To understand the 2024 election results, it helps to go back to 2020. Donald Trump lost the election that year, but he made significant gains with nonwhite voters. At the time, a lot of Democrats saw that as a fluke, a hangover from Covid lockdown policies. But the Republican pollster Patrick Ruffini saw it as bellwether.In his 2023 book, “Party of the People: Inside the Multiracial Populist Coalition Remaking the GOP,” Ruffini argued that Trump was ushering in a party realignment. Stellantis ha chiuso il semestre con ricavi netti pari a 85 miliardi di euro, in calo del 14% rispetto allo stesso periodo del 2023, e con un utile netto di 5,6 miliardi di euro, pari a -48% rispetto al I semestre 2023 (secondo la nota del gruppo «principalmente a causa della riduzione dei volumi e del mix di prodotti, dei fattori negativi legati ai cambi e dei costi di ristrutturazione»). L’utile operativo rettificato è di 8,5 miliardi di euro, in diminuzione di 5,7 miliardi di euro («soprattutto per cali in Nord America»). Il margine operativo è del 10%. I flussi di cassa industriali netti sono pressoché neutri (-0,4 miliardi). Le azioni sono scese fino al -10%, poco sotto i 18 euro (ore 16:12), con una caduta di 24 punti nel corso del 2024. «La performance della Società nella prima metà del 2024 è stata inferiore alle nostre aspettative, riflettendo un contesto settoriale difficile ma anche problematiche operative aziendali», ha commentato il ceo Carlos Tavares . «Mentre da un lato si rendevano necessarie azioni correttive, ora in fase di esecuzione, dall’altro abbiamo avviato un’offensiva sui prodotti, che prevede non meno di 20 nuovi modelli da lanciare nel corso dell’anno, e che offrirà maggiori opportunità quanto più eseguita bene. Abbiamo ancora molto lavoro da fare, soprattutto in Nord America, per massimizzare il nostro potenziale a lungo termine». Parlando agli analisti Tavares ha aggiunto: «Dire che i risultati del semestre sono deludenti e modesti è dire poco. Non sono contento. Questi risultati sono la convergenza di venti contrari in un periodo di transizione che apre la strada per un blitz di prodotti in arrivo». Ma la sorpresa è dietro l’angolo. Stellantis ha iniziato a prospettare la possibilità di vendere uno o più dei suoi 14 marchi nel caso in cui non dovessero restare redditizi. Perché sebbene tutti i marchi del gruppo siano importanti, «non c’è assolutamente nessun tabù» se le loro performance dovessero peggiorare, ha detto Tavares. I marchi «sono qui per essere valorizzati», ha detto il ceo in un’intervista con Bloomberg Television. «Se non sono in grado di monetizzare il valore che rappresentano, allora verranno prese delle decisioni». Quale America lascia Biden?L'economia americana nel secondo trimestre è cresciuta del 2,8%, oltre le attese degli analisti che scommettevano su un +2,0%. Nel primo trimestre il pil era cresciuto dell'1,4%. In termini economici i quasi quattro anni alla Casa Bianca di Joe Biden sono stati caratterizzati da grandi successi: la drastica riduzione della disoccupazione, i maxi investimenti sull'energia verde ed uno storico allargamento della copertura sanitaria. Nonostante un'inflazione ancora alta (+3% a giugno), il commander-in-chief è riuscito a creare un mercato del lavoro robusto, aumentare la fiducia dei consumatori e delle imprese dopo la crisi del Covid e rafforzare le finanze delle famiglie. Nei primi tre anni del suo mandato, Biden ha creato 14,8 milioni di posti di lavoro, più di qualsiasi presidente nella storia degli Stati Uniti nello stesso periodo. Inoltre, la disoccupazione è rimasta al di sotto del 4% per il periodo più lungo dagli anni '60. Certo molti lavoratori sono rimasti insoddisfatti poiché l'impennata dell'inflazione ha praticamente annullato i guadagni, l'anno scorso, tuttavia, gli aumenti dei redditi hanno iniziato a superare gli aumenti dei prezzi grazie alla cosiddetta 'Bidenomics'. Inoltre, il numero di americani non assicurati ha toccato il minimo storico del 7,2% nel secondo trimestre del 2023, mentre il numero di persone che hanno aderito al piano Obamacare per il 2024 è salito a 21,3 milioni. All'inizio del mandato di Biden, erano quasi la metà, 12 milioni. Quanto alle leggi che, invece, l'inquilino della Casa Bianca è riuscito a far approvare vale la pena ricordare il maxi investimento da 369 miliardi sull'energia verde (con un moltiplicatore che arriva oltre i 2mila miliardi), il cosiddetto Inflation Reduction Act, oltre al maxi piano per le infrastrutture (1200 miliardi). Approfondiamo il tema con Domenico Lombardi, Direttore Ossevatorio POLICY OBSERVATORY della School of Government della Luiss.Ridotto il tax