UNICEF and the Global Coalition for Youth Mental Health have launched an open letter calling for greater investment and action on child and youth mental health globally, urging a coordinated multi-sectoral response of at least $200 billion US dollars. The letter has been signed by over 40 businesses and organisations including Jo Malone London, Les Mills, Pinterest, lululemon, and Spotify.  Sofia spoke with UNICEF Aotearoa's Communications Director, Tania Sawicki Mead, about the letter and why mental health support needs more funding.  She began the interview asking her what the key demands of the letter were.

On this day, June 26th, in legal history, the Statute of the International Court of Justice was signed, establishing the International Court of Justice at The Hague. The history of the Statute of the International Court of Justice (ICJ) can be traced back to its predecessor, the Permanent Court of International Justice (PCIJ), which was established under the League of Nations in accordance with Article 14 of the Covenant of the League of Nations. The Council of the League of Nations was responsible for developing the idea of the PCIJ and formed an Advisory Committee of Jurists in 1920 to prepare a report on its establishment. A draft scheme was subsequently presented to the League's Assembly and was unanimously adopted as the Statute of the PCIJ in 1920.While the PCIJ operated independently from the League of Nations, it played a crucial role in resolving contentious cases and providing advisory opinions from 1922 to 1940. In 1946, the ICJ was established with its own Statute, building upon the foundations of the PCIJ's Statute. This process involved redrafting the statute with adjustments based on historical experience. The United Nations Committee of Jurists and the Fourth Committee of the United Nations Conference on International Organization (UNCIO) in San Francisco in 1945 were responsible for finalizing the ICJ Statute.One significant innovation introduced by the ICJ Statute was its close relationship with the United Nations Charter, which provided a structural interrelationship between the ICJ and the broader framework of the United Nations. Significantly, the ICJ defines its role in the judicial settlement of international disputes, as the judicial organ of the legal order of the international community as a whole, and not only of the contending parties appearing before it.Here is kind of a mini-column Tuesday, on a Monday. I wrote in the Week in Insights for Bloomberg on a recent study that had some interesting implications for where the IRS should be directing its influx of capital under the Inflation Reduction Act.Recent research from Harvard University reveals that auditing high-income individuals yields a higher return, with a $1 investment in audits of the top 10% income bracket resulting in a $12 return, compared to $5 for those below the median income. These findings hopefully have policy implications for the IRS and will impact tax practitioners and taxpayers.Week in Insights: Harvard Study Shows Auditing the Rich Pays OffThe US Supreme Court has ruled in favor of Coinbase Global Inc., affirming the company's ability to direct customer and employee disputes into arbitration. The decision, with a 5-4 vote, states that lawsuits filed in federal court must be paused while the defendant pursues an appeal to send the case to arbitration. Justice Brett Kavanaugh, writing for the court, argued that allowing district courts to proceed with pre-trial and trial proceedings during an ongoing appeal would undermine the advantages of arbitration. Business groups supported Coinbase, claiming that permitting litigation to continue would impose unnecessary costs, while consumer advocates argued that judges should have discretion in deciding which claims can proceed during an appeal. The case involved claims against Coinbase by Abraham Bielski regarding losses due to a scammer and allegations of inadequate disclosure in a Dogecoin sweepstakes. The ruling reinforces the power of companies to enforce arbitration clauses and the benefits associated with arbitration agreements in various industries, including the cryptocurrency sector.Coinbase Wins at Supreme Court as Ruling Backs Arbitration (1)U.S. Special Counsel Jack Smith has requested a delay in the start of former President Donald Trump's trial on charges of willful retention of classified government records and obstruction of justice. Smith asked the federal judge to push the trial start date from August 14 to December 11, citing the need for reasonable time for effective preparation. Trump, who is seeking the Republican nomination for the 2024 presidential