podcast. That's probably because since I last spoke to Mark Wheeler, Co-founder and Co-CEO of Mosaic Insurance, a full three-and-a-half years ago, he has been able to execute and begin to reap the rewards of all the plans he laid out in Episode 99. There's nothing like a sub-80 combined ratio to put a spring in your step and validate the vision you had when you founded the business, particularly when it comes relatively early in a start-up's life. Mosaic has now built out its global platform and wrote over 660 million dollars in gross premiums in 2024, with that number set to grow as the group continues to scale. This interview distils the group's highly-specialist added-value underwriter-led philosophy in excellent detail. But at its core, this podcast is really all about a real Lloyd's expert making the most of all the advantages of the market's unique syndicated underwriting and capital platform. It's about the deep understanding of risk and the many shades of diversified capital that that risk can be connected to to create a sustainable ultra-specialist insurance business. Mosaic has its own capital, third-party capital, specialist reinsurance relationships and a large group of syndicated insurance partners underwriting alongside it. It is highly diversified and is set to diversify more. It's capital-efficient, but certainly not capital-lite. Today this is an almost unique model but at the same time it will be a very familiar one to anyone who knows Lloyd's longer-term history. As the market splits into leaders, followers and data-heavy portfolio managers, here's as good a summary of the 21st century lead underwriter model that you are likely to hear anywhere.