credit sulla Zes, l'ira delle impreseIl credito di imposta per la Zes Unica del Mezzogiorno fa il pieno di domande. Ma di conseguenza la percentuale del contributo, a fronte delle poche risorse disponibili, viene drasticamente ridotta. Una situazione paradossale che fa insorgere le imprese, mentre le opposizioni si scagliano contro il ministro responsabile, Raffaele Fitto, che invece punta il dito contro l'Agenzia delle Entrate: "il provvedimento è sbagliato" accusa e rivendica "il successo della misura". Il ministro ricorda che "il credito d'imposta Sud nasce nel 2016 con uno stanziamento di 617 milioni di euro all'anno, fino al 2020, prorogato per il 2021 con uno stanziamento di 1 miliardo di euro l'anno fino al 2022 e ulteriormente prorogato al 2023 con uno stanziamento di 1,4 miliardi di euro. Per l'anno 2024 il Governo Meloni ha tuttavia deciso di stanziare maggiori risorse, pari a 1,8 miliardi di euro, la cifra più alta in assoluto finora stanziata per incentivare gli investimenti al Sud" . Ad innescare la polemica è il provvedimento firmato il 22 luglio dal direttore dell'Agenzia Ernesto Maria Ruffini, che fissa al 17,66668% la percentuale del credito di imposta effettivamente fruibile dalle imprese interessate dalla nuova misura prevista dal decreto Sud (che sostituisce il precedente bonus Sud ed è destinato alle aziende che acquistano beni strumentali destinati a strutture produttive nelle zone della Zes unica del Mezzogiorno, che comprende Campania, Puglia, Basilicata, Calabria, Sicilia, Sardegna e Molise). Un provvedimento "adottato dal direttore dell'Agenzia delle Entrate senza alcun confronto", va all'attacco Fitto, che definisce la percentuale "significativamente inferiore" al valore prefigurato dalla norma (che prevede fino al 60% - e in alcuni casi particolari del 70% - del costo sostenuto) e scrive immediatamente a Ruffini chiedendo di verificare i dati, affinché l'agevolazione "sia in linea con l'ambizione della misura varata dal governo". All'attacco le opposizioni, che alla Camera hanno chiesto una informativa di Fitto. Mentre la maggioranza fa quadrato attorno al ministro e FdI si è dissociata dalla richiesta sottolineando che c'è già l'impegno del governo su questo fronte e potrebbero esserci novità in tempi brevi. Quella delle Entrate, però, non è una decisione arbitraria, ma un semplice automatismo frutto delle disposizioni previste dal decreto Sud del 2023 e da un decreto ministeriale dello stesso Fitto del 17 maggio 2024, in cui si stabilisce che la percentuale del credito d'imposta "è ottenuta rapportando il limite complessivo di spesa all'ammontare complessivo dei crediti d'imposta richiesti". Conteggiando sia quelli prenotati, sia quelli già eseguiti. Proprio per questo motivo la norma prevede un monitoraggio fino al 2025 e un eventuale innalzamento della percentuale, utilizzando le risorse prenotate non sfruttate. Intanto, allo stato attuale, visto che "l'ammontare complessivo dei crediti d'imposta richiesti in base alle comunicazioni validamente presentate dal 12 giugno al 12 luglio 2024 è risultato pari a 9,45 miliardi", a fronte di 1,67 miliardi di "risorse disponibili, che costituiscono il limite di spesa", il calcolo delle Entrate è presto fatto: 1.670.000.000/9.452.741.120", si legge nel provvedimento, quindi poco più del 17% dell'importo del credito richiesto. La matematica, tuttavia, non basta a consolare le imprese, che si troveranno ad incassare somme ben inferiori alle attese. Confindustria sottolinea positivo il fatto che le imprese abbiano riposto in maniera così vigorosa, ma il presidente Emanuele Orsini chiede al governo di mettere in campo il massimo sforzo per le risorse. Le risorse stanziate "si confermano del tutto insufficienti", attacca la Cna. Confapi denuncia la delusione degli imprenditori del Sud che hanno creduto nel progetto: così si "rischia di tagliare le gambe alle imprese che avevano deciso di investire nelle aree della Zes". Vanno intanto in pressing sul governo le opposizioni. La Zes unica è un fallimento e Fitto "scarica la responsabilità" su Ruffini, dicono i Dem, chiedendo il ritorno alla Zes regionali. Fitto "prende in giro il Sud", rincara il M5s, ricordando che il precedente credito valeva fino al 45%. "Una sottrazione di risorse che avrà come effetto una drastica contrazione degli investimenti al Sud", attacca Iv. Trinity College Dublin has announced the launch of the €1.3 million 'Twilight' project, aiming to revolutionise optical networks with cutting-edge digital twin technology, enabling rapid and disruption-free advancements. Minister for the Department of Further and Higher Education, Research, Innovation