election, pleaded not guilty to the charges in a federal court in Miami. The trial will adhere to the Classified Information Procedures Act, which governs the handling and disclosure of classified evidence. Smith stated that the delay is necessary to allow Trump's lawyers to obtain security clearances and review classified documents. While Trump's lawyers do not oppose scrapping the August 14 start date, they are expected to file a motion opposing the proposed schedule.US special counsel seeks delay to start of Trump documents trial until December | ReutersU.S. Attorney General Merrick Garland has denied allegations made by an Internal Revenue Service whistleblower that the investigation into Hunter Biden's tax affairs was impeded by the Justice Department. Garland stated that U.S. Attorney David Weiss, who was appointed by former President Trump, had complete authority to make charging decisions on his own regarding Hunter Biden's case. Hunter Biden, the son of President Joe Biden, was charged with two misdemeanor counts of willfully failing to pay income taxes. The charges were revealed in a court filing by Weiss's office, and Hunter Biden has agreed to plead guilty to the charges. Republicans have criticized the plea deal, claiming it is a lenient arrangement. A transcript of an interview with an IRS agent involved in the probe, Gary Shapley, was released, alleging that the Justice Department delayed the case. Shapley claimed that Weiss sought permission to bring charges from anywhere in the country but was denied by Garland. Garland denied the claim, stating that Weiss never made such a request, and emphasized that Weiss had more authority than a special counsel. This marks the first time the U.S. has sought to prosecute Chinese companies involved in manufacturing precursor chemicals for fentanyl. China's foreign ministry responded by urging the U.S. to stop using fentanyl-related pretexts to sanction and prosecute Chinese entities, demanding the release of those "illegally arrested." The move comes after U.S. Secretary of State Antony Blinken's visit to China, where he emphasized the need for Chinese cooperation to address the fentanyl trade. The indicted companies are accused of supplying precursor chemicals to Mexico's Sinaloa Cartel, which has flooded the U.S. with fentanyl. The cases aim to disrupt the fentanyl supply chain and highlight the unique threat posed by the synthetic drug. Clarke is a Senior Research Fellow at The Soufan Center. He is the Director of Research at The Soufan Group, where his research focuses on domestic and transnational terrorism, international security, and geopolitics. Prior to joining The Soufan Group, Clarke was a professor at Carnegie Mellon University, and a senior political scientist at the RAND Corporation, where he spent a decade researching terrorism, insurgency, and criminal networks. At RAND, Clarke led studies on ISIS financing, the future of terrorism and transnational crime, and lessons learned from all insurgencies since the end of the World War II. Clarke is also an Associate Fellow at the International Centre for Counter-Terrorism (ICCT) – The Hague, a non-resident Senior Fellow in the Program on National Security at the Foreign Policy Research Institute (FPRI), an Associate Fellow at the Global Network on Extremism and Technology (GNET), and a member of the “Network of Experts” at the Global Initiative Against Transnational Organized Crime. Clarke serves as part of the research advisory council at the RESOLVE Network and is a member of the advisory board at the International Counter-Terrorism Review (ICTR). He serves on the editorial board of three of the leading scholarly journals in the field of terrorism studies, Studies in Conflict and Terrorism, Terrorism and Political Violence, and Perspectives on Terrorism. Clarke has testified before Congress on numerous occasions as an expert witness on a range of terrorism-related issues, appears frequently in the media to discuss national security-related matters, and has published several books on terrorism, including his most recent, After the Caliphate: The Islamic State and the Future Terrorist Diaspora. Clarke has briefed his research at a range of national and international security forums, including the U.S. Army War College, US Air Force Special Operations School, Society for Terrorism Research International Conference, the Global Counterterrorism Forum (GCTF) and the Counter ISIS Financing Group (CIFG), which is part of the Global Coalition to Defeat ISIS. In 2011, he spent several months as an analyst with Combined Joint Interagency Task Force-Shafafiyat at ISAF headquarters in Kabul, Afghanistan, working