Here's a fairly safe prediction: most of the potential harm from AI is potential harm to nonhuman animals. It's a safe[1] prediction because there are so many more nonhuman animals than there are humans. Many of these animals presently live in conditions where their lives are influenced or controlled by human activity. Since AI will increasingly substitute for human activity, many animals' lives might therefore someday be controlled or influenced by AI. Indeed, while there are just over 8 billion people, there are around a zillion[2] animals farmed each year, the majority on factory farms, where their lives are nearly entirely determined by human choices. Factory farms, then, are an enormous and terrifying arena for AI-caused harm. Accordingly, when we talk about AI governance and risks from AI, risks to nonhuman animals should be a major part of that conversation, alongside e.g. biorisks and discrimination. Unfortunately, this is basically never the case. For instance, the mostly commendable recent International Scientific Report on the Safety of Advanced AI: Interim Report, a long and comprehensive document, with a long and comprehensive name, written by committee and designed to achieve global consensus on AI risks, does not even mention animal welfare risks - does not even mention animals, or agriculture, or anything like that - at all. This blog post is a small attempt to rectify the imbalance. I want to share my thoughts about a specific AI technology: precision livestock farming. I'll argue that, while I am uncertain about whether AI precision farming technology will be good or bad for animal welfare on a per-animal basis, I think we can be much more confident that it will be bad on a total population basis, since it will likely increase the total number of farmed animals. Largely in view of this argument, but also for political feasibility reasons, I think we should consider advocating for restrictions on precision livestock farming in industrial settings. 'AI' can mean a lot of different things When we talk about the effects of AI on animal welfare, it is essential to distinguish different types of AI systems. 'How will AI affect animals?' is uselessly broad. There are a number of different AI technologies we should distinguish between: precision livestock farming, AI genetics and breeding programs, language models used by the general public, AI adoption by activists, AI adoption by alternative protein producers, models used to decode animal thoughts, and others. All quite different, and it's hard to know what the aggregate effect of these technologies will be. A lot of these technologies are important, but my focus here is on precision livestock farming. What is precision livestock farming? Precision livestock farming (PLF), as I understand it, basically means putting in place a bunch of sensors and instruments that gather data about individual farmed animals, and then having some algorithm - this could be a neural network, but might be something much more basic - manage features of the animals' environment, based on the gathered data, in order to 'optimise' farming. The classic example is an automated feeding system, which gathers data about individual animals' feeding behaviour and health and stuff and automatically distributes food in response to the gathered data. In theory, systems like this can be designed to make sure all animals are having a great time. In practice, systems like this will often be designed, I expect, to further intensify animal agriculture. What do we know about the particular technologies that are currently being implemented? Baby Lili is not yet a week old and already the media are gunning for bad news to spew about her. If this is how Lili's life is to be from now on,  this poor little child doesn't stand a chance. So what is the drama. The fuss is over Meghan and Harry's decision to give their daughter the first name Lilibet a nickname also used for the Queen by close family members.When the announcement of Lili's birth was made by Meghan and Harry on June 6th the whole world was cooing about how lovely it was,  for Meghan and Harry to have honoured the Queen by choosing Lilibet as their baby girl's first name and Diana as the middle name. There was a day of grace when it seemed that hardly anyone had anything bad to say about Meghan and Harry. Harry's Royal relatives were very happy for Meghan, Happy and Archie, with Kate and William and Princess Eugenie posting their well wishes on social media and even on the Queen's twitter account. The choice of name was acknowledged in the Queen's message saying “Congratulations to The Duke and Duchess of Sussex on the birth of Lilibet Diana! The Queen, The Prince of Wales and The Duchess of Cornwall and The Duke and Duchess of Cambridge are delighted with the news.” By then end of Friday the media claws started coming back out. True to form,  it was the UK Daily Mail newspaper who in their June 6th article written by Royal Commentator Richard Kay, first sewed a seed of doubt as to whether Meghan and Harry had sought the Queen's permission prior to naming their daughter Lilibet.  In his article, Mr. Kay throws in the little hint of controversy when he writes “Such is the closeness between grandmother and grandson many will assume Harry must have sought her permission to use such a private name.”This one sentence then set off a tsunami of media reports all now outright alledging either (1) that Harry did not seek the Queen's permission prior to naming his daughter Lilibet or (2) Prince Harry presented his request in such a way that the Queen had no choice but to agree. The story continued to grow and grow. Things really heated up when Jonny Dymond,  the Royal correspondent for the BBC news,  wrote an article saying  that according to unnamed Palace sources, the Queen was not asked by Meghan and Harry about naming their daughter Lilibet.Meghan and Harry brought in their official spokespeople & a statement was issued to say:  “The Duke spoke with his family in advance of the announcement,  in fact his grandmother was the first family member