and Science, Patrick O'Donovan TD, has recently announced 28 funding awards valued at €34 million to support research across seven Higher Education Institutions. One of the awarded projects is Twilight: Twin Lightpaths, A Digital Twin Framework For Full Automation Of Disaggregated Optical Networks. Marco Ruffini, Professor at Trinity College Dublin (TCD), Principal Investigator in the CONNECT Centre, and lead author of the project proposal, emphasises the project's transformative potential: "Optical networks are the lifeblood of the internet. They must evolve to support the ever-increasing usage of the internet and digital innovations like Smart Cities and Virtual/Augmented Reality. Twilight's digital twin project will ensure safe, rapid advancements without network disruption. We are grateful to Minister O'Donovan for supporting this important initiative. I would also like to thank our colleagues from HEAnet and GÉANT who supported us and are going to be collaborating with us on this project." HEAnet, Ireland's National Education and Research Network, manages a national optical network of over 2,500 km, which is a central part of Ireland's national research infrastructure. HEAnet has collaborated with the SFI Connect Centre over many years, providing connectivity services and research demonstrations on the HEAnet production network. . In 2022, HEAnet connected directly to Prof. Ruffini's Open Ireland test network at Trinity College Dublin. This has provided Prof. Ruffini's group with access to the production HEAnet optical network while also enabling HEAnet to gain valuable insights into the characteristics of the HEAnet production network. HEAnet connects to the GÉANT pan-European research and education network in both Dublin and Cork. The Twilight project will provide optical connectivity from the Open Ireland test bed to the GÉANT optical network via the HEAnet network for the first time. Eoin Kenny, Innovation and R&D Manager at HEAnet, highlights the project's efficiency: "Planning network changes has always been challenging. Twilight's digital twin will streamline this process, save time and help HEAnet to optimise our network resources. We are very pleased with the work carried out on the OpenIreland research infrastructure and look forward to continuing this close collaboration." HEAnet is a member of GÉANT, the collaboration of European National Research and Education Networks (NRENs), who interconnects Europe's NRENs with the high bandwidth, high speed and highly resilient pan-European backbone, together connecting Europe's researchers, academics and students to each other, and linking them to over half the countries in the world. Guy Roberts, Senior Transport Network Architect at GÉANT also expressed enthusiasm for the Twilight project: "The future for anyone working with optical networks looks bright with all the new technologies on our side. We are continually dealing with the issues of dynamic provisioning of optical paths. Despite making extensive use of optical equipment vendors' planning tools, we have discovered anomalous situations that can lead to some level of service disruption. GÉANT will work with TCD and HEAnet to provide measurements to train the digital twin algorithms, help with any fine-tuning and carry out experiments on the use cases we have jointly defined." His new book, “Party of the People: Inside the Multiracial Populist Coalition Remaking the GOP,” takes a deep dive into one of the biggest political realignments of our lifetime.Ruffini spoke with The Daily Signal about the demographic changes that are rapidly transforming America's two biggest political parties—and what it means for the 2024 presidential election and beyond.“When I first started in politics, Republicans had this reputation as being the country club party,” Ruffini said. “Democrats had this reputation as being the party of the people, the party of the working class.”He added, “Flash forward almost 20 years, and that trend has completely almost reversed.”Recent election results show the GOP's gains with working-class voters were not an aberration or confined to one candidate. Republicans today are increasing their support among non-college voters—the type of working-class American who once loyally supported Democrats.“The parties used to be defined by income and now they're defined by education,” Ruffini said. “I argue that that's good news for Republicans in the sense that you have many more working-class, non-college voters in the country than you have college-educated voters.”The breakdown for 2024, according to Ruffini, is about 60% non-college voters compared to 40% who have college degrees. This, he surmises, will provide the GOP will an advantage in upcoming elections. Factor in Republican gains with Hispanics and black voters, and you have a different GOP than the one of yesterday.Most surprising to Ruffini, however, is how the political alignment happened.