for General H.R. McMaster, the former U.S. National Security Advisor, where he was responsible for analyzing criminal patronage networks in Afghanistan and how these networks fueled the insurgency. Phumeza Tisile is a TB survivor, researcher and advocate for TB patients at https://tbproof.org/ (TB Proof). In this episode Phumeza shares her moving and powerful lived experience of being an Extremely Drug Resistant (XDR) TB survivor. She starts her story describing the challenges of first understanding her symptoms and gaining an accurate diagnosis of TB, how this led to complex treatment of taking 30 tablets a day and an injection, followed by 2 years of hospitalisation and loss of hearing for 5 years. Her research is now focused on the immediate and long-term impacts of being a TB patient and survivor including managing stigmatisation, disability and mental health conditions. The Kingdom of Bahrain's Ambassador to the United States, Shaikh Abdulla bin Rashid bin Abdulla Al Khalifa joins America's Roundtable Radio co-hosts Natasha Srdoc and Joel Anand Samy for a conversation on American-Bahraini relations dating back to the late 19th century. Bahrain is a home to the U.S. Navy's Fifth Fleet and U.S. Naval Forces Central Command, and is a strategic partner in U.S.-led military coalitions, including the Global Coalition to Defeat ISIS. The U.S-Bahrain Free Trade Agreement (FTA) entered into force in 2006, generating additional commercial opportunities for both countries. Ambassador Al Khalifa is dedicated to strengthening the longstanding friendship between the Kingdom of Bahrain and the United States to drive the two countries' shared vision for security, prosperity and friendship. He is a steadfast advocate for Bahrainis in the US and an emissary of peace to the American people. According to Talmudic references, Jews resided in Bahrain since ancient times and Arabic records highlight the co-existence of Arabs and Jews dating back some 1,400 years ago. During the 12 century, Benjamin of Tudela, a medieval Jewish traveler, wrote about Africa, Asia, and Europe, and recounted that Jews were engaged in the local pearl industry. Bahrain has a population of 1.7 million people, with access to a much larger market within the Gulf Cooperation Council, comprising of estimated over 65 million people, as well as to the Arab League, which totals 407 million people of its member countries, mostly living in the Middle East and Northern Africa. On Bahrain's economic sphere, a US government report states: "The banking and finance sector is the largest non-oil contributor to Bahrain's economy. Bahrain is home to 376 financial institutions and the second largest Islamic finance hub after Malaysia, with over $31.4 billion in assets under management. Aluminum manufacturing accounts for the bulk of Bahrain's manufacturing sector, and contributes 12 percent of GDP. Aluminum Bahrain (ALBA), the state-owned aluminum smelter, recently became the largest single-site aluminum smelter outside of China with the November 2019 inauguration of its expansion." Saji has over twenty years' experience working with youth movements and youth focused organizations in conflict and transition environments in over 35 countries throughout the world. In 2010 he co-founded and has been co-chairing the first UN-Civil Society-Donor working group (Global Coalition on Youth, Peace and Security) that helped successfully advocate for the historic UN Security Council Resolution 2250 (in 2015) on Youth, Peace and Security. As a result of the Global Coalition's advocacy, two additional Security Council Resolutions, Resolution 2419 in June 2018 and Resolution 2535 in July 2020, were unanimously adopted.  Christine Koggel is Professor of Philosophy at Carleton University in Ottawa, Ontario, Canada. Her main research and teaching interests are in the broad areas of moral theory, practical ethics, feminism, social and political theory and development ethics. She is the author of Perspectives on Equality: Constructing a Relational Theory (1998), a book that brings together her interests in moral, political, and feminist theory. She has published 45 journal articles and chapters in edited collections, the most recent of which explore topics in development ethics (capabilities approach, agency, empowerment, work/labour), feminist theory (gender, oppression, care ethics, feminist relational theory), settler-colonialism; Indigenous issues; and their intersections. She is the former President of the Canadian Society for Women in Philosophy (CSWIP), Board member of the International Development Ethics Association (IDEA) and is a Lead Co- Editor for the Journal of Global Ethics.