he called,” .. “During that conversation, he shared their hope of naming their daughter Lilibet in her honour. Had she not been supportive, they would not have used the name.”Sadly now the lawyers are all involved with law firm Schillings, which acts for Harry and Meghan, reportedly saying that the BBC report that the Queen was not asked for permission to use the name Lilibet was false and defamatory and should not be repeatedAnd Lili is not yet 7 days old at this point. And what of Mr. Kay at the Daily Mail the man whose comment started off the whole ruckus. Well in his article today he asks is there nothing Harry and Meghan do that doesn't involve a row? Mr. Kay adds how desperately sad that even something so uplifting as the birth of their new baby is accompanied by thundering controversy. So there we have it Mr. Kay blames Harry for creating the storm when Harry is merely reacting to the storm that Mr. Kay  helped cause. Johnny Depp has lost his highly publicised libel case against the publisher of Britain's The Sun newspaper, whose claim that he was an abusive husband sparked a courtroom showdown between the Hollywood star and his ex-wife, actress Amber Heard, earlier this year.Depp sued News Group Newspapers and Dan Wootton — The Sun's executive editor — over an article that claimed the "Pirates of the Caribbean" star was violent toward Heard while they were together.But the UK's High Court ruled in the publisher's favor on Monday.Citing evidence, including photos, audio recordings and Depp's own text messages, lawyers for the newspaper group argued in court filings that Depp "beat his wife Amber Heard, causing her to suffer significant injury, and on occasion leading to her fearing for her life."Depp had admitted long-term problems with drugs and alcohol during the trial but said the tabloid's claims that he was violent toward Heard were "completely untrue."However, Judge Andrew Nicol said in his 129-page judgment Monday that the paper's claims had been shown to be "substantially true.""I have reached these conclusions having examined in detail the 14 incidents on which the defendants rely, as well as the over-arching considerations which the claimant submitted I should take into account," the judge said.The blockbuster trial included days of tense testimony in July from Depp, Heard and several of their acquaintances, with Heard telling the court that Depp threatened to kill her "many times."In their evidence, lawyers for the publisher detailed 14 separate alleged incidents of physical abuse by Depp, which took place in Los Angeles, Tokyo, Australia, and other locations between 2013 and 2016, according to the trial judgement. Darüber hinaus ist Marschall ein großer Verfechter von (mehr) direkter Demokratie: Was hat er aus acht initiierten Volksbegehren gelernt? Ein Gespräch über die Freude und Vorbildwirkung des Brexits und mehr Demokratie. Hier lesen Sie drei Stichpunkte aus dem Gespräch: Gute Ideen und schlechte Umsetzung Robert Marschall war nicht immer ein erbitterter Kämpfer gegen die Europäische Union. Bei der Volksabstimmung im Jahr 1994 über einen Beitritt Österreichs stimmte er dafür: „Hauptsächlich aus wirtschaftlichen Gründen, auch die Idee eines großen und geeinten Europas wurde uns sehr nett verkauft“. Der Bruch kam langsam, nachdem immer mehr Versprechungen gebrochen wurden. Marschall spricht immer wieder von der Wichtigkeit des Rechtsstaats als Grund. „Wenn sich Länder nicht an Gesetze halten, wozu sind wir dann überhaupt in der Union?“ Das gelte für gebrochene Maastricht-Kriterien, die u.a. Schuldenstand und Haushaltsdefizit von EU-Ländern regeln, genauso wie für den Dublin III Vertrag. Dass die Gesetzgebung im Fall der Flüchtlingswelle 2015 nicht schnell genug handeln konnte, zählt für ihn nicht: „Entweder wir passen die Gesetze an, oder wir halten uns daran“. Schweiz28 statt EU28 Es darf aber nicht beim Schimpfen bleiben, meint Marschall. „Mir schwebt ein Europa der souveränen Nationen vor. Wie macht das die Schweiz? Die verhandelt auch allein mit China“. Seine Vision geht stark von selbstbestimmenden Staaten in politischen Fragen aus, und nur einer gemeinsamen Wirtschaftspolitik. „Raus aus der EU, aber im Europäischen Wirtschaftsraum (EWR) bleiben“, schlägt er vor. Zwar sei es ihm egal, was die Union ohne Österreich tue, langfristig sieht er aber eine geplante und schrittweise Auflösung als zielführend an. Vor der eigenen Tür kehren Österreich müsse im Zuge eines EU-Austritts aber die eigene Demokratie stärken. Auch hier schwebt ihm wieder die Schweiz als Beispiel vor: „Wir müssen ja nichts neu erfinden, wir sehen wie gut das in der Schweiz funktioniert. Vierteljährliche Abstimmungen als Gegengewicht zum Parlament. Wobei ich für Österreich schon mit jährlichen Abstimmungen zufrieden wäre“. Die direkte Demokratie liegt ihm am Herzen: Im März 2019 ging sein Volksbegehren für verbindliche Volksbegehren zu Ende, mit gut 28.000 Unterschriften. Nach Abfuhren für große Volksbegehren wie Don’t Smoke mit knapp 900.000 ein aussichtloses Unterfangen. „Wie soll man die Menschen davon überzeugen, wenn diese Bundesregierung außer Wirtschaft fördern nichts tut?“ Wieso er trotzdem weitermacht? „Was gibt es für Alternativen?“. Lehren aus acht Volksbegehren Insgesamt acht Volksbegehren hat er initiiert und folgende Dinge daraus gelernt: 1. Es braucht einen guten Zeitplan. Zwei Kalenderjahre hat man Zeit um zu sammeln. Die Anfangsphase ist laut ihm entscheidend für einen Erfolg. 2. Die Themenlage und öffentliche Meinung nicht unterschätzen. Im Zuge der Klimakrise sieht er hier eine gute Ausgangsposition für „weniger Fluglärm, weg mit der dritten Piste und mehr Klimaschutz“. 3. Die Rolle der Medien sieht er kritisch: „Zur Pressekonferenz für die ersten beiden VB ist kein einziger Journalist erschienen!“. Viele Menschen auf der Straße haben sich beschwert, dass sie nichts im Fernsehen oder in der Zeitung davon gehört hätten. Soll es eine Berichterstattungspflicht geben? Von Pflicht hält Marschall wenig, aber es muss einen Weg geben, Aufmerksamkeit auf Initiativen aus der Bevölkerung zu lenken ohne große Budgets.