“I did not expect Donald Trump to be the one who was able to pull this off, but my credit goes to him for getting us to this point,” Ruffini said.“The fact that he was able to expand the Republican coalition first to include the Rust Belt states and dramatically expand Republican performance among working-class voters in 2016, and then in 2020, almost defying the odds and winning re-election with the help of more Hispanic voters and continued progress among black voters,” he added. “It really has upended what we think the two parties are about.”Ruffini began writing “Party of the People” after observing the trends of the 2020 election, and he hopes it serves a helpful guide for readers to understand the realignment. Sta di fatto che la tanto annunciata riforma fiscale promessa dal Governo non è ancora stata licenziata dal Parlamento e il suo cammino è iniziato in Senato solo in queste ore. Ma quale riforma? La possibilità che le pendenze fiscali di almeno 15 milioni di italiani con l'Agenzia delle Entrate siano in qualche modo cancellate oppure ridotte conserva l'acre sapore del condono e una colossale beffa nei confronti di oltre 30 milioni di persone che pur con sacrifici immensi saldano il loro debito con lo Stato. C'è però bisogno di una riforma efficace che possa intervenire con strumenti nuovi e meno coercitivi nei confronti di chi non è un evasore totale.

Abstract: One of the potential and promising adjuvant therapies for Alzheimer's disease is that of non-invasive transcranial neurostimulation to potentiate cognitive training interventions. Conceptually, this is achieved by driving brain dynamics towards an optimal state for an effective facilitation of cognitive training interventions. However, current neurostimulation protocols rely on experimental trial-and-error approaches that result in variability of symptom improvements and suboptimal progress. Here, we leveraged whole-brain computational modelling by assessing the regional susceptibility towards optimal brain dynamics from Alzheimer's disease. In practice, we followed the three-part concept of Dynamic Sensitivity Analysis by first understanding empirical differences between healthy controls and patients with mild cognitive impairment and mild dementia due to Alzheimer's Disease; secondly, by building computational models for all individuals in the mild cognitive impairment and mild dementia cohorts; and thirdly, by perturbing brain regions and assessing the impact on the recovery of brain dynamics to the healthy state (here defined in functional terms, summarised by a measure of metastability for the healthy group). By doing so, we show the importance of key regions, along the anterior-posterior medial line, in driving in-silico improvement of mild dementia and mild cognitive impairment groups. Moreover, this subset consists mainly of regions with high structural nodal degree. Overall, this in-silico perturbational approach could inform the design of stimulation strategies for re-establishing healthy brain dynamics, putatively facilitating effective cognitive interventions targeting the cognitive decline in Alzheimer's disease. The priorities that have traditionally shaped American national character – patriotism, religious faith, family, community involvement – are no longer as important to most Americans. The Wall Street Journal reported this trend in a viral poll, but the sentiment is believable even without the stark statistics. This poll was conducted in 1989, 2019, and now in 2023, and the only value to go up in importance? Money. Our guest explains that there is necessary context for the reported numbers due to methodology, but the overall trend is undeniable: we are becoming an increasingly selfish country. And what is to blame? Perhaps it is the echo chamber of social media, the decline of serious education, or anti-Western propaganda from our adversaries beginning to define our own national message. In any case, the country is unhealthy. But entirely fixable, and worth fixing. Patrick Ruffini is a pollster and co-founder of Echelon Insights, a polling and analytics firm. Ruffini began his career working for President George W. Bush, including roles at the Republican National Committee, his re-election campaign, and in his Administration. From 2005 to 2006, he was the lead digital strategist for the RNC.