In March, the United States brought in a temporary, near-universal child benefit as part of the American Rescue Plan, enacted as a response to COVID-19. Many in government are pushing to make it permanent, and that would make it a significant change in US social policy. But, of course, child-focused social protection benefits are relatively common in other countries, including lower and middle income countries. And even if the contexts are different, the debates may be familiar. In this episode, we explore the debates around universality and investment in early childhood in the US. We compare them with those in upper-middle income Argentina, which has had near-universal child allowances since 2009. And, we'll talk about how these developments fit with global trends. Today I'm speaking with a true powerhouse in the field of migrant rights in Asia, William Gois. William is the current regional coordinator of Migrant Forum in Asia (MFA), a regional network of grassroots organisations, trade unions, faith-based groups, migrants and their families and individual advocates in Asia working together for social justice for migrant workers and their families. represented in 26 countries across Asia and the Middle East. He is the former chairperson of the Global Coalition for Migration (GCM) and over the last twenty years, he has been at the forefront of international advocacy efforts engaging and influencing international and multilateral processes to promote rights-based migration and development policies, including co-chairing the Global Forum on Migration and Development (GFMD) Civil Society Days (CSD) in 2011. In addition, William is a member of the steering committee of the Asia Democracy Network (ADN), the regional executive committee of the Asia Pacific Movement on Debt and Development (APMDD), and the World Bank-led Global Knowledge Partnership on Migration and Development (KNOMAD). At the regional level, William represents MFA in the Abu Dhabi Dialogue and the Colombo Process. We're so lucky to have William here with us today to shed light on the issue of wage theft in Asia that many migrant workers have been exposed to. He gives us the lowdown on the scale and nature of the problem, where it's happening, and what its impacts are on the migrant workers and their families and communities of origin, especially in the context of the COVID-19 pandemic. And he walks us through the Justice For Wage Theft campaign he's been leading and the actions that he is calling on countries of origin and destination to take to both address the immediate needs of those afflicted by wage theft, as well as to build back better protections for migrant workers as we emerge from the pandemic. William is such a powerful advocate for migrant rights and it's an absolute pleasure to have him on the show, so without further ado, here's our conversation. Hello and welcome to another episode of the Migration & Diaspora Podcast, with me your host, Loksan Harley. Today I've got Colin Rajah on the show to talk about, in his words, the "messy but beautiful" business of advocating for civil society in global migration governance. Colin is the Coordinator of the Civil Society Action Committee (AC), the largest global platform of civil society organizations and networks engaging in global migration governance and policy advocacy, housed by the International Catholic Migration Commission (ICMC). He also serves as the Co-Coordinator of the Global Forum on Migration and Development's Civil Society Coordinating Office, which coordinates the civil society mechanism for the GFMD summit. Colin was previously the International Organization for Migration's (IOM's) Civil Society Liaison (2017-2018) for the Global Compact for Migration negotiation process (GCM). Prior to that, he was a co-founder and International Coordinator of the Global Coalition on Migration (2011-2016), and held senior positions at the National Network for Immigrant and Refugee Rights (NNIRR) (2003-2011) and Migrants Rights International (MRI) (2006-2016). He also co-founded the People's Global Action on Migration, Development and Human Rights (PGA) (2006-2016) and co-chaired the Civil Society Forum during the 2013 United Nations High-Level Dialogue on Migration and Development (UNHLD). And if that wasn't enough, he co-founded the largest Malaysian global diaspora network and has been involved in a number of grassroots social justice groups. As you've just heard, Colin has long been at the forefront of civil society engagement in global migration governance. In fact, with the thirteenth Global Forum on Migration and Development currently ongoing at this episode's release in January 2021, Colin has been present at every single one of the previous 12 GFMDs. He was therefore the ideal person to tell us about the work of the Civil Society Action Committee and civil society engagement in global migration governance more broadly. We talk about the shared migration interests of global civil society and how the Action Committee manages to channel the views of such a diverse set of organisations into coherent advocacy work, including at the GFMDs. We learn what "global advocacy" actually means in practice and how Colin's work at the GFMDs and in processes like the Global Compact for Migration then filters down to concrete action that benefits migrants. And I ask Colin for his big lessons learned from his extensive experience as a civil society advocate.