  This is a Native Opinion special episode: "Washington Post is Questionable". This is a commentary provided by Michael Kickingbear which is a follow up regarding the recent article published by the Washington Post, and it's assertion that 9-10 Native Americans do not find the name of the Washington "R" NFL team offensive. We feature an audio discussion from an episode of The Young Turks (See www.tytnetwork.com) which involves the questionable practices of the Washington Post. The take away from this episode we hope is this: 1.) The Washington Post is owned by Amazon's "Jeff Bezos" who contribute millions to various Democratic causes. This is one indication as to why the Washington post is biased towards the establishment. 2.) The Poll regarding the Washington Team is in itself flawed. 45 percent of the respondents the Post states are "Enrolled" with native American tribes. But they do not state which tribes they are. The REMAINING 55 percent are what they called "Self-Identified as Native American". Well, that can be any non-native that "thinks" they are native American but aren't sure.... 3.) A poll conducted by Vince Schilling (of the St. Regis Mohawk Tribe) through his own Twitter account show results that completely reverse the findings. (Take Poll, or see it's results: http://bit.ly/1YZiDBc) Defenders of the Washington poll have tried to discredit his poll stating that it is tainted because the bulk of Schillings followers are Native American. Well, what sense does that make? The Washington Post professes that they polled native American and people who "identify" as Native American. Which would you rather have? Tatiana Prorokova: Hello and welcome to Pod Academy. My name is Tatiana Prorokova and I am glad to have here Dr. Sonja Schillings to discuss her forthcoming book based on her dissertation titled Hostis Humani Generis and the Narrative Construction of Legitimate Violence. Before we proceed, however, I’d like to say a couple of words about Dr. Schillings’ academic career. She wrote her dissertation at the graduate school of North-American Studies at Freie-Universität Berlin in Germany, where she also held a position of a substitute junior professor for North-American Literature in summer semester 2014. And since October 2014, she is a post-doctoral researcher at the International Graduate Center for the Study of Culture at Giessen University in Germany. So, Sonja, in your dissertation, your main concern is the relationship between two criminal groups - pirates and terrorists. You argue that both have one thing in common and that is they can be characterized as Hostis Humani Generis. Could you elaborate on that and maybe explain your choice of these particular groups? Sonja Schillings:  My basic concern is about Hostis Humani Generis.  It is a legal term of arts,  a Latin term, which means “enemy of all human kind”,. It is, quite generally, a legal fiction that is assigned to perpetrators who are considered not just enemies but enemies of the law, of the normative order.  They are enemies so hostile and so extreme that you can  commit legitimate violence against them, just because you commit it against them. And it’s a term that was traditionally,  in legal history, equivalent or synonymous with the crime of piracy. And “the enemy of all” means that everybody, without distinction, is being attacked by them. This is why violence against them is said to be representative of the entire human race.  Or rather it’s claimed to be. The claims I look at are only ever in text. So much for that. So, pirates and terrorists. As I’ve been saying, Hostis Humani Generis was originally designated to describe pirates only, until the early nineteenth century when Hostis Humani Generis and the crime of piracy separated and Hostis Humani Generis was also used to describe slave traders – international slave traders. And then later, in the twentieth century, it was also used about perpetrators of crimes against humanity - the torturer is the most established example here. And now, what we see since the 1980s, is the political initiative to describe international terrorists as pirates. It is this link that originally spurred my interest in the topic of Hostis Humani Generis because other than the fiction itself, other than , the legal description of Hostis Humani Generis, and other than the characterization of what they do to society (i.e. the orders they attack), pirates and terrorists have very little in common.  Even so, they were constantly combined or associated with each other, despite the grave reservations of the entire maritime securities community. This is what the “pirate-terrorist nexus” refers to. T.P: So, you provide a brief historical overview of this “pirates-terrorists nexus”. But can you actually spot any difference between pirates and terrorists of the twentieth and twenty-first centuries? Was there any shift after 2000/2001? S.S.: Well, yes and no.
